PUNJAB BJP president ShwaitMalik Thursday refused to com-ment further on the recentclashes between Hindu andDalit groups in Phagwara insharp contrast to the party’s al-liance partner SAD, has squarelyblamed the Shiv Sena groups forthe violence.
Malik termed the clashes as a“conspiracy” against the BJP be-cause Phagwara was repre-sented by a BJP MLA. “It is a bigconspiracy. This has been donedeliberately. Why has it hap-pened only in Phagwara? Ifsomeone is pained, we are withthem,” he said.
When asked about the standof SAD on the clashes for whichthey have blamed Shiv Senaworkers for the violence againstDalit youths, the BJP chief re-fused to make any comments.“We cannot speak for Shiv Sena.You ask these questions tothem,” he said.
Speaking to mediapersonsafter submitting a memoran-dum to Governor V P SinghBadnore, on the Phagwaraclashes, the state BJP chief wascaught off-guard when he was
questioned over the silence ofhis party as well as himself aweek after the clashes. Heclaimed that he had been issu-ing statements asking all groupsto maintain peace and said thatBJP workers on the ground toohad been making efforts to easethe situation.
Interestingly, even the mem-orandum submitted to theGovernor by the party leadersThursday does not make anymention ofDalits but only refersto ‘clashes between differentsections of the society’. It alsotakes credit for the violence tohave abated stating that it wasdue to the efforts ofthe BJP alongwith social and religious organ-isations that the clashes have stopped.

TERMING IT a disturbing exampleof intolerance and violation of anindividual’s freedom ofexpression,the Punjab and Haryana High Courthas pulled up the administration ofMaharishi Dayanand University(MDU) in Rohtak for suspension ofan associate professor over a
Facebook post in which he is al-leged to have criticised the univer-sity.
Justice Rajiv Narian Raina, whilestaying the suspension order ofMDU’s Ashwani Kumar Dhingra,said the court would consider sad-dling the university with exemplarycosts for violating Dhingra’s free-dom ofexpression.
“This case is a disturbing exam-ple ofintolerance ofthe authorities
in the University to smother debateon Facebook between the peti-tioner and persons in the socialgroup. A cursory glance ofthe postson Facebook, it is argued, prima fa-cie, do not constitute misconductto invite suspension andchargesheet. The issue is offreedomof speech which the Universityshould represent, and not to stiflebona fide comment on mattersconcerning the University,” the or-
der passed by the bench onTuesday reads.
The court has also restrainedthe university from issuing anychargesheet to Dhingra without itspermission and issued a notice tothe state government, MDU ViceChancellor Professor BijenderKumar Punia and the Registrar ofthe University for a written state-ment on the action. Dhingra wassuspended on March 31.

Chandigarh:Punjab has proposedto give Himachal Pradesh its 7.19per cent share ofpower from elec-tricity projects of Bhakra BeasManagement Board (BBMB) inphased manner as part ofthe set-tlement of an inter-state disputeover share in power projects, a
senior official said on Thursday.“Punjab has proposed that it
will give Himachal its 7.19 per centshare ofelectricity in BBMB powerprojects within a period of 15years,” official said here.
However, he said that Punjabhad not agreed to pay any finan-
cial liability as part of the arrearsworked out by Himachal govern-ment. On Wednesday, HimachalChief Minister Jai Ram Thakur inChandigarh had said his govern-ment would raise the issue of its7.19 per cent share in electricitygenerated in power projects
ofBBMB.Himachal Pradesh has been
demanding its share in electricitygenerated from BBMB powerprojects for long. In 2011, theSupreme Court had upheld thestate’s claim of7.19 per cent sharein BBMB power projects located in
Himachal Pradesh’s territory un-der the Punjab Reorganisation Act, 1966.
The state had worked out overRs 4,000 crore ofarrears as per 7.19per cent share which was to bepaid by Punjab, Haryana andRajasthan. PTI

PUNJAB CHIEF MinisterAmarinder Singh on Thursdayurged Union Home MinisterRajnath Singh to prepare a com-prehensive strategy to deal withthe “re-emergence of extrem-ism” in the state, amid reportsthat Sikh youths were beingtrained at ISI facilities in Pakistan,officials said.
During the 30-minute meet-ing, the CM apprised the Unionminister of the law and order sit-uation in Punjab, including is-sues related to attempts to cre-ate disturbance in the statethrough targeted killings.“Amarinder Singh stressed theneed to prepare an all-encom-
passing strategy to counter theemerging extremism,” a homeministry official said.
The CM suggested strength-ening of the intelligence appara-tus, besides action against for-
eign handlers based in Canada,the UK, the US, Italy, Germany,who are actively engaged in re-vival of terrorism in Punjab.The home minister assuredhim of all possible central as-sistance as requested by thestate government, aspokesperson said.
Amarinder Singh said thata number of targeted killingshad taken place over the lastone and a half years, and ex-pressed concern over such in-cidents. He also underlined theneed to counter “activities onsocial media” aimed at dis-turbing peace and stability inthe state.
The Home Ministry had re-cently told a parliamentarypanel that Sikh youths werebeing trained at ISI facilities in
Pakistan to carry out terror ac-tivities in India.
Senior ministry officials alsotold the Committee on Estimates,headed by senior BJP leader MurliManohar Joshi, that Sikh youthssettled in Europe, the US andCanada were being “misguidedand instigated against India withfalse and malicious propaganda”.
The CM appreciated the sup-port being provided by centralagencies in probing targetedkillings. The NIA is investigatingthese killings, suspected to becarried out as part of a conspir-acy to disturb communal har-mony in the state, another offi-cial said. The CM and homeminister also discussed stepstaken to tackle the situation in acoordinated manner, thespokesperson added.

THE DELHI High CourtWednesday ordered 12 mediahouses to pay Rs 10 lakh each forviolating norms and revealingidentity ofthe 8-year-old girl gan-graped and murdered in Jammuand Kashmir’s Kathua district.
Acting Chief Justice GitaMittal and Justice C Hari Shankarcalled the order a measure forthe time being. They asked themedia houses to deposit themoney with the court’s RegistrarGeneral. The money would betransferred to Jammu andKashmir State Legal ServiceAuthority’s Compensation Fundfor survivors of sexual violenceand their families.
The court issued the order af-ter lawyers of the media housesapologised and blamed ignorancefor the violation. They maintainedthat it was done under the as-sumption that it would facilitatespeedy prosecution of the ac-cused. The lawyers said theirclients would be willing to payto establish their sincerity.
The court asked the mediahouses to file an affidavit of apol-ogy within three days and to spec-ify the rectification measures.
Nine of the media houses,which were issued notices for re-vealing the identity, apologisedthrough their lawyers.
The notices were issued to TheTimes of India, The Hindu, TheStatesman, The Pioneer, NavbharatTimes, NDTV, Firstpost, The Week,Republic TV, The Deccan Chronicle,India TV and The Indian Express.
No lawyer appeared on be-halfofThe Pioneer, Firstpost andThe Deccan Chronicle.
The court deleted The IndianExpress from the array of partiesand substituted it with ‘IE OnlineMedia Services Private Ltd’. Thiscame after The Indian ExpressLtd’s lawyer N B Joshi told thecourt they have been wrongly ar-rayed as a party. He added thecorrect entity to be impleadedwould be IE Online MediaServices Private Ltd.
Lawyer Sudhir Nandrajog,who appeared for The Times ofIndia and Navbharat Times, toldthe court that M/S BennettColeman and Co Ltd (BCCL) runsthe publication. The court mod-ified its order and arrayed BCCLafter Nandrajog said it has to beimpleaded instead.
Earlier, the judges said theywould like to see the editors ofthemedia houses. The lawyers apol-ogised and said that they will en-sure publicity to the law that re-quires the privacy ofa rape victimto be maintained. The court wouldhear the matter again on April 25.
New Delhi: Members of Jammuand Kathua Bar associations,who were accused of obstruct-ing court proceedings in connec-tion with the Kathua rape-mur-der case on Wednesday mettheir counterparts in Delhi HighCourt Bar Association (DHCBA).Confirming this, DHCBA presi-dent Kirti Uppal and seniormember Vikas Pahwa said someof the members of the Kathuaand Jammu bar associationsraised their grievance that their
version was not been projectedproperly here. “We asked themto give documents in connectionwith their defence. Right now,we cannot hold whether theywere wrong or right,” Pahwasaid. “An executive body meet-ing of the DHCBA will examinethe documents and take a call.”
