Page | 1 National Cohesion and Integration Commission (NCIC) Website Development Consultancy Terms of Reference Background The National Cohesion and Integration Commission (NCIC) is established under the National Cohesion and Integration Act 2008, No. 12 of 2008, enacted after the 2007 post-election crisis and the subsequent political negotiations. The Commission was established as one of the instruments to respond to the post-election crisis and forestall lasting peace, sustainable development and harmonious co-existence among Kenyans. The Commission’s object and purpose, as provided for in section 25 of the Act is to facilitate and promote equality of opportunity, good relations, harmony and peaceful co-existence between persons of the different ethnic, racial communities of Kenya, and to advise the Government on all aspects thereof. In order to improve information exchange and management, the Commission needs an interactive website that will act as a meeting place for all Kenyans and stakeholders, a one stop shop where all issues regarding ethnicity, discrimination and related conflicts can be highlighted and discussed freely. The site will also provide a civic forum where Kenyans can educate themselves on the NCIC Act 2008 and required actions. Objectives To develop an interactive website for the commission: 1(a) To establish a forum for communication between the commission, the Kenyans and other stakeholders. 1 (b) To educate all on their civic rights and duties as per the tenets of the NCIC Act 2008. 1 (c). To establish an online complaints processing system.

Terms of Reference

Background

The National Cohesion and Integration Commission (NCIC) is established under the National

Cohesion and Integration Act 2008, No. 12 of 2008, enacted after the 2007 post-election crisis

and the subsequent political negotiations. The Commission was established as one of the

instruments to respond to the post-election crisis and forestall lasting peace, sustainable

development and harmonious co-existence among Kenyans.

Scope of Work

Development of the initial web design

Vetting of web content as per specifications

Acquisition of a website hosting provider and register the NCIC domain as per government

requirements

Training of relevant operators of the site within the commission

Ceremonial launch of the website

Technical Requirements

1. Ensure compatibility of the website with the different browsers and screen resolutions.

2. Current web development technologies: use dynamic scripting language. PHP/Mysql -

The PHP language is designed to be intermingled with the HTML that is used to create

web pages.

3. Database system

MYSQL database, storage and retrieval of files/documents.

4. User interface: User friendly, HCI standards

5. Content management system (CMS)

Manage data in house; ability to edit data online, upload pdf documents and other

formats to the sites. CMS to comprise the user’s guide, as well as allow easy

update of information with minimum IT skills.

WYSIWYG or reach text editor to be available for editing all types of content

(Texts, news, etc.)

6. Security: content posted in the website and stored in the database requires high security.

A combination of hardware and software that separates a Network into two or more parts

for security purposes. E.g. firewall

7. Social interaction/forums

8. User guide and documentation: training on the user of the site

9. Search engine – full text search - A (usually web-based) system for searching the

information available on the Web. Some search engines work by automatically searching

the contents of other systems and creating a database of the results.

Key Activities

a) Web design

b) Development and implementation of website with information provided by NCIC.

c) Review hosting arrangement with ISP provider and advice as to its appropriateness for the

Commission

d) Design appropriate security architecture for the website and implement this security

mechanism for the interactive method through the website

e) Maintenance and ability to up-date on website

f) Trouble shooting of Website

g) Provide adequate training to staff to enable them to effectively operate, update and maintain

the websites via the CMS

h) Source code and user manuals to be handed over to NCIC

Qualifications Required

Extensive web development, hosting and maintenance expertise and experience

Extensive electronic communications expertise and experience

Extensive content management expertise and experience

Ability to facilitate and manage required processes

Expert knowledge of solutions for image editing, web programming, e-commerce and

strong project management skills

Ability to provide required software and technological solutions

Option Oracle 5i – hrm system, purchase/ sales, ordering system

Deliverables

1. An interactive website in place - as per specifications.

2. Warranties and assurances in written form.

3. Initial test runs for the website for a period of 7 working days before settlement of

payment - after expiry of contract

4. Final approval of works by the commission

Time Schedule, Contractual and Reporting Modalities

The consultant will be based within the commission and will be engaged for a period of 45

working days for completion of works. The commission will provide a base where the consultant

will operate from during the period of the contract.

The consultant will be contracted by UNDP Kenya in consultation with the NCIC Secretariat.

The consultants will maintain close liaison with UNDP and the NCIC Secretariat.

The Consultant will work under the overall guidance of the NCIC Chairperson and work in close

collaboration with other NCIC Commissioners and designated staff to achieve the objectives of

this assignment.

Fee

The consultant will work under a UNDP SSA contract at a fee to be negotiated within UNDP

Rules and Regulations.
