Item 1. Call to Order of the Bicycle/Pedestrian and Trails Advisory Committee
Chairman Hann called the meeting to order at 5:35 p.m.
Item 2. Approval of Minutes – March 21, 2016
Chairman Hann stated Drew Thompson is identified as being associated with BMBA, but is a representative of Town of Malabar, Trails & Greenway.

Mr. Buhk stated that the minutes reflected that he said ebikes are motorcycles. Mr. Buhk would like the minutes to state that ebikes are not motorcycles. Typical ebikes are peddle assisted, but will have an electric motor to assist with hills or to give the rider a break from peddeling.
Motion by Ms. Bernard, second by Mr. Gallagher, to approve the March 21, 2016 meeting minutes. Hearing no objections the motion passed unanimously.
Item 3. New Members and Member Recognition
Ms. Gillette presented two BPTAC appointments approved by the TPO Board. Jill Bakken, Citizen and Erin Sterk, Brevard County Planning & Development. Neither was present at that moment.
Ms. Gillette stated BPTAC awards were presented at the April 11th TPO meeting with assistance from Mr. Hann and Ms. Valerie Harville. Mr. Hann received a BPTAC Meeting Attendance Award. Ms. Gillette presented Dan Gallagher an Attendance award.
Motion by Mr. Corwin, second by Mr. Hawks, to approve the two BPTAC Members. Hearing no objections the motion passed unanimously.
Item 4. Revised 2016 BPTAC Calendar
Ms. Gillette proposed to add another meeting on July 18, 2016 to go over the Bicycle Pedestrian Priority List.
Motion by Mr. Gallagher, second by Ms. Metz, to approve an additional BPTAC meeting on July 18, 2016. Hearing no objections the motion passed unanimously.
Item 5. Don Griffin Trail Update, Alix Bernard
Ms. Bernard stated that they only have one more corner to finish before the trail is complete. The dedication will be Tuesday, May 24, 2016; 4:00 p.m. at the McKnight Family Sports Complex and everyone is invited. Mr. Hann asked Ms. Bernard to describe the trail surface. Ms. Bernard replied, Geoweb filled with crushed rock. Mr. Hann asked if there is a way to get the matrix of the design and installation cost of the trail. It could help with future projects in deciding the type of trail surface. Ms. Bernard said that all the costs are in an excel spreadsheet. Mr. Hann requested a copy of that report and further asked why they didn’t try to get 3.1 miles out of that trail. Ms. Bernard responded that a 3.1 miles trail is being pursued. Mr. Buhk inquired about the project genesis, specifically the funding. Ms. Bernard said that they got a $180,000.00 grant through the Recreational Trails Program through the state in 2014 and the grant was a 50% match. Mr. Woolwich asked if this was a city owned property. Ms. Bernard replied yes. Ms. Metz asked if grants are only awarded to municipalities and not to a private person. Ms. Gillette replied yes. Ms. Sterk stated that she is new to the county and missed the grant funding cycles. She asked if this committee plays a role in identifying those funding sources or cleaning up on project applications for trails that might run jurisdictionally or at least bringing it to the attention of the committee members. Ms. Gillette replied absolutely. I would need to be a municipality that would actually prepare the application. The BPTAC group is a great place to start that conversation and take it to the next step to the municipality. Ms. Smith said that the TPO tries to make an announcement when we know funding cycles are open. Mr. Buhk asked, how citizens might interact with municipalities and the county. Mr. Hann replied, as a citizen find out first your jurisdiction. Mr. Hann would like to see the BPTAC work closer with the City/Town Managers to let them know that funding cycles are open.
Item 6. BPTAC Role in TPO Plannign Process, Georganna Gillette
Ms. Gillette reviewed the role of the BPTAC. She presented Bicycle/Pedestrian and Trails Advisory Committee Review. Purpose:
• Advisory Committee to the Space Coast TPO

• Provide guidance to the TPO Board, FDOT and agency staff on bicycle and pedestrian project,
programs and policies. • BPTAC recommendations/endorsements are presented to the SCTPO Board and are given careful
consideration as bicycle pedestrian projects move through the TPO planning process. • Expect presentations and chances to give input to agency staff on major projects and programs. • Approve the ranking of Bicycle and Pedestrian project priorities for Transportation Alternative (TA)
Funds received by the TPO. • Target funding sources (TA, SU, SUNTRAIL) • Serve on stakeholder meetings for TPO special projects (ex. Ped/Bike Road Safety Audits, Bike/Ped
Mobility Plan) • Attend Public Meetings • Community involvement and education initiatives • Provide input to local law enforcement on Ped/Bike issues
Ms. Gillette stated the Benefits and Challenges of the BPTAC: • BPTAC is asked to remember all types of vulnerable users, pedestrians and bicyclists (i.e. sidewalk
riders, trail user and road/commuter cyclists) in making their recommendations. • Have a cross-section of members representing agencies or organizations responsible for different
aspects of the Ped/Bike environment (balancing bicycles and pedestrians). • A BPTAC can be a big step toward making cycling and walking “normal” instead of an “extra”. • Bicycles and pedestrians should be regularly accommodated, a part of every road project, considered
by all departments when setting policy and programs (institutionalized). • BPTAC allows for transparency and public input into a variety of decision-making processes. • Keep in mind the vision of the SCTPO Bike/Ped Mobility Plan-Improving the regional bicycle and
pedestrian mobility system by identifying two important features-activity centers and corridors-that provides the focus for creating an interconnected network serving Brevard County.
Item 7. Project Updates, Kim Smith
Ms. Smith explained that the Space Coast TPO social media pages are maintained by a Social Media person and staff may not see these posts. Please contact our office if you have any questions.
Ms. Smith stated Viera has posted signs and marked the sidewalk along Tavistock from Viera Boulevard to Rusack. Viera Corporation has not yet submitted the remainder of the plans to the county. Ms. Smith distributed photos of the sign and sidewalk makings.
Ms. Smith spoke about Viera Boulevard and the aggressive driving between Holiday Springs and US 1. The posted speed is 40 m.p.h. and sharrows cannot be used for guidance. Ms. Smith and Ms. Gillette met with the county. Ms. Smith suggested that they lower the speed to 35 miles per hour and utilize sharrows. Ms. Smith also sent them information about bikes using full lanes so, a sign may still be under consideration. The county didn’t understand the bike connection, which go from Holiday Springs to River Drive in Rockledge. Traffic signals will be installed on Holiday Spring when the road is widened. Mr. Corwin asked when the road was going to be widened. Ms. Gillette responded that the interchange is programed in 2017.
Ms. Gillette reviewed the Compete Streets Projects and provided a status update.
Item 8. TPO Updates
Ms. Smith reported on the State Bike/Ped Coalition. Legislative updates were being considered that would repeal the designated bike lane law. Removing the 3 foot law and in place of including all vulnerable road users in the move over law. Strava is used for data and they are noticing that people are using it and posting activity as public. They are having problems with the proverbial bad guy watching the activity patterns and it gives them an opportunity for crime.
Ms. Smith stated Ms. Gillette will be speaking at the National Memorial Ride of Silence at Riverside Park on Wednesday. The Rail Trail Ribbon Cutting will be this Friday in Titusville.
Mr. Buhk added that the FDOT came up with the 14’ bicycle lane law.

Item 9. FDOT Update, Deborah Tyrone
Ms. Tyrone stated high visibility enforcement funds are available through Alert Today Alive Tomorrow Focused Initiative program to law enforcement for cross walk enforcement. Strava data does show the department where people are going. FDOT encourages Strava usage as the data will help the engineers to see where they need to put enhanced facilities. Ridership surveys have been sent out for the Pineda and Eau Gallie Causeways. Ms. Smith said the BPTAC would love to see the presentation on Trans/Ped at one of the BPTAC meetings. Ms. Tyrone said she would make it available.
Item 10. Public Comment
Mr. Moore stated that his road cyclist group had a road rage incident on Weber road between Atz and Hall. A passenger truck tried to push the group off the side of the road. One of the cyclists hit the side mirror and the driver pulled a gun. The Sherriff was called, but no charges were filed.
Ms. Twigg said a group of bikers were stopped on a Tuesday night ride and told that a new trail was being put in and the bikers will be off the roads.
Mr. Moore said they have been getting a lot of flak. The Sheriff Department told the cyclist they are not allowed to use the roads in the neighborhoods of Cypress Creek, Grant Valkaria .
Ms. Twigg would like to thank the City of Cocoa for filling a drain grate and would also like find out who to thank for the two, bicycle may use full lane, signs on Pinehurst. Ms. Sterk asked what will be discussed at the next meeting, so she can be prepared. Ms. Gillette explained that the BPTAC will review the ranking, scoring and comments. Mr. Hann suggested that the BPTAC sends out meeting invites through Outlook.

Transportation Alternatives (TA) Program Overview
DISCUSSION:
The Space Coast TPO receives approximately $580,000 a year in Transportation Alternative (TA) federal funds to help improve walking and biking in our community. TPO Staff will give a brief overview of the intent of the TA program and the project prioritization methodology that was used in developing the TPO’s supplemental project application and scoring for the bicycle and pedestrian projects. Municipalities that receive federal funds must have a Local Agency Program (LAP) certification to administer federal funds. TPO staff and local municipalities work closely with FDOT to incorporate bicycle, pedestrian and transit improvements on all FDOT related maintenance and capacity projects.

Adoption RE: FY 2017 Bicycle and Pedestrian Project Priority List
DISCUSSION:
There are a wide range of Bicycle and Pedestrian Projects on the TPO’s Project Priority List. Bike/Ped improvements are included in various sections of the priority list to include the Corridor Planning Studies, Complete Streets, Trails and the Pedestrian and Bicycle Improvement section. Some projects are on the State Highway System and some are off the State Highway System. Different types of funding are used depending on eligibility. Staff will briefly review the type of projects on the priority list and the rankings for projects are that eligible for TA funds only.
