A citizen requested a source code, in the same way he could have requested a dataset
- He asked for the source code of the French tax software
- Committee on Access to Administrative Documents (CAAD) answered « [we] believe that computer files constituting the source code solicited, produced by the General Directorate of Public Finance as part of its public service mission, are of the nature of administrative documents »
- The source code is now available on: https://forum.openfisca.fr/t/code-source-de-la-calculette-impots-et-outils-connexes/37
The Tax Authority finally released it and a hackathon was organized
#3 - Open Code, not just Data > #CodeImpot
« Our world, awash in data, will require new techniques to ensure algorithmic accountability, leading the next-generation of computational journalists to file Freedom of Information requests for code, not just data, enabling them to reverse engineer how decisions and policies are being made by programs in the public and private sectors.”
– Alex HOWARD, Tech Republic (http://tek.io/1gBd9dT)
