SUBJECT: NFPA 45 First Draft TC FINAL Ballot Results (F2014)

According to the final ballot results, all ballot items received the necessary affirmative votes to pass ballot.

Paluzzi) 0 Abstentions on one or more first revision The attached report shows the number of affirmative, negative, and abstaining votes as well as the explanation of the vote for each first revision.

There are two criteria necessary for each first revision to pass ballot: (1) simple majority and (2) affirmative 2/3 vote. The mock examples below show how the calculations are determined.

(1) Example for Simple Majority: Assuming there are 20 vote eligible committee members, 11 affirmative votes are required to pass ballot. (Sample calculation: 20 members eligible to vote ÷ 2 = 10 + 1 = 11)

(2) Example for Affirmative 2/3: Assuming there are 20 vote eligible committee members and 1 member did not

return their ballot and 2 members abstained, the number of affirmative votes required would be 12. (Sample calculation: 20 members eligble to vote – 1 not returned – 2 abstentions = 17 x 0.66 = 11.22 = 12 )

Richard P. Palluzi I beleive the exception which warns of the potential for the hood ventilation alone to be inadequate to prevent a build up of flammable vapors is required. I thought we agree to reword the exception to meet NFPA standards but retain the concept within the mandatory section of the standard.

William F. Guffey I propose the following additions and change to make this section retroactive to existing labs: 6.5.1 Written fire prevention procedures shall be established for all new and existing laboratories. (1) Safe handling and storage of chemicals, flammable and combustible liquids, pyrophoric and other reactive compounds and compressed gases and cryogenic liquids. (5) Daily inspection of the means egress from the laboratory to ensure it is maintained free of obstructions. This shall include exit door(s) from the lab and exit access aisles. (6) Good housekeeping procedures shall be established. (7) 6.5.3 Combustible contents and furnishings shall not be used in a laboratory work area unless it meets the minimum requirements of Section 10.3 of the Life Safety Code. 6.5.2 Maintenance Procedures. Maintenance and testing procedures shall be established for chemical fume hoods, alarm and detection equipment and laboratory equipment.

Palluzi While I understand the committee's desire to respond to critics of the negative wordign of thsi section, I remain concerned that - as worded - this sectio nshall be used to justify unneeded, unnecessary and costly automatic fire surpression systems of limited effectiveness due to limited understanding of the hazards by local AHJ and due to heavy promotion by suppliers of thsi equipment.

Richard P. Palluzi The wording remains vague and open to improper application by less knowledgable personnel. It is not clear what "special ventilation" is requiredor can do. Since explosion proof electric or air motors are readily available and since the alternatives are often poorly understood and implemented I think this provisio nshould be eliminated or reworded to provide more concrete guidance.

Kroll 13.3.1.3 For existing educational and instructional laboratories that do not have a separate preparation room, the dispensing of bulk quantities of chemicals for experiments or demonstrations shall be performed prior to the arrival of the students in the classroom. COMMENT: I agree with what appears to be the intent of statement, to ensure students are not present during performance of bulk dispensing. However see the language, “prior to the arrival of the students” as time limiting. Modifying the language to read, “whenever the students are not in the classroom” retains the author's/committee's apparent intent and expands the timeframe for dispensing of bulk quantities. For example, the instructor could excuse students from the classroom to perform such dispensing of bulk quantities if needed or dispensing may be performed after students leave the classroom for any reason. i.e., For existing educational and instructional laboratories that do not have a separate preparation room, the dispensing of bulk quantities of chemicals for experiments or demonstrations shall be performed whenever the students are not in the classroom.
