A meeting was held at the Town Council on March 21 where we (PRFR) presented a program, again, on providing FREE Paramedic level emergency medical care to the residents of the Town of Mammoth like

we do for the residents and visitors to our own service area. Arizona Revised Statutes even has a specific law addressing this very issue allowing such an agreement. Mammoth Fire District

It should be about lives saved, not territory lostshowed up in full force to once again protect their “turf” rather than see the big picture of what is best for the town residents as a whole for faster Paramedic care. Sadly, very few residents were actually there again so as a result only Mammoth Fire District’s voice was heard because they were the loudest. We have tried for a year and a half to help our

new neighbors to no avail. When we first moved here to Mammoth to retire two years ago, I tried to join the Mammoth Fire District to help. Apparently, highly trained and qualified people are not permitted on their department…if you are not related somehow. A short time later, I was asked to come help a neighbor who was having a stroke, which I did. The next morning

Mammoth Fire District and the ambulance crew immediately turned me into the state to try to get my Paramedic certification taken away even though I had taken all the paperwork and showed it to Mammoth Fire District administration that I had medical direction. The State did not see it their way and I was completely absolved. This is exactly the kind of animosity we have faced since day one. In addition, because of the underhanded dealings of the Mammoth Fire District personnel in the past concerning our certifications, we will not risk our Paramedic certifications to additional attacks of false accusations. There is a liability law called “Borrowed Servant” in which a Paramedic or EMT is legally responsible for someone they direct to provide care. We cannot assume the liability to provide care to any

residents of the Town of Mammoth in conjunction with the Mammoth Fire District. I am quite sure that Rick Sanchez and the Mammoth Fire District believes this was a great victory for the District in protecting their “turf.” But, there were no winners… The REAL reality is that every resident of the Town of Mammoth was the loser…the children, the elderly, your parents and grandparents, and those that live in our community with special needs. We apologize to our neighbors but until a more agreeable relationship can be realized, you are stuck with what you have. The Pinal County Sheriff’s Report is taken from the daily logs, based on the information provided by deputies. All persons arrested are presumed innocent until proven guilty in a court of law.March 7 Shots fired was reported in the 6600 block of N. Valentine Rd., Dudleyville. The gunshots were traced to a residence in the 6500 block of Pebbles, Dudleyville. The person told the deputy that a raccoon was attacking the resident’s dog. The raccoon was shot after it injured the dog. Assault was reported at Mountain Vista School in Oracle. The incident involved fighting students.

Threatening/intimidation was reported in the 700 block of S. McNab Parkway, San Manuel, at a baseball game. A parent reportedly threatened an umpire.March 8 Colten Wayne White, 22, Winkelman, was arrested in the 5900 block of Highway 77, Oracle, on a warrant for interfering with judicial proceedings. He was transported and booked into the Pinal County Jail in Florence. Assault was reported by hospital officials. The assault reportedly occurred in the Oracle area. An accident without injuries was reported in the 600 block of W. Fourth Ave., San Manuel. A driver

Gary Crawford, 62, passed away in the desert area near Winkelman on Jan. 17, 2013. His last places of residence were Winkelman and Tucson. His final arrangements were entrusted to At Season’s End Mortuary in Apache Junction.

I attended the Mammoth Council meeting Thursday, March 21. The meeting was called to order and requests from the Council to the people in attendance to “fill out speaker cards”. Evidently these cards are to give the mayor the ability to pick and choose whom he wants to speak and whom he wants to bypass and not allow to speak. Mr. Joe Casello filled a card out and turned it in. He stood for five minutes and the Mayor, Alvaro Barcelo refused to give him the floor and told him to sit down. Is this the way to treat a lifelong elderly resident that needs to address the council? Councilman Juan Barcelo did try to get the floor for Mr. Casillas but the Mayor refused him also. The promise of all candidates when campaigning was to return the ‘town to the people”. Two Councilmen were absent a second time and Councilman Joe Brewer

Promise unfulfilled: returning the town to the towntried repeatedly to get the floor with issues to present to the council. He was denied the floor. He was told by the town clerk that she would not put his issues on the agenda. I ask, where does a town clerk tell an elected official what will or will not be put on the agenda? This has happened repeatedly to Mr. Brewer. When Councilman Brewer does get the floor he is verbally attacked by the council when asking questions of accountability. Is this the way to treat an elected Councilman? Hang in there, Councilman Brewer; there are many people in Mammoth supporting you. No reports were given by persons listed on the agenda. There was no Treasurer’s report as usual. Mammoth residents need to know where the funds, grants, and how expenses are dispersed. If the Treasurer is not able to give a report for any reason, she needs to step

down. An audit ordered through the Attorney General’s office is in order and will get the town back on track. Vice Mayor Frances Wickham stated the swap meet went well and was a huge success. That was good news but again I

ask, “How many dollars were made, and where were the funds deposited?” Again, no report! There is never a report on meetings attended by the Council members. As a past Mayor of a town in South Dakota the size of Mammoth, I

recommend all Council members attend a free school by the State on “how to conduct town meetings starting with the Mayor.” After some schooling, give a report to the people on what they learned. Our meetings lasted past midnight

By John Hernandez At the Mar. 19 Mammoth-San Manuel School Board meeting, the Board approved the 2013-2014 Certified Salary Schedule for the district. The salary schedule includes a 1 percent raise for teachers and a 15-cent-per-hour raise for support staff, both approved by the Board. The Board also approved a $500 stipend for certified teachers, librarians, and counselors who sign a contract during the 15-day window and who return to work by August. The stipend would come

out of the Instructional Improvement Fund. The Board approved the resignations and retirement of Robert Ted Hardy, teacher (20 years); Joyce McClung teacher (22 years); Violeta Perez, teacher (7 years); Nicole Womack, paraprofessional (5 months). Board members thanked them for their service to the district. Rosemary Carbajal was approved as the accounts payable clerk. Teachers Shawnie Christian and Manny Chavez were recognized for their outstanding achievement of being

certified by the National Board for Professional Teaching Standards. Superintendent John Ryan presented them with an award and congratulated them for all their hard work and dedication to teaching. The Board discussed and approved new elective courses at San Manuel Jr./Sr. High School for next year. The new elective courses do not require any new teaching staff. Teachers have volunteered to teach the courses and have knowledge and an interest in the elective courses they will teach.

Pinal County Homicide Detectives have confirmed the identity of a deceased male found in the San Carlos Apache Reservation area near Dudleyville as Gary D. Crawford, 62. On Jan. 17, 2013, Tribal

Police contacted the Pinal County Sheriff’s Office and informed them that a non-Native American body was found on reservation land deceased due to apparent exposure. Because the victim was

not a Native American, jurisdiction belonged to PCSO. PCSO Public Information Officer Tamra Ingersoll said that Crawford’s death was certified as an accident.

By Chase KampCopper Area News As FY 2013-14 county bud-get negotiations grow closer, Board Chairman Steve Mill-er and District 1 Supervisor Pete Rios have pledged to not raise property taxes and stifle additional spending in light of a $6.3 million loss in revenue from last year. However, they say costs expected to pile up in the courts and law enforcement stemming from the county attorney’s office restructur-ing will pose a challenge to zeroing out the bottom line. In a written statement, Miller outlined two hard ob-jectives for the budget talks: no increase in the property tax rate and a freezing of department spending. “Pinal County already has the highest primary property tax rate and the second highest tax burden of Arizona’s 15 counties,” he argued. “Our ultimate goal is to bring the tax levy to a reasonable level.” In a response statement, Rios doubled down on these pledges. “No one should be surprised to find I am in complete agreement with Chairman Miller’s vision for the budget,” he wrote. However, declining valua-tions from 2010 and 2011are still hurting tax income. The county will collect 7.7 per-

By John Hernandez Students from Mammoth Elementary STEM School brought home seven

awards for their science projects at the Southern Arizona Regional Science and Engineering Fair

Mammoth STEM School wins science awards(SARSEF). The fair was held Mar. 11 to 16 at the Tucson Convention Center. The Mammoth students competed with other students from schools all over southern Arizona. There were approximately 1300 projects entered ranging from kindergarten classes to high school. SARSEF is one step towards the Intel International Science and Engineering Fair (ISEF) for high school students, which is in Phoenix this year. In previous years, students who participate in SARSEF have won

60 percent of the prizes at Intel ISEF. Intel ISEF gives more than four million dollars worth of scholarships and cash prizes. “SARSEF directors told us that they think the reason why so many of SARSEF students win at Intel is because SARSEF is one of the only ones that start the kids out at kindergarten,” said Julie Formo, teacher at Mammoth Elementary STEM School. “We had eighteen students from our school who have now won awards for two years in a row and they are going into second grade next year.”

San Manuel - The San Manuel High School Miner Wrestling program celebrated their 44th annual awards banquet on Fri., Mar. 22. During the awards ceremony, 19 wrestlers were recognized for completing the 2012-2013 wrestling season. The Miners finished with a 30-14 dual record, placed 7th Place at Camp Verde Duals, 11th Place at Mt. View Invitational, 2nd Place at Coolidge Invitational, 9th Place at Salpointe Invitational, 5th Place at Sectionals and 11th Place at Division IV State Championships. Freshman wrestlers for the 2012-2013 season were Jacob Christian, Patrick Lopez, Carlos Salas who took 8th place at Camp Verde, and Michael Sanchez who took 4th place at Camp Verde as well as 4th at Coolidge. Sophomore wrestlers were Jared Gonzales, who came in 7th at Camp Verde, Roberto

Guerrero who took 4th at Sectionals, Francisco Medina who took 4th at Coolidge and 3rd at Sectionals, Antonio Montes, Manuel Reynoso and Marco Salas. Colten Smith won with Most Near Falls – 43 and Most Pins – 26; and Martin Rodrigues for Most Escapes – 22. Every week, the coaching staff chooses a wrestler who goes above and beyond what theyask them to do. This includes being responsible respectable young men, performing in the

classroom, practicing hard every day and being a great team mate. The following gentlemen were chosen as wrestler of the week: Marco Salas, Frankie Tamayo, Bryce Main, Adrian Torres, Martin Rodriguez, Nick Wright, Anthony Lopez, Cisco Medina, Gary Maestas ,Colten Smith, Jacob Christian and Roberto Guerrero. Individual awards were given out to Coaches Analicia and Maritza Estrada who

received the coaching award for their excellent work leading the wrestling team this season; Cisco Medina for Most Improved, Nick Wright for Most Inspirational, Colten Smith for Tough in the Clutch, Marty Rodriguez for Alberto Aguirre Miner Man, and Adrian Torres received the Julio Cesar Cordova Brutican award. The team extends their collective thanks to the strong support system that kept them motivated. Parents and volunteers helped with fundraisers, steak sales, concessions brought the team water, fruit and meals during meets and tournaments. By Dorothy StaggsSpecial to the Miner The San Manuel Senior Center members and guests had a great time at their monthly potluck the evening of on Thursday, March 15, at 5:30 pm. We had several guests visiting from British Columbia who came to Arizona for a little sunshine, and the weather has been cooper-ating for them for the most part. We also had two guests from the San Manuel Fire Department who gave a short informative presen-tation on a new program that is currently available for residents in the Tri-Community from Lifeline Arizona. Joy Flovin was the winner of our monthly drawing for a dinner for two that was donated from ROMO’S this week. By Frank Smith The San Manuel Lady Min-ers have been busy on the field, racking up a 5 – 1 region record with a 10 – 7 overall record. In the last contest for the Lady Miners, San Manuel lost to region foe Hayden 11 – 1 to take their first region loss of the season. The Lady Miners started off their regular season with a game at St. Augustine’s on Feb. 26 in Tucson with San Manuel taking an 11 – 3 win. The Lady Miners made the trip to Wickenburg to take part in the Wickenburg Wrangler Tournament on Mar. 1 and 2 with round-robin competition beginning on the first day of the tournament. In game one, San Manuel lost Blue Ridge 4 – 2 in six innings. In the second game of the tourna-ment, the Lady Miners lost to Nogales 10 – 2 in 4 innings. San Manuel lost to Payson 10 – 4 in 5 innings in the third game of the tournament. In the fourth game, the Lady Miners lost to Lake Havasu 5 – 2 in 5 innings. In the circle for the ladies was Nicole with Medina catching. Nicole faced 23 batters allowing 5 runs on 7 hits, 1 strikeout and 2 walks. At the plate was Nicole Enci-nas 1/3 single; Felicia Medina 2/3, RBI; and Mariah McBride 1/2 single. In the Consolation Bracket, in game one – San Manuel took on Independence picking up the win 4 - 2 in 6 innings.

In the second game of the consolation bracket, the Lady Miners beat Coolidge 11 - 1 in 4 innings. In the third game, the Miners was scheduled to face Blue Ridge but the game was called a forfeit. In the fourth game, San Manuel beat Mohave 9 - 5 in 4 innings. The Lady Miners were un-defeated in the consolation bracket and brought home some hardware. San Manuel then got back to the regular season competition hosting Ray on March 7, pick-ing up the win 5 - 4 in 6 1/2 innings. The Lady Miners hosted a very tough Empire squad on Mar. 8 taking the loss 13 – 2. On Mar. 12, the Lady Min-ers headed up to Hayden and grabbed a close 8 – 7 win over the Lady Lobos. San Manuel traveled up to Globe to take on the Lady Tigers on Mar. 13 with the Lady Miners returning with a 17 – 3 win. In the circle was Lyana Wad-dell with Mariah McBride catching. Waddell faced 21 batters in 5 innings, allowing 3 runs on 2 hits 7 strikeouts and 1 walk. At the plate, Tamayo 2/4 singles; Encinas 1/3 single; White 2/4 singles, stolen base, RBI; Medina 3/3 single, double, homerun, 2 RBIs; Waddell 3/4 HOMERUNS (all 3 hits) 8 RBIs; Zuniga 2/4 single, double, stolen base; and Estrada 2/4 single,

double, RBI. “We finally hit the ball like I know we can,” Brewer said. “Lyana had a field day. I hope this gets our confidence where it should be in the area of hit-ting.” The Lady Miners hosted St. Augustine on Mar. 18 and picked up a shut out win 10 – 0 in five innings. In the circle was Encinas with McBride catching. Encinas faced 21 batters in 5 innings allowing 6 hits, 1 strikeout, 1 walk. At the plate, Tamayo 2/4 sin-gles, RBI; Encinas 2/3 singles, RBI; White 1/2 single; Medina 2/3 singles, 2 RBIs; Gomez 2/2 singles, RBI; Waddell 2/3 single, double 2 RBIs; Mc-Bride 1/3 single, RBI; Zuniga 1/2 single; and Victoria Ortega 1/1 single. Brewer said it was Nicole’s first shutout. “We still want our pitchers to eliminate walks and limit the number of hits we are giving up,” Brewer said. “Every runner that gets on base has the potential to score. It’s a lot of pressure on our pitchers, but I know they can do it. I would also like to see my whole team get hits in every game we play.” San Manuel paid a visit to Tucson on Mar. 19 to face off against St. Gregory and picked up another shut out win 20 - 0 over the Lady Hawks. Wad-dell faced 35 batters in 4 innings, allowing 16 hits, 0 strikeouts, 4 walks. At the plate, Encinas 1/2 single; Medina 1/2 single; and Zuniga 1/2 single. Coach Brewer said Empire is an aggressively hitting team. “If we give up hits, we would ideally like them to be singles,” Brewer said. “Un-

fortunately, they got a lot of extra base hits, including three homeruns. We allowed to many pop ups to be dropped and just had too many mental errors defensively because we weren’t being aggressive.” The team struggled at the plate, coming away with three singles. “We did not execute the short game and really just struggled to hit,” Brewer said. “It is a good experience for us to play teams like Em-pire, because we will see these tougher pitching/hitting teams later in the season. We just have to step up our confidence and aggressive play.” The Lady Miners hosted Hayden on Mar. 22 and lost their first region game of the season 11 – 1. In the circle was Waddell with Medina catching. Wad-dell faced 35 batters allowing 11 runs on 8 hits, 9 strikeouts 4 walks and 5 defensive er-rors.

We had more hits than Hayden, but just couldn’t get the base run-ners across the plate. By Frank Smith The San Manuel varsity baseball team has been busy on the diamond in the first part of the season, taking their ups and downs along the way, learning to work hard together to get the W’s. They managed to get the big win over Hayden for a record of 2 – 3 in the region and 4 – 6 overall. The Miners started off the season at the Padilla Tournament in Florence on Feb. 27 with a 7 – 3 loss to Bourgade Catholic. The Miners scored two runs in the first inning and one run in the fourth inning while Bourgade Catholic scored two runs in the first inning, three runs in the second inning, and two runs in the third inning. On the second day of the tournament, San Manuel took another loss to Show Low 10 – 0 with the Cougars scoring two runs in the second inning, one run in the third inning, five runs in the fourth inning, and two runs in the fifth inning. The Miners had five hits and committed one error while the Cougars scored

10 runs on eight hits and committed one error. On Mar. 1, the Miners picked up the win over Ray 9 – 7 with the Bearcats scoring one run in the first inning, five runs in the second inning, and one run in the fourth inning while the Miners scored six runs in the second inning and three runs in the third inning. Ray scored seven runs on six hits and committed no errors; San Manuel scored nine runs on 10 hits and committed one error. The Miners took the victory over Apache Junction 8-4 then finished the tournament with a tough loss to Blue Ridge 4 – 1. Stepping up for the Miners during the tournament was Jacob Marquez, who went 5 for 7 with two singles, one double, one triple, and one home run. Anthony Garcia went 4 for 6 with two doubles and two home runs with one of them being a grand slam. Marty Rodriguez went 4 for 8 with three singles and one double and John Ruiz went 4 for 9 with three doubles and a home run.

Miner diamond men work hard to get win over Lobos Offensively, Demetrious Dietz went 2 for 4 with a double, and scored two runs, John Ruiz went 2 for 4 with two runs scored, and Trent Brown went 2 for 4 with a double, and four RBIs. “This was by far the most focused we have been before any game this season,” Elmore said. “We had some

struggles early on, but hopefully we can turn the corner and get some good wins in the upcoming weeks. We have a lot of talent on this team; the players just have to realize to play within themselves and not try to do too much in the field or at the plate.” In Junior Varsity action, the

Miners took a loss to Walden Grove 12 – 8, picked up wins over Ray 8 – 1, Empire 8 – 2, and Hayden 17-0 while taking the loss to Globe 13 – 7. The Miners varsity squad traveled to Superior on Tuesday and will host St. Gregory on Friday for a double-header with the first game starting at 2 p.m.

Head coach Steve Elmore said overall, it was a good tournament. “We went into it, wanted to play as much baseball as we could and get back into the swing of things on the field and at the plate,” Elmore said. “A lot of guys did really well and others saw what they need to work on. I am very happy with how we played as a team, we just need to cut down on the errors during games and we should be just fine for the season.” The Miners got the regular season hosting the Ray Bearcats on Mar. 7 taking the loss 13 – 4 in a region game. San Manuel then traveled over to Hayden to take on the Lobos coming away with a close 6 – 4 win picking up their first region win. On Mar. 13, the Miners made the trip up to Globe to take on the Tigers taking a 15 – 0 loss in the process. San Manuel then hosted the Desert Christian Eagles from Tucson on Mar. 21 and took another tough loss 19 – 5. The Miners hosted Hayden on Mar. 22 sending the Lobos home early in the 6th inning on the ten-run mercy rule with San Manuel picking up the 14 – 4 win. The Lobos score two runs in the first inning, one run in the fourth inning, and one run in the fifth inning while the Miners scored one run in the first inning, three runs in the second inning, five runs in the fourth inning, one run in the fifth inning, and four runs in the sixth inning to end the game. The Lobos scored four runs on four hits and the Miners scored 14 runs on 10 hits. On the mound for the Miners was Jakob Torres with Trent Brown catching. Bryan Valdez came in to relive Torres in the fourth inning. Torres (1 -1) picked up the win allowing four hits, one for a double, four runs – three earned, collected three strikeouts, and walked three.

Public Hearing Regarding the Use of CDBG Funds

The Town of Mammoth is expected to receive an estimated $210,000 in FY 2013 federal CDBG funds from the Arizona Department of Housing Regional Account (RA). The Town of Mammoth may also apply for up to $300,000 in FY 2013 CDBG funds from the State Special Projects (SSP) account. CDBG funds must be used to benefit low-income persons and areas, alleviate slum and blight or address urgent need. Based on citizen input as well as local and state planning objectives, several potential projects have been selected to be forwarded to the State of Arizona with a request for funding. A public hearing will be held at the regular Town Council meeting at 6:00 p.m. on April 18, 2013 at the Town Council Chambers located at 125 North Clark to discuss the potential projects. It is expected that the Town Council will select the final projects at this hearing and adopt applicable resolutions. The potential CDBG projects are named and described as follows:

1. Walk-in refrigerator and mobile storage for the Food Bank2. Educate Senior Citizens for safety supplies such as Home Alone and

smoke detectors3. Senior Center with kitchen4. Water infrastructure, quality and improvements and water storage tank

of San Manuel invites families to spend Easter Sunday with them on Sunday, March 31, as they celebrate the resurrection of Christ.In addition to a fantastic

Worship Service, the church will host an Easter egg hunt and picnic on the church grounds for all who attend Sunday morning worship. There will be 500 or

more plastic eggs filled with candy for toddlers

through sixth graders to find (different age groups will have different areas in which to hunt). Following the hunt, the

whole family is invited to join church members for a potluck picnic. The church will provide the food and drink for all their guests; they just ask attendees to bring an appetite and maybe a lawn chair or two. There will be an activity for the youth as well. The morning worship

On March 1, 2013 the Mammoth Elementary STEM School spent time out at the Central Arizona College, Aravaipa Campus, for our 3rd annual science event. This

year’s Science Expo was a huge success. The student’s displayed their research projects, answered questions concerning their projects, and took suggestions on how to improve aspects

of their research presentation for the upcoming competition in Tucson. We would like to extend our gratitude to CAC and especially Benny and Maria for hosting our event another year.

The Preschool students in Mrs. Maestas’ classroom recently completed a unit on dinosaurs. During the unit students were taught how to pronounce a variety of dinosaur names. Students also learned about the various dinosaur sizes and distinguishing physical features that many of them had which helped in determining whether or not they were meat eaters or plant eaters. Students were able to create their own dinosaur fossils and dinosaur eggs. The unit was concluded with the students cracking their dinosaur eggs open to see what type of dinosaur was inside for them to keep.

By Mrs. Formo’s Kindergarten Class The question for our experiment was which soil will grow the best plants. The result of our experiment was that compost grew the biggest and greenest plants and the radishes were bigger. We learned that the plants need nutrients so we tested the soil to see if the compost

had more nutrients. Our teacher helped us test the soil with a soil testing kit and we discovered that the compost had more nitrogen than the other soils. We noticed that the clay holds the water longer; it looks like a lake on top of the soil when we water. The plants in the clay grew faster than the others. When we plant our garden, we will mix the

soils so there are nutrients and some clay. We also learned that there are good bacteria in the soil that help the plants use nitrogen. We will be taking our projects to the science fair, Southern Arizona Regional Science Fair, to show what we have learned. One project is about bad germs at school and one is about soil.

Voyles told the Board the additional employees would allow for more trials and prosecutions of violent crime suspects. Speaking with Copper Area News, both Rios and Miller said they were not inter-ested in letting off violent criminals. However, as more cases are taken to trial, the two expect greater costs to manifest in the courts and in the Sheriff’s office down the line. Miller said Maricopa County takes about 5 percent of its cases to trial and Pinal was running about 3 percent of cases during the previ-ous administration. “I’m sure that was to keep costs down,” he said. Rios said Voyles’ restruc-turing was similar to one made by former Maricopa County attorney Andrew Thomas when Rios served in the state legislature, and the cost with other entities affili-ated with the criminal justice system also went up.
