    %onention on Biological &iersit$ %B&3 is the first internationallegal instru!ent that brought out a radical change fro! the then reailingco!!on ercetion on genetic resources as 4co!!on heritage of!ankind5 to a legall$ binding regi!e that confers 4soereign rights5 to thestates oer their own biological resources including genetic resourcesand traditional knowledge3
