MECHANICSOFTHE3RDPAGCORNATIONALPHOTOGRAPHYCOMPETITION

RATIONALE

ThePhilippineAmusementandGamingCorporation(PAGCOR)hasbeenconducting nationwide competitions since 2012 using the visual arts topromote the country as a prime tourist destination with rich culture andtraditions. These events are being carried out by PAGCOR in line with itsmandatetohelpboostPhilippinetourism,cultureandthearts.

This 2015, PAGCOR will stage another nationwide contest usingphotographyas themedium tohighlight thebestof theFilipino cultureandtraditions.

Dubbedthe3rdPAGCORNationalPhotographyCompetition,thecontestshall be open to both amateur and professional photographers. It willencourage Filipino photographers and hobbyists to use their conventionalcamerasandmobiledevicesincapturingpositive,creativeandinspiringimagestakenanywhere in thePhilippines.ThephotosmustdepictFilipino traitsandtraditions that were handed down through generations, and anything oreverythingthatatoneglancecanbeidentifiedassomethingveryPinoy.

Thewinningphotosofthisnationwidephotocontestwillbefeaturedin

theagencys2016calendar.

CONTESTTHEME

The3rdPAGCORNationalPhotographyCompetitionwilladoptthethemeTATAKPINOY. Entries must strictly adhere to the competition theme. Participantsshould submit photos and images taken anywhere in the Philippines. Thephotos shoulddepictonlypositive thingsor images thatareveryPinoy (e.g.ourwayof life,traditionalFilipinostuff,food,traits,mannerisms,cultureandtraditions,celebrations,places/destinations,etc.). PAGCOR reserves the right to exclude any entry which, in its solediscretion,doesnotadheretothecompetitiontheme.

ANNEX A

CONTESTDURATION PAGCOR will accept entries to the 3rd PAGCOR National PhotographyCompetitionfromJanuary15,2015untilMay15,2015only.WHOCANJOIN

Participantsmustbeatleast18yearsoldasofJanuary1,2015.

ThecontestisopentoallFilipinonationals.

Thecontest isalsoopento foreignnationalsprovidedthattheypresentavalidpassport andPhilippine addresswhere they stayduring the contestperiod.

PAGCOR employees including their relatives up to the fourth degree ofaffinityorconsanguinityaredisqualifiedfromjoiningthecompetition.

CATEGORIES

Thecompetitionhastwocategories:

1) CONVENTIONAL. This category includes photos taken using all types oftraditionalorconventionalcameras likeSingleLensReflex (SLR)orDigitalSLR,compactcamerasandthelike.

2) MOBILE.Thiscategorycoversphotostakenusingappsinalltypesofmobiledeviceslikesmartphonesandtablets.

SUBMISSIONOFENTRIES

1) EachparticipantisallowedtosubmitaMAXIMUMOFTWOENTRIESONLY.Thatmeansthataparticipantcansubmittwoentriesunderonecategoryorhe/she can submit one entry each under the conventional and mobilecategories.

2) Entriestobesubmitted inboththeConventionalandMobilePhotographycategoriesmustbeinfullcolor.PhotosinBlackandWhiteorSepiaarenotallowed.

3) ContestparticipantsmustregisteronlineattheofficialwebsiteofPAGCOR(www.pagcor.ph) and fill out the 3rd PAGCOR National PhotographyCompetition online registration/entry form. PAGCOR WILL ONLY ACCEPTENTRIES SUBMITTED ONLINE THROUGH THE PAGCOR WEBSITE. THOSETHAT WILL BE SUBMITTED THROUGH OTHER MEANS WILL NOT BEACCEPTEDANDWILLBEAUTOMATICALLYDISQUALIFIED.

4) PAGCORsonlineregistrationautomaticallylimitsthesubmissionofentriesperparticipant toTWO.Therefore,participantsmustmakesure that theywillonly submit theirFINALPHOTOENTRY/ENTRIESwhen registeringandsubmittingtheirphoto/sonline.MOREOVER, A PARTICIPANT ISNOT ALLOWED TOUSEMULTIPLE EMAILADDRESSES IN SENDING THEIR ENTRIES. A PARTICIPANT WHO SUBMITSHIS/HERENTRIESUSINGMULTIPLEORDIFFERENTEMAILADDRESSESWILLBEDISQUALIFIEDFROMTHECOMPETITION.

5) Theentrytobesubmittedshouldbeanimage/photowithacorrespondingphoto title and photo caption. The caption must indicate the placewheretheimagewastaken,andmusthaveanaccuratedescriptionofwhatthephotoisabout.DeadlinefortheonlinesubmissionofentriesisonMay15,2015(Friday)at11:00 p.m. The submission portalwill automatically close and reject anyentriesthatwillbesubmittedafterthesetdeadline.

6) Sortingoftheregionalentriesshallbestrictlyresidencybased.Thismeansthat when sending entries, the contest participants must correctly sendtheir photos under the regional group where they are residents of (forexample, residents of Metro Manila should send their entries under theMetroManilagroup,thoselivingintheVisayasmustonlysendtheirentriesunderVisayas,andthosecomingfromMindanaomustsubmittheirentriesundertheMindanaogroup.)

7) Proofof residency isnecessary.Participantswillbe required toupload inthe PAGCORwebsite a scanned copy of their proof of residency in JPEGformatwhentheyregisteronlineforthephotocontest.These includeanyvalid / governmentissued ID with photo. The proof of residency mustindicatethecontestantsaddress.

8) PAGCORs screening committee will automatically remove and disqualifyphotos/entriesthataresenttothewrongregionalgroup.

9) Sincethecompetitionlimitstheageofparticipantstoatleast18yearsold,proofofagesuchasanNSOauthenticatedbirthcertificatewillberequiredby PAGCOR once the participant qualifies in the grand finals of the 3rdNational Photography Competition. The birth certificate will be requiredfrom grand finalists whose birth dates are not reflected in the valid /governmentissuedIDsubmitted.

10) Thecontestparticipantisresponsibleforsecuringpriortosubmissionoftheentryaformalconsentfromconcernedpartiesiftheimagecontainsany material or element that is not the participants property, or if anypersonappearsinthephoto(i.e.subjectsofthephoto).Forminorsthatarephotographedinthesubmittedentry,thecontestparticipantmustobtainawrittenconsent fromtheminorsparents/legalguardians.PAGCORshouldnotinanywaybeheldresponsibleforthecontestparticipantsinabilitytosecurethenecessarypermissionorconsentfortheirsubmittedentries.

PHOTO/IMAGEREQUIREMENTS

1) Photographsshouldbe indigitalformat/file.PAGCORwillnotacceptprintor film submissions for the initial screening of the entries. Onlyphotos/imagessubmittedviathePAGCORwebsitewillbeaccepted.

2) Photographstobesubmittedshouldhavenowatermark.Thereshouldbeno identifying mark on the images to eliminate any bias during thescreeningandjudgingofthesubmittedphotos.

3) For theConventionalCategory,alldigital filesmustbeat least72ppi inresolution, inJPEGorJPGformat,andat least9,000pixelsonthe longerside(IMAGESHOULDBEINLANDSCAPE).FortheMobileCategory,theimageshouldbeshotusingthebestsettingsofthemobiledevice.TheIMAGESHOULDBEINLANDSCAPEFORMAT.ONCEAN ENTRY IS SHORTLISTEDASONEOF THEGRAND FINALISTS, THEPHOTOGRAPHER IS REQUIRED TO SUBMIT TO PAGCOR THE HIGHRESOLUTIONFILEOFTHESAIDPHOTOENTRYWITHIN48HOURSAFTERTHE

END OF THE REGIONAL SCREENING. FAILURE ON THE PART OF THEPHOTOGRAPHER TO SUBMIT THEHIGH RESOLUTION FILEOF THE IMAGEDURING THE ALLOTTED PERIOD WILL MEAN HIS/HER DISQUALIFICATIONFROMTHEGRANDFINALS.

4) Photographs to be submitted to the 3rd PAGCOR National Photographycompetitionshouldhavebeentakenanywhere fromJanuary2010toMay14,2015.

5) Thefollowingphotographsorimagesaredisqualified:o Photographs thathavebeenpreviously submittedorhavewon inany

localorinternationalphotographycontest.

o Photographs thatviolateapersons rights including,butnot limited tocopyrightandprivacy.

o Photographs that contain obscene, sexually explicit, offensive or anyotherobjectionableorinappropriatecontent.

o Photographsbearingimagesofpublicofficials.

o For entries submitted under the Conventional category, PAGCOR willdisqualify photos that are digitally enhanced or altered for creativepurposes.Alteredimagesrefertophotographsmanipulatedandappliedwith special effects (colorizing, toning, collage, photo composites,stitched panoramas, high dynamic range or HDR images, etc.). Onlyminor adjustments acceptable to PAGCOR in the color, sharpness,contrastordigitalequivalentsareallowed.ForentriessubmittedundertheMobilecategory,PAGCORprohibitsthealterationofimagesusingadesktoporlaptop.PAGCORreservestherighttodisqualifyanyphotographorimageatanytimeforanycause.

OTHERUNDERTAKINGSOFTHECONTESTPARTICIPANTS Byparticipating in the3rdPAGCORNationalPhotographyCompetition,thecontestantacknowledgesandatteststhat:

The submitted image is a singleworkoforiginalmaterial created andtakensolelybythephotocontestparticipant; The photograph does not infringe on the copyrights, trademarks,intellectualpropertyrightsofanypersonorentity,andthatnootherpartyhasanyright,title,claim,orinterestinthephotograph.

SCREENINGOFENTRIES/PHOTOGRAPHS

CRITERIAFORJUDGING The entries in both the Conventional and Mobile categories shall bejudgedbasedonthefollowingcriteria:

1) The3rdPAGCORNationalPhotographyCompetitionwillhavefourregionalscreenings (Luzon, Visayas, Mindanao and Metro Manila). (Dates to beannouncedlater).

2) Forregionalscreenings,PAGCORwillinviteanesteemedpanelofjudgestobecomposedof renownedprofessionalphotographers,visualandgraphicartists, and PAGCOR officials. Venue of the regional screening will beannouncedatalaterdate.

3) Foreachregionalscreening,thepanelofjudgesshallselectthetopfive(5)entriesfortheConventionalCategoryandtopfive(5)entriesfortheMobileCategorythatwilleventuallymoveontothegrandfinalsofthe3rdPAGCORNationalPhotographyCompetition.

1) Final judging day will be sometime June or July 2015 while the formalannouncementofwinnersandawardingwillbedonethereafter.Thevenuewherethejudgingandawardingwillbestagedshallbeannouncedatalaterdate.

2) PAGCORwill handle and shoulder the printing and framing of the photoentriesofthegrandfinalists.

3) During the final judging, the panel of judges will select the followingnumberofgrandwinners:

Selection of winner shall be done via online voting through thePAGCORFacebookpage.

ThetwowinnersofthisspecialprizewilleachreceiveP5,000.00cashprizepluscertificateofrecognition.

OTHERCONTESTPROVISIONS/CONDITIONS

PAGCOR shall have the exclusive use of the photo entries of the 24Grand Winners (i.e. 12 from Conventional and 12 from Mobilecategories) in perpetuity for the agencys various collaterals andcommunicationmaterialsincludingbutnotlimitedtothePAGCOR2016calendar. This means that the Grand Winner/Photo Owner of thewinning entry cannot resell or make use of his/her photo for otherpurposesexceptforhis/herofficialportfolio.

Thephotosofthe16consolationprizes(8fromConventionaland8fromMobile) shall be exclusively used by PAGCOR for a period of two (2)years.

Only PAGCOR shall have the sole right to use, produce or reproduce,make imitative works of the winning photos and those of the othergrand finalists during the period indicated above for its various

communicationmaterials.PAGCORcanalsomakeuseofthesaidphotosforwhateverpurpose itmaydeemfitwithoutfurthercompensationtotheartist,his/herheirsandassignees.

PAGCORassumesnoresponsibilityforanytransmissionerrorordelayinthe email submission of the entries. The agency cannot also be heldresponsibleforanytheft,deletionand/oralterationthatmightbemadeontheentries/entryformsthatwillbesubmittedonline.

By submitting their entries in the 3rd PAGCOR National PhotographyCompetition, all contest participants agree to release, discharge, andholdPAGCORanditsemployees,officers,directors,andrepresentativesharmless from any claims, losses, and damages arising out of theirparticipationinthiscontest.

PAGCOR has the right to verify the validity and originality of anysubmitted photo entry and/or details about the contest participant(includingthecontestants identityandaddress).PAGCORalsoreservestherighttodisqualifyanycontestparticipantwhosubmitsanentrythatis not in accordancewith the contestsOfficial Rules orwho tamperswiththeentryprocess.

By joining this competition, the contest participants agree that theirpersonaldatamaybeusedbyPAGCOR forpurposesofannouncing tothegeneralpublicupdatesontheoutcomeoftheregionalscreeningandgrandfinals,aswellasforotherPRandcommunicationmaterialsofthecorporation.Thecontestparticipantsalsoagree thatPAGCORmayopttouploadinitsofficialwebsiteagalleryofphotosthatwillbesubmittedforthiscontest.
