Crowned by a judging pan- el on April 1, Sancho over- came eight fellow male high school students to win NHHS’ biannual pageant, which includes a talent por- tion, group production and question-and-answer seg- ment. For his performance piece, Sancho sang a cappel- la, danced to a Michael Jack- son melody with his younger brother Jared and, finally, rapped with friend Damon Tolles. “Jamaal was great,” said event emcee and NHHS assis- tant principal Sandra Prene- ta. “They were all great. It was a good time as always. McLoughlin, who has served as deputy chief for five years, and pre- viously held ranks of detective cap- tain, captain, lieutenant and ser- geant, replaces James X. DiCarlo, who retired after 38 years of police department service. “The changing of the guard is ex- citing — and a new era is begin- ning,” stated police commissioner Larry Lazaroff. “It’s been an honor, a pleasure, and a privilege to work with Chief Jim DiCarlo, and it will be a continued honor to move for- ward with the progress under Chief Tom McLoughlin.” Unanimously, McLoughlin was chosen by North Haven’s Police Commission, who met in executive session with First Selectman Michael Freda. It was decided that McLoughlin was best qualified for the position. He started as a cadet and held every rank in the depart- ment. He holds a bachelor’s degree in criminal justice and an Executive Master of Business Administration from the University of New Haven. It is the right thing to move North Haven into the future pro- gressively and successfully.” Held at North Haven High School’s auditorium, the fo- rum provided financial breakdowns for attendants. Town side’s proposed budget is $39.7 million, a $550,000 or 1.4 percent increase over the current budget of $39.15 mil- lion. Education’s proposed budget is $44.39 million, a $439,664 or one percent in- crease over the current budget of $43.95 million. Overall, the proposed blended budget of $84.09 mil- lion is $987,519 more than the current number of $83.103 million, a 1.2 percent jump. Such would equate a tax in- crease of .35 mills, Freda said while narrating a Pow- erPoint presentation on- stage, bumping the current mill rate of 26.18 up to 26.53. Outgoing police chief reflects on experiences, local areaBy Robin Watson

As North Haven welcomesnew Police Chief ThomasMcLoughlin, outgoing ChiefJames DiCarlo had opportu-nity to look back at his up-bringing and 38-year career,which brought him all overthe local area.

Although serving in theneighboring town’s depart-ment since he was 22, DiCar-lo was born and raised inWallingford. His fatherXavier, who died in 1998, wasa second-generation barberwho worked at DiCarlo Bar-ber Shop on North MainStreet for 50 years.

DiCarlo, 60, said his up-bringing in Wallingford gavehim an appreciation of thetown’s rich history and tra-ditions.

“My relatives have alwayslived and worked in Walling-ford,” he said, adding that asecond cousin ran Phil’s

Auto Body on South ColonyRoad.

A graduate of Wallingfordpublic schools, DiCarlo at-tended Simpson, Rock Hilland Lyman Hall. After grad-uating from Lyman Hall in1969, he went on to earn abachelor’s degree from theUniversity of New Haven.

“I grew up in east Walling-ford. I was kind of partial todairy farms. As a highschool student, I got intocriminal justice. I didn’tknow where it was going totake me,” he said.

DiCarlo joined the NorthHaven Police Department in

While his hometown of-fered him a sense of continu-ity, DiCarlo noted the numer-ous technological advancesand cultural shifts duringhis career in the NorthHaven police force.

“There have been a lot ofchanges, all the devices.When I started, there wereno laptops, no cell phones.That’s been a remarkablechange, and especially thetraffic volume. Growing up,everyone had one car. Now,families have two or three

cars,” he said.DiCarlo recalls the daily

trek to and from Lyman Hallas a teenager from his fami-ly’s home on the east side oftown. “We walked to school,which is unheard of today.When there was inclementweather, we sometimes gotrides,” he said.

Roger Cone, a retired offi-cer from the Wallingford Po-lice Department, said he hasknown DiCarlo for morethan 40 years since they bothattended Lyman Hall.

“I consider him my bestfriend. We talk every day,”said Cone, who now works asa safety inspector for thestate police. “He’s a goodguy.”

Bob Beaumont, of theWallingford Historical Soci-ety and a longtime town resi-dent, said he was a loyal cus-tomer of Xavier DiCarlo,called Exey for short.

“He cut my hair for manyyears. I didn’t know what Iwas going to do when hewent out of business,” saidBeaumont, adding that Di-Carlo was his barber forabout 20 years. “He was a re-ally nice fellow.”

According to Beaumont,the barber shop was locatedin the northwest corner ofwhat is now Archie Moore’s.The shop had two chairs andfaced a beauty salon, he said.Merchants near DiCarlo Bar-ber Shop throughout theyears included Brosnan’sfood store, Dickerman Hard-

Locals came together re-cently at a fundraiser calledChrissy’s Cause to lend love,hope and support to Christi-na “Chrissy” Gaffney, NorthHaven High School Class of’89, who has acute myeloidleukemia, and who hastouched so many in a specialway.

“I met Chrissy in thefourth grade at Ridge RoadSchool when she moved toNorth Haven from Indiana,”stated Cathy Cyr, Chrissy’sfriend and co-chair of thefundraiser. “Amy Lindsay, an-other classmate, Chrissy andI became good friends, andwe’ve been friends for thirtyyears.”

“From the first day when Imet her, Chrissy touched myheart in a special way,” sheadded. “After Chrissy gotmarried, she moved back toIndiana and we always keptin touch because once afriend always a friend.”

When she learned that

Chrissy had acute myeloidleukemia, Cyr recalled, shewas devastated. Cyr, alongwith Amy, and Tracy Hart-man Taylor, Chrissy’s goodfriend, and others decided toget together and do some-thing to show their friendthat they cared from milesaway. Taylor started a Face-book page and, within 24hours, over 200 relatives andfriends responded.

“We were so pleased by theresponse on Facebook, butwe wanted to do more, so weput on our thinking caps,combined our talents andreached out to the communi-ty for assistance. We put to-gether a fundraiser that

would be held at NorthHaven High School,” addedCyr. “The benefit took placeon March 26, from 10 a.m. un-til 2 p.m. and there was amagic show, face painting,performance by the JaredAndrew Studio, multiplevendors, children’s carnivalarea, a basketball ‘hoops forhope’ area, beautiful donatedbaskets for 50/50 raffles, ta-bles with delicious dessertsand lunch catered by OliveGarden Restaurant in NorthHaven.”

The high school’s gymna-sium, foyer, hallways andcafeteria were filled with aconstant, large crowd of en-thusiastic individuals who

came to support their friend.Attendance included fami-lies, friends, neighbors,classmates, local businesses,acquaintances, well-wishers,

Participants of NorthHaven schools’ Future Prob-lem Solving (FPS) club re-cently continued a traditionof success at state level com-petitions.

On March 25 and 26, the28th annual FPS Program ofConnecticut State Confer-ence was held at E.O. SmithHigh School in Storrs. Forthe 28th consecutive year,North Haven childrenearned the right to competeat the event.

The FPS Program is ayearlong, educational serieswhich challenges students to

solve problems related tosubjects of global signifi-cance. In 2011, topics includ-ed healthy living, air trans-portation, genetic testingand water quality.

The best problem solversfrom across Connecticutwere chosen to participate inthe state contest based ontheir performance in thequalifying round — in all,over 300 people attended.North Haven was represent-ed in all three divisions (jun-ior, middle and senior), andin the global team problemsolving, individual problemsolving, scenario writingand zippy booklet competi-

An avid golfer and sportsfanatic, Bob was a fiercelyloyal fan to the Boston RedSox, New York Mets, NY Gi-ants, UConn Husky’s and theTrinity Bantams. Bob spenthis career proudly workingfor Amtrak over 37 years andretired in 2002. He loved vol-

unteering, North Haven poli-tics, traveling with his wife,and texting with his grand-children. Bob’s smile andlaugh will be dearly missedby all who knew him.

On March 28, Sen. LenFasano and State Represen-tative Dave Yaccarino heldan informational forum atNorth Haven’s Library. Dis-cussed was Governor DannelMalloy’s proposed budget. IfConnecticut continues thespending spree it has beenon for too many years, finan-cial disaster will be unavoid-able. This was clearly illus-trated in the presentation.

As constituents, we cancontact Fasano or Yaccarino.If they can help, they aremore than willing to do so. Itwas clear that both gentle-men are asking us to helpthem help us. As Republi-cans, they are vastly out-numbered in a Democrati-cally-controlled legislaturewith a sitting Democrat gov-ernor. I do not point this outto “bash” Democrats, but tosupport the argument that it

is unhealthy in a free societyfor one party to dominate thepolitical scene and manipu-late votes without strong op-position.

I envision Americans aspassengers on a speedingtrain — a gravy train if youwill — racing down a trackthat ends with broken railsand the bridge is out. No oneon the train has been lookingfar enough ahead to spotproblems. If we do not have aresponsible engineer in thecab of that engine, we allface destruction. Who is ourengineer?

We desperately need sensi-ble, fiscally-responsible,knowledgeable people toserve in public positions. Ifyou cannot volunteer to oc-cupy these positions, willyou call the governor’s officeat (800) 406-1527 or e-mailhim [email protected] andregister your opinion?Fasano assured us that num-bers count, and if we all

speak out, we will be heard.You also have the option ofwriting letters to editors oflocal papers.

Yale-New Havenupdate

The Yale-New Haven med-ical centerproject con-tinues tomove alongin a positivefashion. Thefirst phase ofour town ap-provals haveunfolded andthis projecthas passed through our In-land and Wetlands Commis-sion.

The second phase has alsounfolded and the project re-ceived approvals from ourPlanning and Zoning Com-mission. As all this has been

happening, we have hadthree community outreachprograms explaining thisproject, which you may haveseen on NHTV.

We have been workingwith Yale-New Haven on aparallel path as we workwith our town boards andcommissions, while theylook to receive approvalfrom the State regardingtheir Certificate of Need ap-plication.

In a recent conversationthat I had with the execu-tives from Yale New Haven,they have told me that theirproposed merger with St.Raphael’s Hospital will haveno bearing on what we are

As I have indicated in ourBoard of Selectmen meet-ings, we actually have twoprojects going on at theDevine Street site.

In addition to the Yale-New Haven medical centerproject, we are also workingwith another developer tobring medical office build-ings with many medicalservices to complement whatwe are trying to accomplishwith Yale-New Haven.

The overall goal that wehave once these projects arecompleted is to have a fullservice emergency center, aradiology center, a geriatriccenter, a pediatric center,cardiologists, primary careservices, orthopedic servic-es, OBGYN services and on-cology services here inNorth Haven.

Longer term, my goalwould be to have a cancercare center and Alzheimer’scare center here in NorthHaven as a medical destina-tion center.

As we move forward intothe future, I believe that hav-ing these services are very

important for our citizenshere in town. These serviceswill also create jobs, will ex-pand to add new jobs for thefuture and will also act as aneconomic catalyst to help uswith our existing businessesand help attract smartgrowth for the future.

The future is very brighthere in North Haven as wecontinue to stay focusedwith a sustained level ofpositive energy moving for-ward.

Perhaps you have no-ticed the multitude of com-mercials and media adver-tisements that focus on the“whiteness” of your teeth.In fact, the message seemsto imply that your successin life’s situations is corre-lated to the whiteness ofyour teeth! It has become anew American obsession.(It almost makes you feellike you should never openyour mouth in public!)

Whitening teeth hasbeen occurring in the den-tal office for many years.Certainly, if you feel moreconfident in yourself, youwill perform better in yourworld. Under dental super-vision, the right productapplied in the right waywith adequate protectionfor soft gum tissues, maygive you a more confidentsmile.

But the big marketingpush right now seems to beon the many home prod-ucts that you can use towhiten teeth. There arealso tooth-whiteningkiosks that are popping upin malls and are generallynot supervised by a den-tist, although the employ-ees may appear to be med-ical personnel as they donwhite coats.

So, how safe are over-the-counter (OTC) teeth

whiteners? While there issafety data about whiten-ers when applied or dis-tributed by a dentist, littleresearch has been done onproducts that are pur-chased OTC and used athome. There are some factsyou should know aboutOTC tooth whiteners.

• OTC products come intwo forms: those that con-tain bleaching agents andthose that do not havebleaching agents

• Bleaching agents re-move deep and surfacestains while non-bleachingproducts remove only sur-face stains

• Non-bleaching prod-ucts use abrasives to re-move stains

• Most OTC bleachingproducts contain hydrogenperoxide or carbamide per-oxide in concentrationsusually less than 10 per-cent. (Dental offices mayuse greater percents ofthese agents)

• Bleaching agents willnot change the color ofbonded teeth or tooth-col-ored fillings in the frontteeth, so beware if youhave these types of re-pairs. You could end upwith spotted white teeth inthe areas of repair that thebleach will not alter

• Bleach does not workon all types of stains ordiscolorations. Yellowishstains bleach the best.Grayish staining does not

respond well to bleach• The most common side

effects from bleachingagents are tooth sensitivityand gum soreness. Theyare usually temporary, butimproper use or using aproduct that is too strongcan result in more seriousdamage to the gums

• Look for products thathave the ADA Seal of Ap-proval. (ADA stands for theAmerican Dental Associa-tion)

The best place to startwith improving your smileis with a dental exam. Youshould do this before ex-perimenting with whiten-ing products. Your dentistcan assess your overalldental health and repairany damage to your teethbefore you try applyingproducts. The dentist canalso advise you on prod-ucts that whiten and teachyou how to protect yourgums.

The ADA also advisesprofessional guidance andparental supervision forchildren and adolescentswhen it comes to whiten-ers in order to minimizeadverse effects. Bleachingproducts do contain chemi-cals that can be harmful tohealth if ingested. Theabrasives may damageteeth if not used correctlyor overused.

Freda announces bulk pick-upFirst Selectman Michael J. Freda announced that the

Spring Bulk Pick-up Program will continue during the weekof April 11 for all town of North Haven residents.

Curbside bulk items collected will include white goods (re-frigerators, freezers, ranges, and appliances); vehicle tireswithout rims; metal items; and upholstered items (mattress-es, box springs, furniture, etc.). Please note that mixed brushmust be taken to the Town’s Transfer Station.

Residents are asked to contact the Department of PublicWorks at (203) 239-5321, ext. 750, to schedule their bulk pick-upand to provide the department with the address and associat-ed items to be collected.

Bulk items will continue to be accepted at the Town’sTransfer Station located on Universal Drive near the inter-section with Sackett Point Road on Tuesdays through Satur-days. Passes are required for entry into the Transfer Stationand are available at the Department of Public Works office.

Residents are reminded that construction and demolitionmaterials are no longer accepted by the Town. Constructionand demolition materials include building materials,sheetrock, wood, windows and window panes, concrete,brick, sand, gravel, cinder blocks, tile, ceramics, etc. Nearbyoptions available for the disposal and for a nominal fee in-clude Valley Sand and Gravel in North Haven (i.e., cement,sand, bricks, gravel, asphalt), Dainty Rubbish in Middletownand after May 1, Central Connecticut Recycle and Transfer inCheshire.

“Without capital requests,this budget would be a 0.1 per-cent increase on the townside,” Freda added. “We orig-inally had $2.7 million in cap-ital requests. We reduced thatto $1.3 million. We need thatto upgrade some things intown.”

Approved capital requestsinclude $80,000 for police de-partment cruisers, $25,000 forroads and drainage and$425,000 for a fire truck to re-place a volunteer departmentvehicle with water pumpproblems. A new sanitationpacker truck and was ap-proved for referendum at$205,000. “We have three sani-tation trucks now,” Fredasaid. “One is beyond repair.We need another truck to in-sert into the trash pick-up cy-cles.”

Upgraded permit softwarefor North Haven’s buildingdepartment was authorizedfor $38,000. “This will allow

for greater efficiency in thebuilding department permitprocess,” Freda said. “I be-lieve that this will pay for it-self within two years. It so-phisticates the process. It is agood investment for town.”

During winter, NorthHaven’s salt shed collapsedin stormy conditions, neces-sitating a $70,000 rebuildingproject. Procurement of an$110,000 backhoe was also al-lowed. “We need that for win-ter snow removal,” Fredasaid.

Also accounting for fiscalyear 2011-12 budget increasesis a three percent wage jumpin North Haven’s clericalunion contract, which comesafter two consecutive yearsof zero percent raises.

Partially offsetting costs,Freda stated, are multiplesources of savings. “Thesehave saved us over $1 millionas we move into the next fis-cal year,” he said. Recentrenegotiations of town’sbonding debt, general liabili-ty and worker’s compensa-tion services could saveNorth Haven $353,589 in fis-cal year 2011-12 according toFreda’s slides.

Edgar Beale, 91, of Ham-den, died April 1, 2011. Hewas the husband of the lateJuanita Houser Beale.

A son of the late Alfred andEmma Sumner Beale, Edgarwas born in Pawtucket, R.I.,on Nov. 23, 1919. He served inthe U.S. Army Air Corps dur-ing World War II as a bom-bardier in B-17 and B-29 air-craft, later serving in the AirForce Reserve and the Kore-an War and retiring with arank of captain. Edgar re-ceived an associates degreefrom Connecticut College ofCommerce and was a lifelongbanker. He retired from FirstBank as senior vice presidentin 1979 and later from Con-necticut Savings Bank in1985. He was a former presi-dent of the New Haven Ju-nior Chamber of Commerce,a member of the Boy Scoutsof America, the Hamden Fa-thers Association, HamdenElks Lodge, No. 2224, Ameri-can Legion, Post 88. Edgarwas an avid golfer and a for-mer member of the Walling-ford Country Club, LaurelView Country Club and Pil-grims Harbor Country Club.He enjoyed dancing and wasa member of many danceclubs, square, round and ball-room dancing.

He is survived by sons, Ed-ward K. and his wife MarthaBeale, of Tolland, Roger C.and his wife Irene Beale, ofNorth Haven, Duane L. andhis wife Janet Beale, ofCheshire, Alan G. and hiswife Anne Beale, of Los

“Another school had donea similar pageant, which in-spired our student council tostart it in 1985,” said NHHSLatin teacher and Mr. NorthHaven founding member PatBingham. “At first, it wasbased more on the Miss Uni-verse pageant, with sports-wear, etc. But it evolved into atalent pageant, and has basi-cally stayed about the samesince.”

Through the years, manyindividuals have contributedto Mr. North Haven events —past winners frequently at-tend and even serve as judgefor future shows — but threemainstay producers havebeen Bingham, NHHS Italianinstructor Marylee DiGen-naro and NHHS library me-dia coordinator Elsa Ruoff.

“It’s a wonderful time forthe kids, who can barelyknow each other but willwork together and bond andhave a great time,” Ruoffsaid. “There’s never a prob-lem. There is never someoneupset that they didn’t win.They always work togetherbeautifully.”

“We have fun the wholetime,” she added. “We enjoythe whole pageant. It really isa joy.”

DiGennaro and her co-pro-ducers set contest dates ayear in advance. “We startgetting together in January,”said DiGennaro, who hasbeen onboard since 1997. “Weneed to get a choreographeror two, because the boys dotheir dances together. We in-vite the judges and set thescript. We need to get spon-sors and arrange for tuxes forthe boys.”

Time has brought produc-tion changes. “We used tohave music cassettes lined upin order for the boys,” Bing-ham said. “Before comput-ers, a lot was different.”

Individual acts have var-ied, but have remained cre-ative and amusing, includinga participant who wrestledhimself, reenactments of Through the years, competitors for North Haven High School’s biannual Mr. North Haven pageant have tried

“I thought it would be funto do it,” said freshman en-trant Hamed Houwari. “Also,I know the money is going toa good cause, so why not. Iwanted to get a feel for it, tosee if I wanted to do it againin two years.”

Houwari joined a sopho-more, junior and six seniors.Gabe Scrivani, 2011 competi-tor and NHHS senior, playedguitar in his act. “I’ve beenplaying guitar for four or fiveyears, and any opportunity togain a little bit more experi-ence and have some fun isgood,” Scrivani said.

In 2009, Scrivani was notan entrant but played guitarfor Sancho, then a sopho-more, as he rapped KanyeWest’s “All Fall Down.”

“It’s always a great excite-ment for the people in-volved,” said DiGennaro.“Anybody who comes in asunderclassmen almost al-ways participates in the fu-ture. It’s infectious.”

“It’s something they willalways remember,” sheadded.

After decades of Mr. NorthHaven production, Bingham,DiGennaro and Ruoff arelooking to hand down leader-ship duties. “Somebody elseis going to need to know thewhole workings of it, thewhole proceedings of it,” Di-Gennaro said. “Someone elseneeds to know the ropes.”

Bingham, DiGennaro andRuoff will leave behind a cel-

ebrated North Haven institu-tion. “This has been a greattradition,” Ruoff said. “It isone of town’s lasting tradi-tions. Things come and go,but this has endured since1985.”

“We sort of knew from thefirst night that this was go-ing to go,” Bingham said.“Other people have come inand helped, but Marylee,Elsa and I have really stayedwith it. And now we’re pass-ing the torch.”
