Welcome to the third MEDeGOV
eNewsletter!
The purpose of this eNewsletter is to
provide information and updates for
the MEDeGOV Project.
MEDeGOV is co-financed by the ENPI
CBC MED Programme under Priority 4
and Measure 4.3.
MEDeGOV aims at fostering the
adoption of eGovernment practices by
local and regional authorities from the
Mediterranean Sea Basin, through
strategic planning, process redesign,
organizational change, capacity
building and demonstration actions
(pilot eGovernment platforms). The
ultimate goal is to utilize ICT as a tool
for improving organizational efficiency
and public services offered to citizens,
businesses and other public
administrations.
In this third issue you will find
information about the participation of
the MEDeGOV project in the 1st ETC
Conference, held under the Greek
Presidency of the Council of the EU
Thessaloniki in the framework of the
celebrations for the Europe Day on
9th of May.
Moreover pilot eGovernment
platforms developed by the MEDeGOV
partnership are presented.
Finally a summary of the 3rd Project
Meeting organized in Crotone in
March 2014 as an important
milestone for the evaluation of the
running activities is included.

The MEDeGOV project participated in
the 1st European Territorial
Cooperation Conference entitled
“Promoting Best Practices—Sharing
Experiences” organized by the Greek
Managing Authority of European
Territorial Cooperation Programs. The
conference took place on 8th & 9th
May 2014 in Thessaloniki with main
goal to capitalize existing experiences
and lessons learnt and moreover to
focus efforts so as to transform
individual and institutional experience
and knowledge into capital that can
be used in the future.
MEDeGOV project was chosen among
thousand of projects as a best
practice to be included in the ETC
Best Practices presented in the
conference in the thematic category
Innovation & Entrepreneurship and
also considered as best practice for
Pilot platforms on eGovernment
the future programming period.
Moreover during the conference a
Projects' Fair took place in which
MEDeGOV participated by exposing
project results and by exchanging
ideas and inputs with the other
participants projects.
Finally in the conference were
presented the synergies among
Mainstream, Regional and ETC
Programs in the Perspective of the
2014‐2020 Programming Period,
opening the discussion among
participants for the future of
Territorial Cooperation.
1st ETC Conference in Thessaloniki
The Region of Sterea Ellada (Greece)
is currently finalizing a Project
Management platform with main goal
to become the main Project Organizer
inside the organization so as to
increase the quality of services
provided in Regional Unit of Evia. The
Province of Crotone (Italy) is
developing a pilot platform based on
an central existing information system
which will assist in monitoring the
access of the beneficiaries within the
SPRAR (System of Protection for
Asylum Seekers and Refugees). The
Municipality of Salfeet (Palestine) is
developing an online platform in order
to manage and apply consultation
services provided by the Municipality
to all relevant parties. Finally the
Region of Central Macedonia (Greece)
is finalizing the development of a
platform in the Department of Health.
One of the main outputs of the
MEDeGOV project is the development
of pilot eGovernment platforms (A2A,
A2B and/or A2C). All partners of the
project are currently developing their
eGovernment platforms not only
according to local needs and
constraints but also based on the
optimization of their internal critical
processes.
Moreover the whole effort is focused on
integrating existing resources and
competencies rather than developing
something from scratch. This practically
means that in some cases the whole
effort might take the form of redesign
(improvements) of existing platforms.
The value added by these platforms for
the participating regions stems from
their development through joint
cooperation, maximizing thus the
synergies of the operation. Page 2

The Final Conference
of the project will be
organized in Salfeet
in November 2014
The 3rd project meeting, was held in
Crotone, Italy, on 6th of March 2014
and hosted by the Province of
Crotone, with the participation of all
partners.
Partners had the chance to discuss
the status of ongoing activities,
discuss the physical and financial
progress and the main plans for the
future development of the project.
The next steps defined are:
Pilot test and fine-tuning of
eGovernment Platforms
Training of administrators and
launch of the platforms
Platforms’ pilot operation
Development of a Vademecum on
eGovernment in Mediterranean
Areas
Enhancing Sustainability (Follow-
up Plan)
Final project meeting and final
Conference in Salfeet in November
2014
Moreover during the meeting the
Mayor of Salfeet signed a
Memorandum of Understanding with
the President of the Province of
Crotone with main scope to foster the
collaboration among the two partners
and improve the cooperation in the
Mediterranean area.
3rd Project meeting and next steps
Final Conference the continuation of the project
activities after the project end such as
the follow—up plan and the
“Vademecum on eGovernment in
Mediterranean Areas”.
The detailed conference programme,
further information and registration
will soon be available.
The Final Conference of the project is
scheduled for November 2014 and is
going to be organized in Salfeet,
Palestine.
In the Final Conference all partners
will have the opportunity to present
the achievements made throughout
the whole project duration e.g.
Methodological tools, Strategic and
Operational Plans on eGovernment,
eGovernment platforms, etc. and all
the tools that will contribute to the
sustainability of project results after
the project’s implementation and to
