Cape Fear Community College & the New Hanover County Firefighters Association are pleased to announce the 37th New Hanover County Firefighter’s Association Public Safety College, April 28th – May 3rd, 2020.

The purpose of this Public Safety College is to deliver the best possible training with the best instructors available. Come prepared to learn! You are encouraged to preregister early to ensure your class choice. Registration forms received without payment will be returned to the sender. Should your first choice be filled, you will be assigned to your second or third choice noted on your registration form.

**Attendance at all scheduled class sessions is mandatory. Students who do not attend the first day of class will not be allowed to enter on the second day.**

The New Hanover County Firefighters Association will provide Saturday’s lunch.

ENROLLMENT & REGISTRATION

NO REGISTRATIONS WILL BE ACCEPTED OR RESERVED OVER THE PHONE OR BY FAX! Registrations and payments should be received by APRIL 13th, 2020. Students should complete and return registration forms indicating 1st, 2nd, and 3rd choices of classes with the proper fees (no credit cards). Do not use White Out on registration forms. Every effort will be made to place you in the class of your choice. CLASSES WITH INSUFFICIENT REGISTRATION WILL BE CANCELED ON APRIL 17th, so please register as soon as possible. NO REFUNDS AFTER APRIL 15th. Late and/or Walk-in registrations will be accepted on site for classes with openings. Your first choice may not be available. CASH, CHECKS, AND CREDIT CARDS accepted for walk-in registration fees.

FEESThe fee for North Carolina residents who are members of fire departments, EMS, rescue squads & law enforcement agencies (fee waived) is $35.00. Remember, all fees must accompany registration forms.

Out-of-state students or those not affiliated with an NC Public Safety Agency will be required to pay $70.00 per class in addition to the $35.00. (If taking Fire Prevention Inspector I, HazMat Level I Responder, or Fire Officer I class the fee is $160.00.) This includes the public safety college fee as well as the tuition fee. Remember, all fees must accompany registration forms.

Section 1 – Orientation & Safety FIP-3001. This class will enable the firefighter to become aware of the advanced operations of the department and understand their position in the organization from a more detailed perspective. Topics will include a review of safety regulations and firefighter’s responsibility to comply; departmental safety program; and the hazards related to fire protection. Full Turnout Gear and SCBA Required.

Instructor: Chris Hunt, CFCC Instructor, 28 years in the fire service, 18 years as fire, law and EMS instructor.

Section 2 – Alarms & Communications FIP-3003. This class is designed to teach candidates the policies and procedures concerning the ordering and transmitting of emergency alarms and the actions to be taken upon receipt of the alarms. This class will travel off site to the 911 center, transportation not provided.

16 hours (Friday 7:00 pm - 10:00 pm, Saturday 8:00 am - 5:00 pm, Sunday 8:00 am - 1:00 pm).

Instructor: Herman Born, Battalion Chief Wilmington Fire Department, 30+ year’s fire service experience, 25 years as a NC Fire/Rescue Instructor.

Section 3 – Fire Behavior FIP-3004. This class will enable the firefighter to demonstrate their knowledge of terminology used in the area of fire behavior, the hazards of different fuels, and the types of heat sources.

12 hours (Saturday 8:00 am - 5:00 pm, Sunday 9:00 am - 1:00 pm).

Instructor: Frank Meyer, Deputy Fire Chief New Hanover County Fire/Rescue Service, 20+ year’s fire department experience, 7 years industrial firefighting experience, NC Fire/Rescue Instructor.

Section 4 – Portable Extinguishers FIP-3005. This certification-related course will present the firefighter candidate with the knowledge, skills, and ability to satisfy the requirements of Chapters Five and Six of NFPA 1001: Standard for Firefighter Professional Qualifications. This course is designed to cover the extinguishing characteristics of portable fire extinguishers.

Instructor: James Gallagher, Lt Sunset Harbor Zion Hill Volunteer Fire Department, 18 years’ experience in the fire service. Paramedic with Duplin County EMS.

Section 5 – Personal Protective Equipment FIP-3006. This class will present the firefighter candidate with the knowledge and skills necessary to comprehend the use of their personal protective equipment, including Self-Contained Breathing Apparatus (SCBA). Full Turnout Gear and SCBA required.

20 hours (Friday 2:00 pm - 10:00 pm, Saturday 8:00 am - 5:00 pm, Sunday 8:00 am - 1:00 pm).

Instructor: Michael Whitwam, Captain, New Hanover County Fire Service.

Section 6 – Ventilation FIP-3008. This class will teach the firefighter different methods of performing safe and effective ventilation principles and practices. Full Turnout Gear and SCBA Required.

20 hours (Friday 2:00 pm - 10:00 pm, Saturday 8:00 am - 5:00 pm, Sunday 8:00 am - 1:00 pm).

Instructor: Michael Cooper, Captain, Wilmington Fire Department 13 years, 18 years in the fire service, 9 years as a NC Fire/Rescue Instructor.

Section 7 – Ropes FIP-3009. This certification-related course will present the firefighter candidate with the knowledge, skills, and ability to satisfy the requirements of Chapters Five and Six of NFPA 1001: Standard for Firefighter Professional Qualifications. This course focuses on the basic knowledge of fire service ropes, including types, usages, knots, and maintenance of rope.

12 hours (Saturday 8:00 am - 5:00 pm, Sunday 9:00 am - 1:00 pm)

Instructor: John Feeley, Master Firefighter, Wilmington Fire Department, NC Fire/Rescue Instructor.

Section 8 – Ladders FIP-3010. This class is designed to teach the candidate all aspects of ladder safety, including carrying, raising, lowering, climbing and operating from fire service ladders. Full Turnout Gear Required.

16 hours (Friday 7:00 pm - 10:00 pm, Saturday 8:00 am - 5:00 pm, Sunday 8:00 am - 1:00 pm).

Instructor: Adrian Mignone, Topsail Beach Fire Department NC Fire/Rescue Instructor.

Section 9 – Loss Control FIP-3014. This class covers both Salvage and Overhaul and is designed to cover indicators of structural instability while finding areas of hidden fires. Scene preservation and property loss techniques will also be discussed. Full Turnout Gear Required.

16 hours (Friday 7:00 pm - 10:00 pm, Saturday 8:00 am - 5:00 pm, Sunday 8:00 am - 1:00 pm).

Instructor: Chris Cook, Master/Firefighter, Wilmington Fire Department, 20 years’ experience in the fire service.

Section 10 – Rescue FIP-3017. This class will present the firefighter candidate with techniques and safety procedures to be used during a number of rescue activities and will include the proper use of rescue tools and the extrication of entrapped victims from motor vehicles. Full Turnout Gear or attire suitable for rescue work required. SCBA is also required.

20 hours (Friday 2:00 pm - 10:00 pm, Saturday 8:00 am - 5:00 pm, Sunday 8:00 am - 1:00 pm).

Instructor: Gene Holland, City of Wilmington Master Firefighter, Hazardous Materials Technician.

Section 11 – Sprinklers FIP-3019. This class covers the various types of sprinkler systems, as well as their components and the reliability of automatic sprinkler systems. Full Turnout Gear Required.

16 hours (Friday 7:00 pm - 10:00 pm, Saturday 8:00 am - 5:00 pm, Sunday 8:00 am - 1:00 pm).

Instructor: Frank Sasser, Assistant Chief, Goldsboro Fire Department, 39 year veteran with the fire service.

Section 12 – Building Construction FIP-3022. This class will enable the firefighter to identify the different types of construction and their reaction during a fire situation and the hazards associated with each.

16 hours (Friday 7:00 pm - 10:00 pm, Saturday 8:00 am - 5:00 pm, Sunday 8:00 am - 1:00 pm).

Instructor: Buddy Thompson, Assistant Fire Chief, Carolina Beach Fire department, 28 years in the fire service, NC Fire/Rescues Instructor.

Section 13 – Traffic Incident Management FIP-7000. This class is designed to build teams of well-trained responders who can work together in a coordinated manner, from the moment the first emergency call is made. First Responders learn the correct deployment of response vehicles and equipment, how to create a safe work area using traffic control devices, and techniques to speed up accident clearance.

4 hours (Friday 6:00 pm – 10:00 pm).

Instructor: Kevin McDonald, Captain, New Hanover Fire Service. NC Fire/Rescues Instructor.

FIREFIGHTER CERTIFICATION CLASSESSection 14 – Driver Operator. Emergency Vehicle Driver FIP-3601 This class deals with the safe operation of emergency vehicles, driving skills, legal implications of emergency driving and departmental standard operating procedures. Saturday afternoon and Sunday class will meet outside for hands-on training, rain or shine. Please dress appropriately. Appropriate PPE required. Requires Chief’s signature on registration.

20 hours (Friday 2:00 pm - 10:00 pm, Saturday 8:00 am - 5:00 pm, Sunday 8:00 am - 1:00 pm).

Instructors: Lewis Smith, Retired Fire Captain City of Rocky Mount Fire Department, NC DO Pumps, Aerials, EVD, EVDT, and Fire/Rescue Instructor; Mike Cross, Captain, New Hanover County Fire Rescue.

Section 15 – Driver Operator: Pumps Basic Operations FIP- 3631. This class will review and explain basic elements of pump operations including priming, lift, drafting, pumping from a hydrant, setting engine pressure and calculating friction loss. Full Turnout Gear Required.

24 hours (Thursday 7:00 pm - 10:00 pm, Friday 8:00 am - 5:00 pm, Saturday 8:00 am - 5:00 pm, Sunday 8:00 am - 1:00 pm).

Instructor: Ashlin Bass, Master Firefighter Wilmington Fire Department. 16 years fire service. NC DO Pumps, EVD, and NC Fire/Rescue Instructor.

Section 16 – Driver Operator: Water Supply FIP- 3635.This course will review and discuss the methods by which water supply is obtained and maintained during an emergency operation. It will detail water main systems and will describe how to identify and determine flow in such systems. It will also detail mobile water supply systems and how they operate. It will describe and explain quick dump mobile water supply operations and detail methods for relaying water to a pumper. This course is part of the Pumps Certification Program. Full Turnout Gear Required.

15 hours (Friday 7:00 pm - 10:00 pm, Saturday 8:00 am - 5:00 pm, Sunday 9:00 am - 1:00 pm).

Instructor: Travis Best, Captain, New Hanover County Fire service.

Section 17 – Driver Operator: Aerials Introduction FIP-3640. This course is designed to introduce personnel to various types of aerial fire apparatus and their applications to emergency operations. It will include job and individual performance issues; how to identify various types of aerial apparatus, features of the design and application of aerials and elevating platforms. It will also review unsafe acts as it relates to weather and terrain in placement and use of aerials. It will also review unsafe acts as it relates to driver operator errors. Full Turn Out Gear Required.

15 hours (Friday 7:00 pm - 10:00 pm, Saturday 8:00 am - 5:00 pm, Sunday 9:00 am - 1:00 pm).

TECHNICAL RESCUER CERTIFICATION CLASSES

Section 18 – HazMat Level One Responder FIP-3351. This class includes lecture and practice activities needed to safely and effectively meet the training requirements for Hazardous Materials Level One Responder credential. Full Turnout Gear and SCBA Required.

36 hours (Wednesday, Thursday, Friday & Saturday 8:00am - 5:00 pm, Sunday 9:00 am - 1:00 pm).

Instructor: Colin Simpson, City of Wilmington Fire Captain, Hazardous Materials Technician.

Section 19 – TR Rope Basics FIP 6510. This certification related course in rope basics will present to the Technical Rescuer (TR) safe and effective methods of rescue in elevated and below grade environments using ropes, knots, and rope related equipment. There will be a heavy emphasis on benefits from the State Firemen’s Association, the Firemen’s and Rescue Squad Workers’ Pension Fund, the PSOB, Workers’ Compensation and the State of North Carolina. Packets outlining the procedure to follow in case of a line-of-duty death will be provided as well. The class is designed to benefit all firefighters and is packed with useful information. Section 26 – NFA Incident Safety Officer. This class is designed to provide First Responders with the ability to identify and analyze safety concerns as they relate to all hazard scene evaluations, and communicate recommended solutions to the command authority. This class examines the safety officer’s role at emergency response situations. A specific focus on operations within an incident command system as a safety officer is a main theme.

Section 31 – 1st Due Engine Company Coastal Fire Operations. This course focuses on tactical considerations for large residential structures and multi-family dwellings in coastal environments. These structures are typically elevated above ground, thus making entry to what is typically considered the ground level floor, actually is the second level and then goes up in height from there. Instructional part of the class will cover challenges encountered, these challenges are building construction, building access, hose-line operations, and tactical considerations including size up considerations for wind driven fires. A focus on minimal staffing and/or manpower challenged departments with evolution’s including handline considerations and techniques to operate on multiple floors via open stairwells, closed stairwells, and balconies. The class will include lecture, group discussion, group tactical scenarios and hands-on drills.

Section 32 – Scene Size-Up. This class is designed to provide students with the Knowledge and skills to perform a scene size up. This class examines size-up information and factors to consider to intelligently fighting a fire without putting firefighters at excessive and unnecessary risk.

Section 33 – Blue Card Assessment. The Blue Card Incident Command Certification Program requires that each student successfully pass evaluation on both command positions for each of the 5 different building types. Each student must successfully serve as the Incident Commander in a fast attack position and a strategic command position for each of the five building types to become certified. This class is for those that have completed the 50-hour online training and are ready to be certified. All students must complete the Blue Card online training program one week prior to class date.

Section 35 – Run & Gun Engine Company. This course will address the concepts of running long lines and operating the big guns of the Engine Company. We will introduce methods of running long lines, bundles, and extending pre-connects. Additionally, the use of the 2.5” hose line and larger master streams on the fire ground will be demonstrated and played out. The Student will leave with more confidence and understanding with the operation of large streams and non-conventional stretches. Section 38 – Responding to Elevator Emergencies. This course is designed for the trained professionals that respond to emergencies involving stalled elevators. Emergency personnel with inadequate training in “Handling Elevator Emergencies” are exposed to an increased risk of injury or death to both the victim and themselves. This comprehensive course will provide the emergency responder with intensive classroom and hands-on training on how to safely and effectively remove passengers from stalled elevators. Basic procedures will be covered in this program. Topics include: nomenclature, safety, how an elevator functions, construction, elevator safety devices, possible equipment needed, initial response steps, restarting a stalled elevator, lock/out – tag/out procedures, elevator doors, use of hoist-way door keys/pick tools, poling, removal of passengers from stalled elevators, manually lowering a hydraulic elevator.

Section 48 – Fire & Life Safety Educator (FLSE) Educator Level I. This certification-related Fire and Life Safety Education (FLSE) course covers the basics of fire and life

safety and is the first of three FLSE levels. Students will be introduced to injuries that occur in North Carolina and programs that are designed to prevent these injuries. Students will also discuss the mission of their organizations and the responsibility of prevention education, to include using correct/current fire & life safety educational messages and the role of the Fire & Life Safety Educator. Students will participate in fire safety lessons and teach a safety lesson plans that they can use at their own fire department. Students will also be introduced to new Community Risk Reduction resources they can obtain at no cost.

Section 49 – Surf Rescue Awareness. This class is geared toward responders that are members of department that operates on one of our many coastal beaches that have a responsibility for Surf Rescue but do not have resources to provide a dedicated lifeguard service or that work alongside lifeguards. The course will include topics such as dealing with rip currents, hazards in the nearshore environment, making rescues through the surf, and introduction of various water rescue tools employed at beaches with similar response protocols. In addition, it will cover drowning resuscitation and other beach strand emergencies. Participants will be in and out of the water all day and is recommended that they bring a wetsuit for warmth. Participant must be able to swim and be fit for duty according to their department standards. Class held at WBFD.

Section 50 – High Voltage Safety for the First Responder. This class will concentrate on safety and awareness of the first responders at emergencies involving electricity. It will cover power generating plants, transmission lines, distribution lines, substations, transformers and other parts of the system. The student will learn things to look for when responding to electrical emergencies. The student will practice what they learn in tabletop simulations (responding to down power lines, transformer and substation fires, energized equipment like aerial apparatus and construction cranes, etc.) The student will also learn one method of escaping electrically energized apparatus. The class will also cover lockout/tag-out procedures and when lockout/tag-out should be used.
