3D the balmain association NEWS SHEET Vol 25 No 2 Issue 189 FOUNDED 1965 MARCH 1990 Plugging On For Precincts As you know, the Balmain Association has proposed the adoption of a precinct committee system in the Leichhardt Municipality to facilitate com munity involvement in local government. Precinct conunittees, as developed in the highly successful North Sydney model, are a part of a comprehensive range of structures and processes for democratic, decentralised government. As the formal, ongoing base for interaction between residents and Coun cil, they are the pivotal and principle mechanism for public participation in planning and decision-making. We were therefore surprised to read an argument from Leichhardt Council against the establishment of such committees in our municipality (Glebe, 17/1/90 p.6). Formal neighbourhood committees were described as "artilicial", unsustainable and not necessary because of Council's "present precinct arrange ment", namely Works Committee In spections which were held when there are objectors to a development proposal. It is true that these inspections are a vital stage in participatory decision making, but they are an end-of-the-line, limited, conflict-oriented part of the development process and in no way an adequate substitute for precinct committees and their flexible range of interaction with Council at all stages of planning and development. Works Committee Inspections are reactive, short-term operations which usually involve only a small proportion of residents on a single, isolated issue. Precinct committees, on the other hand, a r e i n t e n d e d t o i n v o l v e a l l t h e community on a regular and continuing basis in Council matters, especially at the pro-active stages. North Sydney Council includes Works Committee Inspections and Site Inspections (held on Saturdays) in its extensive series of policies and methods to implement direct democracy and "loosen its bureaucratic structure", but it stresses that "the most significant of these policies has been the creation of the precincts system, a system of local neighbourhood committees covering the whole municipality." Setting up a precinct system requires care and public consultation so that boundaries are defined sensitively in terms of geography and local issues. It is significant that of the 25 precincts established in 1980 in North Sydney, 24 are currently active. We are impressed by several of North Sydney's publications detailing the workings of their system. As we are eager to work with Council on this issue our next step is to ask Leichhardt Council to respond and clarify their position. Jane Ward Mayoral Minute on the Painters & Dockers it has come to my notice that the NSW Branch of the Federated Ship Painters and Dockers union is proposing to w i n d u p i t s a f f a i r s o v e r t h e next 12-18 months prior to being absorbed by some other union or unions and that part of the process may involve the sale of the Union's property at 36 Mort Street, Balmain. I refer members to my research undertaken some years ago into the early history of the Union and its association with the Labor Party, published under the title "With Banner Unfurled". This work established the fact that the Union, under its founding name the Balmain Laborer's Union, was instrumental in the formation of the oldest (and still extant) political organisa tion in Australia, the ALP, under its founding name, the Labor Electoral League. I admit to some sadness at the projected disappearance of the Union with which I have been a member since 1939, a n d i n w h i c h I held from time to time, every repre sentative posi tion from job delegate to Branch Secretary and Federal Presi dent. Recently celebrating his 20lh yearas proprietor of the Balmain Auto Port,still at 418 Darling Street, Bill Evanshad an interesting mural painted on anadjacent terrace wall depicting a motorgarage c.1925. The artist Glcnda Jones

has included Bill and his employees inthe picture.

In the 1930's there were 3p e t r o l a n d o i l c o m p a n i e s i nB a l m a i n , t h e y w e r e A M P( A m p o l ) , Te x a c o ( C a l t e x ) a n dA t l a n t i c ( E s s o ) .

All petrol was imported and smallship tankers could be seen dischargingtheir fuel at these companies wharves.T h e i r r o a d t a n k e r s h a d a s t e e l c h a i n

dangling onto the road from the backo f t h e t r u c k a n d t h i s a c t e d a s a

lightning conductor. Service stations(were known as motor garages) hadtheir hand operated pumps at the edgeof the footpath near the gutter. Multipleselling of all brands of petrol was seen.

The first "motor garage" beganb u s i n e s s i n B a l m a i n i n 1 9 1 5 a t 4 1 8Darling Street with Gordon Gough,proprietor. From 1918 to 1927 GoughBros., 1929 to 1933 Balmain MotorService, 1942 Holland's, 1947 Buckley& Hollebone. The bowser plates fromthe original building, which was rebuiltin 1954, can still be seen near thefootpath.

The acquisitions were made withthe invaluable assistance - yet again -of Rotary Club of Balmain, and withthe coopera tion of the Rev JohnCashman of St Mary's Church. Copiesof the records were presented to theAnglican Church Diocese of Sydneyfor the Diocesan Archives, much tothe pleasure of Mrs Georgina Hart whotook possession of them in December.She has written a letter to say howimpressed she was with "the wonderfulwork you are all doing to make the'people' history of Balmain available."

The Balmain Cemetery records cana l s o n o w b e v i e w e d a t t h e Wa t c hHouse and provide some fascinatinginsights into the history of thepeninsula.

1900, a public meeting was held underthe chairmanship of the then Mayor,Aid. H Mills. Among the speakers atthe meeting was Aid. W W Williams,who was made its first President.

In its earliest years, the Union heldits regular meetings, like most otherunions, in hotels. The Balmain Laborers'Union, thus, referred to its "unionrooms", at Dick's Hotel (formerly Lean's)and the Exchange Hotel. (More interesting facts at our Pubs of Balmain!Rozelle Exhibition in April-Editor). Fora time, however, the union leased theold Adelphi Theatre, next door to theUnity Hall Hotel and this was the"unionrooms". On the 31st January,1900,shortly before the name was changedto "Painter and Dockers Union", the"union rooms" were at the Royal OakHotel. This continued to be the officialheadquarters for some years, until fundspermitted it to acquire a piece of landin Mort Street on which the presentUnion Hall was erected in 1915.

The Union Hall still stands but, in1963, the Union acquired the next-doorproperty some time after the owner, aUnion member, died in the fire whichgutted the cottage. On this additionalland, the present offices and boardroomwere built and tied to the old building.

Suffice it to say, therefore, that theU n i o n H a l l h o l d s s o m e o f B a l m a i n ' s

history and heritage and, in fact, shouldbe regarded as having national sign i fi c a n c e a s w e l l .

A c h i l l a S i m o n e t t i

Sculptor 1838-1900Simonetti was born in Rome1 8 3 8 , t h e s o n o f s c u l p t o rL o u i s S i m o n e t t i a n d t r a i n e d a sa rel ig ious sculptor at St Luke'sAcademy.

In 1871 at the instigation of BishopJames Quinn, who was visiting Rome,hemigrated to Brisbane. An early workof Simonetti 's is the Quinn Statue inBrisbane Street, Brisbane.

He came to Sydney at the suggestionof Sir Henry Parkcs, where he set upa large studio in Rose Street, Birchgroveand worked within the University ofSydney on St John's College.

Signor Simonetti, as he was known,was appointed modelling instructor atthe New South Wales Academy of Art.

Achille Simonetti's main Sydneywork, is on the highest point in theBotanic Gardens. The statue of GovernorPhillip, perhaps the most imposing pieceof ornamental sculptiu-e in Sydney, witha furled flag under one arm, thegovernor gazes down the sweep of "themost beautiful harbour in the world,where a thousand sail of line may ridein perfect security".

Simonetti's statue of Gov Phillip in the Botanic Gardens

of the city's notables. He was commissioned by the government to carve sixallegorical figures for exterior niches onthe Colonial Secretary's Departmentbuilding.

Talented and industrious, Simonettiwon many awards and prizes for hissculpture and became Instructor inSculpture at the Academy of Art in1875. Examples of his work are ownedby the Art Gallery of NSW, theLegislative Council and the Universityof Sydney.

(now 36) from 1879 until his death,aged 62, on 23rd March 1900 and wasb u r i e d i n t h e C a t h o l i c s e c t i o n o fRookwood Cemetery. He was survivedby his wife Margaret (nee Dohety) and

a son and daughter. His wife remainedin the house until 1915.

I n 1 8 7 2 t h e l a n d w a s s u b d i v i d e dinto 83 small allotments but only 14w e r e s o l d . T h e c i t i z e n s o f B a i m a i n d i dnot want the Pigeon Ground to beused for building. Jacob Garrard,Balmain's first MP, lead the campaignto have the land declared open space.Si r Henry Parkes influenced theGovernment to buy the rest of theland in September 1882. Developmentof the park was slow due to lack off u n d s . E v e n i n 1 9 0 5 t h e l a n d w a s a

"dusty heap of stones".

Beneath the park lies the old Baimainr e s e r v o i r . T h e r o c k w a s e x c a v a t e d i n1915 and covered by a concrete slabon which an octagonal bandstand waserected. Only the foundation of thestand's ornamental fence remains. (FromGladstone Park by Peter Reynolds).

The Sydney Quarantine Station.

The May activity for Members and friends is a tourof the Quarantine Station at Spring Cove, NorthHead, Maniy.

The Station opened as a quarantine area from 1828 to1984 when the Commonwealth government handed the areato the state government. The Station now forms part of theSydney Harbour National Park.

Before European settlement, the area of Spring Cove wasoccupied by the Kameragal people, who spoke the Guringailanguage. In the area of the Quarantine Station there are anumber of Aboriginal sites which include shell middens, axegrinding grooves, rock engravings and occupation sites.

The public tours of the Station include a walk throughthe historic buildings and an audio-visual program with scenesand stories of immigrants who were quarantined followingoutbreaks of diseases such as small pox, cholera and typhusduring the long voyage to Australia.
