1. WP7. DEVELOPMENT OF AN E-CARD TO UPLOAD ALL SOFT AND
TRANSVERSAL SKILLS ACQURED DURING FORMAL AND INFORMAL
EDUCATION
Along the chapter it will be described all information, analysis and prospection done to find the best
technical solution to cover all needs required for the MeMeVET e-card (Mechatronics and Metallurgical
Professional CARD – henceforth MMC). MMC will promote the free movement of Mechatronic and
Metallurgical workers along the countries involve in this project.
This chapter shows the technical needs and characteristics of the MMC, in addition to that a market
solutions will be evaluated and will be described like technical solution.
Finally, a potential deployment plan will be described.
1.1. Definition of technical needs and characteristics of the e-card
In this subchapter it will be written all information gathered from MeMeVET team along different
meetings and discussions to understand MMC needs. WP leader (CAAR) has been doing interviews with
stakeholders and organizations with similar needs and solutions working to try to select the best
solution possible for MeMeVET project. Currently, there are some solutions working properly which
should be evaluated.
1.1.1. State of art of the best ecard practices
At the present time, there is two ecard which has been evaluated like best practices. First one is the
“tarjeta de la construcción” (acronym TPM) which is in use by “fundacion laboral de la construcción”,
the construction organism in Spain. This ecard is working since September 2007 and from end of 2011
is mandatory for all worker in the Spanish Construction sector. Therefore, this ecard is a very good best
practice because it already is implemented (Figure 1).

The second ecard to be considered is called “Tarjeta del Metal” (acronym TPM) by FEMZ (“Empresarios
del metal”) which will be used by the Metallurgical workers working on construction sector. This ecard
is not ready yet, but ecard concept is very similar to TPC and it will be ready soon (Figure 2). To get
information about this eCard which is still in conceptualisation phase, CAAR arrange a meeting with Mr.
Carmelo Perez, General Secretary of Federation of Metal Entrepreneurs (henceforth - FEMZ) in
Zaragoza. Mr. Perez shared with CAAR all consideration needed to achieve MeMeVET goals, during the
discussion, topics like education levels (EQF levels), hazard prevention needs (12h + 8h of specific
training) and so on were discussed, providing a very good point of view of the main topics to be
considered.

After considering all information that eCards contains, below it is shared the main information about
the worker, information like:
Information related to the training directly related to the sector
Qualifications
Hazard prevention
All information upload it is validated by “fundación laboral de la construcción” or by “empresarios del
metal” to assure documentation reliability. In addition to that, the information is saved in a data base
which the ecard owner can access with its password and can see it. Those topics have to be take into
consideration for MeMeVET MMC.
1.1.2. Internal project stakeholder data collection from Madrid Meeting
After evaluating the state of art of these two business cases, WP leader (CAAR) was prospecting the
feedback from the project stakeholders. With this information, during the meeting CAAR like WP leader
raised some questions related with e-Card needs and was discussed about this information gathered
and shared during presentation to the MeMeVET consortium (Figure 3).

Figure 4 shows both eCard. They were presented, explaining advantages and disadvantages for both of
them and threats and technical aspect to be considered MMC development.

Technical topics like RFDI technology or QR code and the information that they could contain was
discussed. In those discussions also the opportunities that new technologies can provide us, knowing,
for example, the number of Mechatronic and Metallurgical workers in real time were analysed. Besides,
the consortium had a long discussion about the use of an APP like technical solution. Finally the use of
an APP was discarded in this first stage of the project because Consortium does not want to complicate
the initial solution too much.

In addition to that, team was discussing about the information mandatory for MMC and the information
required for the data base. Consortium selected QR like technical solution, using this QR to get access to
the documentation of Mechatronic and Metallurgical workers and connecting MMC with the database.
Team also decided to do the data base in English, to use QR code instead of RFID technology. We
discussed about how to deal in case of fake ecard or burglary, amongst others.

5. MeMeVET project will develop an eCard and this knowledge will be used to develop the eCard
when required. Probably in the future 2 eCard will be needed.

1.1.3. eCard producer information
To complete the information about TPC and TPM, consortium did some interviews with DOCALIA, S.L.
(http://www.docalia.com/) who is responsible to produce TPC. DOCALIA has width experience in the
sector being one of the reference company in this market (Meeting Minutes on ANEXX 2.1).
During those interviews DOCALIA provides its experience and support MeMeVET project to improve
MMC. They are developing several ecards for different proposals and they are the best contact in Spain
to generate this kind of technological development. Besides, it has been achieved a deal with them to get
support on this project for the technical area.
Inside of DOCALIA portfolio thousands of combinations are possible to develop an ecard (portfolio
attached). Below some of those options are described (Figure 7):

Considering all possibilities and with the support of DOCALIA, MMC has been selected to be lasting in
time, easy to use and with the best ratio between quality and cost. In the chapter 1.2 will be defined.

1.1.4. Internal project stakeholder data collection from Florence Meeting
After Madrid meeting MeMeVET team was working on MMC design and technical needs with Madrid
meeting feedback.
Working on this feedback a working plan was developed doing a Gantt chart (Figure 8), in this working
plan some brainstorming sessions was planned but finally was replaced by specific meeting focus to
obtain the maximum data possible during Florence Meeting (Figure 9, Figure 10 & Figure 11). Team
decided this way, doing by face to face meeting will be more effective.

Before meeting in Florence some technical requirements and initial design was developed to present to
the whole team. This information prepared was shared with the consortium (Figure 9), analysing pros
and cons of each technical solution trying to get a cost-wise option. The designs developed was MMC,
the formal letter sent with the MMC to each owner and the envelop shows in the chapter 1.2.

To finish some question were discussed in addition:
1. How can apply to MMC eCard?
a. People with 2 years of experience in the sector
b. People with the correct training through platform and modules.
2. If the workers come from another sector
a. Worker will have to pass exams and get certification. This knowledge can be achieved
into MeMeVET platform.
3. The responsible for the examination it is described below in this document
4. In a European movement, there is an agreement between countries for the free movement of
workers.

1.2. Selection of potential technical solutions
After gathering and analysing all information during Madrid and Florence global meetings, all work done
until then and reviewing information about technologies and several interviews with FEZM and
DOCALIA the consortium was ready to achieve a first technical and design proposal.
1.2.1. MMC eCard
In the Figure 12 and Figure 13 MMC is shown. This design has considered the main needs evaluated by
MeMeVET consortium along Madrid and Florence meetings (Chapter 1).
Figure 12 shows MMC front side with two design option. First one with a gradient which is an aesthetic
theme which complicate the production process, the gradient design increases the cost lightly but
practically this is negligible, however increase the cost of the prototypes, therefore we have done two
design to facilitate the proto phase. This cost is not worthy in this status of the project therefore for the
first prototypes full orange option has been selected.

1.3. Deployment plan
The mail goal of this project is to promote international exchange of worker for Mechatronics and
Metallurgical sectors through different tools and platforms.
During all work packages the analysis of the skills needed for the labour market, the generation of
training modules for students and platform to support the TCs has been developed.
To increase and make easier the exchange between countries, like we have already discussed, the
generation of an eCard, called Mechatronic & Metallurgical professional Card (MMC), is the way selected.
This MMC will contain worker information (Chapter 1.1 and 1.2) and will have documentation into the
data base.
Once defined all information, MMC design and data base in this chapter a deployment plan will be
proposed.
1.3.1. Network Structure Proposal
This project has generated a consortium which can support for the deployment plan in each country.
Mainly through the consortium we can achieve a wide network of stakeholders. In each country due to
their singularities the entities leading and maintaining MMC could change, however, the data base under
European rules, should not change. Along this subchapter will be explained a proposal to generate a
network for MMC maintaining and updating.
Figure 19 & Figure 20 shows the structure proposed for MMC consortium, Figure 20 shows European
structure proposed and Figure 19 for each country. The description of the country structure will be
explained before because it is more complex and necessary to understand before explaining the whole
system.

Following Figure 19, the structure proposed for countries is:
• MMC country leader -> It will be who coordinate country activities. These activities will be
described in this report below. In Spain, a sectorial organism could be the entity but, of course,
this could change depending on the country. This organism should be related to:
• Sectorial organisation -> National, regional or both at the same time could be
involved.
• Clusters -> Usually clusters are regional but can support with their clusters
network. Cluster should support in specific markets. Automotive, aerospace
clusters are an example because the need support from Mechatronics &
Metallurgical workers and the have lack of them.
• National government -> Not mandatory but recommended. Government can
assure the correct regulation between countries.

subcontracting and steel industries could need mechatronics and metallurgical
workers.

regulatory authorities to provide national validation . These authorities could be
Educational and/or Labour Ministry through a complex process of uncertain
timing.

1.3.1.5. German Network Proposal: To be fulfilled by the country
• Organism owner for MMC & Data Base (Country Leader)
• Sectorial organization -> In Germany, different institutions are responsible for
the individual occupations in the two sectors. The Chambers of Industry and
Commerce (Industrie- und Handelkammer - IHK) are responsible for some
professions and the Chambers of Crafts (Handwerkskammer - HWK) for others.
These responsibilities must be taken into account in the organisation.
• Clusters - Cluster organisations in Germany have no authority whatsoever and
generally serve to network and represent the interests of individual branches of
industry. Moreover, not all occupational profiles are equally covered by such
organisations. Their integration should therefore only take place in an
accompanying or advisory capacity.
• National government (recommended) -> The consequence of the federal system
in Germany is that some national bodies and some state bodies are responsible.
In addition, the IHK and HWK mentioned above are partly entrusted with the
implementation of far-reaching laws and regulations. Therefore, all competent
bodies at national, state and regional level must be taken into account.

1.3.2. European Organigram Proposal
Once selected the main stakeholders in each country inside of a network structure shown in Figure 19
and Figure 21 and in comparison with how is handle in Spain the TPC (Figure 1) to improve the
coordination for MMC networking is it required a higher level into that structure.
Into the Figure 20, the whole organigram proposed is described and an European structure is proposed
where there is a higher entity which coordinates and remain vigilant for the activity in countries, which
has a country leader which coordinate the different activities in each country.
The MMC European agency will deal and coordinate all country leaders, which will look out for MMC
needs, like documentation required, monitoring workers in each country, promote campaigns to train
more professional workers in each country and manage accounts.
This agency could be a public or private but in the second case has to be really well connected with all
stakeholders. Country leader has to coordinate the action in each country and has to be very well
coordinated with the European Agency which will report.
The main activities for MMC Agency and Country leaders will be different, and it is going to be described
below:
1. MMC European Agency:
a. Coordinate activities between countries
b. Develop and update documentation required for the Data Base & MMC
c. Responsible of MMC expedition
d. Coordinate with European commission the development strategies to increase and
improve workers skills.
2. Country Leaders
a. Coordinate activities into the country
b. Access point for the workers to explain in their language needs to get MMC
c. Responsible organism in case of lost, assuring to the worker all information required.
d. Coordination with local government to share with European Agency country and
markets needs.

Figure 22 shows the steps proposed to launch MMC eCard with all structure needed to be developed
and all steps to be considered.
This roadmap should be the steps to follow for the generation of MMC eCard and all structure required
around.
All these steps are described below:
1. Organigram building -> First step to complete is the generation of the European organigram,
defining MMC European agency which coordinate all countries and the country leader selection.
Those agencies, organism or companies will be board of management of the consortium.
2. Country Networks building (i.e) -> Like is described into the subchapter 1.3.1 it is necessary to
generate a country network to coordinate all actions done in each country.
3. MMC & Documents generation -> Along this document the eCard proposal has been developed.
In the future all this work done can be used, RFQs, designs, steps to follow, all this material can
be used for MMC launching.
4. RFQs (Request oF Quotation) -> This step is necessary and highlighted because even in this
document eCard quotation has been done, to do it properly the business case the update of this
documents is required.
5. Data base development-> In this report all data required for MMC are described. Data base needs
consideration like where it will be located or how the maintenance will be done.
6. eCard Manufacturing -> In this report a manufacturer has been proposed (DOCALIA), this
selection is due to a width experiences DOCALIA has in this kind of eCard, being TPC provider
since several years ago. RFQ has been asked and all information required to launch MMC eCard
is already done.
7. Commissioning -> Once all steps will be done, MMC European Agency is ready to start with MMC
eCards, providing the workers a “professional passport” to move freely between countries.
8. Stabilization -> After commissioning a stabilization process is needed managing all system and
improving system shortages.
9. Once the system is improved and is running stable is time to expand to other countries
interested in the eCard.

Above, in this report, all these steps have been explained like MMC design proposal, data base
information required, country networks and project stakeholders, therefore most of the information

All partners/ stakeholders from the developed network could contribute to the dissemination of
information about the e-card through:

dissemination effect will be increased and the exchange of good practices and opinions on the
accessibility issues will be fostered. Demonstrations of the e-card could be organized during workshops,
information sessions or another appropriate events in order to present the main technical aspects of the
e-tool and description of the objectives and the benefits for the users.
