G20 Summit The G20 Summit will focus on the following theme: “Realizing Opportunities of the 21st Century for All”. The three key aims of the Summit are: Empowering People, by creating the conditions in which all people – especially women and youth – can live, work and prosper; secondly: Safeguarding the Planet, by fostering collective efforts on food and water security, climate, energy and environment; and thirdly: Shaping New Frontiers, by adopting long-term, bold strategies to share the benefits of innovation and technological advancement.

On the sideline of the Summit, Saudi Arabia hosts more than 100 meetings and conferences that include ministerial meetings, meetings of officials and representatives of the Communication Groups, namely: Business Group (B20), Youth Group (Y20), Labor Group (L20), the Think Group (T20), the Civil Community Group (C20), the Women’s Group (W20), the Science Group (S20), and the Urban Community Group (U20), in addition to seminars, workshops, national and international conferences and exhibitions in tandem with G20 Summit, one of the most prominent of which is the International Conference & Exhibition for Education that focuses on one of the axes of the G20 Summit which is “Empowering People”.

Education to Build Future Generations: Opportunities and

Challenges The International Conference & Exhibition coincides with the Kingdom Presidency of the G20 Summit 2020The convening of the International Conference & Exhibition for Education comes in response to one of the important axes of the G20 Summit chaired by the Kingdom, which is the Empowerment of People. This is one of the most important priorities of the Kingdom of Saudi Arabia today, especially in light of the tremendous development witnessed by the Kingdom on more than one level, which involves enhancement of the national workforce scientific capabilities to enrich the sustainability and continuity of the development process and growth.

Education according to the Aim of Human Empowerment

Education in the developed world begins with children from a young age, taking new forms that start from philosophical, social and psychological foundations of education, as well as from real facts and future requirements, with a focus on communication skills, critical thinking, problem solving, creative thinking, self-learning and lifelong learning.In our present era we all live in one small village in a world governed by the principle of change, and is characterized by speed. The school, students, teachers, university, faculty and educational institutions all live in the same conditions, and are subject to the same challenges, and thus they are affected by changes of socio-economic events and technological innovation.In this distinct education, the contribution of qualified and competent teachers appears to be great and significant in improving attitudes and tendencies, developing skills and talents, supporting a culture of innovation and entrepreneurship, working successfully with others, and supporting them to raise the level of human and environmental quality of life, and actively contributing to achieving the community’s goal, with respect and productivity.

From this main goal, a set of education related goals in the Kingdom will emerges as follows:

• Contributing to the consolidation of the 2030 Kingdom’s Vision, considering the Kingdom as the hub

for connecting three continents, and affirming its role as an effective force in civilization, science and

human progress.

• Reviewing opportunities to develop education in the Kingdom, investing in its potential, and building its

human resources since childhood.

• Exchanging experiences and expertise that reflect the desire to develop and attain globalization.

• Enhance opportunities of local and international participants in providing education and investing in it.

• Introducing investment incentives in education and attracting local and international opportunities.

• Facing the challenges hindering education in the Kingdom, and providing solutions that contribute to

raising the level of its output and efficiency of its institutions, in accordance with international standards

and indicators of measurement and evaluation.

The Conference & Exhibition will provide a platform to show new trends, modern information and

current applications in the field of teaching and learning, including introduction of the digital system

in curricula, distance learning and other topics that enrich the Kingdom’s experiences starting from

kindergarten schools, elementary classes and to the highest levels of education.

At the International Conference and Exhibition for Education we will discuss these implications,

and we will benefit from the experiences of other institutions in facing challenges and overcoming

constraints, and therefore the Conference & Exhibition is a global platform for all participants to

present their views, and express their ideas on everything related to educational system.

Conference & Exhibition (aspirations and goals)

Through the organization of the Conference & Exhibition in conjunction with

the Kingdom’s presidency of the 2020 Summit, the Ministry of Education

seeks to enhance its vision of “distinguished education to build a global-

ly competitive knowledge society”, and to achieve its mission of “pro-

viding an opportunity for education to all in an appropriate educa-

tional environment.”

The Ministry looks forward to making this International Con-

ference & Exhibition one of the most prominent specialized

events accompanying the G20 Summit, creating a global

framework for communication, exchanging experienc-

es, enriching them with the experiences of devel-

oped countries, establishing mutual cooperation,

and strong partnerships to build a knowledge

society.

to contribute to the development of edu-

cation in the Kingdom and the world, and

to create an educational environment that

The activities of the International Conference and Exhibition for Education 2020

Main sessions of the forum

The main sessions will focus on serving the goals of the conference, especially with regard to early

education, priorities for developing education in the Kingdom and the world, and promoting global

investment opportunities in education.

Workshops:

Workshops will be organized to deal with aspects of education at all levels, from kindergarten to

higher education, according to the following themes:

• Enhancing quality in education output and opportunities for development and upgrading the level

of performance, including student and teacher, school performance, management, planning and

curriculum design / digital learning and e-curricula / innovations / new concepts in teaching and

education,

• International developments in research.

• Presenting experiences of local and international educational institutions.

• Supporting social activities and the role of the family in education, and these issues and their

similarities can also be raised and discussed in the workshops, and it will be possible for any

educational or participating institution - whether local or international - to suggest or raise any

topic related to education, curricula and modern teaching methods within the workshop program.

It is also possible to discuss such a proposal with the conference organizing Committee to include

it on the agenda. Of course, the participants are expected to come to present a summary of their

experience and expertise in the field of education for the benefit of educational institutions and

other institutes.

Education Exhibition 2020

• The Exhibition is an effective communication channel between Saudi educational and cultural

departments and the international educational and cultural institutions.

• Direct interaction with a wide segment of visitors, including specialists, professors, students,

companies and institutions serving the education sector, building relationships and joint work

projects.

• Transition from (awareness) to participation in (awareness) for the target audience, particularly

young people.

• Expanding the relationships of specialists and experts in the field of education.

• Providing opportunities for companies and institutions offering products and services that serve

the education sector, from investing in infrastructure projects to research and innovation..

Attendees:

• More than 40,000 visitors, professors, students and their parents, as well as those interested in

education from all over the Kingdom and the surrounding countries are expected to attend and visit

the Conference and Exhibition.

• Senior officials of the Ministry of Education, directors of public and private universities, their staff,

and students of colleges and institutes in the Kingdom.

• Diplomatic delegations from all countries to see the major achievements made in the Kingdom, and

the progress that has occurred in the education sector in general.

• An elite group of experts and lecturers specialized in the field of education from all over the world.

Organizer of the Conference and Exhibition: Ministry of Education

The Ministry of Education is the ministry responsible for general education at all levels, from

kindergarten to higher education. The Ministry was established in 1373 AH (1953 G.) under the name

of the Ministry of Education, then in 1423 AH (2002G) the Ministry of Education & Learning, then a

Royal Order was issued in 1436 AH (2015 G) to merge the Ministry of Education with the Ministry of

Higher Education into one ministry under the name of Ministry of Education.

The educational system that the Ministry is looking forward to achieving aims to produce a generation

of students, reinforced with values, and prepared with the specialization basic skills. It also endeavors

to develop the general and basic skills for all students to meet the requirements of modern life, in

addition to the specialized skills for each professional field that covers all specialization of the

young generation.

The educational system in the Kingdom of Saudi Arabia, compared to the Arab countries, is considered

a developed and modern system, and it is available in two forms: governmental education and private

education. Some non-governmental statistics estimate the percentage of those who are able to read

and write in Saudi Arabia at 89.1% for males and 79.4% for females. The illiteracy rate is less than

5.6%. The number of schools in general education has reached more than 33,500.

The Kingdom has undertaken extensive educational policy reforms related to curricula, assessment

and teachers’ professional development, with a continuous focus on learning output at all levels.

It also adheres to the 2030 Agenda of the United Nations Educational, Scientific and Cultural

Organization (UNESCO) through the fourth goal of sustainable development in education, and has a

permanent representative at UNESCO affiliated to the Ministry of Education, representing a principal

link with the organization to which the Kingdom is a founding member.

Today, Education, with its strategic investment in human resources, is considered one of the

most important priorities of the Kingdom of Saudi Arabia, especially in light of the tremendous

development that the Kingdom is witnessing on more than one level, which requires developing the

scientific capabilities of the national workforce in order to enhance sustainability and permanency

of the process of development and growth.

The Ministry of Education spares no effort in leading the march to reach the knowledge-based society

through several tracks, including supporting public and higher education institutions, encouraging

private sector investment in education, enhancing academic cooperation, building partnerships and

establishing channels of communication with the largest educational institutions around the world.

The Tenth Development Plan and the role of the Ministry of EducationThe Tenth Development Plan in the Kingdom of Saudi Arabia (2015-2020), laid down projects and programs for the educational sector to establish, the most prominent of which are:

• Reaching more than 30,000 schools in number, opening 97 technical colleges for girls and the establishment of six new universities.

• Allocating 1199 billion Riyals ($ 319.7 Billion) for human resources development to be spent on education, training, science and technology during the plan period.

• The number of schools in primary, intermediate and secondary general education to reach about 30.2 thousand schools that accommodate about 5.5 million students at the end of the plan, expansion in early childhood education to bring the number of children enrolled in kindergarten to 397 thousand children by the end of the plan.

• Increasing the capacity of government universities and colleges of regular students to reach the number of enrollments to about 1.3 million students and the number of graduates about 800 thousand students during the plan.

• Expanding and diversifying graduate programs offered within Saudi universities the Kingdom and increasing the number of graduate students to 5% of the university’s total students.

Huge allocations for education in the 2019 budgetThe 2019 general budget allocated about 193 billion Riyals ($ 51.5 billion, for general education, higher education, and manpower training sector. The allocated amount represents 17% of the Kingdom’s annual budget. This amount includes 4.89 billion Riyals for the 2030 Kingdom’s Vision, in addition to allocations to cover expenditures on Human resources Development Program. Moreover, the budget includes additional amounts to existing projects of educational complexes and schools of all levels of education (for boys and girls) in various regions of the Kingdom, laboratories, infrastructure and information technology for universities, institutes, training colleges as well as rehabilitation of current facilities of Universities, institutes and training colleges, as spending will continue on projects that are currently being implemented in all regions, according to stages of implementation.

Higher Education in the Kingdom The Ministry of Education is responsible for overseeing, planning and coordinating the needs of the Kingdom in the field of higher education, to provide national cadres specialized in administrative and scientific fields to serve the national development goals.

Higher education has progressed rapidly in most practical areas, as the number of universities has reached about 30 public universities, 14 private universities, numerous colleges, and 25 private institutes, with high enrollment capacity, and they are distributed geographically among the regions of the Kingdom. All of these universities are linked to the Ministry of Education - Higher Education Division - while enjoying a great deal of independence in the administrative and academic fields.

The Ministry also takes care of Saudi students studying abroad in particular, as they are distributed in several countries and in various scientific fields, which are desperately needed in terms of specializations, as the number of scholarships for male and female students studying abroad who are supervised by the Ministry of Education reached more than 196,211 student with their companions, while the number of internal scholarship students reached 19,435.

Implementing 2030 Vision for education

at its meeting held on 18 /7/1437 AH (28/4/2016 G),the Council of Ministers in the Kingdom of Saudi

Arabia, approved the project (Saudi Arabia2030 Vision) and requested the Economic and Development

Affairs Council to put in place the necessary mechanisms and arrangements to implement this

Vision and follow up on it.

The Council also asked ministries and other government agencies to implement this Vision, and

it asked all citizens to cooperate and work together to achieve this Vision, which aims to achieve

progress and prosperity for the Kingdom and to be a role model for the world at all levels.

The Vision was built on three pillars that depend on the characteristics and features of the Kingdom:

Arab and Islamic depth, a pioneering investment force, and geographical excellence to connect the

continents. It depends on three ambitious axes: building a vibrant society, a prosperous economy,

and an ambitious homeland.

Education received a large share of interest in e 2030 Vision, as it is an essential and a logical

starting point in planning the rest of progressive processes. It included a number of general

directions for the development of education, including fostering positive values of our children by

the development of educational and cultural system, to continue investing in education and training

in order that education be the main engine to drive development and growth of the economy, to

focus on qualifying teachers and educational leaders, training them and developing the curricula.

The Kingdom’s 2030 Vision set an approved framework for all development axes to move towards,

and prompted everyone to think about formulating plans and goals to achieve them, which is an

achievement in itself that will be a catalyst and a guideline for all development plans through which

they can adopt what is compatible with that Vision and reject what it contradicts.

The 2030 Vision indicated that the Kingdom, with all its departments and educational institutions,

is seeking to bridge the gap between education output and the needs of the labor market, and – at

the same time – it has targeted the possibility of five Saudi universities

- at least- becoming among the best (200) international universities by

2030.

The Ministry of Education has deployed great efforts with a good start

in this field. H. E. the Minister of Education issued a decision to form a

task force charged with overseeing the implementation of everything

related to education in the Kingdom’s Vision with the participation of

educational departments and universities, The Ministry directed all

schools to allocate two-hours classes to educate students about the

contents of the 2030 Vision, and thus create Intellectual mobility among

all schools.

Launching the national transformation program and challenges

The National Transformation Program aims to achieve excellence in government performance, enhance economic potential, and raise the level of services, by accelerating the pace of implementation of basic and digital infrastructure projects, as well as involving beneficiaries in identifying challenges and creating solutions, through their contribution to implementation, and in the final stage evaluating the performance of program initiatives.

The National Transformation Program 2020 was launched at the beginning of the year 1437 AH (2015 G) with the participation of the Ministry of Education as one of the governmental departments. The challenges facing education were monitored, the general education goals and performance measurement indicators were set-up, and the formulation of the educational and cultural initiative to realize the National Transformation Program to attain the goals was accomplished.

Following these steps, the Ministry of Education studied the current situation in the educational sector and found that there are some challenges and obstacles that must be overcome to reach the following goals:

1. Ensuring quality, fair and inclusive education for all and enhancing educational opportunities.

2. Improving enrolment, qualification and development of teachers.3. Improving the educational environment that stimulates creativity

and innovation.4. Improving the financial efficiency of the educational sector.5. Developing curricula and teaching methods.6. Enhancing students’ values and skills.7. Enhancing the capacity of education and training system to meet the requirements of development and

the needs of the labor market.8. Increasing the participation of private sector in developing the educational process.

Strategic goals

• Achieving the goals of the educational system and realizing the largest economy in inputs• Meet the requirements of the labor market and align it with the outputs of education and training

Means of educational development

• Formulating curriculum philosophy, policies, goals, ways to develop them, the mechanism for their implementation, and linking that with teacher preparation and professional development programs.

• Upgrading teaching methods that focus on the learner, not the teacher, concentrating on fostering skills, cultivating personality and confidence, and enhancing creativity.

• Building a stimulating, attractive, and desirable learning environment within the school, linked to an integrated support services system.

• Inclusion in education of people with special needs, and providing appropriate support for them.

• Providing and expanding pre-primary education opportunities, providing nurseries and kindergartens, and activating their link with the educational system.

Means of administrative development

• Re-conceptualizing the school as an educational and cultural institution that cultivates talents, provides skills, and produces a generation of aspiring mature adults who come to life with a spirit of challenge, competition, love of work and production.

• Emphasizing discipline in the educational system, seriousness in educational practice, participating in activities and attending forums and events.

• Restructuring the educational sector, with a recent drafting of the system of regulations, instructions and executive rules that govern the development of curricula, the enrollment of teachers in the educational sector, the organization of educational supervision, and the continuous improvement of professional development and training.

• Raising the efficiency of operational performance, reducing wasted costs, and making the most of human capabilities, resources, equipment and buildings.

Trends of change

• Improving and developing the administrative environment in the Ministry and educational departments, adopting a decentralized administrative approach and giving powers to departments and schools in a way to serve the educational system. .

• Developing systems and procedures to ensure the seriousness of work and discipline in the educational system, enhance justice, and rewards based on outstanding performance.

• Raising the efficiency of performance and activating modern supportive technologies in the educational work system.

Encouraging investment in the private education sector

The Ministry is interested in supporting and encouraging investment in the private education sector as it is one of the most promising sectors in the Kingdom aiming to achieve the 2030 Vision which fostered interest in education, especially private education. The Vision endeavors to double the size of investment in this section. Actually, the share of private sector in education is 12%, and the Vision is looking forward to reaching 25% share in pre-university education share in 2030. This percentage represents almost double compared to the current situation. The Ministry of Education has a strong tendency to increase the proportion of investment in the private education sector as well. There is no doubt that the contribution and investment of the private sector will contribute to raising the level of educational services. In this regard, the regulations and legislation have been updated, more facilities have been granted, and procedures for investment in the private education sector have been simplified, including:

• An educational Investment Services Center has been established that works to overcome the difficulties faced by investors in the private education sector.

• The Ministry is keen to encourage and support foreign investment by launching initiatives and overcoming difficulties of investors, such as encouraging initiatives in nurseries and kindergarten centers to expand and cover all regions of the Kingdom.

• The Ministry has established partnerships with the concerned agencies to overcome the difficulties facing investors.

• There are lands at the Ministry designated for the establishment of educational projects to be put under long-term lease contracts with investors in the private education sector in view of getting rid of the rented buildings.

• Renting schools and colleges at a nominal price and for long term-periods which are related to the operational life of the school, college, or private university.

In summary, the multiple opportunities available for investment in the private education sector and the current facilities are promising and profitable for both local investor and foreign investor alike. Investment opportunities are multiple and abundant and not limited to one aspect of educational activities in this sector.

A quick look at some of the Ministry of Educational programs

National Education Platform

It is a platform that provides a variety of services for students, teachers, administrators, and parents.

It also works to link school services with the Ministry, in addition to creating communication channels

linking parents and the school.

Developing the capabilities of the educational staff

Working to develop the capabilities of teachers their leadership and teaching skills.

Saudi Digital Library

This is the largest academic collection of information sources in the Arab world, with more than 310,000

scientific references, covering all scientific disciplines.

Educational buildings and facilities

Preparing school buildings and their facilities, paying attention to their maintenance and expanding them.

Scientific research and knowledge

The Ministry has worked on a set of initiatives related to scientific research, including: the Center of

Excellence and the promising research centers, the Distinguished Planning Forum, the National Olympiad

for Robots, the Scientific Olympics, Nashr (publishing) program, and the Center for Developing Research

Works.

Private education

Supporting private education at the level of general and higher education, in order to contribute to

achieving development goals.

Smart schools

They are smart school buildings connected to supporting services, and all of which are connected to the

education platform to monitor data trends.

The external scholarship program

Among the programs with which the Ministry is actively engaged is the external scholarship program.

The aim of such program is to qualify national cadres, by sending them to international universities

to enhance human resource development in the Kingdom, to prepare distinctive generations able to

build a knowledge-based society which will be the primary factor for economic growth, and effectively

qualify students to become global competitors in the labor market and areas of scientific research and

an essential tributary to support Saudi universities.

Caring for early childhood

In the academic year 1441 AH (2019 G), the Saudi Ministry of Education started assigning teaching

specialized female teachers to elementary classes for boys within a national project that aims to improve

the quality of education and build a generation that aligns with the 2030 Vision. The program includes

early childhood schools: kindergarten level two and three, and elementary grades: first, second and third

for Boys and girls, the number of schools implementing the project in its first year reached 1460 schools in

various regions of the Kingdom. Currently the program includes 6796 classrooms, where 13% of students

in early childhood program benefit from it, In fact, the existing government schools were rehabilitated

and developed, and separate classes and toilets were provided for both sexes in girls’ schools.
