Decision on harmonisation of environmental legislation with Acquis Communitairre within EP, NPIEU 2004 and PEP 2004-2006.

MEPPPC has the keyrole with the support through the CARDS 2002 project “Strategy for EU Environmental Law Approximation” (started 2004).

• October, 3rd 2005 – start of negotiations• New Law on Environmental Protection - expected in 2006

and a series of implementing legislation• Methodology for transposition and implementation of

IPPC will be developed• Involved stakeholders are: competent line ministries,

Chamber of Commerce, industry sector, LRSG, NGOs and public

Results achievedResults achieved

• An inter-ministerial working group headed by the MEPPPC with representatives of competent line ministries was established in 2004 (Ministry of Agriculture, Forestry and Water Management; Ministry of Health and Social Welfare; Ministry of Economy, Labor and Entrepreneurship; Ministry of Foreign Affairs and European Integrations)

• Section for implementation of IPPC within the MEPPPC was set up in 2005 (5 staff members)

• Working meetings with representatives of relevant inspection bodies and with representatives of Chamber of Commerce and industry sector were held in 2005

• Preliminary list of potential IPPC installations (cca 144) was drafted in 2005

Implemented:• permanent education and training programmes for

environmental inspectors through BERCEN/ECENA, IMPEL, MAP, Courses for Sustainable Development ( since 2000)

Planned:• PHARE 2005 project “Enhanced environmental

inspection for enforcement of new environmental legislation” (2006- 2008)

• CARDS 2004 “Support for Further Approximation of Croatian Legislation with the Environmental Acquis ”

Schedule for applying integrated permitSchedule for applying integrated permit

• The organisation scheme of system for applying integrated permit is in working process (CARDS 2002)

• The applying format for industry sector will be developed within the pilot permitting process (CARDS 2002)

Pilot PermittingPilot Permitting

• Pilot project is contracted by the MEPPPC and the implementing agency will be the Croatian Cleaner Production Centre

• The pilot project will focus on 3 installations (e.g. cement industry, food industry)

• Scheduled for February 2006• Goal - to analyse the results and experience of the

process and to use them in further policy decision making

• NDP is in working process • The assesement of expected costs for industry sector is

needed• The administrative system for IPPC permitting needs to

be defined• The administrative capacities for transposition and

implementation of integrated permit need to be enhanced
