Statement of Purpose and Descrip on of ProjectThe purpose of the 301 Washington Avenue Residen al Mixed Use Project is to create a vibrant new mid rise, high

density neighborhood residen al and mixed use community to replace a surface parking lot at a strategically important

site along Washington Avenue in downtown Minneapolis. The proposed project contributes to the Downtown

Council’s 2025 Plan guiding goals of “Double Downtown’s Residen al Popula on” and “Develop East Downtown”,

fi lls the gap currently in the form of surface parking and reconnects the fabric of Washington Avenue from Hennepin

on toward the Mill District and East Downtown. The proposed residen al design will u lize the exis ng adjacent

Gateway parking ramp to provide resident parking without the need for construc ng a conven onal ra o of parking

within the Project. It is felt that many residents will choose to not have a car but will u lize exis ng parking stalls

available if and when needed. The proposed design will connect directly to the exis ng skyway providing great

enclosed public and private pedestrian connec on to the CBD and encourage pedestrian movement from the skyway

down to the street. The proposed design will feature a wide pedestrian promenade along Washington Avenue

through adding 10 feet of landscaped width to the exis ng right of way.

The Design will contain an ac ve street level of commercial, restaurant and lobby uses. The second level will

feature skyway connec ons and a large community amenity pavilion and terraces. The total dwelling unit count is

approximately 320 featuring a full range of dwellings to serve a wide range of users.

The Project will create a greener and more pedestrian and bicycle-oriented experience immediately adjacent to

Washington Avenue, one of the main arteries that follows the path of the Mississippi River through Minneapolis.

Architectural DesignThe proposed design will feature a con nuous streetscape of varied and richly detailed street front and lobby elements

which will create a vibrant streetscape experience. The building, looking to be a 100 year asset, features a 13 story

mid rise concrete construc on clad in brick, glass and architectural metal panels. The corner of Washington Ave and

3rd Ave will be accentuated as a gateway to and from downtown from the 3rd Avenue river bridge. The intent of the

architecture is to break down the massing into three individual “buildings” that will shape the Washington Avenue

public realm.

Streetscape and Public Realm ImprovementsThe Project design includes signifi cant streetscape and public realm improvements, featuring a completely new,

amenity-fi lled streetscape along all three of the abu ng streets. The Washington Avenue sidewalk will be widened

by 10 feet. The 3rd and 4th Avenue sidewalks will also be widened. Improvements include new sidewalk pavement,

large caliper street trees within green plan ng areas that also serve a storm drainage func on, enlarged sidewalk experience

through addi onal sidewalk setbacks, con nuous quality system of street ligh ng and opportuni es for sidewalk sea ng.

The public realm will be shaped by beau ful streetscape architecture featuring mul ple transparent storefronts and

community spaces of glass, brick, stone, and the opportunity for individual crea ve uses of awnings and signage.

Green and Sustainable FeaturesThe 301 Washington Avenue Residen al Mixed Use Project will off er a pedestrian and transit-oriented community that

allows residents to live, work and play without the dependence on daily automobile usage. The development team is

commi ed to the sustainable design principles refl ected in the City’s comprehensive plan. Our sustainable design mission is

to promote livable communi es through the use of energy effi cient systems, green building prac ces, reduced dependency

on automobiles, crea ve density, high quality pedestrian and bicycle public realm and preserva on of natural resources.

This residen al mixed-use project will feature a series of green elements including green construc on and demoli on

prac ces, green material specifi ca ons, thermal high-effi ciency windows and exterior envelope systems, in pursuit of LEED

performance and par cipa on in the Xcel Energy Design Assistance Program.

Specifi c Sustainable Design Features:• Energy effi cient windows, roof, and walls

• Occupancy sensor controls in select building loca ons

• High effi ciency, Energy Star appliances in units

• LED and fl uorescent ligh ng fi xtures throughout

• Individually controlled and metered hea ng and cooling

• Low fl ow plumbing fi xtures to reduce water usage

• Use of recycled content materials

• Use of regional materials

• Use of Low-Emi ng Materials (VOC) including adhesives and sealants, pain ngs and coa ngs, and carpe ng

• At least four electric vehicle charging sta ons in parking areas

• Convenient bicycle storage with approximately 245 bicycle parking stalls in dedicated storage rooms

• A key design feature of the proposal is a new storm water management system that will meet the important City of

Minneapolis water quality requirements and improve the current condi ons in which water from paved parking areas is

draining unfi ltered.

STREET LEVEL DESIGN FEATURES AND PUBLIC BENEFITS

● Increase Washington Avenue sidewalk public

realm by 9 feet featuring all new pavement,

pedestrian walkway areas, proposed bike lane,

continuous green boulevard with large caliper

street trees, outdoor sidewalk sitting areas, new

street lights and other sidewalk elements.

● Increase 3rd and 4th Avenue sidewalk public

realm by 3-4 feet featuring all new pavement,

pedestrian walkway areas, street trees, street

lights, and other sidewalk elements.

● Provide secure public access from street level

to the public skyway level along 3rd Avenue.

● Proposed restaurant at Washington Avenue

and 3rd Avenue with large windows on the

sidewalk, sidewalk access and outdoor seating.

● Proposed commercial use at Washington and

4th Avenue with large windows and sidewalk

access (alternative is street level town-homes

with individual front doors).

● Provide ample bicycle parking along

Washington Avenue sidewalk.

● Provide urban porte cochere woonerf auto

drop-off area tucked under building to allow

required resident and visitor drop-off and to

promote use of taxis and shuttles. Designed as

part of continuous pavement area of widened

public sidewalk (see Carlyle, Minneapolis in

Appendix B and other urban examples).

● Screened enclosed parking for new residents.

● Utilize existing alley to screen service access

(existing skyway over the top).

● Propose relocation of bus transit shelter to one

block east adjacent to bus transfer facility.
