INTERNATIONAL SMART CITY CONFERENCE AND JAPAN ICT

DAY 2017

Recently, International Smart City Conference and Japan ICT Day was held on

24 – 28 October 2017 at Ho Chi Minh City and Da Nang City, Vietnam. There

were more than 500 delegates who participated in this event, which was co-

hosted by Vietnam Software and IT Services Association (VINASA) and the

People’s Committee of Ho Chi Minh City.

The objectives of the International Smart City Conference were to share the

vision, strategies and experiences of building the smart city in cities across the

country and region, offering solutions for urban management, planning,

development for a smart city base on new technologies and an introduction

of Smart City solutions and providers from Smart City experts and enterprises.

The conference focus on 3 main angles such as “Smart City: Visions of the

Mayors”; “IOT platform for Smart City” and “Digital Services of Smart City”

with the view of technology leaders and IT services providers. Besides that,

this conference also gives opportunities to ASOCIO Smart City Alliance Task

Force to deploy ASOCIO Smart City Index and Smart City related ICT Solutions

of ASOCIO members throughout the Asia Pacific region.

Keynote speeches for the conference were Dr. Nguyen Duc Chung, Chairman

of Hanoi People’s Committee, Mr. Jun Wei Chuah, Head of IoT and Data

Science Surbana Technologies Pte Ltd. and Mr. Pham Minh Tuan, CEO of FPT

Information System.

Japan ICT Day is an annually important event organized by VINASA and VJC

aiming to promote Vietnam – Japan IT collaboration. The event was first

organized in 2007 and is the best platform for Vietnam and Japanese

companies to seek for business cooperation during the past 10 years. The

event gets strong support from the Governments, associations, organizations

and especially businesses of the 2 countries.

NATIONAL CXO FORUM AND INFOTEL 2017

This year, The Federation of IT Industry Sri Lanka (FITIS) organized the ‘National CXO Forum and Conference’ on 1 November 2017 at Hilton Colombo, parallel to INFOTEL 2017 – The National ICT Exhibition was held from 2 – 5 November 2017 at BMICH. Benchmarking the 25th years’ of existence, this year’s theme ‘Towards a Digital Economy’ focused on how ICT and Digitalization can help various sectors in the economy to reach its full potential. CxO (Chief x Officer), a generic term for any Corporate officer (C Level). CxO is a short way to refer, collectively, to corporate executives at what is sometimes called the C-level, whose job titles typically start with "Chief" and end with "Officer” or Equivalent Designations or Higher. Keynote speakers were Mr. Gobinath S. G. PIKOM Leadership Summit 2017 and ASOCIO Research Book

Presentation

This year, The National ICT Association of Malaysia, PIKOM organized ICT Leadership Summit 2017 on 23 November 2017. This is a C-level thought leadership event, specially designed to cover the industry’s latest thought leadership, trends and insights to spur of new technologies and new business models to drive ICT growth in Malaysia. It is an annual leadership event attracting key speakers and about 300 C-level executives. This year’s, ROAD TO SUCCESS features Inspiring Tales From Business Leaders that has key topics which will cater to innovation and adoption of the ICT industry and user community. This annual event was officially launched by YB Dato’ Sri Liow Tiong Lai, Transport Minister of Malaysia. During the event, PIKOM ICT Strategic Review 2017/2018 was officially launched and the book was presented to YB Dato’ Sri Liow. This report highlights the development in the convergence of the digital and physical worlds which include Big Data and Digital Transformation. Mr. David Wong Nan Fay, Chairman of ASOCIO is the moderator for one of the panel discussion titled from Zero to Hero for this event. Keynote speakers for this event were Raju Chellam (Vice President of New Technologies, Fusinonex), Gopi Ganesalingam (Vice President of Enterprise Development, MDEC) and Ashran Dato’ Ghazi (CEO, MaGIC).

BANGLADESH:

The Next Global ICT Destination

Bangladesh is a developing nation with having tremendous potential. Thanks to consistent efforts by the government, poverty fell from around 50 percent of the population in 2000 to just over 20 percent in 2015. For the last decade, the country maintains a persistent economic growth of over 6 percent. In 2014, World Bank upgraded Bangladesh from Low Income (LIC) to Lower Middle Income Country. For a long time, agriculture has been the cornerstone of economic growth but for the last few years its contribution in GDP is decreasing and the contribution of the services sector is increasing significantly.

ICT is one of the key forces causing this shift in the economy. In 2002, Government of Bangladesh identified ICT as a "thrust sector." It developed ICT policy and took numerous initiatives to improve the ICT infrastructure and develop human resources. As a result, ICT sector observed significant growth creating jobs, improved governance. The growth of ICT also influenced another sector. Today, the overall IT/ITES industry of the country is valued at $850 million of which export accounts for 39%, $250 million. For the last five years, the IT/ITES industry maintained a high growth rate of 40% and is expected to continue.

History of ICT Sector in Bangladesh: Bangladesh got its first computer in 1964. Atomic Energy Commission of Bangladesh brought the first mainframe computer IBM-1620. Computer started to become popular in the late 1980s. In June 1998, the Government took the decision to withdraw all import duties and VAT from all computer hardware and software. This brought the prices of computers down to a level affordable by middle-income households and sales of PCs increased rapidly. Internet came in Bangladesh with UUCP e-mail in 1993 and IP connectivity in 1996. By July 1997 there were an estimated 5,500 IP and UUCP accounts. 3G Network was rolled out in the country in October 2012. Currently, the entire country has 3G coverage. Present Situation: According to Bangladesh Telecommunication Regulatory Commission (BTRC), there are 66.965 million Internet users (October 2016).

Bangladesh Software industry: Over the last few years, Bangladesh IT Industry and software/ITES industry has grown considerably and is expected to grow at that rate for some time. e-Commerce: Though the proportion of online retail is very small compared to offline retail, there is a growing tendency among people to search for products on the Internet and collect information about the product before buying the product. e-Commerce in Bangladesh is city-centric in Bangladesh. 80% of the online sales in Bangladesh comes from Dhaka (35%), Gazipur (15%) and Chittagong (29%). 75% of the buyers are within 18-34 year age range. Most of the e-Commerce entrepreneurs are also young; in their late 20s and 30s.

Social Media: Facebook is the most popular social media in our country. In 2009, there were only 96 thousand Facebook users in Bangladesh. By January 2015, there were 1.18 million Facebook users. Of these 9.8 million were in 18 to 40 age range. Of the 9.8 million, 7.8 million were males and 2 million were females. We Are Social and Hootsuite jointly published a quarterly report titled Digital in 2017 Global Overview which ranked Dhaka second among the top cities across the world with active Facebook users. Dhaka city has more than 22 million active Facebook. In the first quarter report, Dhaka was ranked third; Bangkok was first and Mexico was second.

Thanks to affordable smartphone brands and 3G network coverage, many people in urban as well as rural areas access the Internet via a smartphone. Compared to 2015, smartphone import rose 45.72% to 8.2 million units last year. According to Bangladesh Mobile Phone Importers Association (BMPIA), mobile imports through legal channels crossed 30 million units for the first time last year.

The Smartphone is now immensely popular in Bangladesh. Low-cost Chinese handsets and expansion of 3G services played a big role in popularizing smartphone usage. According to Bangladesh Mobile Phone Importers Association (BMPIA) smartphone imports went up by 45.72 percent to 82 lakh pieces in 2016 from a year earlier.

Success in outsourcing: Under Digital Bangladesh initiative, the government took various steps to develop the outsourcing sector. At present, more than half million Bangladeshi people are working in various marketplaces earning around $30 million annually. In FY 2014-15 Bangladesh earned 73.9 million which increased to 94.9 million in 2015-16 more than 28% increase. In 2014, for the first time, Bangladesh was recognized as a destination for IT outsourcing by AT Kearney, a leading management consultancy firm, operating in more than 40 countries. AT Kearney included Bangladesh in its Top 50 Global Services Location Index. Bangladesh was ranked 26th best destination for IT outsourcing. The index assessed 51 countries based on financial attractiveness, people skills and availability, and business environment.

Digital Bangladesh: The success story of Bangladesh’s ICT sector will remain incomplete without Digital Bangladesh. The current government’s election manifesto was to build Digital Bangladesh by 2021. Sajeeb Wazed Joy is the architect of Digital Bangladesh. Digital Bangladesh does not only mean using computer and Internet everywhere rather using the ICT to achieve goals successfully in education, health, job creation, poverty eradication and building a knowledge-based country. The philosophy of “Digital Bangladesh” comprises ensuring people’s democracy and rights, transparency, accountability, establishing justice and ensuring delivery of government services in each door through the maximum use of technology with the ultimate goal to improve the daily lifestyle of general people. Government’s “Digital Bangladesh” includes all classes of people and does not discriminate people in terms of technology. Hence, the government have emphasized the four elements of “Digital Bangladesh Vision” which are human resource development, people involvement, civil services and use of information technology in business.

Digital Bangladesh has four focus areas -

Human resource development: Make the best use of new technologies to build world-Class skills in all areas of study especially mathematics, science and English Language. Connecting citizens: Ensuring access to Digital Bangladesh for all citizens, poor or rich, literate or illiterate, urban or rural. Develop a sustainable channel so that people can benefit from all that Digital Bangladesh would offer. e-Governance: Using ICT to execute authority and function to enforce laws, regulations, or rules with the ultimate objective is to serve the citizen. ICT in business: Using ICT to provide access to the market, promotion of ICT business and ICT export.

Brief Description of Various Projects Completed Under Digital Bangladesh

Increasing Internet Penetration In 2008, Internet penetration in Bangladesh was 2.67% as per the latest data from BTRC it increased to 36.71%. The number of Internet users is increasing rapidly every year. As of March 2012, there were 40.182 million Internet subscribers in the country which increased to 58.7 million. 90% of the Internet users access the Internet via mobile phone network. Within 2020 the government is planning to increase Bangladesh Telecommunication Regulatory Commission (BTRC) Internet penetration to 100% while broadband coverage to 50%. ICT Master Plan ICT education is another major goal of the government. The youth of our country is our biggest asset. 62.7 percent of our population is within 15-40 year age range. With proper education and training, these young people can play a critical role in developing the economic condition of our country. Hence, it is referred as Demographic Dividend. The government is now implementing ICT Master Plan (2012-2021). Through this program, the government aims to achieve 100% neat enrollment at secondary and higher secondary level. A youth of the country will receive education in science and technology and would eventually become human resources. The government made ICT education compulsory in all secondary and higher secondary educational institutions.

Multimedia Classroom: To make learning more entertaining and interactive, Government developed Multimedia class rooms. Education Ministry in 23,331 secondary schools, and 5,500 madrassahs. Ministry of Primary and Mass Education established multimedia classrooms in 4500 schools. To manage and monitor these classrooms online, a dashboard (mmc.e-service.gov.bd) has been made. For these classrooms one laptop and projector have been allocated.

Info-Sarker: “Sarker” is a Bangla word which means Government. Info-sarker project is the second phase of an effort to meet the above requirement. Bangla-GovNet project being implemented by Bangladesh Computer Council (BCC) builds the ICT Backbone Network up to the district headquarters. Info-Sarker extends this network up to the sub-district level, connects the government offices at district and sub-district level. The goal is to use ICT system within the public administration to improve efficiency, accountability and transparency, reduce wastage of resources, enhance planning and raise the quality of services. There is a National E-Service System (NESS) that further maximizes the automation of work processes through integrated information management system. At Present, the Government is running the third phase the Info-Sarker project.

In this phase, the ICT division will connect 2,600 Union Parishads (lowest administrative level) through fibre optic cables. The project will cost $155 Million Leveraging ICT for Growth, Employment and Governance (LICT): Leveraging ICT for Growth, Employment and Governance is a project of Bangladesh Computer Council (BCC) under the Ministry of Posts, Telecommunication and Information Technology. The project has been launched in January 2013 aiming to develop a vibrant and healthy Information Technology (IT) and Information Technology-Enabled Services industry in five years by identifying the strategies, programs and investment needed for the country to leverage ICT for economic growth and competitiveness. The primary objectives of the project are to catalyze the growth of Bangladesh's IT/ITES industry for employment creation and export diversification. The project will also cater the need of public sector modernization through the development of policies, guidelines, e-government interoperability framework (eGIF) and capacity development of the government people.

Some specific objectives of the projects are:

(i) to develop 34,000 skilled manpower for IT and ITES sector. (ii) to expose local IT and ITES capabilities into global market leading

to improved global awareness and perception of Bangladesh for IT and ITES business.

(iii) to make available shared IT hosting and remote conferencing facilities for use by GOB agencies to policies, fix appropriate standards and guidelines for enterprise architecture and information security.

BCC is the implementing agency of the project worth about US$100 Million. Of the total amount, the World Bank is providing $70 million US dollars and the rest by the Government of Bangladesh. The project is expected to be completed by 2018.

Union Digital Center (UDC) Union Digital Centers (UDCs) were established to ensure availability of Information and Communication Technology (ICT) enabled services for citizens living in rural areas. Till date, a total of 5,275 Digital Centers have been established all over the country. They are being run by 10,105 entrepreneurs. As of December 2015, through these UDC

• 211 million services have been provided

• Tk.2 billion revenue earned

• 75 million online birth registrations have been completed

• Over 2 million potential migrant workers including women seeking employment in different countries have registered through the Digital Centers

• 4,50,000 applications for Porcha (Certified copies of land records) received

• 100,000 youths and adolescents received computer literacy training

• 2,88,000 people living in rural areas received life insurance services

• 3.5 million mobile banking transactions carried

Bangladesh Post Office: Under 6th five-year plan, Bangladesh Postal Division automated it’s 134 post offices and introduced Post e-Center in 132 post offices. It also introduced Track & Tracing for International postal items, Internet Based Inquiry system (IBIS), Global Monitoring System (GMS) and Mobile Money Order system, Postal Cash Card and 5 Postal ATM Booths and Post e-pay (Mobile Banking). Under 7th five-year plan (FY 2016/17– FY2020/2021), the Postal division aims to spread e-Commerce in rural areas through its offices. It will transform each

post office into e-Commerce centre and develop a postal transportation system to deliver goods from rural to urban and vice versa. Bangladesh Post Office has 9,886 offices all over the country. As part of this goal, Bangladesh Postal Division announced to buy 118 cars last year. Of this 20% will be driven by female drivers. In the first week of April 2017, Postal Division handed over 19 cars to female drivers. Also in December last year, Postal Division introduced “Post e-commerce service”. The project is now in pilot phase. 11 post offices in Dhaka city is now providing the service.

Electronic Money Transfer System (EMTS) and Postal Cash Card: In 2010, Bangladesh Post Office launched Electronic Money Transfer System (EMTS) to send money easily and quickly. Money order up to Tk.5000 ($625) can be sent from any of the 2750 post offices and sub-post offices. In 2011, Bangladesh Post Office launched Postal Cash Cards. Containing a magnetic strip, these cards can be used like debit cards. Users can retrieve money from his or her post office account, transfer money to another cardholder. The postal cash card service is available at 1,346 offices through PoS machines. These cash cards can be used in 1300 ATM booths of 26 banks. As of December 2015, 85000 clients received this service. Set up e-shop in 64 districts: In July last year, the government announced to set up e-Shop in 64 districts. These shops will be connected to a central website. These e-shops will list local businesses and their products. Using the website, they will be able to connect with buyers all over the country thus eliminating the middlemen. For the e-Shop, the government will train 1000 entrepreneurs who will then train rural people how to use the shop.

South-South Cooperation Visionary Award:

In 2014, Prime Minister Sheikh Hasina received the "South-South Cooperation Visionary Award" of the United Nations for Digital Bangladesh initiative. The award was given at "Global South-South Development Expo-2014" held at Washington ICT for Development Award: In 2016, Mr. Sajeeb Wazed Joy, Information and Communication Technology Adviser to the Prime Minister Sheikh Hasina, received ICT for Development Award for his Digital Bangladesh initiative.

A vision of smarter ICT infrastructures How ICT Infrastructures can lead the way into a prosperous and sustainable future Opening: In one business discussion, our partner, Dr. Staffan Canback - President of EIU CANBACK Consulting had given a comment for Vietnam’s ICT ambition: “A sustainable ICT player needs at least 150 million subscribers to maintain an efficient scale in the future. Your current subscriber base is far away from this benchmark and Viet Nam alone is not able to support this scale, the ambitious telco-company can still reach the required scale by becoming an ICT hub for Southeast Asia, as well as Japan, South Korea, and Australia (and later other countries)…” This can be achieved by our investment in the required infrastructure and competencies, and augmented by Vietnamese government investing in supporting infrastructure such as smart cities, airports, and education (similar to what Dubai has done) Does Vietnam understand it’s potential & future in ICT? We need to put the foundations of mindset from a right vision of ICT and new “paradigm shift” of infrastructure for Vietnam.

Nations are based on a number of different core systems – infrastructures, networks and environments – central to their operation and development: National services, citizens, business, transport, communication, water and energy. The effectiveness and efficiency of these systems determine how a nation works and how successful it is in delivering its goals. These systems are not discrete and must be considered holistically, as well as individually.

“Smart” national strategies know how to transform their systems and optimize the use of largely finite resources. The scale and nature of the challenges facing Nations across each of their core systems mean that business as usual, is not a viable option. Despite these challenges, Nations have a range of goals they want to deliver for their citizens. They strive to provide a healthy, pleasant and safe living environment for their residents. They also endeavour to attract business, help it thrive in a competitive global

economy, as well as provide an effective and efficient infrastructure in a sustainable way. To deliver the goals they have established, Nations must look to the systems on which they are basing their aspirations and make them more efficient and effective, i.e., smarter.

Pervasive information and communication technology means that there is much greater scope for leveraging technology for the benefit of Nations:

Instrumentation, or digitization, of a national system, means that the workings of that system are turned into data points and the system is made measurable. By 2010, there is likely to be 1 billion transistors, the building block of the digital age, for every human being.

Interconnection means that different parts of a core system can be joined and “speak” to each other, turning data into information.

Intelligence refers to the ability to use the information created, model patterns of behaviour or likely outcomes and translate them into real knowledge, allowing informed actions.

Smarter Nations transform their systems and their “system of systems”.

A smarter national system is one that uses technology to transform its core systems and optimize the return from largely finite resources. By using resources in a smarter way, it will also boost innovation, a key factor underpinning competitiveness and economic growth. Investment in smarter systems is also a source of sustainable employment. It has been estimated that a US$30 billion investment in smarter broadband communication, healthcare and energy systems grid could create more than one million jobs in the United States alone. Imagine the possibilities across all the world’s Nations.

Each of the core systems identified can be made smarter, by taking advantage of the potential to digitize systems and, thereby, enable more informed decision making.

The smarter nations use ICT as the foundation of its all infrastructures. In this actions, education of ICT technology is center of all successes.

The Nation as a “system of systems”.

It is critical that the interrelationship between a national core system is taken into account to make this “system of systems” smarter, too. No system operates in isolation; instead, a web of interconnections exists. For example, transport, business and energy systems are closely interrelated – the transport and business systems are key users of energy. Connecting these systems will deliver even greater efficiencies and address the interrelated, long-term threats to sustainability. The connection between smarter water and energy systems is another example of the linkages that exist between systems. A substantial amount of electricity generated goes toward pumping and treating water. In Malta, for example, a new smart utility system will inform citizens and business about their use of both energy and water, enabling them to make better decisions about resource consumption. The system in this case, will play the role of re-structuring the economy from production to high-end services with most advanced technology.

Think revolution, not evolution

Rising to the challenges and threats to sustainability requires a nation to be more than just focused or efficient; it will require the next generation of a nation to emerge – one based on smarter systems. These systems are interconnected – people and objects can interact in entirely new ways. These systems are instrumented – the exact condition of the system’s different parts can be measured. These systems are intelligent – nations can respond to changes quickly and accurately, and get better results by predicting and optimizing for future events.

Don’t forget the big picture

The interrelationships between the various systems mean that while cities obviously must prioritize, just “solving one” is not a viable long-term option. The challenges and threats to sustainability come from all angles and require a holistic strategy that addresses all factors and feedback mechanisms.

Vision & strategy of government

To place ICT as smarter platform & foundation for all infrastructures is the most important to make the change. Singapore experiences in the last 2 decades is a good example of a smart city, where attracted all intelligent of the world. Vietnam needs the right & strong decision to come out of the twilight in ICT development.
