The Institute has been assigned the task of carrying the Monitoring Work for

Rashtriya Madhyamik Shiksha Abhiyan in fifty districts of Madhya Pradesh.

This is the third half yearly report of 2014-2015 covering thirteen districts.

Human Resource Development (MHRD) and SPD, Rashtriya Madhyamik

Shiksha Abhiyan, Madhya Pradesh. This work would not have been

2. Consolidated Report/Executive Summary of RMSA Monitoring for the districts

of Madhya Pradesh

1. PLANNING & IMPLEMENTATION

In the context of increasing demand in the emerging knowledge based economy,

every secondary school has to develop its perspective plan and school development

plan. Perspective plan includes planning process and information regarding the

database used for plan formulation. Perspective plan help schools to work on issues

for the improvement of education level of school.

Besides Education department, baseline achievements under RMSA scheme will be

developed at school level by developing convergence with different departments.

Community mobilization is an important factor to achieve goals of RMSA. In order

to ensure the involvement of local community SMDC has been constituted in every

secondary and higher secondary school. SMDC formed in each school under this

scheme plays a significant role for developing and managing the proposed and

ongoing activities in their respective schools.

Ashoknagar :

100% sampled schools have prepared their perspective plan.

88% schools adopt convergence approach in preparing school development

plan but indeed 100% schools have prepared such plan.

100% have incorporated the recommendations of SMDC members in plan

2. ACCESS

I PHYSICAL ACCESS – AT SCHOOL AND HABITATION’S

Keeping in mind the objective of the scheme access for secondary schooling will be

provided within 5 Km of every habitation. The mapping exercises were done with

the help of secondary school principals and experts of cartography in every visited

District. On the basis of mapping, Opening of new secondary schools in under-

served areas was under process in all Districts. Expansion of existing secondary and

Hr. secondary schools and Up gradation of middle schools into Secondary schools

based on micro planning exercise with all necessary infrastructure facilities and

teachers was in progress in all sampled Districts.

During survey it was found that in all districts there were schools where students

were coming from distance greater than prescribed norms of secondary school (5

kilometers). The common reasons were unavailability of schools in their

habitation, lack of teachers, quality of education etc.

Students of very few schools in all district face physical barriers while accessing to

schools; most common were busy traffic, national highways, and busy market

areas, whereas for some of the schools, students also have to cross some of the

forest area. Some of the schools visited were also situated in sensitive areas.

Ashoknagar :

Students of 56% schools face serious problems enrooting to school

3. EQUITY MEASURES

Gender Gap

Availability of various facilities as well as schemes for the promotion of girls’

education have played important role for increase in Girl’s Education level. Now,

parents are aware and understand importance of education and send their girl child

to school. But in all Districts except Burhanpur, Gender gap between boys and girls

enrollment was found. The main reason behind the realm is the attitudinal barrier of

parents who didn’t prefer to enroll their girls in co educated schools.

5. QUALITY

I. Enabling Conditions : At School level

Infrastructural and physical facilities were not appreciable in the sampled schools.

In almost all the schools practical approach was very poor. Approximately in 50%

schools visited laboratories were well equipped for 9th and 10th STD. However in

none of the schools, except very few, the laboratories were functional.

In every district, school didn’t have any updated library. However, in few

excellence and model schools library facilities were remarkable.

Centrally sponsored scheme of Information and Communication Technology (ICT)

in Schools was launched in December, 2004 to provide opportunities to secondary

stage students to mainly build their capacity on ICT skills and make them learn

through computer aided learning process. Very few schools were found where

innovative teaching aids were being used.

The learning achievements of the children definitely show the quality of education

provided in the schools. To improve the quality of education, important factors are

availability of teachers and their commitment, learning environment, learning

resources, instructional process and time, and availability of learning material.

Most of the remotely located schools didn’t have teachers for Science, Mathematics

and English.

For giving academic support to the teacher of various schools “GYAN PUNJ

TEAM” of 9 members has been constituted in all Districts of Madhya Pradesh

under State Government norm.

Encouragement of group discussion and team work among students by the teachers

in sampled schools has been represented through.

III. Teachers’ Training

Capacity building of teacher & other functionaries is an integral component of

At many places the secondary school buildings were found to be under

construction. The construction agency is PIU (Project Implementation Unit) which

is a unit of PWD. It is engaged by the education department for the construction of

new buildings as well as strengthening of existing buildings. There is total number

of 50 PIUs working in 50 districts of Madhya Pradesh.

Overall all the districts were actively working for strengthening and opening of new

building but the process should be in fast track so as to fulfill the objectives of

RMSA.

Monthly review at different levels.

In District Level: Monitoring of programs running under RMSA is monitored by DPC, ADPC and

APC. Each month these officers made visit throughout the district’s High Schools

and Higher Secondary schools.

At School level monitoring responsibilities were given to SMDC members. Smooth functioning of RMSA and other planning were inspected through monthly meeting of Principals.

III MANAGEMENT SYSTEMS –

In State Level:

Detailed information about SIERT/SCERT and IASE/CTE has been

provided in the District report.

In District Level:

Detailed information about DIET has been provided in its respective District

report.

IV. INFORMATION ABOUT STATE DATABASE -

Presently in State level as per information received from SPO, GIS mapping

is under process. 100 % work has been completed. AWP&B 2014-15 has

been prepared based on manual mapping.
