CZ 01 General From the document it is obvious the problems involved cover not only different fields of standardization but also the sphere of EU directives and IEC Guide. Within the framework of the research at the Czech NC level thus it follows that the form of solution according to 3C/1587/DC exceeds our activities and thus our possibilities to express ourselves responsibly to the entire extend of these problems.

Accordingly, we will express ourselves to this matter only individually in the framework of work in SC 3C, i.e. without any direct participation in PWI 3C-1 work.

DE-01 General German NC fully supports the SC 3C coordination activities and standardization of the graphical symbols to be recorded and standardized within IEC 60417. However, it has to be answered if all symbols itemized in 3C/1587/DC

• are graphical symbols to be recorded in IEC 60417 or are designations not falling into the scope of SC 3C;

• are safety signs to be recorded in ISO 7010 or are safety related assertions applying the rues of ISO 3864.

At the forthcoming SC 3C meeting a determination concerning

• designation / graphical symbol in the sense of IEC 60417

and • safety sign / safety related

assertions applying the rues of ISO 3864

should be made.

DE-2 General German NC fully supports the SC 3C coordination activities and standardization of the graphical symbols within IEC 60417.

Detailed work process for the consideration of the individual graphical symbols should be discussed at the forthcoming SC 3C meeting. After set up of the work process German NC is prepared to participate active in the project and to provide comments. The symbols identifying controls, switches, etc. should be improved in accordance with ISO/IEC 80416 maintaining the original intended text and graphic.

DE-3 General For the coordination of safety signs SC 3C should cooperate and forward the requests to ISO/TC 145/SC 2 for standardization within ISO 7010.

The safety signs should be forwarded to ISO/TC 145/SC 2 for standardization within ISO 7010 maintaining the original intended text and graphic. If a graphical symbol is used as symbol element within the safety sign the graphical symbol should be in accordance with the IEC 60417 or developed in close cooperation with SC 3C. Cross referrences between IEC 60417 and ISO 7010 should be amended where appropriate or missing.

FR–1 General The French Mirror Committee 17B submits the following comment.

JP-01 All General Noting IEC 60417 having a status of Horizontal Standard in terms of IEC Guide 108, and recognizing a recent Administrative Circular AC/25/2008 on application of horizontal standards – Implementation – Phase 2 (Final), Japanese National Committee for SC 3C is in opinion as in the right column.

JP NC proposes: - for CO to make an effort to increase

awareness of Horizontal Standard IEC 60417 to product committees;

- for secretariat to invite the product committees in Annex A of 3C/1587/DC for collaboration with SC 3C in earliest stage as far as possible in order for relevant graphical symbols also to be standardized in IEC 60417

General JP NC understood that the past collaboration was not in success, but follow up collaboration shall be continued.

Aiming at the maintenance result data of relevant standards, collaboration with product committees should be kept in order for all graphical symbols within IEC corpus to be coherent.

JP-03 Category 2

General Although each of product committees is free to develop graphical symbols for use on equipment for its own purpose, it should be encouraged to communicate with SC 3C both in National level as well as in International level.

JP NC proposes to invite those product committees in the list to collaborate with SC 3C. As the first step, liaison letters should be sent.

JP-04 Category 3

General Noting that listed graphical symbols are under development, SC 3C is requested to act for effective collaboration with the relevant committees.

General All Ge This survey illustrates that there is a basic misunderstanding or overlap of responsibilities taking place between committees responsible for the standardization of graphical symbols. Many of the symbols shown in this survey of graphical symbols for use on equipment have direct and/or indirect safety implications. When the referent, the intended message, is a safety-related message, the symbol should fall under the responsibility of ISO/TC 145 SC2. When the symbol is informational and there is no safety implication, then the standardization of the symbol belongs to ISO/TC 145 SC3 or IEC SC3C.

The subcommittee liaisons from ISO/TC 145 SC2, SC3 and IEC SC3C should come to agreement on their respective responsibilities.

ISO TC145 SC2(US)

General All Ge Symbols used on equipment should either be sent to either ISO TC 145/SC 3 or IEC TC 3/SC 3C. All symbols with the prohibit circle or symbol inside a triangle should go to ISO TC 145/SC 2 for review. They should not be intermixing the "symbols for equipment" along with "safety symbols".The Annexes should be deleted and all symbols sent to the proper TC for review and possible registration.

General Many symbols

Te The prohibition surround shape (circle with diagonal upper left to lower right slash) is defined by ISO 3864 as a safety sign surround shape to indicate the “no” or “do not” negation message. Its use for non-safety related messages should not be allowed. When its use is for a safety message, the line widths of the circle and slash should be consistent with ISO 3864’s specifications.

For non-safety related “do not” or “no” messages, use an “X” or a single slash. For safety related messages, the symbol should be standardized by ISO/TC 145 SC2.

A.1 2 te This symbol is complex and seems very difficult to understand. The difficulty seems to stem primarily from the abstract depiction of the switch positions (rather than showing a physical switch in various positions or labelling the switch itself). In addition, the large number of arrows is confusing.

Consider requiring markings on the switch itself or using a symbol that depicts the switch in various positions. Reduce use of arrows – simply label switch positions.

PL-1 page 1 A.1 item 2, Note

Editorial In the Note there is the permission: “If it is not possible to affix the marking to the switch due to size constraints, then the symbol may be put in the instructions for installation, operation and maintenance.” This permission is also typical for many other small products and, if possible, it could be a general rule.

Consider the possibility of providing a more general guideline concerning similar cases and delete this particular note.

PL-2 page 2 A.1 item 3 Technical The letter F is intended to denote “High-Frequency isolated patient circuit”. In the document, according to A.1, item 5, the letter F is to be used for indication of “fail safe control transformer”. According to A.2 (items 39 to 41) the same letter F is to be used for indication of flammable surfaces. This causes confusion.

Whenever possible, consider the use of, e.g. SF letters, which we propose to denote surgical frequency - that should be the better solution for now. Another solution could be, e.g. HF letters accompanied by any sign connected with electrosurgery - the letters HF used alone might cause confusion in the case of typical non-medical high frequency!

Technical It is not clear that the proposed symbol for “High-Frequency isolated patient circuit” is usually attached to the front panel of defibrillation-proof applied parts as the result of the proposed Note 1. Although Note 1 is within the one cluster of paragraphs, it would be more reliable for a reader to connect the note with associated HF surgical equipment. What is more, the defibrillators are not the only devices which may be connected to patients undergoing electrosurgery. So the Note is wrongly limiting the potential equipment to one type only.
