RAJA'S SEAT, MADIKERI
Raja's Seat (Seat of the King) is a seasonal garden of flowers and artificialfountains. It is one of the most important tourist spots in Madikeri town ofKodagu district. Madikeri also known as Mercara was founded by a princeMuddu Raja of the Haleri dynasty in 1681 A.D. Raja's seat is an elevatedspot overlooking a vast greenery. This spot was frequented by the royaltywith a view to enjoy the scenic beauty of the valleys. It commands a thrillingview of the surrounding area. Standing in the open, the seat is provided withheavy masonry arched pavilion from where the visitor can see one of thefinest and most enchanting views.

FOREWORD
The District Census Handbook (DCHB) is an important publication of theCensus Organization since 1951. It contains both Census and non Census data ofurban and rural areas for each District. The Census data provide information ondemographic and socio-economic characteristics of population at the lowestadministrative unit i.e. of each Village and Town and ward of the District. ThePrimary Census Abstract (PCA) part of this publication contains Census dataincluding data on household amenities collected during 1st.phase of the Census i.e.House Listing and Housing Census. The non Census data presented in the DCHB isin the form of Village Directory and Town Directory contain information on variousinfrastructure facilities available in the village and town viz; education, medical,drinking water, communication and transport, post and telegraph, electricity,banking, and other miscellaneous facilities. Later on, the Telegraph Services wereclosed by the Government of India on 15th. July, 2013. The data of DCHB are ofconsiderable importance in the context of planning and development at the grass-root level.
2. In the 1961 Census, DCHB provided a descriptive account of the District,administrative statistics, Census tables and Village and Town Directory includingPrimary Census Abstract. This pattern was changed in 1971 Census and theDCHB was published in three parts: Part-A related to Village and Town Directory,Part-B to Village and Town PCA and Part-C comprised analytical report,administrative statistics, District Census tables and certain analytical tables basedon PCA and amenity data in respect of Villages. The 1981 Census DCHB waspublished in two parts: Part-A contained Village and Town Directory and Part-B thePCA of Village and Town including the SCs and STs PCA up to Tahsil/Town levels.New features along with restructuring of the formats of Village and Town Directorywere added. In Village Directory, all amenities except electricity were brought
together and if any amenity was not available in the referent Village, the distance inbroad ranges from the nearest place having such an amenity, was given.
3. The pattern of 1981 Census was followed by and large for the DCHB of 1991Census except the format of PCA. It was restructured. Nine-fold industrialclassification of main workers was given against the four-fold industrialclassification presented in the 1981 Census. In addition, sex wise population in 0-6age group was included in the PCA for the first time with a view to enable the datausers to compile more realistic literacy rate as all children below 7 years of age hadbeen treated as illiterate at the time of 1991 Census. One of the important
innovations in the 1991 Census was the Community Development Block (CD Block)level presentation of Village Directory and PCA data instead of the traditional Tahsil/Taluk/PS level presentation.
4. As regards DCHB of 2001 Census, the scope of Village Directory was improvedby including some other amenities like banking, recreational and cultural facilities,newspapers & magazines and `most important commodity’ manufactured in aVillage in addition to prescribed facilities of earlier Censuses. In Town Directory,the statement on Slums was modified and its coverage was enlarged by includingdetails on all slums instead of ‘notified slums’.
5. The scope and coverage of Village Directory of 2011 DCHB has been widenedby including a number of new amenities in addition to those of 2001. These newly

added amenities are: Pre-Primary School, Engineering College, Medical College,Management Institute, Polytechnic, Non-formal Training Centre, Special Schoolfor Disabled, Community Health Centre, Veterinary Hospital, Mobile Health Clinic,Medical Practitioner with MBBS Degree, Medical Practitioner with no degree, Traditional Practitioner and faith Healer, Medicine Shop, Community Toilet, RuralSanitary Mart or Sanitary Hardware Outlet in the Village, Community Bio- gas,Sub Post Office, Village Pin Code, Public Call Office, Mobile Phone Coverage,Internet Cafes/ Common Service Centre, Private Courier Facility, Auto/ModifiedAutos, Taxis and Vans, Tractors, Cycle-pulled Rickshaws, Carts driven by Animals,Village connected to National Highway, State Highway, Major District Road, andOther District Road, Availability of Water Bounded Macadam Roads in Village, ATM,Self-Help Group, Public Distribution System(PDS) Shop, Mandis/Regular Market,Weekly Haat, Agricultural Marketing Society, Nutritional Centers (ICDS),Anganwadi Centre, ASHA (Accredited Social Health Activist), Sports Field, PublicLibrary, Public Reading Room, Assembly Polling station, Birth & Death RegistrationOffice. In the Town Directory, seven Statements containing the details and thedata of each Town have been presented viz.; (i)-Status and Growth History of Towns,(ii)- Physical Aspects and Location of Towns, (iii)-Civic and other Amenities,
(iv)-Medical Facilities, (v)-Educational, Recreational & Cultural Facilities, (vi)-Industry & Banking, and (vii)- Civic & other amenities in Slums respectively. CDBlock wise data of Village Directory and Village PCA have been presented in DCHBof 2011 Census as presented in earlier Census.
6. The data of DCHB 2011 Census have been presented in two parts, Part-Acontains Village and Town Directory and Part-B contains Village and Town wisePrimary Census Abstract. Both the Parts have been published in separate volumesin 2011 Census.
7. The Village and Town level amenities data have been collected, compiled andcomputerized under the supervision of Sri T. K. Anil Kumar, Director of CensusOperations, Karnataka. The task of Planning, Designing and Co-ordination of thispublication was carried out by Dr. Pratibha Kumari, Assistant Registrar General(SS) under the guidance & supervision of Dr. R.C.Sethi, Ex-Addl. RGI and ShriDeepak Rastogi present Addl.RGI. Shri A.P. Singh, Deputy Registrar General, (Map)provided the technical guidance in the preparation of maps. Shri A.K. PREFACE
Dr. C. Chandramouli, I.A.S. the Registrar General & Census Commissioner, Indiahas traced the history of the district Census Handbooks in the foreword to the 2011 seriesof the District Census Handbooks (DCHBs). He has also succinctly explained the scope and
coverage of the District Census Handbooks. These volumes contain salient data on thepopulation for every village and town as revealed by 2011 Census. It also contains a wealthof information regarding villages and towns which throw some light on the circumstances inwhich people live and is therefore relevant to the data on the population. This information isalso of considerable importance in the context of planned development.
The District Census Handbook is divided into two parts: Part A - containsinformation regarding each village and town (Village Directory and Town Directory – noncensus data collected from various sources) and Part B – containing the population datacollected during 2011 Census - the Primary Census Abstract (PCA). The data published inPart B was collected during February-March 2011 in the Population Enumeration.
The process of data collection for the Village Directory and Town Directory (Part A)commenced in 2009 and the reference date is 31.12.2009. The Village Directory formatswere mailed to the Deputy Commissioners of Districts for obtaining the village wiseparticulars through Village Accountants. Similarly the Town Directory formats were mailedto the Commissioners of Corporations, Chief Officers of Town Municipal Councils, TownPanchayats, etc. The village wise and town wise data furnished by these officers were thenexamined exhaustively for consistency in reporting and comparability with the informationpublished in the District Census Handbooks 2001. The Household Schedules, which werecanvassed to collect the population data during 2011 Census, were scanned and datacaptured was processed electronically through ICR (Intelligent Character Recognition)
Technology. The Primary Census Abstract (PCA) was generated centrally on the computersby the Office of the Registrar General, India.
In compilation of the District Census Handbooks, the Census Directorate had theco-operation of various departments of the State/Central Government. The CensusDirectorate gratefully acknowledges their co-operation.
I take this opportunity to offer my thanks to Dr. C. Chandramouli, I.A.S. theRegistrar General & Census Commissioner, India for his valuable guidance and support. HISTORY AND SCOPE OF THE DISTRICT CENSUS HANDBOOK
The need of data at the grass root level for the administrative andplanning purposes at sub micro level as well as academic studies prompted the
innovation of District Census Handbook. District Census Handbook is aunique publication from the Census organization which provides most
authentic details of census and non-census information from village and townlevel to district level. The District Census Handbook was firstly introducedduring the 1951 Census. It contains both census and non census data ofurban as well as rural areas for each district. The census data contain severaldemographic and socio-economic characteristics of the lowest administrativeunit i.e. of each village and town and ward of the district. The non census datacomprise of data on availability of various civic amenities and infrastructural
facilities etc. at the town and village level which constitute Village Directoryand Town Directory part of the DCHB. The data of DCHB are of considerable
importance in the context of planning and development at grass-root level.

BRIEF HISTORY OF THE DISTRICT
Kodagu the district, known, as Coorg during the British regime is a tinymountainous province in south India bounded on the north and east by
Hassan and Mysore district and on the west and south by Dakshina Kannada;Cannanore and Kasaragod district of Kerala State. The total area of the district
is 4,102 sq.km. The name ‘Kodagu’ is derived from the word ‘Kodimalenad’which means dense forestland on steep hills.
The historical period of Kodagu begin from about 2nd century A.D. with alegendary period before its history begins. Kaveri Mahatmya mentions thisarea by three names viz, Brahma Kshetra, Matsya Desha and Kroda Desha.Lopamudra the daughter of Brahma was adopted by Kaveri Muni and thereby
came to be known as Kaveri. She was married to Agastya and was latertransformed into river Kaveri. Kaveri River originates at Talakaveri in Kodaguand is regarded as the presiding Goddess of Kodagu. During the legendaryperiod, some wild and primitive tribes apparently lived in Kodagu. For it is saidthat the goddess Parvati, pleased with the meditation of Chandravarma gavehim a sword and a horse and asked him to conquer the land from the wildtribes who were then ruling Kodagu.
Numerous sculptural remains, which have been discovered in the district,have amply demonstrated that man inhabited this district during the pre-
historic times. These cairns are similar to such remains found all over southIndia and indicate that before the dawn of modern civilisation, the same set ofpeople who were dwelling in various parts of south India had their settlementsin Kodagu district as well.
The earliest mention of Kodagu is in Tamil literature of the Sangam period. The Tamil poets have described Kudakam, i.e., Kodagu as the western limit ofthe Pandyan Kingdom. Kodagu from the earliest times known to history up to
about the beginning of the 17th century was not ruled by any one dynastycompletely. Petty princes and chieftains who owed allegiance to bigger powersoutside the district were ruling different parts of Kodagu.
Various inscriptions give the details of history of Kodagu from about 2nd
century A.D., to 16th Century A.D. The Gangas ruled from Talkad from 3rd Century A.D., over the southern and central parts of Kodagu through theirgovernors and local chieftains, the Kadambas of Banavasi, ruled over thenorthern parts of the district. The Gangas were Jains. Towards the end of
10th Century the Cholas overthrew the Ganga Sovereignty. Then they becamethe dominant power for a little more than a hundred years.
The Changalvas, the feudatories of the Gangas who were ruling in Hunsurtaluk of Mysore district and in Kodagu, opposed the Cholas. The Changalvasare a line of kings who ruled in the western part of Mysore and in Kodagu from
the 10th Century to the 17th Century. Though Jains at first, they
embarrassed the lingayat faith in the beginning of the 13th Century. The

Changalvas were defeated in a decisive battle at Hanasoge on the cauvery basinand came under the domination of the Cholas. The Chola suzerainty endedwhen the Hoysalas of Dwarasamudra overpowered them in 1116 A.D. TheHoysalas exercised over lordship over the Changalva king Mahadeva.
Mahadeva shifted his capital from the plains of Hunsur to Palpare in theKiggatnad of Kodagu. The Hoysala Ballala general, Bettarasa, defeated andkilled Mahadeva of the Changalvas in 1174 A.D., in a battle fought at Palpare.
Pemma Virappa Changalva attacked Bettarasa in 1174 A.D. BadaganadaNanideva Udayadityadeva of Kuruchi in South Kodagu and the Kodagas of allthe Nads fought on the side of Pemmavirappa. This is the first specific mentionof the Kodavas found in inscriptions. Mudayya Naika, the Kodava general and
his two sons died in the battle. But the Kodavas gained a decisive victory forPemmavirappa who granted lands to the sons of these great fighters.
Pemmavirappa submitted to Hoysala Ballala II in 1175 A.D. By about 1245A.D. The Changalvas had changed their capital from Palpare in South Kodaguto Kodagu Srirangapatna, south of the Kaveri near Siddapur, after defeating
the Kongalvas, who governed North Kodagu. The Hoysalas conquered the Cholas and brought both the Changalvas and
Kongalvas under their rule. However, depending upon the strength andweakness of the ruling monarch i.e., the prevailing suzerain, the Changalvaswere either loyal or submissive or were rebellions and independent. Muslims
from Delhi invaded the south and put an end to the Hoysala rule and to their
domination over Kodagu. In the 14th century certain petty chieftains calledNayaka who were under the influence of the Vijayanagar kings ruled over north
Kodagu and Dannayakas (chieftains) ruled over Srimangal and in southKodagu. These Nayaks were at constant fend with one another which opened
the way for the establishment of a new dynasty of rulers, viz, the dynasty ofHaleri Rajas.
The Haleri dynasty (1600-1834 A.D.) started ruling over the whole ofKodagu for the first time in the history of Kodagu for 234 years. Vira Raja, aprince of Ikkeri family is the founder of this dynasty. He and his successors
subdued the Nayaks and consolidated their power over the present district ofKodagu. Mudduraja I (1633-1687 A.D.) waged wars against Mysore and theRaja of Chirakkal. He extended his kingdom to Sullia also. During the rule ofChikkavirappa Wodeyar (1736-1766 A.D.) Kodagu attracted the attention of
Haidar Ali of Mysore. On the death of Chikkavirappa, there was a disputeabout the succession, which gave Haidar Ali an opportunity to intervence in
the affairs of Kodagu. Lingaraja (1775-1780 A.D.) tried to consolidate hisposition and occupied parts of Wynad also. But when he died in early 1780A.D., Haidar Ali occupied Kodagu under the pretense of being the guardian ofthe young prince. Then began a long struggle which lasted for nine yearsduring which period Tippu Sultan is said to have taken away 70,000 Kodava
prisoners and in turn tried to populate Kodagu with Mohammadens broughtfrom outside. Virarajendra, the rightful king was imprisoned in Piriyapatna. In

with British East India Company. At the conclusion of III Mysore war, TippuSultan was forced to hand over Kodagu to the British who restored kingVirarajendra to the throne. From then on till 1834 A.D., the Haleri Rajasunder the suzerainty of the British ruled Kodagu.
During the rule of Chikkavirarajendra Wodeyar (1820-1834 A.D.) seriousdifferences arose between the Raja and the British, and this led to the Britishtaking over the administration directly. The British ruled over Kodagu for 113
years from 1834 to 1947. Kodagu was brought under the administration of theForeign and Political Department of the Government of India, with theCommissioner of Mysore state as Commissioner of Coorg (Kodagu) also. TheCommissioner had his headquarters at Bangalore while under him the
Superintendent was the chief local authority in Coorg. The superintendent wasassisted in his work by two Assistant Superintendents, one a European officer
and the other a local man. Captain C.F.Wettardy was the first Superintendentof Coorg. Lt. Col.Fraser, the Political Agent and also the Officer in over-allcommand of the British forces were the first Commissioner. He issued a
proclamation that the inhabitants of the state would not again be subjected tonative rule and that their civil and religious usages would be respected andthat the greatest desire would invariably be shown by the British Governmentto augment their security and happiness.
The general condition of the people was improved. From the second half of
the nineteenth century, the prospect of the country began to change by thelarge-scale cultivation of coffee in Coorg state. With the advent of
Independence in 1947, Kodagu (Coorg) was constituted into a Part-C state in
the Union of India. As a consequence of the re-organisation of states inNovember 1956, Kodagu was merged with the erstwhile state of Mysore (nowKarnataka) and was constituted into a separate district with no change in its
territorial limits. As the original name of the district has now been restored,the name given to it by the British, namely Coorg is no longer in official use.

DISTRICT HIGHLIGHTS 2011 CENSUS
The total area of Kodagu district is 4102 sq. km.
Kodagu district has the lowest population of 5, 54,519 in the State with
lowest rural and urban population.
The district has the lowest density of 135 in the State.
Kodagu district accounts for only 0.9 percent of the total population of theState and stands at the last place in the State.
With the decadal growth rate of 1.1 percent, it ranks penultimate in the
State in terms of decadal growth rate.
The district with a Sex ratio of 1019 holds 3rd rank in the State.
The district has the highest Sex ratio of 978 among the child population
in the age-group 0-6, in the State.
The proportion of child population (0-6 age-group) is 9.9 percent in the
district and holds the rank of 25th in the State.
The district holds the 5th position in the state in terms of literacy, with the
literacy rate of 82.6 percent.
The male and female literacy rates in the district are 87.2 percent and
78.1 percent respectively.
The Scheduled Caste population contributes 13.3 percent and the
Scheduled Tribe population contributes 10.5 percent to the total
population of the district.
The district has registered a work participation of 50.3 percent and
stands at 5th place in the State.
The work participation rates for Male and Female population are 62.7 and
38.2 respectively in the district.
Among the total workers in the district 92.8 percent are Main workers
and 7.2 percent are Marginal workers.
Major work force of 86.4 percent is Other Workers and Agricultural sector
have only 13.0 percent of total workers, i.e., Cultivators (7.6 percent) and
Agricultural Labourers (5.4 percent).
Kodagu has the least no. of Household Industry workers (0.6 percent) in
the State.
About 49.7 percent of the total population in the district is non-workers.

Brief Note on Primary Census Abstract
Introduction:
The Indian Census has the reputation of being one of the best in the world.
The first Census in India was conducted in the year 1872. This was conductedat different points of time in different parts of the country. In 1881 a Censuswas taken for the entire country simultaneously. Since then, Census has been
conducted every ten years, without a break. Thus, the Census of India 2011was the fifteenth in this unbroken series since 1872, the seventh afterindependence and the second census of the third millennium and twenty firstcentury. The census has been uninterruptedly continued despite of severaladversities like wars, epidemics, natural calamities, political unrest, etc.
The Census of India is conducted under the provisions of the Census Act1948 and the Census Rules, 1990. In Censuses until 1931, a synchronous de-
facto method was adopted wherein the Census was conducted throughout thecountry on a single night. This being a very costly affair and involved thedeployment of very large force at one point of time was given up in 1941. Sincethen the same methodology has been followed in all the Censuses. It is agigantic operation and considered to be the single largest, complex, peace timeadministrative exercise in the world.
The Census Operation in India is carried out in two distinct but inter
connected phases - the House listing and Housing Census followed by thePopulation Enumeration. During the first phase of Census 2011 i.e., House
listing and Housing Census, the buildings, census houses and householdswere identified and systematically listed in the House Listing and Housing
Census Schedule during the period April to September, 2010 in differentStates/Union Territories. Apart from listing of houses, some useful data on theamenities available to the households was also collected for assessing condition
of human settlements, housing deficits etc.Censuses prior to Census 2001 had the system of collecting the
information through Individual Slip which was a key schedule for everyindividual. The information collected through slip was then compiled for ahousehold. Some information was also collected in addition to this for thehousehold. During 2001 Census a comprehensive Household Schedule wasadopted replacing the individual slip concept. In 2011 Census also similarhousehold schedule was used for canvassing. The scope of demographic, socio-
economic parameters has been widened in every census.
2. Population Enumeration - Census 2011:
The field work of the second phase i.e. Population Enumeration was carriedout during February-March, 2011. One of the essential features of Population
Enumeration in the second phase was that each person was enumerated andher/his individual particulars were collected at a well-defined point of time.

place to objectively examine the preliminary Census 2011 Population
Enumeration results and finally clear them for use. The population data wascleared only after the full possible satisfaction of the TFQA.
The entire work relating to the data validation and scrutiny wascompleted by all the States/Union territories under the overall supervision and
monitoring of the Census Division of the Office of the Registrar General, Indiawith active cooperation and support of the Social Studies Division, DataProcessing Division, Data Dissemination Division and Map Division.
4. Primary Census Abstract:
The Primary Census Abstract which is important publication of 2011Census gives basic information on Area, Total Number of Households, Total
Population, Scheduled Castes, Scheduled Tribes Population, Population in theage group 0-6, Literates, Main Workers and Marginal Workers classified by thefour broad industrial categories, namely, (i) Cultivators, (ii) Agricultural
Labourers, (iii) Household Industry Workers, and (iv) Other Workers and alsoNon-Workers. The characteristics of the Total Population include ScheduledCastes, Scheduled Tribes, Institutional and Houseless Population and arepresented by sex and rural-urban residence.
In 1981 census main workers were presented into four categories. As
regards 1991 Census, the nine-fold industrial classification of main workershas been given in the Primary Census Abstract. One of the important featuresof the Primary Census Abstract of 1991 Census was the presentation ofpopulation of the age group 0-6 which is continued in 2001 and 2011 Census.All the children of age 6 years or less have been treated as illiterate even if the
child is going to a school and may have picked up reading and writing. This willhelp the data users in better analysis and understanding of the literacy data as
the literacy rate is calculated with 7 years and above population and it isreferred as effective literacy rate. In 2001 and 2011 census four categories ofmain workers have been given in the Primary Census Abstract.
5. Level of Presentation of PCA data in District Census Handbooks:
The format of Primary Census Abstract (PCA) adopted in the DCHB of
2001 Census has been continued for 2011 Census as the data on fourcategories of works have been presented similar to 2001 census. The Primary
Census Abstract data in different PCAs are presented at different levels. Thelevel of presentation of Primary Census Abstracts in DCHB is as under:
1. District Primary Census Abstract -District/C.D. Block/Town.2. Primary Census Abstract for Scheduled Castes- District/C.D. Block/Town.
3. Primary Census Abstract for Scheduled Tribes -District/C.D. Block/Town.4. Village Primary Census Abstract -C.D. Block/Village wise.
5. Urban Primary Census Abstract- Town/Ward level.
The PCA Data for villages was presented C.D. Block wise for the first time
in 1991 Census. This practice is continued in 2001 and 2011 Census. The

term ‘Total Population’ includes the Scheduled Castes, the Scheduled Tribes,
the Institutional and the Houseless populations. An appendix to DistrictPrimary Census Abstract has also been furnished showing urban enumeration
block-wise particulars on Total Population, the Scheduled Castes Populationand the Scheduled Tribes Population for each town.
6. Area Figures:
The area figures supplied by local revenue authorities of the district inrespect of tahsils, Police Stations and by the local bodies in respect of townsare given in square kilometers. The area figures of the villages supplied by the Tahsildars in acres have been converted and shown in hectares. The areafigures of the C.D. Block are the total of the village areas coming under each
C.D. Block. The area figures for the district are the same as adopted by theSurveyor General of India to maintain uniformity at the national level.
