Air Traffic & Navigation Services Company (ATNS) Profile
• ATNS is a commercial provider of air traffic, navigation, and associated services in South Africa – responsible for air traffic control in approximately 10% of the world’s airspace.
• Supports 21 aerodromes around the country – controlling more than half-a-million aircraft arrival and departure movements annually.
• Other services: aeronautical information, search and rescue coordination activities and the maintenance of a reliable navigation infrastructure.

Central Airspace Management Unit (CAMU) Profile
• CAMU = The responsibility for the management of air
traffic flow and capacity management within South
African airspace
• Other functions of CAMU:
o Slot allocation program,
o Flexible use of airspace (FUA)
o Re-routing of traffic affected by adverse weather or
restricted airspace.

Regulatory & Procedural Preparation - Airport Slots
• 17 additional airports were designated as “coordinated airports”
• Most airports were “drop and go” airports
• Airport slot constraints o Runway throughput
o Terminal buildings
o Gates/Parking
• Declared capacities based on worst restriction
• Normal airport slot rules difficult to maintain fairness over a short event – Ministerial Order declared
• Reconfirmation of slots order issued

Operational Impact & Lesson Learnt – Airport Slots
• Strategic capacity balancing has major impact in planning
• New coordinated airports required training
• CTOTs issued were based on airport slots
• Managing parking constraints proved difficult and should remain
decentralized –affects airport slots issued
• Operators at times changed aircraft types which affected parking
and terminal capacities.
• Planning provided a realistic forecast of traffic demand
• Most business jets and ad-hoc operators booked slots through local
business jet operator – Execujet – it was difficult to match slots with
registrations.

Regulatory & Procedural Preparation – Advanced ATFM system
• Advanced air traffic flow management system introduced in May 2010.
• Huge undertaking as no previous tactical ATFM system had existed.
• Extensive collaboration/training with ATS units, AO, airport authorities to
ensure that the ATFM concept was understood
• System operational only 6 weeks before kick off!
• Risks – managing possible problems with the ATFM system – on-site
support and 24-hour Ops
• Daily ATC slots issued for the 3 main coordinated airports and ad-hoc for
others

Operational Impact & Lesson Learnt – Advanced ATFM system
• CTOTs out of airports were often delayed due to match extensions –
extra time
• RTB traffic patterns – Flights throughout the night
• Repositioning flights affect ATS operations but benefited airport
authorities
• During the matches, airspace and airport demand low – could have
been used for non-event traffic more effectively

Operational Impact & Lesson Learnt – Advanced ATFM system
• Large number of business jets and VIPs always difficult to manage –
capacity could be reduced strategically to accommodate possible
impact
• Business jets and VIPs increased more towards the end of the SWC
• High demand between both semi-final destinations – no RTB on 1st
semi final
• System issue, heavy fog, and refueling issues caused late
departures from FACT to FALE for 2nd semi final

Operational Impact & Lesson Learnt – Advanced ATFM system
• CAMU ATFM Tool, proved to be an efficiency enabler in the ATM
environment.
• System was able to predict traffic flows several hours ahead –
excellent for planning.
• Global airspace awareness, centralized.
• CDM through CAMUWEB platform
• AOs could manage their own slots, and they welcomed the flexibility.
