About the 3 EMT
The 3 EMT (Eco-Energy Efficiency Management Tool) is a self assessment tool for SMEs. It is
a simple and user-friendly, web-based tool and you can find it on the CEEM website
(http://www.ceemproject.eu). The tool is optimized for desktop and mobile systems (e.g.
tablets) and it is recommended to use the latest version of your internet browser.
For using the tool, SMEs need to register and get username and password, afterwards they
can log in on the project website and fill out a questionnaire. The questionnaire is divided in 5
sections: general information, status, energy management, self evaluation, future outlook.
Filling out the questionnaire needs about 45 minutes. Once finished the questionnaire, SMEs
get a automatically generated benchmark report. The benchmark report is a status quo
report in terms of energy-efficiency and sustainability and compares the SMEs performance
with national and international competitors. Additionally, the benchmark report offers an
excellent basis for further consulting and improving the eco efficiency of the SMEs.

The 3 EMT workflow for companies
The first step is the online registration on the CEEM website (http://www.ceemproject.eu).
Therefore the following informations are required: Username, Password, First & Last Name,
Company Name, Country and email address. The next step is to login on the project website,
thereupon SMEs fill out the questionnaire. During the survey, SMEs always have the possibility
to postpone the questionnaire, e.g. because they have some important information not at
hand. After filling out the questionnaire, SMEs submit it – afterwards are no further changes
possible. Finally SMEs get their benchmark report. Additionally, they also have the possibility
to download a questionnaire report (a listing of all questions and given answers).

Preparing for using the 3 EMT
For filling out the questionnaire, the following documents could be useful:
• Annual balance sheet
• Energy bills (electricity and heating)
• Energy supply contracts (electricity and heating)
• Documents about annual fuel consumption
The questions in the 3 EMT cover a wide range of issues about the SME, e.g. NACE code,
turnover, property and ownership structure, size of the company, information on energy
provision and consumption, building and energy management, barriers of energy efficiency
and future outlook. Because of this wide range of issues, concentration during filling out the
questionnaire is important. The better the input data of the SMEs, the better are the
benchmark reports the SMEs finally get.

On the menu page SMEs get some
quick information about the
creation date, last change and
status of the questionnaire. Status:
The questionnaire could be “open”,
this means that the SME has not
submitted the questionnaire yet
and can change the input data and
answer the questions. If the SME
submits the questionnaire, the
status turns to “submitted”,
afterwards no further changes are
possible by the SME.

Structure of 3 EMT – Final Validation
At the end of the questionnaire,
SMEs submit the survey. After
submitting the survey, SMEs are
not able to change their inputs
any more. In case that the
company put in wrong information
and wants to change it, the
national contact points are able to
reopen the questionnaire for the
SMEs.

After submitting the
questionnaire, the 3 EMT menu
page appears again. On this page
SMEs can now download the
benchmark report as well as the
questionnaire report. The status
of questionnaire is now
“submitted”. No changes are
possible anymore, but the the
SMEs can click through the
questionnaire again if they like to
review some numbers.

3 EMT – Benchmark Report
The 3 EMT benchmark report offers an overview
over the SMEs energy efficiency management and
compares its performance with a sectorial, national
and overall benchmark. Besides an overview and
comparison of the performance, the report provides
a valuable data base for further consulting and
measures for improving the eco efficiency and
therefore strengthening the competiveness on a
national and/or international scale.

3 EMT – Benchmark Report
For achieving a benchmark, the SME results are compared with the results of other SMEs. For
such comparison, three groups of companies are considered:
National competitors: SMEs participating in the survey with the same NACE code and of
the same country as the considered SME
European competitors: SMEs participating in the survey with the same NACE code as the
considered SME, but from all the considered project partner countries (Austria, Czech
Republic, Hungary, Italy, Slovenia)
All the companies participating in the survey
Beside the benchmarks, a solely quantitative analysis and comparison of the SME’s energy
efficiency is offered at the end of the report to complete the picture.
