We take this opportunity in expressing our gratitude and sincerity to all who
have directly or indirectly helped us in completing this report.
The Institute has been assigned the task of carrying the Monitoring Work for
Rashtriya Madhyamik Shiksha Abhiyan in fifty districts of Madhya Pradesh.
This is the third half yearly report of 2014-2015 covering thirteen districts.
We gratefully acknowledge the support received from the Ministry of
Human Resource Development (MHRD) and SPD, Rashtriya Madhyamik
Shiksha Abhiyan, Madhya Pradesh. This work would not have been
completed without the support of the district and school level officials who
helped us by providing the requisite information.
At the Institute, we are thankful to administrative and research team who
relentlessly worked for timely completion of the task.
The success of this work depends on the usefulness of the findings for the
government and we are hopeful that this report would help in taking
measures for strengthening the programme in the state.

2. ACCESS
I PHYSICAL ACCESS – AT SCHOOL AND HABITATION’S
Keeping in mind the objective of the scheme access for secondary schooling will be
provided within 5 Km of every habitation. The mapping exercises were done with
the help of secondary school principals and experts of cartography in every visited
District. On the basis of mapping, Opening of new secondary schools in under-
served areas was under process in all Districts. Expansion of existing secondary and
Hr. secondary schools and Up gradation of middle schools into Secondary schools
based on micro planning exercise with all necessary infrastructure facilities and
teachers was in progress in all sampled Districts.
During survey it was found that in all districts there were schools where students
were coming from distance greater than prescribed norms of secondary school (5
kilometers). The common reasons were unavailability of schools in their
habitation, lack of teachers, quality of education etc.

Students of very few schools in all district face physical barriers while accessing to
schools; most common were busy traffic, national highways, and busy market
areas, whereas for some of the schools, students also have to cross some of the
forest area. Some of the schools visited were also situated in sensitive areas.

3. EQUITY MEASURES
Gender Gap
Availability of various facilities as well as schemes for the promotion of girls’
education have played important role for increase in Girl’s Education level. Now,
parents are aware and understand importance of education and send their girl child
to school. But in all Districts except Burhanpur, Gender gap between boys and girls
enrollment was found. The main reason behind the realm is the attitudinal barrier of
parents who didn’t prefer to enroll their girls in co educated schools.

4. GUIDANCE AND COUNSELING
Students particularly of 14-16 years of age require guidance and counseling on
matters related to their career, physical and social development, selection of
subjects and selection of colleges or universities related to their subject. This type
of infrastructure has been formed in sampled schools of every district.

5. QUALITY
I. Enabling Conditions : At School level
Infrastructural and physical facilities were not appreciable in the sampled schools.
In almost all the schools practical approach was very poor. Approximately in 50%
schools visited laboratories were well equipped for 9th and 10th STD. However in

none of the schools, except very few, the laboratories were functional.
In every district, school didn’t have any updated library. However, in few
excellence and model schools library facilities were remarkable.
Centrally sponsored scheme of Information and Communication Technology (ICT)
in Schools was launched in December, 2004 to provide opportunities to secondary
stage students to mainly build their capacity on ICT skills and make them learn
through computer aided learning process. Very few schools were found where
innovative teaching aids were being used.
