ELIGIBILITY:
- Bona fide member of unit deployed in, or in direct support of named CONOPS for 1 or more days in area of eligibility (AOE) or:
- Be deployed in AOE as an individual on official orders for 30 consecutive or 60 non-consecutive days
- Participate as a regularly assigned crew member of an aircraft flying into, out of, within, or over the AOE.

Armed Forces Service Medal (AFSM)
• Reference: AR 600-8-22, 25 Feb 95, Military Awards.
• Joint Forge - Delegated to CG, USAREUR
• Joint Guardian - Delegated to CG USAREUR.
• Eligibility: Awarded to any member of the Armed Forces wounded or killed as a result of military operations while serving outside the territory of the United States as part of a peacekeeping force.

Purple Heart
• History: Approved by the President 8 Aug 96.
• Reference: MILPER MSG 96-196, 231630Z Aug 96.
• Eligibility: Authorized for members of Reserve Components who performed qualifying active duty service in support of a designated contingency operation. The “M” Device will be worn on the AFRM to denote service during a mobilization or contingency designated by the Secretary of Defense.

Armed Forces Reserve Medal (AFRM) and Mobilization (“M”) Device
• History: Approved by Secretary General of NATO. Must be approved for wear by the Secretary of Defense for U.S.
• Reference: Allied Command Europe Directive 40-8, 25 Jul 95, The NATO Medal. JCS Message, DTG 301757Z Nov 95. Must served under NATO or national command or operational control in direct support of NATO operations
• SFOR - Approved for Wear: 30 days continuous or accumulated in the Former Republic of Yugoslavia (FRY); or 90 days continuous or accumulated in Italy, Greece, Hungary and Austria from 1 Jul 92 until a date yet to be determined.
• KFOR - Approved by NATO Secretary General 20 Oct 99. Sent to SECDEF 6 Jan 00. 30 days continuous or accumulated days in Kosovo and other territories of the Federal Republic of Yugoslavia, Albania, Macedonia, Adriatic and Ionian Seas; 90 days continuous or accumulative days in Italy, Greece and Hungary. SACEUR proposed both SFOR and KFOR NATO Medals be authorized for wear at the same time. Current US rules only allow for wear of one NATO medal at any time.

NATO Medal
• History: Previously not entitled for TCS/TDY augmentees to Central Region because of no Short Tour Credit.
• Reference: AR 600-8-22, 25 Feb 95, Military Awards.
• Eligibility: May be awarded in conjunction with Short Tour Credit provided no other US service medal is awarded for the same overseas service (i.e. AFSM/AFEM). As an exception to policy it maybe awarded to augmentees serving in Central Region.

Wartime Awards
• USCINCEUR recommended creation of the Kosovo Campaign Medal in lieu of the Armed Forces Expeditionary Medal - Pending approval by Joint Chiefs.
• Purple Heart - Approved.
• Wartime Awards - not activated.
• CIB/CMB - not authorized.
• Shoulder Sleeve Insignia-Former Wartime Service (SSI-FWS) - Request pending at SecArmy.
• History: Directed by EUCOM Commander.
• Reference: USCINCEUR OPLAN 4247/4256 Annex E.
• Policy: The only authorized leave for deployed soldiers is R&R or Emergency Leave. The term “ordinary leave under emergency conditions” WILL NOT be used; neither will terms like “Baby Leave”. There’s no Environmental Morale Leave (EML) authorized for operations in the Balkans. Violations of the restrictive leave policy jeopardizes the existence of current entitlements like R&R, IDP and CZTE.

Restrictive Leave Policy
• History: EUCOM’s policy for deployments over 179 days with restrictive leave policy.
• Reference: AR 600-8-10, Leave and Passes, para 4-23.
• Policy: Soldiers scheduled to be deployed for over 179 days serving in unit with written restrictive leave policy are eligible to participate in R&R program.
• Entitlement: Must have served 60 days in OJF/OJG area. (On the ground commander may waive in unusual circumstances). 15-20 day absence. Travel to and from APOD non-chargeable as leave. Round-trip transportation to one of two relief sites--Rhein Main/Ramstein Air Bases or CONUS APOD of choice (BWI, ATL, CHS). Transportation to and from approved R&R destinations provided at government expense by government or commercial carriers. Transportation may be provided to other that the nearest authorized R&R destination. Cost to government shall not exceed cost of round-trip travel to and from the authorized destinations.
• OPERATION JOINT GUARDIAN - Approved effective 23 Dec 99. Exception to EUCOM restrictive leave policy for Operation Joint Guardian is terminated.

Rest & Recuperation (R&R) Program
• History: Legislation approved as part of FY ‘97 National Defense Authorization Act.
• Reference: JFTR, Vol I, para U7200-C6.
• Policy: “If a member is unable to take COT leave before the one year time limitation as a result of duty in connection with a contingency operation, the member and dependents may defer the travel for one additional year beginning on the date the member’s duty in connection with the contingency operation ends.”

COT Leave Extension
• Reference: Section 701f, Title 10, United States Code, AR 600-8-10, Leaves and Passes.
• CAT I - Served in Hostile Fire Pay/Imminent Danger Pay area 120+ continuous days - approval commander LTC or above.
• CAT II:
A. Served in Hostile Fire Pay/Imminent Danger Pay area less than 120 continuous days, or
B. Deployed for any length of time but did not receive HFP/IDP.
Approval first COL to 1st PERSCOM to 266th Finance.
CAT III - All others. Did not deploy but were unable to take leave in excess of 60 due to support of operation - approval 1st COL to 1st PERSCOM to 266th Finance.
These categories are used ONLY within USAREUR!
• Leave is charged on a last accrued first used basis.

Special Leave Accrual (SLA)
• History: Established to supplement the R&R Program and to provide short periods of respite for deployed soldiers.
• Reference: USAREUR FWD FRAGO 111.
• Policy: Soldier must be deployed or expected to be deployed in support of Operation Joint Forge for more than 30 days.
• Entitlement: 4-day non-chargeable absence in Budapest or other designated areas within Hungary.
• NOTE: Program may be temporarily suspended based on current force protection threat.
• NO PASS PROGRAM ESTABLISHED FOR OPERATION JOINT GUARDIAN AS OF YET.

Pass Program - Operation Joint Forge
• History: This entitlement is a result of a USAREUR DCSPER initiative to seek relief for officers deployed while enrolled in CGSOC/CAS3.
• Reference: Command and General Staff College, Non-Resident Studies Program Memorandum.
• Policy: Each officer currently enrolled in the non-resident portion (CAS3, CGSC, correspondence or classroom option) will be granted a course extension equal to their deployment time. For the officer to receive extension, they need to provide the School of Corresponding Studies a copy of their orders indicating deployment location and length of time spent.

Correspondence Course Extension
• History: This entitlement is a result of a USAREUR DCSPER initiative to obtain Short Tour Credit to TCS/TDY augmentees in Central Region. Prior to obtaining of exception to policy, Short Tour Credit was only available to the deployed force.
• Reference: AR 614-30, Table 7-1.
• Policy: Soldiers must be in a TDY status for at least 9 continuous months, or 11 cumulative months within a 24 month period.

• ETS - WITHIN 90 DAYS OF ETS OR APPROVED SEPARATION DATE OR TRANSITION LEAVE UNLESS ACTION TAKEN TO EXTEND/REENLIST. FIRST COLONEL IN CHAIN OF COMMAND MAY APPROVE DEPLOYMENT - SOLDIER MUST BE RETURNED NLT 45 DAYS PRIOR TO SEPARATION DATE OR DATE TERMINAL LEAVE BEGINS.
• PCS - MUST BE RETURNED NLT 30 DAYS PRIOR TO DEROS DATE.
• INPROCESSING - WILL NOT DEPLOY BEFORE COMPLETING FULL 12 DAYS OF INPROCESSING AND TRAINING (CPF/ITC).

• CONDITIONAL PROMOTIONS. CURRENT POLICY ALLOWS CONDITIONAL PROMOTION TO SFC CONTINGENT ON COMPLETION OF ANCOC. EFF 1 JUN 99, CONDITIONAL PROMOTION TO SSG AUTHORIZED ON COMPLETION OF BNCOC. CONDITION PROMOTION TO SGT NOT AUTHORIZED - SOLDIERS ON OPERATIONAL DEPLOYMENT MAY RECEIVE A PLDC WAIVER FOR PROMOTION TO SGT. REQUESTS FWD TO CDR 1ST PERSCOM, EPMD.
• REQUIRED 13-MONTH RETAINABILITY FOR CONUS PCS. SOLDIERS WHO BECOME INELIGIBLE FOR PCS REASSIGNMENT TO CONUS AS A RESULT OF BEING INVOLUNTARILY EXTENDED WILL NOT BE FURTHER INVOLUNTARILY EXTENDED AND WILL BE ALLOWED TO PCS TO CONUS WITHOUT REGARD TO TIME REMAINING IN SERVICE.
• History: On 22 Dec 95, the Secretary of Defense signed a letter to the Postmaster General authorizing free mail privileges for active duty members of the Armed Forces and designated civilians.
• Reference: Section 3401(A)(1) of Title 39, United States Code, and pursuant to Executive Order 12556, dated 16 Apr 86.
• Policy: Individuals must be deployed in support of Operation Joint Forge/Joint Guardian in designated Hazardous Duty Area.

• FIRST GENERAL OFFICER IN CHAIN OF COMMAND MAY TERMINATE STABILIZATION BASED ON IMMEDIATE AND CRITICAL OPERATIONAL NEEDS.
• ALSO MAY BE TERMINATED FOR TDY TO PERSONNEL MANAGEMENT OR PROFESSIONAL DEVELOPMENT SCHOOLS, LOCAL TRAINING EXERCISES, MAJOR TRAINING EXERCISES, CTC, OFF-INSTALLATION TRAINING EXERCISES, OR PCS.
