It is also a place where visitors may come to view the magic. The place is SMIP Ranch, home of, among other things, the Djerassi Resident Artists Program. Since 1979, when Dr. Carl Djerassi, one of the inventors of the birth control pill, began the program in his daughter’s memory, more than 2,000 artists have spent at least four weeks at the ranch. “It’s a gift of time,” says Mar- got Knight, who took over as executive director of the artists’ program in November and now lives on the property. Just as scientists need labs and athletes need coaches to do their jobs, “artists need time,” she says. The program receives at least 10 applications for each resi- dency. Many of the artists who par- ticipate have left pieces of them- selves behind — work inspired by the rolling hills, the endless vistas and the redwood groves of the 580-acre site. Visitors can tour the artworks, and soak in the natural beauty of the site, on tours offered from mid-March through October. Works seen on the tours range from an exuberant quar- tet of stick musicians cavorting on a hillside (William King’s Orpheus Coyote and friends, 1999) to a series of graffiti- inspired drawings of imaginary creatures tucked into redwood groves and other locations that appear to be their natural habi- tats (Derek Jackson’s Faeries, 2002). Near the old barn visitors can see artist Alison Moritsu- gu’s traditional-style landscape painting, with the actual view she painted right behind it. Most of the artworks are left to weather, and deteriorate, where they were placed.     impressed by their first visit they come back over and over again. Mr. Schwabacher, who is now vice chair of the artists program’s board of trustees, said he was first invited on a tour to a place he’d never heard of by a friend about 10 years ago. “I was shocked,” he says. “I was just so surprised because I’d never heard of it.” The art and the views “just really spoke to

    me,” he says. “This was a beauti-ful place in our backyard.” As a child growing up in Atherton and attending Menlo-Atherton High School, he had loved that area, he said. A few years later, Mr. Schwa-bacher was persuaded to join the Djerassi program’s board, although he at first begged off because of work commitments. “It was important for me,” said Mr. Schwabacher, whose wife, Kristine Elliott Schwabacher, is a former professional ballerina.

    “I’m not an artist, I can’t create any art, but I love to support people who create art.” Almost as important to Mr. Schwabacher is the preservation of the Djerassi property. In 1999, the Peninsula Open Space Trust (POST) purchased a conserva-tion easement on the property, which forever protects it from development and logging. The proceeds from the easement are in an endowment to maintain the property and buildings. “That’s kind of my emphasis ...

    the land and the buildings,” says Mr. Schwabacher. Other board members who live in the Alma-nac coverage area include David Stanley, Margot Knight and Dale Djerassi of Woodside, and Gary Bridges and Lava Thomas of Menlo Park. Dr. Carl Djerassi is no longer a member of the board of trustees, and in 1999 the program became an independent organization. The group of artists who par-

    NOTICE IS HEREBY GIVEN that the Atherton Planning Commission will hold a public hearing at its regular meeting on Wednesday, June 27, 2012 at 6:00 p.m. in the Town Hall of the Town of Atherton to review and consider the adequacy of the Response to Comments and Final Environmental Impact Report for the Atherton Library Building Project, pursuant to Atherton Municipal Code Chapter 15.32.

    The Final Environmental Impact Report including the Response to Comments will be available to the public mid-day on June 15, 2012.     Description: The approximately 0.3-acre project site is situated within the existing 22-acre Holbrook-Palmer Park, located at 150 Watkins Avenue in the Town of Atherton, San Mateo County. The proposed project would be sited within the general building area of the existing Main House, which is centrally located within the interior of the park. The proposed project includes demolition of the existing Main House and construction of a new two-story, up to 13,500-square-foot library and associated improvements. Some of the existing uses (e.g., meetings, classes and events) currently accommodated at the Main House would be absorbed by other facilities within the park. For the purposes of this environmental review and based on available information, this environmental analysis assumes that the existing library building, located at 2 Dinkelspiel (Station) Lane, would be repurposed for storage, Town offi ces or other civic use already occurring in the general vicinity of the existing library. The proposed project would require the following discretionary approvals: Environmental Review; General Plan Amendment; Holbrook-Palmer Park Master Plan Amendment; and Zoning Ordinance Amendment. The project is located at 150 Watkins Avenue in Atherton (Assessors Parcel Number 061-310-100).

    Public Review Period for the Environmental Impact Report: A Draft Environmental Impact Report has been prepared for the above described project pursuant to the provisions of the California Environmental Quality Act (CEQA). A copy of this document was available for public review at the Atherton Town Hall, 91 Ashfi eld Road, Atherton, CA from March 23, 2012 to May 7, 2012.

    The group of artists who par-ticipate in the program is varied. A recent group included a play-wright from Pasadena, a compos-er from Oakland, a visual artist from Poland, a media artist from Fargo (North Dakota), a choreog-rapher from Korea, a writer from New York City, a visual artist from Germany, and a writer from Brooklyn, New York. Soon, even more artists will be able to take part. A new build-ing, built to honor the program’s co-founder and Carl Djerassi’s wife, Diane Middlebrook, who died in 2007, will house four writers. Ms. Middlebrook was a retired Stanford University Eng-lish professor and biographer of Anne Sexton and others. Solar panels over the cot-tages will provide nearly half the energy needed for the entire program, Ms. Knight said. Once the new buildings are given a final occupancy permit by San Mateo County, a few artists who were friends and colleagues of Ms. Middlebrook will be invited to participate in

    the program, Ms. Knight said. She would also like to invite mathematicians and scientists who write about art. The architect of the studios, Cass Calder Smith of CCS Architecture in San Francisco, spent time as a child at the near-by Star Hill Academy commune. After he was hired to design the studios, Mr. Smith also became a program trustee. The program will probably not grow much more, however,

    Ms. Knight said, because its small size allows the artists to get to know each other and col-laborate during their stay. What does the SMIP in the name of the ranch signify? The program’s website explains that when Dr. Djerassi purchased the property in the 1960s, with pro-ceeds from stock from his employer, Syntex, it at first meant “Syntex Made It Possible” but he later changed it to: sic manebimus in pace, which translates to “thus we’ll remain in peace.” A

    Bid proposals received after the time announced for the opening will not be considered. No bidder may withdraw his proposal after the time announced for the opening, or before award and execution of the contract, unless the award is delayed for a period exceeding forty-five (45) days.

    Pursuant to the provisions of Public Contract Code Section 22300, and upon the request and at the expense of the Contractor, securities equivalent to the amount withheld by the District to ensure perfor-mance under the Contract may be deposited with the District, or with a state or federally chartered bank as escrow agent who shall deliver such securities to the Contractor upon satisfactory completion of the contract. Only those securities listed in Government Code Section 16430 or other securities approved by the District are eligible for deposit. [The deposit of securities with an escrow agent or the District shall be made in the form and on such terms and conditions as the District may require to protect the interest of the District in the event of the Contractor‘s default]. The Contractor shall be the beneficial owner of any securities that are deposited and shall receive any interest thereon.

    Pertaining to Sections 1770, 1773, and 1773.1 of the California Labor Code, the successful bidder shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. Copies of such prevailing rates are on file at the District office of the West Bay Sanitary District and which copies shall be made available to any interested party on request. The successful bidder shall post a copy of such determinations at each job site.

    In accordance with the provisions of California Public Contract Code Section 3300, the District has deter-mined that the Contractor shall possess a valid Class A License at the time this contract is awarded. Failure to possess the specified license(s) shall render the bid as non-responsive and shall act as a bar to award of the contract to any bidder not possessing said license(s) at the time of award.

    The “parental angst” that walks through her door is familiar territory to Rhonda Racine, founder and director of Menlo Park’s Lydian Academy, an accredited, one-to-one tutoring service. As the product of Palo Alto schools and mother of two Palo Alto High School graduates, she’s acquainted with the com-munity’s culture of achieve-ment and the anxiety shared by many who worry their children don’t fit in. Her thriving six-year-old business, which offers custom-ized instruction in a “non-stress e n v i r o n m e n t , ” targets needs that traditional schools, public or private, cannot always fill. That includes helping students with learning dif-ficulties and dis-cipline problems, or those who have overextended them-selves academically and are trying to get back on track. Another population of students is more advanced and trying to get ahead. For $70 an hour, a student can take a class or two — or an entire high school curriculum, including AP classes — on Lyd-ian’s “campus,” an office space overlooking El Camino Real. Outside her door, the office was a quiet hum of a dozen students and tutors, working one-to-one in cubicles. “Parents who sit around this table have tough situations,” Ms. Racine said. “You try to offer some doors they don’t know about and keep doors open that resonate with the family and priority system. “For example, there are lots of

    college programs people don’t know about that are highly aca-demic but also make room for the arts. They might not have heard of those paths.” In ceremonies at the Stanford Faculty Club May 19, Lyd-ian graduated 12 high school seniors who are full-time stu-dents at Lydian. Last year, Lyd-ian graduated nine full-time seniors. One of them was a Palo Alto boy whose father said Lydian helped his son achieve the aca-demic focus that had eluded him in larger settings, where he tended to be the class clown. “I did the same when I was in high school, so I understand

    it, but as a father I want-ed him to be in an envi-ronment that would bring out the best of his aca-demic poten-tial,” said the father, whose son is “doing

    very well in his first year away at college.” Paly 2010 graduate Sarah Kortschak found “a little bit of relief from the Paly pressure cooker” at Lydian, where she completed Algebra II, physics and chemistry in a one-to-one setting, her mother, Marcia, said. Diagnosed with dyslexia and auditory processing issues when she was a student at Duveneck Elementary School, Sarah graduated from Charles Armstrong School in Belmont before enrolling at Paly. “At Paly, there were many great fits and courses there for her, and some that were made more challenging because of her learning differences, so we

    RESOLUTION OF INTENTION TO ANNEX CERTAIN TERRITORY TO THE WEST BAY SANITARY DISTRICT ON-SITE

    WASTEWATER DISPOSAL ZONE

    The District Board of West Bay Sanitary District finds and determines as follows:

    A. This Resolution of Intention is adopted pursuant to the District’s “Zone Master An-nexation Resolution” (“ZOMAR”), which was adopted by the District Board August 12, 1996. The provi-sions of ZOMAR are incorporated by reference into this Resolution of Intention.

    B. The District has received an application to annex a parcel of real property (the “Par-cel”) to the District’s On-Site Wastewater Disposal Zone (the “Zone”). The Parcel is described in Exhibit “A” attached to this Resolution of Intention and the description contained in the Exhibits are incorpo-rated by reference. The name and address of the applicants and the number, type, volume and location of on-site wastewater disposal systems which are proposed to operate on the parcels to be annexed are described in Exhibit “B” attached to this Resolution of Intention and the information contained in the Exhibit are incorporated by reference.

    C. The applicants have demonstrated to the satisfaction of the District Board that the Parcel constitutes “real property” for the purposes of Section 2(b) of ZOMAR in that:

    X All of the conditions described in Subsections i., ii., iii., iv. and v. of ZOMAR Section 2(b) are satisfied; or

    Other conditions exist which demonstrate that the Parcel will benefit directly or indi-rectly from the activities of the Zone. If applicable, those conditions are also set forth in Exhibit “B” and are incorporated by reference.

    D. All of the conditions and requirements of ZOMAR Sections 2(a), 2(c), 2(d) and 2(e) have been fully satisfied.

    In consideration of the foregoing findings and determinations,

    IT IS RESOLVED by the District Board as follows:

    1. It is the intention of the District Board to annex the Parcel to the Zone pursuant to the provisions of ZOMAR and applicable provisions of law.

    2. In conjunction with a meeting of the District Board to be duly and regularly called and conducted, the Board will conduct a Public Hearing for the purpose of considering all matters pertaining to this Resolution of Intention.

    The time, date and place of the Public Hearing are:

    RESOLUTION OF INTENTION TO ANNEX CERTAIN TERRITORY TO THE WEST BAY SANITARY DISTRICT ON-SITE WASTEWATER DISPOSAL ZONE

    Lands of Hess, Kawaja & Bours and Joondeph

    The District Board of West Bay Sanitary District finds and determines as follows:

    A. This Resolution of Intention is adopted pursuant to the District’s “Zone Master Annexation Resolution” (“ZOMAR”), which was adopted by the District Board August 12, 1996. The provisions of ZOMAR are incorporated by reference into this Resolution of Intention.

    B. The District has received an application to annex a parcel of real property (the “Parcel”) to the District’s On-Site Wastewater Disposal Zone (the “Zone”). The Parcel is described in Exhibit “A” attached to this Resolution of Intention and the description contained in the Exhibits are incorporated by reference. The name and address of the applicants and the number, type, volume and location of on-site wastewater disposal systems which are proposed to operate on the parcels to be annexed are described in Exhibit “B” attached to this Resolution of Intention and the information contained in the Exhibit are incorporated by reference.

    C. The applicants have demonstrated to the satisfaction of the District Board that the Parcel constitutes “real property” for the purposes of Section 2(b) of ZOMAR in that:

    X All of the conditions described in Subsections i., ii., iii., iv. and v. of ZOMAR Section 2(b) are satisfied; or

    Other conditions exist which demonstrate that the Parcel will benefit directly or indirectly from the activities of the Zone. If applicable, those conditions are also set forth in Exhibit “B” and are incorporated by reference.

    D. All of the conditions and requirements of ZOMAR Sections 2(a), 2(c), 2(d) and 2(e) have been fully satisfied.

    In consideration of the foregoing findings and determinations,

    IT IS RESOLVED by the District Board as follows:

    1. It is the intention of the District Board to annex the Parcel to the Zone pursuant to the provisions of ZOMAR and applicable provisions of law.

    principal at Cubberley High School in the 1970s — has been passionate about schools since her early teens, when she was devouring books by psy-chiatrist William Glasser and writer Jonathan Kozol. She was a newly minted teach-er when Proposition 13 budget cuts swept California schools, so she returned to school to study computer science and worked as an engineering man-ager for two decades. “I certainly was able to sup-port my children in their choices of colleges, but it wasn’t my passion the way education is,” she said. “All the problems you’re faced with in education day to day come very naturally to me.” Ms. Racine helped her par-ents, who own the School for Independent Learners in Los Altos, before striking out on her own with Lydian in 2006. She bootstrapped with exist-ing accredited curricula to attain provisional accreditation and obtained full accreditation for her enterprise in 2009. Often, students who come to her have been “academi-cally traumatized,” and her top priority is to “build some academic confidence and get them loving learning again. “The effects of trauma in academia are similar to what they might be elsewhere,” she said. “Not that they’ve neces-sarily had bad teachers, but (the students are) super-sensitive and internalize these things in a way that makes them feel stupid or inadequate. “If it happens at a young age, all or parts of their learn-ing can get stuck. They think everybody else knows how to add fractions when denomina-tors aren’t the same, so they’re too ashamed to ask, and all this energy goes into hiding their differences. “We work to unpack all that.” At graduation, she said, there’s not a dry eye in the house.
