NEW DELHI With airfares witnessing sharp fluctuations, a Parliamentary panel on Tuesday pitched for regu- lation of air ticket prices to ensure that they remain within a "reasonable range". Observing that currently there is no transparent mechanism to regulate air- fares,the panel said even the benefit of reduction in the price of ATF (Aviation Turbine Fuel) is not passed on to passengers. The observations have been made by the depart- ment-related parliamentary standing committee on transport, tourism and cul- ture in its report on demands for grants of the civil aviation ministry. are free to charge as much as they can and trav- ellers are caught unaware about the fares, it said. Delhi Police are trying to piecetogether the last 24 hours offarmer Gajendra Singh's life byanalysing his mobile phone dataand questioning people to findout where he had visited andwhom he had spoken to beforehis alleged suicide at JantarMantar here.

One of the relatives of thedeceased farmer, whose mobilephone number was found onSingh's call log, has told policethat he was asked by him toswitch on his TV as "somethingbig was going to happen".

"The relative, who lives inSingh's native village in Dausaof Rajasthan, received a callfrom him at around 1 P.M. (onApril 22). Singh had told him,'TV kholo, dekho kuch badahone wala hai' (switch on yourTV, something big is going tohappen)," said a senior policeofficial associated with theprobe.

Police said they are trying to

ascertain whether there was ahint in his words as to the eventsthat were soon to unfold during

an AAP rally in Delhi.Some others who came into

contact with Singh before he

climbed a tree and tied a towelround his neck in the momentspreceding the tragedy are also

being questioned to determinewhether he had showed any sui-cidal tendency.

Two eyewitnesses who hadseen him climb the tree and threeAAP workers who had scram-bled up to bring Singh down arealso being questioned, addedpolice.

Police are also analysingSingh's movements after he lefthis Dausa home to reach JantarMantar. "All this will help usfind out whether he had reachedthere to commit suicide or if itwas an accidental death," theyadded. Meanwhile, Delhi PoliceCommissioner BS Bassi todayrubbished media stories that areport has been sent by hisdepartment to Delhi governmentterming the incident an acciden-tal death.

"As far as I know, Delhi Policehas not sent any report to Delhigovernment. There have beensome letters exchanged betweenthe New Delhi DCP and thearea's District Magistrate. As I

have told you earlier, there is aconfidentiality in this sort ofcommunication and it will not beappropriate to reveal it," Bassitold reporters here today.

He said that informationwould be shared "wheneverthere is anything in the course ofinvestigation worth sharing".

Asked whether the organisersof the AAP rally or the DelhiCabinet members who werepresent on the stage when thefarmer allegedly ended his lifewould be questioned, Bassi saidthat the decision lay with theinvestigating officer in the case.

"Almost half of the base camp wasengulfed by the avalanche which wasaccompanied by high velocity winds.Fortunately, our team had followed basicprecaution and had undertaken counter-ava-lanche drills like posting a look out person,"the Major General said.

The officer explained that the team wasable to get out of tents in time and getbehind shelter, thus surviving the initialimpact.

"A few suffered some minor bruises. Bulkof our tents and storage were either blowaway or buried in the snow. Many otherteam camping in the base camp were not aslucky and were trapped in their tents leadingto casualty," he said.

The Army team managed to recover mostof their material and Captain Goel set up asmall medical aid post.

"There were a few doctors available in thebase camp who joined in. They were able tostabilise almost 70 casualties" the MajorGeneral said pointing out that air evacuationcould take place only the next day.

patients at the Darbhanga Medical Collegeand Hospital for identification. After televi-sion visuals of a separate ward for earth-quake victims with stickers on their fore-heads triggered outrage, hospital superin-tendent Shankar Jha expressed regret andsaid the stickers would be removed immedi-ately.

The minister overseeing relief work inDarbhanga, Baidyanath Sahni, told PTI, "Iasked the hospital superintendent about thisand directed him to get it removed at once."

Mr Sahni said he had asked the superin-tendent to investigate and find out who wasresponsible for the stickers.

"I am at present in the interior areas ofDarbhanga and after I return, I will visit thehospital," said the minister.

The hospital got the tags removed thisevening. Nearly 15 earthquake victims hadcome to the Darbhanga hospital for treat-ment. Six are still being treated.

250 Missing..."An avalanche occurred in the afternoon

today in Ghodatabela, an area on the popu-lar Langtang trekking route," said chief dis-trict officer Uddav Prasad Bhattarai.

"It is difficult to say how many are miss-ing, but a preliminary guess is that about250 might be missing."

'Universal Immunisation ..."As per the evaluated coverage data, the

UIP currently covers only 65 per cent chil-dren," Union Health and Family WelfareMinister J P Nadda told the Rajya Sabha ina written reply on Tuesday.

The Universal Immunisation Programmewas launched in 1985 in a phased manner.

The government has launched 'MissionIndradhanush' on 25 December 2014 whichaims to cover all children who are eitherpartially vaccinated or unvaccinated. Underthe Mission, vaccination is provided to pro-tect children against seven life-threateningdiseases including diphtheria, pertussis,tetanus, polio, tuberculosis, measles andHepatitis B.

"The Mission focuses on interventions torapidly increase full immunisation coverageof children from 65 per cent in 2014 to atleast 90 per cent children in the next fiveyears," the minister said.

Mission is a nationwide initiative with aspecial focus on 201 high focus districts.These 201 districts account for nearly 50 percent of the partially vaccinated or unvacci-nated children in the country.

The devastating impact of the earthquake in Nepal,measuring 7.9 on the Richter scale, could havebeen mitigated if there was some preparedness for

the tragedy beforehand. More than 3,800 people in thatcountry and around 40 people in India are reported tohave lost their lives while thousands more are injured.Nepalis were forewarned about the possibility of a majorearthquake, as the country was located on a geologicalfault line where tectonic plates were constantly on themove below the earth’s surface. The process was expect-ed to release pent-up energy any time following theseintense tectonic shifts. Expectedly and unfortunately,nature’s unleashed fury has resulted in a colossal tragedy,especially in the Kathmandu valley, while there is littlenews about those affected closer to the epicentre inLamjung district in the hilly tracts of interior Nepal. Ofthe many natural disasters, earthquakes are the most dif-ficult to predict; some experts suggest that it is evenimpossible to do so. The best of earthquake warning sys-tems, such as the ones installed in Japan, are only capableof warning regional centres about the possible impact ofongoing earthquakes. Yet, there are ways of mitigatingdisasters — building structures that are relatively quake-resistant, preparing for evacuation by constructing cen-tres specifically for the purpose, and sensitising the pub-lic about quakes and their devastating impact. Is it suchan impossible task to remain prepared, knowing full wellthat seismic zones are prone to frequent quakes? Japan,which is a country prone to regular earthquakes, hasshown the way on disaster mitigation and preparedness.Unfortunately, in the congested urban settings of devel-oping countries these steps are difficult to implement.Now the need is to help Nepal find its feet in providingrelief and rehabilitation to the quake survivors as theybrace for more aftershocks, rain and landslips. In thisregard, the alacrity of the Indian government, among oth-ers, in sending aid to Nepal, and the prompt effort inevacuating Indian citizens are commendable. With gover-nance in Nepal still seemingly a fragile structure giventhat the Constituent Assembly is yet to conclude its exer-cises because of the fractious political process, the cen-tralisation of resources in the Kathmandu valley has nothelped the government. It would have been better off del-egating responsibilities to local government structures,which have been absent for more than a decade in thecountry. It will be terribly unfortunate if the lessons ofthis yet-unfolding tragedy are not properly learnt.Meanwhile, our hearts go out to the Nepali people. It isimperative that the flow of international aid be stepped upto help restore the battered Himalayan state.

At the time of itslaunch a decade ago, IBSA wasreferred to as the coming togetherof the “biggest democracies” ofAsia, Latin America and Africa— India, Brazil and South Africa.In his address at IBSA’s first sum-mit in Brasilia, in September2006, Prime Minister ManmohanSingh said, “The idea of IBSA iswithout precedent.” Today, theIndian Foreign Minister is tryinghard to find a meeting date con-venient to all to host a pre-sum-mit meeting; the next summit isscheduled to be held in NewDelhi later this year.

The rise of BRICS

IBSA was visualised as thecoming together of three greatdemocracies of the developingworld, all three, multi-ethnic,multi-religious, multicultural,committed to the rule of law ininternational affairs and thestrengthening of multilateralinstitutions. IBSA, its foundingheads of government said, wouldnot just be a trilateral gathering ofofficials; it would also facilitatethe coming together of businessesand civil societies in these threedemocracies.

Launched with much fanfareand promise, as an association ofdeveloping country democraciesthat believe they have a right toclaim permanent membership of

the United Nations SecurityCouncil (UNSC), IBSA has beenovershadowed over the past fewyears by that other acronym with-out an adjective, BRICS.Launched by Russia and repeat-edly injected with life by China,BRICS has moved beyond ritualto claim for itself the status ofbeing a counterpoint to the Groupof Seven (G7). Cleverly manipu-lated by Russia and China, andwith India adding purpose to itwith its sponsorship of the idea ofa BRICS New DevelopmentBank, the summit of the five-nation BRICS gets 6,40,000search results on Google, com-pared to the 88,200 results for anIBSA summit.

But the issue is not about suchtrivial differences. The fact is thatthe political leadership of bothRussia and China have showngreater commitment to the idea ofBRICS, and pushing their anti-West agenda through it, than havethe political leadership of Brazil,India and South Africa to IBSA,and to its pro-democracy agenda.IBSA observers — and there arenot too many of them around —believe that China has been suc-cessfully influencing SouthAfrica’s current leadership toignore IBSA and pay more atten-tion to BRICS.

However, to be sure, in a worldwhere countries have multipleinterests and loyalties, most aremembers of several and a grow-ing number of associations.Indeed, many countries havebecome members of associations

that often have conflicting objec-tives. In a globe where no onewants to be left out of any newgroup, the proliferation of groupshas crowded the travel itineraryof foreign ministers. It’s like NewDelhi’s elite who seek member-ship of all available clubs buthave no time for any, given theirhectic professional and personallife. Nations too join many asso-ciations, after a fashion, and endup paying little attention to most.

Something like this fashion vic-timhood has befallen IBSA. Itsgovernment leaders are so busy athome and with other summits thatthey have no time for IBSA. Onereason for this is that the com-pelling shared objective thatbrought IBSA into being a decadeago, namely UNSC restructuringand membership, seems to havebecome less compelling.Countries aspiring for UNSCreform and restructuring and forpermanent membership seem tohave given up all hope of change.

Reviving IBSA

Interestingly, though, thereseems to be a change in India’sstance on this score. PrimeMinister Narendra Modi sig-nalled a renewed commitment tothe goal of UNSC membershipwhen he told an audience in Parisearlier this month that permanentmembership of the UNSC is“India’s right”, and not just afavour it begs for. Are Brazil andSouth Africa also ready to assertthis right?

The argument that since theworld’s status quo powers are

only paying lip service to UNSCreform and expansion and willnot allow any change, the IBSAmust give up staking their claimis ridiculous. The UN governancesystem, as indeed that of all thepost-Second World War multilat-eral institutions, has becomemoribund. The bankruptcy of theUNSC is all too visible in itsinability to deter unilateral actionby powerful countries. So, if theUNSC had failed to preventaction by the United States inIraq, it failed to thwart Russianaction in Crimea and SaudiArabia’s bombing of Yemen.Against this backdrop, the voiceof the three great democracies ofthe developing world would carryweight, if properly and appropri-ately articulated. But IBSA neednot be about UNSC alone. Thethree countries have some com-mon security concerns. Drug traf-ficking, money laundering andterrorism is one such. Maritimesecurity is another. Just as theworld has sought stability and therule of law in the Indo-Pacificregion, IBSA could articulate theneed for maritime peace, stabilityand the rule of law in the IndianOcean and the South Atlantic. IfBrazil dominates the SouthAtlantic and India dominates theIndian Ocean, South Africashares a coastline with bothoceans.

As the dominant power of whatcan be called the Indo-Atlanticregion, Brazil, India and SouthAfrica can come forward with amaritime doctrine for the regionbased on international law anddemocratic principles. Maritimesecurity, freedom of navigation,

climate change and energy secu-rity could be the common agendathat IBSA can pursue, addingmeat to the trio’s skeletal struc-ture.

While distance acts as a disin-centive in Brazil-India relations,the structure of their economies issuch that there is great comple-mentarity. Brazil has a high land-man ratio, with ample naturalresources on a per capita basis,and India has a low land-manratio, and is resource poor on aper capita basis. This creates syn-ergy. Equally, Brazil and Indiacan work together to build astronger manufacturing base,with untapped potential indefence manufacturing. Thepotential for India-South Africabusiness relations remains highand not fully tapped.

As ‘East-West’ bridge

Beyond the potential for deeperand wider bilateral economicrelations, IBSA have shared polit-ical concerns. While all threeemerging powers feel equallyfrustrated by the West’s unwill-ingness to yield space in globalgovernance, they also have ashared concern in China’s grow-ing influence in their own indi-vidual neighbourhoods. If Indiaworries about China’s rising pro-file in South Asia, Brazil worriesabout China’s growing clout inLatin America, and South Africafinds its influence in Africareceding as more of its neigh-bours turn to China.

Thus, both on account of theirinability to get the G7 and the P-

5 (five permanent members of theUN Security Council) to raisetheir stake in global governance,and on account of the challengethey face within their own neigh-bourhood from China’s growingeconomic presence, IBSA have asubstantial, shared, meaningfulagenda to chalk out and pursue.The problem is that not many inthe three capitals are paying anyattention to these issues.

Also, recall the fact that whilethe international communityresponded with alacrity to theTrans-Atlantic financial crisis of2008-09 and elevated the G20into a summit level forum ofdeveloping and developedeconomies, the G20 have sincebeen riven by differencesbetween the G7 and BRICS.While some portray the G7 vsBRICS interplay as a “North-South” divide, the fact is thatIBSA are today the real represen-tatives of the South on most mul-tilateral economic issues and onsubjects pertaining to global gov-ernance.

Rather than being content withmembership of BRICS, there is acase for IBSA — the Indo-Atlantic powers — to step uptheir interactions in dealing withboth the countries of the NorthAtlantic and the rising powers ofEurasia, and arrive at a sharedstrategic perspective on a rangeof global issues. As countries ofthe “South”, and given theirshared concerns, IBSA could infact act as a bridge between the“West” and the “East”, so tospeak.

In the evening of April 25, theday that the 7.9 magnitudeearthquake struck Nepal, I stood

on the roof of my house inKathmandu and looked over thecity’s southern suburbs. There wasmostly darkness, since the electrici-ty supply had been cut off. Electriclight flickered from a few housesthat had private sources of power. Icounted five small bonfires in thedistance, marking the locations of afew of the makeshift campsiteswhere the inhabitants of theKathmandu Valley were preparingto spend the night.

Lucky and unlucky populationsI had seen numerous such sites as

I’d walked around the southern out-skirts of the Valley where my houselies. In the more affluent parts,where the houses are of relativelyrecent and sturdy construction, suchas the area in which I live, thecampers had polyurethane mats andplastic chairs, and were living outof their cars. The damage arounddidn’t seem that severe: boundarywalls had collapsed, water tankshad toppled down from rooftops.Some people I spoke to said theearthquake was the most frighteningevent of their lives, but many alsosaid that given its intensity, theywere surprised that the damage hadnot been more severe.

An old settlement a few kilome-tres away, consisting mostly of theValley’s indigenous Newar ethnicgroup, wasn’t so lucky. The peoplethere farm the surrounding land,have small shops or work in the cityas drivers and labourers. Many ofthe mud and brick houses in thelocality have been lived in for gen-erations. I spoke to an acquaintance

from the area on the phone. He toldme that his house had collapsedcompletely. When I went to visithim, I saw that numerous old hous-es in the area has been destroyed ordamaged. No one was quite surejust how many people had beencrushed underneath the rubble. Thesurvivors were camped out on thegrounds of the local school, havingconstructed tents of plastic sheetsand banners advertising ‘CocaCola’, lying down on mats of strawand collapsed cardboard boxes.

Night approached, and across thecity people were still too afraid toenter their houses. The first bigearthquake had been followed bynumerous aftershocks of varyingintensity. By afternoon the townwas awash with rumours. “Therewill be an earthquake of magnitude7 at 2 p.m.,” people said to eachother and everyone awaited it withbaited breath. After a few hours,when there had been several shocksof lesser intensity, someone elsesaid that another quake, moreintense than the first major one, wasdue in an hour. “Why is god tor-menting us with these repeatedtremors?” said a man at a populatedcampsite. “I’d rather there be onemore earthquake as intense as thefirst and then be granted the certain-ty that another one will not occur.”The people around him murmuredtheir assent, determined to spendthe night under the open sky.

The next morning, I took my carout to get a better sense of the dev-astation. The injured stood outsidehospitals. Vans marked ‘corpsevehicle’ sped to distant parts of thecity. Deep cracks spiralled up thewalls of the sparkling new apart-ment towers, homes to the upward-ly mobile middle class. In the old

city centre of Patan, 16th centurytemples had turned into mounds ofrubble. Large bulldozers tried toclear away the debris of the centu-ry-old Dharahara tower.Shopkeepers around the wreckagedescribed the screams of the peoplewho were on the tower and who fellto their deaths when it collapsed.

Although this earthquake hadbeen long anticipated, and millionsof dollars must have flowed intoNepal in recent years in the name of‘disaster relief’, it was striking howill-prepared the state seemed. ThePrime Minister delivered a shortspeech on the radio promisingmobilisation of relief and rehabili-tation on a ‘war footing’. But it wasanother politician from the rulingNepali Congress party who seemedto have the better measure of truth,when he said that despite its bestintentions, there was only so muchthe government could do, and thathe hoped that people across thecountry would help their neigh-bours in the meantime. As I drovearound the outskirts of the city, Isaw a police van moving about try-ing to distribute tents. As most ofthe houses had collapsed in the area,people desperately needed tents.But there weren’t enough and thepolicemen seemed harassed.

Thousands of people had gatheredin New Road, a place with crumbly,high buildings on the sides of a nar-row street. I was with a few friends,trying to get closer to the squarethat housed temples and the oldpalace, the home of kings until theearly 20th century. I wanted to seethe remains of Kashthamandap, thewooden structure originally built inthe 12th century, after which thecity of Kathmandu is named. The

ground started to shudder, and whenI looked up, the buildings wereswaying against the sky. The crowdroared with panic, and rushedtowards the most open area closeby. I stopped at the foot of a promi-nent statue.

The ‘great calamity’

When the panic subsided, I gotback into my car, determined to gostraight back home. All of the radiostations were broadcasting news ofthe earthquake, referring to it as‘the great calamity’. The chief ofthe National EarthquakeMeasurement Centre came on airand said that the shake we had justfelt was 6.9 in magnitude, making itthe most intense aftershock we hadexperienced so far. A leader of theMaoist party, speaking from the epi-centre of the aftershock, said thatthe mountains seemed to be explod-ing behind him and that general sen-timent in the area was that the apoc-alypse had arrived.

The estimated death tally on thenight of April 25 was 800. The nextevening it was around 2,500. Attime of writing this piece on April27, it was 3,500. Many countrieshave pledged aid, and many havesent disaster response teams, whichare still gaining their bearings andfiguring out how best to operate. Asof now, no one has been able toreach the people, let alone count thedead and injured, in the villages inthe hills, where it is said that entiresettlements have been razed to theground.

government to arrest hardlineHurriyat leader Masarat Alam oncharges of sedition, the Centre onTuesday accused Kashmiri sepa-ratists of instigating locals against thegovernment and security forces byexploiting emotive issues like allegedexcesses by security personnel, mis-use of laws like AFSPA and PSA andperceived apathy of governmenttowards families affected by therecent floods. Minister of state forhome Haribhai ParathibhaiChaudhary, in reply to a question inthe Lok Sabha, said the separatistshad even tried to undermine the reliefand rehabilitation work done by vari-ous government agencies during J&Kfloods last year, while projectingthemselves as "saviour of theKashmiri people".

Warning of stringent action againstany illegal activities of separatist ele-ments, Chaudhary stated: "The gov-ernment is committed to ensure thatno anti-national activities take placewhich destabilise the situation inJ&K, with consequences across thecountry". Ruling out a soft approachtowards any mischief by separatists,he did leave the door ajar for a dia-logue with "those who eschew the

path of violence and are willing towork within the framework of theConstitution".

Earlier, listing 14 instances of sepa-

ratists' campaign against the Stateover the last one year, Chaudharyrecalled that outfits like Hurriyat(both moderate and hardline factions)and JKLF had called for a boycott of2014 parliamentary poll. Thereafter,in July, hardliner Hurriyat leaderSyed Ali Shah Geelani, tried to proj-ect killing of 6 civilians in a roadaccident as a deliberate act to killKashmiri people. During theAmarnath Yatra, a minor scufflebetween bhandarawalas and pony-

owners was given a communal colourby the separatists, while in August2014, Geelani and Shabir Shah triedto do the same with the Kausarnag

yatra. Separatists observed October27, 2014 as a 'Black Day' and organ-ised a shutdown in protest against thegovernment. When PM NarendraModi visited the Valley in July andDecember, they enforced a completeshutdown in Kashmir.

Chaudhary also referred to Hurriyatseparatists being in full attendance atthe Pakistan National Day function atPakistan High Commission on March23 this year. Earlier this month, sepa-ratists had called for a shutdown in

Srinagar over an assurance by MuftiMohammad Sayeed to home ministerRajnath Singh that land would beacquired for composite townshipswhere Kashmiri pandits would beresettled.

On April 15, a procession wasorganized in view of Geelani's returnfrom Delhi. Anti-national sloganswere raised, Pakistani flag waved andseditious speeches made at the rally,including by Masarat Alam.

A bandh was called across theValley on April 18 to protest an inci-dent in Tral. There was stone-peltingon the security forces and vehicles onthe Srinagar-Gulmarg road, leadingto death of a local youth in Narbal.

On April 20, Geelani, MirwaizUmer Farooq and Yasin Malik visitedNarbal to pay condolences to the kinof the youth killed on April 18. Theycriticized mainstream political partiesand appealed for unity among thepublic for election boycotts.

As per statistics laid before the LokSabha, 4 civilians and 7 security per-sonnel were killed in 32 terroristsincidents in J&K until April 19 thisyear. Of the 21 militants neutralizedduring this period, 4 were killedwhile attempting to infiltrate fromacross Pakistan and 5 forced to returnto Pakistan.

At least five buses, car-rying hundreds of Indians,

left for Gorakhpur in UttarPradesh on Tuesday morn-ing. Another batch whichwas also scheduled toleave for Bihar onTuesday, will now leave aday later.

Delay in departure ofBihar-bound buses led toangry protests at the park-ing lot opposite thePashupatinath temple incapital Kathmandu.

"Is Patna not a part ofIndia?" screamed ManishKumar at a senior Indianofficial who was guidingpeople towards departingbuses.

A Nepalese woman was miracu-lously rescued alive by Indian res-cuers 50 hours after being buriedunder the rubble following thedevastating earthquake that joltedthe country, killing over 5,000 peo-ple.

Sunita Sitoula, who was trappedunder the rubble after the powerfultemblor brought down a five-storey building in Basundhara ofMaharajgunj, was rescued alive byIndia's National Disaster ResponseForce (NDRF) personnel yester-day.

The survivor, who was rushed toa nearby hospital, has now takenrefuge at a local school with herhusband and two sons who man-aged to escape unhurt, eKantipurreported today.

"It feels like I have come into a

different world," said Sitoula.NDRF assistant commandant

Kulish Anand said, "We got theinformation that a lady is stuckbetween two slabs. There is somecavity and she is alive.

"Firstly, we stabilised the partic-

ular area and then we gave somelife saving medicine to that partic-ular lady. After stabilising her, wejust took her out."

Hundreds of people are stilltrapped under tonnes of debris inthe Kathmandu Valley and the

worst-affected remote mountain-ous areas, as rescue workers aredesperately searching for survivorsof the Saturday's 7.9-magnitudeearthquake.

NDRF rescuers and Indian AirForce personnel have now begunreaching areas beyond KathmanduValley near Pokhara. India todaysent six more teams of NDRF toNepal, taking the total number ofNDRF teams to 16 from 10 whowere already engaged in rescueoperations there for the last fewdays.

Each NDRF team has about 45personnel. NDRF rescuers are atpresent deployed in areas like TanuHospital, Balajutra, Balkhu,Goodbal, Brijeshwari, Chavmati,Vasundranmunatal, Maharajganj,Gangabhu and Shobha BhagwatiBridge.

handling the Pune JangliMaharaj Road serial blastscase, the Bombay highcourt on Tuesday set asidean order of a special trialcourt that had dischargedall eight accused underMaharashtra Control ofOrganised Crime Act(MCOCA).

The court after hearingadvocate general SunilManohar and special pub-lic prosecutor RajaThakare who argued anappeal filed by the ATSsignificantly held that bothMCOCA and UAPAcharges could be invokedtogether. The ruling by abench of Justices P VHardas and ShaliniPhansalkar-Joshi is consid-ered landmark as it wouldhave implications on otherblasts cases, said lawyers.

On August 1, 2012, fourco-ordinated low-intensityexplosions had occurredbetween 7.25 pm and 11.30pm in Pune in which a manwas injured. Bombs plant-ed at two other placeswere, however, defused.According to the prosecu-tion, the blasts were engi-neered allegedly by IndianMujahideen.

Mehmood Pracha, acounsel from Delhi appear-ing for the accused, arguedthat the Supreme Court haddistinguished offencesunder MCOCA and UAPA.He said that under thetouchstone of law laiddown by the apex court inJamir Ahmed's case, thecharge of MCOCA cannotbe attracted in this case,because of the difference inthe jurisdiction of thesetwo laws.

lators, Lok Sabha Speaker SumitraMahajan today postponed the discus-sion and vote on the Goods andServices Tax bill till next week. Thismakes it difficult for the governmentto pass the crucial constitutionalamendment bill in this session.

The budget session ends in oneweek and with all the pending agen-da, the government may run out oftime. The government may take upthe bill in Lok Sabha on May 5,which will shorten time for theremaining key legislation for this ses-

sion -- the black money bill, thefinance bill and the land bill. Sourcessaid the finance bill could be movedon Thursday, which may enable thegovernment to push through the landbill during the last two days of theLok Sabha session.

The Speaker was forced to inter-vene today after she came underattack from opposition legislatorswhen she allowed the government tobring the legislation before the con-clusion of the financial agenda. TillApril 29, discussions on the budgetand grants were to be held.

Regional Rural BanksAct was passed byParliament today, withgovernment saying itwas necessary toempower such finan-cial institutions whichare the "jewel in thecrown" of the country'sfinancial system.

The Regional RuralBanks (Amendment)Bill, 2014, which gotthe assent of the RajyaSabha by voice votetoday, seeks to helpRegional Rural Banks(RRBs) raise theirauthorised capital andwill enable them tomop up funds fromcapital market to helpstrengthen them.

Lok Sabha had earli-er passed the Bill inDecember last.

Moving the bill forpassage, Minister ofState for FinanceJayant Sinha said 57RRBs have been play-ing an important role infinancial inclusion ofvillages, coveringevery district and hav-ing nearly 80,000

employees.He said the need for

amendments has beenfelt for some time tostrengthen the RRBsfor which capital isneeded.

"I would call them a'Jewel in the crown'and not a 'Diamond inthe rough' as describedby a member... Theseare a jewel in thecrown, although notthe entire crown," hesaid.

Through the amend-ment in the Act, thegovernment was givingthem flexibility andstrengthening them, headded.

Dismissing appre-hensions that the

amendments are a wayto privatise thesebanks, Mr Sinha said,"Some private playerwill come in to infusecapital, but there areenough safeguard inthe bill."

He said under thepresent system, theCentre has a 50 percent share, the sponsorBank 35 per cent andstate government 15per cent shareholdingin the RRBs. The pro-posed amendmentswill provide flexibilityin this structure.

"In no case will theholdings of the Centreand Sponsor Bank beallowed to go less than51 per cent," he said.

While LG is only hoursaway from launchingits G4 flagship

smartphone, a new leak hasrevealed the full list of thesmartphone's specifications onthe Web.

Before jumping to the leakedlist of LG G4 specifications of,it is worth mentioning that theKorean smartphone maker hasalready confirmed some of thefeatures. The flagship handsetwill include a 5.5-inch QHD(1440x2560 pixels) resolutionIPS display with a pixel densityof 535ppi; LG UX 4.0 with newfeatures; 16-megapixel rearcamera with an f/1.8 aperture;LED flash and laser autofocus,and an 8-megapixel front-facing cam-era.

As per the leaked list of specifica-tions sourced by Evan Blass (bestknown as tipster @evleaks), the LGG4 will launch running Android 5.1Lollipop. It will be slightly thickerand heavier than the LG G3, withdimensions of 149.9x76.2x10.16mmand a weight of 155.9 grams.

Blass adds that previous rumoursthat LG may be ditching theQualcomm Snapdragon 810 processorin favour of a lower-poweredSnapdragon 808 SoC for the G4 arecorrect, with the company worriedabout overheating issues. LG after thelaunch of its Snapdragon 810-pow-ered G Flex2 in January, confirmedthe chipset to have overheating issues,which was later fixed. Like the LGG3, the G4 is also said to sport 3GB ofDDR3 RAM.

As for the storage, Blass says theLG G4 will bear 32GB of inbuilt stor-age alongside a microSD card slot forexpansion. There is no word on other

storage variantswith slightly different specifications,e.g., last year's flagship G3 came in16GB (2GB RAM) and 32GB (3GBRAM) storage variants.

In terms of connectivity, the leakedspecifications tip the LG G4 will fea-ture LTE Advanced (LTE-A) net-works, Bluetooth 4.0, and NFC. Thehandset will reportedly be backed by a3000mAh removable battery like itspredecessor and would deliver 440hours of standby and 14 hours of talktime. Both wireless charging andquick charging features are tipped.

It is worth noting Samsung's latestflagship smartphones, the Galaxy S6and Galaxy S6 Edge, were criticisedfor omitting features the series hascome to be identified with - storageexpansion and removable batteries. Ifthe leaked LG G4 specifications arecorrect, it seems as if LG heard thecriticism loud and clear, and hasincluded these features in its latestflagship.

The BCCI's new regime underJagmohan Dalmiya's leadership isexploring the option of an early SpecialGeneral Meeting (SGM) in its bid tooust N Srinivasan as the Board's repre-sentative in ICC.

In order to reach a decision on oustingSrinivasan, an SGM needs to be calledand Dalmiya along with SecretaryAnurag Thakur is exploring that option.

However, they are yet to decide on adate as of now as the members need tobe given three weeks of notice period.

"To oust Srinivasan, the ruling groupwill require two-thirds majority which is21 units. If they can't ensure 21 votes,they won't call SGM for sure. Dalmiyaand Thakur will have to ensure there are21 votes in their favour," a member ofDalmiya faction told PTI.

There are reports that the SGM will becalled on May 24, the day of IPL final.Incidentally, Lalit Modi was suspendedafter the final of IPL 3 in 2010.

This comes a day after the internalfeud within the BCCI took an ugly turnwith Board Secretary Thakur launchinga stinging attack on ICC ChairmanSrinivasan, saying that he should actual-

ly share information on bookies with hisown family members "whose involve-ment in betting has been proved".

A day after ICC issued an advisory toThakur to stay away from suspectedbookies, the BCCI secretary hit back atSrinivasan through an open letter inwhich he questioned the timing of the"counter offensive" initiated at thebehest of the ICC Chairman.

Srinivasan though made it clear that hedid not want to engage in a war of wordswith Thakur, saying he would take upthe matter with him personally.
