1. INTRODUCTION1
1.1 OHG Agreement on G3G Standard2
The Operators' Harmonization Group (OHG) reached an agreement on a technical3
framework for the harmonized Global 3G (G3G) standard. The agreement outlines the key4
technical parameters that can meet the requirements of wireless operators around the5
world, and provides the following components:6
• The Multi-Carrier (MC) mode7
• The Direct Spreading (DS) mode8
• The TDD mode9
The agreement further determines that each mode has to support both the ANSI-41 and10
GSM MAP core networks. Thus the following six our combinations of Access Network to11
Core Network interoperability scenarios will be supported:12
• Multi Carrier to TIA/EIA-4113
• Multi Carrier to GSM-MAP14
• Direct Spread to TIA/EIA-4115
• Direct Spread to GSM-MAP16
• TDD to TIA/EIA-4117
• TDD Carrier to GSM-MAP18
1.2 Separation of RRC from cdma2000 Layer 3 Signaling19
This document represents a starting point for a Stage 2 description of the impacts of20
layering the cdma2000 signaling into RRC and MM, CC, … layers for support of the OHG21
recommendation. The document is intended to be a working document and will be22
updated to reflect the G3GAH consensus.23
The two particular components studied in this document are: Multi Carrier (Figure 1.2-1)24
and Direct Spread (Figure 1.2-2). The TDD mode is for further studies.25

As shown in Figure 1.2-1 and 1.2-2, in order to achieve the Multi Carrier to GSM-MAP and5
Direct Spread to TIA/EIA-41 scenarios, cdma2000 RRC functionality and procedures need6
to be separated from Layer 3 signaling. Section 2 of this document summarizes the Layer7
3 message impacts, as all CDMA2000 Layer 3 messages are categorized as RRC and non-8
RRC messages. The message contents and fields are further categorized as RRC and non-9
RRC fields. Section 3 captures the impacts to the CDMA2000 call processing procedures.10
Section 4 defines the interfaces between RRC and Layer 3 that are needed to support the11
the Multi Carrier to GSM-MAP and Direct Spread to TIA/EIA-41 scenarios.12
1.3 Methodology for Layering CDMA2000 (Signaling Layer of cdma2000)13
The methodology for layering the CDMA2000 signaling layer for support of the OHG14
recommendation is shown in Fig. 1.3.1. In summary, the messages are categorized into15
those which are RRC messages and those that are not, i.e., those that are MM, CC, ….16
RRC messages which contain non-RRC fields form another category. Similarly, non-RRC17
messages which contain RRC fields form yet another category. Thus, there are four18
categories. The latter two categories contain fields with RRC and non-RRC information.19
For messages that contain RRC and non-RRC fields. The RRC messages are stripped of20
their non-RRC fields and the non-RRC messages are stripped of their RRC fields.21
After splitting messages, as indicated in the figure, the MM, CC, … layer will contain all22
remaining messages which do not contain RRC fields. The RRC layer will contain all23
remaining messages which do not contain non-RRC fields.24
For operation in DS-41 mode the RRC layer is that defined in 3GPP. Thus, the RRC25
messages and procedures should support the MM, CC, … layer shown in Fig. 1.3.-1. Each26
RRC message and procedure (including those at the output of the "Split" function) is to be27
evaluated. It is anticipated that the UTRA RRC layer will provide most of the functions28
needed by the MM, CC, … layer however some hooks/extensions are likely to be29
necessary.30
Appendix A provides a list of all RRC messages in addition to those identified in the31
cdma2000 signaling stage 2 document. This includes categorizing each field of these32
messages as RRC and non-RRC ("Other"). Appendix B provides a listing of all non-RRC33

messages in addition to those identified in the cdma2000 signaling stage 2 document.1
This includes categorizing each field as RRC and non-RRC ("Other").2
Section 2.2 lists the fields of one RRC message with mixed fields. Future updates of this3
document will discuss how to "Split" such messages. Section 2.2 lists the fields of one4
non-RRC message with mixed fields. Future updates of this document will discuss how to5
"Split" such messages. Section 2.4 lists the RRC messages which will be removed from6
the MM, CC, … layer. Future updates to this document will further list RRC messages7
and/or fields which result from "Splitting" non-RRC messages. This document will not8
provide a description of hooks/extensions that result to the UTRA RRC layer, rather it will9
identify those RRC messages and procedures which require support from the UTRA RRC10
layer.11
Section 3 of this document discusses impacts of layering to the procedures of the12
cdma2000 signaling layers (MM, CC, … and RRC). Section 4 of this document discusses13
the interfaces to which the cdma2000 RRC and MM, CC, … layers are attached and any14
resulting impacts.15

This section lists RRC messages which were removed from the cdma2000 MM, CC, … layer13
and therefore where support by the DS RRC layer is required. RRC messages which are14
to be removed from the cdma2000 signaling are currently under review. A separate15
document is needed which will list and review all such messages which have an impact to16
the DS-RRC or lower layers. For example, one such message may be the Candidate17
Frequency Search Request message (listed below). This message is likely to be required for18
support of handoff between DS and MC.19
