Social Reform Agenda- enhanced by government in equal partnership with the different basic sectors through consultations and participation in governance.


Social Reform Agenda- addresses the fight against poverty through a multi-dimensional and cross-sectoral approach.


Social Reform Agenda implementation- shall be focused on specific target areas and basic sectors.

"Basic sectors" — The disadvantaged sectors of Philippine society: 1. farmer-peasant, 2. artisanal fisherfolk, 3. workers in the formal sector/migrant workers4. Workers in the informal sector 5. Indigenous peoples and cultural communities 6.Women, 7. PWD 8. Senior citizens 9. Victims of calamities and disasters 9. Youth and students, children 10. Urban poor.


Institutionalization of basic sectoral and NGO participation in effective planning, decision-making, implementation, monitoring and evaluation of the SOCIAL REFORM AGENDA.


Ensuring adequate, efficient and prompt delivery of basic services

to the poor.
