The first step to candidacy is to take the State Officer Candidate Professional Development Exam. This exam will test your basic knowledge of SkillsUSA and general professional practices. The SkillsUSA Missouri Executive Council allows candidates to take the test a maximum of (2) two times to successfully score a 70%. Upon completion of the exam with a passing score, please ensure that you print or save the certificate of completion, which will need to be attached with your state officer application. Please ensure that you’ve read the application packet thoroughly, understand and agree to all requirements and statements. Being elected a SkillsUSA Missouri State Officer is an honor and privilege afforded to only a few students each year. If elected, your student will serve in the upcoming year as a SkillsUSA Missouri State Officer, an opportunity afforded to only a select few students each year. During his/her term of office your student will miss many days of school. Please rest assured that their education remains our top priority. While we understand that the rich educational experiences they are missing may not be easily replaced, we feel that the professional experiences they are afforded paired with their classroom education is what will ensure their future success. SkillsUSA is an integral component of career and technical education (CTE). Teachers infuse the organization’s activities into their instructional programs, enabling students to gain real-world applications to their studies. By being a part of SkillsUSA, all students develop personal, workplace and technical skills. These together ensure our student’s career success. As our student representatives, we expect a lot out of our officers, which includes them successfully balancing their educational expectations and duties to SkillsUSA. Serving as a SkillsUSA Missouri state officer is a privilege afforded for only those members deserving of the experience. Being a state officer is not about being seen in the public eye or about gaining extra recognition, but instead about serving the 10,000+ members of our organization. Being a state officer requires a great deal of work, effort, and sacrifice. In return, officers will be greatly rewarded by discovering an experience unmatched by any other. Officers also have the privilege of receiving many opportunities, training, and experiences that will last a lifetime. SkillsUSA Missouri state officers serve as ambassadors for our organization and for the state of Missouri. They also serve as representatives of their families, schools, and communities. STATE OFFICER UNIFORMS State officers are expected to convey the image of SkillsUSA Missouri at all times when acting in an official capacity. Accordingly, officers will be expected to wear SkillsUSA attire when participating in state meetings, attending conferences, representing the state before business or other partners, and at all other times when their appearance and behavior would reflect on the state association, including while traveling. The state SkillsUSA office will provide the officer with a name badge, polo(s), and other attire deemed necessary by the state director. The officer’s chapter must ensure that the officer has access to an appropriately sized SkillsUSA red blazer. The student will be responsible for appropriate shoes, dress pants, ties, etc. as required for official dress. OFFICER TRAVEL Because student-teacher travel policies differ among school systems, advisors of candidates must clear with their school system the ability for students to travel with their advisor to all meetings. This may require a change in the advisor’s personal automobile insurance policy or special permission given by the parents and/or school officials. State officers may be permitted to travel to/from an event with parent(s)/guardian(s) or instructors from other schools as long as both schools are in agreement. SkillsUSA Missouri and DESE will not assume liability for student travel.

To reduce travel, lodging, and meal expenses, it is encouraged that state officers from schools in the same area of the state travel in groups with one advisor. SkillsUSA will not reimburse chapter advisors or schools for mileage and/or expenses resulting from having a state officer. STATE OFFICER POLICIES & PROCEDURES State officers serve as ambassadors for SkillsUSA Missouri and their conduct and demeanor are critical to the reputation, visibility, and success of the state association. State officers are expected to abide by the following Code of Conduct, as well as the official Code of Conduct and Dress Code, which apply to all members of the association. State officers and candidates should be fully familiar with these codes and should strive not only to meet their standards, but also to serve as role models in their implementation. CODE OF CONDUCT • State officers shall behave in a courteous and

respectful manner, refraining from language and actions that might bring discredit upon SkillsUSA or its members.

• State officers shall fully participate in all appropriate activities, conferences, workshops, business meetings, etc. for which they have responsibility.

• State officers shall abide by the dress code as explained in the State Officer Candidate Packet and all future clothing requests outlined by the state director and/or officer trainer(s).

• State officers shall abide by the rules of each conference and realize that they set an example for the membership. These rules include, but are not limited to, curfew, conduct, electronics usage, and dress code.

• State officers shall be willing to take and follow instructions as directed by those responsible for them.

• State officers shall avoid places and actions, which in any way could raise questions as to moral character or conduct. This includes activities and incidents away from SkillsUSA activities.

• State officers shall treat all members equally. • State officers participating in SkillsUSA assignments

shall not damage or deface property. Damage to any property or furnishings in hotel rooms, private accommodations, and/or buildings will be paid for by state officers at their own expense.

• State officers shall not endorse any candidates for local or state SkillsUSA office.

• State officers shall refrain from endorsing any product, vendor, or sponsor or entering into financial obligations on behalf of SkillsUSA Missouri, without the consent of the state director.

• State officers shall refrain from entering into romantic relationships with other state officers or allowing personal relationships to interfere with state officer duties while on duty at a conference.

• State officers shall not hold official meetings or appoint individuals or committees without the permission of the state director.

• State officers shall complete assignments in a timely fashion and at the highest level of quality possible.

DRESS CODE SkillsUSA Missouri state officers and candidates are expected to take the utmost pride in their appearance. • Candidates for state office must wear SkillsUSA

Official Attire during all activities at the State Leadership & Skills Conference, unless otherwise indicated in the conference program. Appropriate dress shoes are required.

• Inappropriate attire includes, for example, denim, tank tops, T-shirts, mini-skirts, spandex, leggings, or athletic wear.

• When participating in any SkillsUSA activity, officers may not have any visible tattoos or body piercing, girls wear only one pair of earrings, no earrings for boys, no tongue jewelry, no anklets, outrageous hair or makeup, etc. The state director and/or officer trainer(s) reserve the right to determine whether hair, makeup, or other appearance styles are unacceptable.

• When officers are representing SkillsUSA or wearing SkillsUSA logo’d attire, it is important that officers look as professional and polished in appearance as possible.

• “Professional and polished standards” includes neat, pressed clothing that fits loosely on the body, attention paid to grooming detail, and proper footwear.

• The Professional and Polished Standards and dress codes are in place from the time the officer/candidate departs for the conference/meeting until the officer arrives home from the conclusion of the conference/meeting.

INTERNET ACCESS, EMAIL, & SOCIAL MEDIA Each officer and his/her advisor must have access to internet/email at school and at home. This is essential, because important information concerning SkillsUSA

may be sent out daily. It is mandatory that e-mail be checked at least once daily, five days a week. SkillsUSA may provide each state officer with an email account to conduct official business. This email account should only be used for official business. Officers should understand that everything (pictures, comments, surveys, blogs, etc.) presented on social networking sites will reflect on the individual as a state officer. Even when marked “private”, others will associate activities and comments on these sites with SkillsUSA. The saying that “you are judged by the company that you keep” is especially relevant to these sites. Posts made on personal facebook pages must remain professional in nature throughout the officer’s term of office. Accounts will be monitored by the state director and/or state officer trainer(s). If a post is deemed inapproprtiate or unprofessional, the officer will be asked to remove the post. After two (2) innaproproate posts, the officer may be reprimanded or removed from office. Cyber bullying will not be tolerated and will be grounds for immediate removal from office. State officers will often be tagged in social media posts from personal and business pages. By submitting an application, candidates, their parents, administrators, and advisors agree to having their photos posted and tagged on social media on personal and business pages. OFFICER/ADVISOR MANDATORY WEEKLY COMMUNICATION It is very important that each state officer communicate weekly with his/her advisor. If the officer is not assigned to a class with the advisor, it is required that a weekly meeting be held. The time and place of such meeting is the responsibility of the officer to work out with the advisor. If the advisor has a problem with the officer not following through with duties, the state director and advisor will determine if the officer should resign. OFFICER ASSIGNMENTS A crucial responsibility of the state officer team is to implement the state association’s program of work and coordinate/plan conferences. It is necessary that officers understand the need for assignments to be submitted in a timely fashion. Additionally, state officers are expected to possess strong written and oral communication skills. Officers must be able to write

articles, letters, and other items and proofread them for mistakes. EXPECTATIONS OF STATE OFFICERS All individuals who serve as state officers are expected to meet certain requirements. • State officers must be members of active local

chapters which participate in SkillsUSA Missouri conferences and projects. Having a state officer elevates your local chapter. Chapters with state officers are expected to attend the SkillsUSA Missouri conferences with the state officers. These conferences include, but are not limited to: o State Fall Leadership Conference o District Fall Leadership Conference o District Leadership & Skills Conference o State Leadership & Skills Conference

• Officers whose chapters do not actively participate in SkillsUSA Missouri conferences and projects will not be allowed to remain an officer. Please note that we do understand that there are limited situations in which a chapter may miss a conference, but it should not become a regular pattern that a state officer attends a conference without the support and attendance of his/her local chapter.

• State officers are REQUIRED to attend ALL mandatory conferences and meetings.Officers who cannot commit to all of the required meetings should not apply. Officers who do not attend all of the required meetings will be removed from office. One-time exceptions may be granted by the state director.

• State officers are required to complete assignments in a timely fashion. State officers who are late with assignments will not be assigned speaking parts at upcoming conferences and will lose some, if not all, of the financial benefits that come with serving as a state officer. These benefits include registration and hotel fees, meals, etc. State officers who lose eligibility for these financial benefits may be required to pay registration fees, lodging costs, and other expenses.

• State officers are expected to submit their assignments to the highest level of quality possible. This requires the officers to make sure all assignments are proofread carefully by another party, are started early enough to exhibit the best effort, and are submitted at the most professional manner and style possible

• State officers are expected to exhibit the highest level of character possible at all times. This includes actions in school, outside of school as well as their presence online.

• State officers are expected to maintain a 95% school attendance rate while avoiding excessive tardies.

• State officers are expected to manage their school work and SkillsUSA responsibilities so that academic grades do not suffer as a result of serving as a state officer. Advanced planning must be made with teachers, parents, and administrators so that academic responsibilities are not neglected while serving as an officer. Officers who receive a “D” or “F” will be placed on probation and could be removed from office.

• State officers are expected to complete other duties and assignments as assigned.

CONSEQUENCES OF FAILING TO MEET EXPECTATIONS Officers who do not meet the above expectations will face the following consequences: • Removal from office • Placement on probation – meaning officers do not

receive all of the benefits of being a state officers and lose speaking parts and other responsibilities at conferences

• Elimination of financial benefits of serving as a state officer.

For example, officers who are late with multiple assignments will have to pay conference registration fees and housing costs like other members. These benefits are outlined below. FINANCIAL BENEFITS State officers receive the following financial benefits in exchange for completing state officer assignments prior to and during conferences. However, state officers who fail to meet expectations may lose these benefits. In an effort to reduce costs, SkillsUSA may additionally cover some expenses for one advisor accompanying their officer. Lodging will be booked at double occupancy. This is at the State Director’s discretion, funds permitting. State Officer Training Retreat: • Lodging (officer & advisor) • Meals (officer & advisor)

For all other activities, conferences, or events, SkillsUSA will not cover expenses, unless approved by the SkillsUSA State Director. The reimbursement and/or coverage of above expenses may be subject to change at the discretion of the State Director. In such instance, prior notice will be given. Officers who are negligent in their duties and/or have been removed from office will be responsible for reimbursing SkillsUSA Missouri for expenses already incurred. The school will be invoiced for expenses and the school will be responsible for requesting reimbursement from the student. ELECTION PROCESS State officers will be elected in the following manner. Step 1—State officer candidates take the Professional Development Test between February 1st and February 12th online. All students must score a minimum of 75%. This test may be taken twice to score 75%. Step 2—State officer candidates must submit state officer application to the state office by Friday, February 19th.

Step 3—State officer candidates must attend the state officer candidate screening day in Jefferson City, MO on Saturday, March 4th. State Officer Screening Process—4 parts A. Interview (worth up to 110 points) B. Recite the SkillsUSA Pledge

(worth up to 15 points) C. Recite one of the SkillsUSA Officers’

Opening Ceremony parts (up to 10 points)

D. Script Reading (worth up to 15 points) Maximum number of points a candidate can earn from this screening process is 150 points. Following completion of this 4 part screening process a candidate’s scores will be added up out of 150 possible points. Then each candidate will be ranked by score. The top 14 from each division will move on to the delegate session during the State Leadership & Skills Conference. Step 4—The Delegate Session (see election procedures) After votes are counted, each candidate will then be ranked by number of votes out of the number delegates. Process to determining new officer team: The rank from the screening will be added to the rank in votes, this will determine the total ranking of the student. Those who have the best ranking will become state officers. In the event of a tie, the ranking of the interview will break the tie. STATE OFFICER TRAINING PROCESS A large part of the SkillsUSA State Officer Program is professional development of select student leaders. This is done through intensive training which includes the State Officer Retreat, National Leverage Training, Washington Leadership Training Institute, pre-conference sessions, conference calls, and more. While advisors are asked to accompany their students to SkillsUSA activities, we respectfully ask that during the training process, interactions with their students remain minimal. To be a successful state officer, the students must bond as a team. This is done through activities and trainings where the students are pushed out of their comfort zone and learn to interact with new groups of people.

SkillsUSA Missouri Officer Candidate and Election Procedures

The procedures for SkillsUSA Missouri officer candidates are detailed in the sections which follow. Candidates, their advisors, parents, and administrators should be aware of these procedures. As a state officer, you represent SkillsUSA Missouri at your school, in your community, and at state, regional, and national meetings. Election to state office is an honor that also carries with it responsibilities. The state officer team is responsible for efficient functioning of SkillsUSA Missouri and assuring the purpose of SkillsUSA is protected. To prepare for these responsibilities you must:

Familiarize yourself with the SkillsUSA Leadership Handbook Commit to completion of the SkillsUSA professional development program Maintain an objective opinion on issues Develop public speaking skills Develop professional writing skills Develop good interpersonal communication skills and leadership skills Familiarize yourself with the duties of your office and the responsibilities of a SkillsUSA Missouri state

officer and commit to fulfilling these responsibilities

I. Eligibility

A. Participated in a SkillsUSA leadership conference. B. Successfully pass the professional development test with at least a 75% score. (The test will cover SkillsUSA

knowledge, leadership, parliamentary procedure, and human relations from the SkillsUSA Leadership Handbook and the SkillsUSA website). The test must be proctored and the candidate will have a maximum of two chances to test.

C. Enrolled as a full-time student in a career education course meeting the state plan for career education with at least one full year remaining in a career education course.

D. Active membership status in SkillsUSA. E. Meets the eligibility requirements of the local school district for participation in intra- and extra-curricular

activities. F. Average GPA of 2.5 G. Written recommendation from:

1. Career Education Administrator 2. Lead Chapter SkillsUSA Advisor 3. Career Education Instructor (if different from lead advisor) 4. Home School Administrator – Secondary Only

H. Available to represent SkillsUSA Missouri through personal appearances during his or her tenure of office.

II. Nomination A. Complete a state officer application and submit with required documentation by designated date. B. Upon verification of eligibility by state office staff, the candidate’s name will be submitted to the credentialing

committee to complete the officer candidate procedure. Any candidate who is not eligible will be notified of deficiencies and timelines by which they must be met.

III. Credentialing A. The credentialing committee will be composed of individuals selected by SkillsUSA Missouri staff. B. The state officer advisor and/or state director will review all applications and test scores to determine who has

met the minimum qualifications and who should advance to the interview process. C. The credentialing committee will interview all qualified candidates during the scheduled state officer candidate

screening day and recommend up to 14 candidates to be placed on each ballot (secondary and postsecondary). All candidates must attend the scheduled screening day to be eligible to be on the ballot.

IV. Election Procedure A. Each candidate must comply with the following regulations regarding campaign materials and candidate

commitment-to-service brochure policies. 1. Each officer candidate can design and produce an 8.5 x 11 campaign brochure to give to the voting

delegates with a maximum number of 100 copies produced. This gives the voting delegates an opportunity to see all of the qualifications that they might not get a chance to review. The campaign brochure will be a maximum of one page, one- or two- sided. Color copies will be allowed. The following is a list of suggestions/ideas to use for the brochure but is not limited to:

a) Picture of yourself b) Personal goals; and goals as an officer c) Vision for the organization d) Leadership experience e) Current and previous offices held f) Awards and honors g) Hobbies and interests

2. In addition to the campaign brochure, each officer candidate will be required to provide one display board, not to exceed 4 feet in width and height. This will enable you to display campaign type materials within the delegate meeting room so that the voting delegates will get an increased opportunity to see the candidate’s qualifications. Each officer candidate will be responsible for bringing their own materials to use and to secure their items to the board (tape, glues, and staples). Each board will be reviewed by the credentialing committee before allowing it to be viewed by the voting delegates. Board should be turned in at registration. It is important to have the name of the candidate visible somewhere on the presentation side of the board. Remember that the voting delegates will also be looking at the creativity and effort that is put into each bulletin board. The following are a list of suggestions/ideas to use in the design of the bulletin board but is not limited to:

a) Pictures of yourself b) Awards and honors c) Resume d) Newspaper/magazine articles e) Bulletin board borders f) Things you enjoy - (i.e. reading, sports, music)

3. No other campaign materials will be allowed.

B. Each candidate can attend the “Meet the Candidates” session. In the event a candidate is unavailable due to competition, a student proxy can be appointed to represent the candidate.

C. Each candidate shall give a two (2) minute speech before the voting delegation. D. Each candidate shall respond to the same problematic oral question before the voting delegation.

E. Voting shall be by secret ballot. Each member of the voting delegation will mark a ballot indicating their choice of up to seven (7) state officer team members (secondary and postsecondary will vote separate). Ballots will be collected by the state officers and tabulated by the SkillsUSA Missouri state officer advisor or his/her designee.

F. Results will be announced at the Officer Installation Ceremony during the SkillsUSA Championships Awards Ceremony. All candidates must be present at the Installation Ceremony in official SkillsUSA attire. All candidates should be familiar with the Officer Installation Ceremony.

G. In the event a state officer resigns his/her office prior to the National Leadership and Skills Conference, replacement of that officer shall be by the following method (unless the candidate’s school already has two officers):

1. The state officer candidate designated as the first runner-up at the state election shall be offered the position.

2. If that candidate declines, then the next highest-ranking officer runner-up candidate at the state election shall be offered the position, then the next highest-ranking officer runner-up candidate and so on until the position is accepted.

V. Procedures for Newly Elected Officers A. Attend the National Conference Orientation and assist with breakdown during SLSC. (This takes place

immediately after the Awards Ceremony with the state officer advisor.) B. Attend SkillsUSA activities during the upcoming year. C. Adhere to the state officer contract. D. Maintain enrollment in the career education program. E. Maintain quarterly officer reports. F. Maintain grades and behavior at school reflective of a SkillsUSA Missouri officer.

VI. Officer Expectations

A. The Missouri Association of SkillsUSA shall elect seven (7) secondary and seven (7) postsecondary officers at the Annual SkillsUSA Missouri State Leadership and Skills Conference. Applications for office must be filed, in the state office by the designated date. The officers expectations are as follows:

a) To be a key student ambassadors for SkillsUSA Missouri b) To serve as the primary link between students and the state office c) Exhibit strong leadership qualities d) Be able to work with people and encourage them to work for the benefit of SkillsUSA Missouri e) To delegate the work of SkillsUSA Missouri appropriately f) To assess personal strengths and abilities of others and utilize them effectively g) To be informed about activities throughout the state and move SkillsUSA Missouri in a positive

direction h) Solicit the ideas of the members without interjecting his/her personal opinion i) Understand the impact of business being discussed j) Attend all meetings and conferences as required k) Elect officer positions amongst themselves during SkillsUSA’s National Leadership and Skills

Conference in collaboration with State Association Director and/or State Officer Advisor. In the event that positions remain open on the post-secondary team, the State Director at his/her sole discretion can appoint secondary runner-up candidates to fill the team.

State Officer Code of Conduct Agreement

As a state officer, you represent SkillsUSA Missouri at your school, in your community, and at state, regional, and national meetings. Election to state office is an honor that also carries with it responsibilities. The state officer team is responsible for efficient function of SkillsUSA Missouri and assuring the purpose of SkillsUSA is protected. As a state officer, I agree to adhere to the following rules and regulations:

• I will, at all times, follow the rules set forth in my home school and area career center’s policies for behavior, attendance, and minimum point average for participation in activities.

• I will, at all times, respect all public and private property. I understand that damages to any property or furnishings in hotel rooms, private accommodations and buildings will be paid for by the state officer at his/her own expense.

• I will spend each night in the room of the hotel to which I am assigned.

• I will strictly abide by the curfew established and shall respect the rights of others by being as quiet as possible after curfew.

• I will not remain in a sleeping room of the opposite sex unless permission has been granted by the state director, state officer trainer, or my chapter advisor.

• I will refrain from the use of alcoholic beverages, tobacco, and drugs, unless I have been ordered to take certain prescription drugs by a licensed physician, at which time I will always have the orders of the physician on my person.

• I will not leave the hotel to which I am assigned without the express permission of the assigned state staff person. Should I receive such permission, I will leave a written note of where I will be.

• My conduct will be exemplary at all times. I will treat all members equally. I will avoid places and actions that in any way could raise questions as to moral character or conduct. I will behave in a courteous and respectful manner refraining from language and actions that might bring discredit upon the SkillsUSA organization.

• I will forfeit my office if I quit school, become suspended, or expelled.

• I will respect all authority. I will accept state SkillsUSA assignments and follow instructions as directed by those responsible for them. I will communicate to the state officer advisor and state director any circumstances in which I am unable to attend the required meetings or conferences.

• I will keep the assigned state staff person informed of my whereabouts at all times.

• I will attend all activities that I am assigned or registered to, and I will be on time.

• I will adhere to the required professional dress code at all times (including hair color, piercings and tattoos).

• I will attend the functions required of a state officer as listed on the schedule of activities for state officers.

• I will forfeit my office if, after the beginning of the school year, I change my residence from the school where I was elected, unless I transfer to a school and enroll in another approved CTE program in the state of Missouri.

• I will email my state officer report to the state officer advisor and state director by the date indicated on the report form.

• I will maintain at least a 2.50 GPA on a 4.0 scale and will submit copies of all report cards to the state officer advisor and state director when received. Should a state officer receive a “D” or “F” grade, the state officer will be put on probation for a single term to bring up the grade. If grades do not improve, the officer will forfeit his/her office.

• I will attend school each day it is in session, unless I am on a SkillsUSA assignment or an approved absence based on local school district policy. I will make up all work missed in classes.

• As a State SkillsUSA Officer, I must attend all meetings and activities deemed necessary by the SkillsUSA State Director.

Technology Use Agreement Student Responsible Use Policy

Purpose: SkillsUSA Missouri will provide and assign students a device for use as a means to promote achievement and provide flexible learning opportunities. This policy provides guidelines and information about expectations for students who are being issued computing devices. Additional rules may be added as necessary and will become a part of this policy.

Our expectation and belief is that students will responsibly use technology and that they understand the appropriate and acceptable use of both the technology and network resources. We also expect that students will make a good faith effort to keep their issued devices safe, secure and in good working order. Our policies and procedures include the following specific responsibilities and restrictions.

The student will:

RESPONSIBILITIES

1. Adhere to these guidelines each time the device is used. 2. Charge their 1:1 device at home nightly, bringing it to all SkillsUSA meetings, conferences, and activities with a full

charge. 3. Use appropriate language in all communications refraining from use of profanity, obscenity and offensive or

inflammatory speech. Cyber bullying, including personal attacks or threats toward anyone made while using either the SkillsUSA owned or personally owned technology, is to be reported to responsible school personnel. Communication should be conducted in a responsible and ethical manner.

4. Back up important data files regularly. 5. Only use technology for SkillsUSA or school-related purposes during the instructional day while refraining from

use related to commercial or political purposes.

6. Follow copyright laws and fair use guidelines and only download or import music, video or other content that students are authorized or legally permitted to reproduce or use for school related work.

7. Make available for inspection by an administrator, teacher, or SkillsUSA Missouri staff member any messages or files sent or received to or from any Internet location using issued technology. Files stored and information accessed, downloaded or transferred using issued technology is not private as they may be viewed, monitored, or archived at any time.

8. Transport computer in sleep mode, with screen closed, and in their protective case. 9. Provide their own headphones and/or ear buds as needed for related work. 10. Refrain from eating or drinking around device. 11. Return (including the charger) the device and carrying case upon relinquishing their duties as a SkillsUSA officer.

RESTRICTIONS

The student will not:

1. Mark, deface or place stickers on the device. Issued carrying cases may also not be personalized. 2. Reveal or post identifying personal information, files or communications to unknown persons through email or other

means through the Internet. 3. Attempt to override, bypass or otherwise change the Internet filtering software, device settings or network

configurations. 4. Attempt access to networks and other technologies beyond their authorized access. This includes attempts to use

another person’s account and/or password or access secured wireless networks. 5. Share passwords or attempt to discover passwords. Sharing a password is not permitted and could make you

subject to disciplinary action and liable for the actions of others if problems arise with unauthorized use. 6. Download and/or install any programs, files or games from the internet or other sources onto any issued

technology. This includes the intentional introduction of computer viruses and other malicious software.

7. Tamper with computer hardware or software and/or vandalize or destroy the computer or computer files. Intentional or negligent damage to computers or software may result in criminal charges.

8. Attempt to locate, view, share or store any materials that are unacceptable in a school setting. This includes but is not limited to pornographic, obscene, graphically violent or vulgar images, sounds, music, language, video or other materials. The criteria for acceptability is demonstrated in the types of material made available to students by administrators, teachers and the school media center.

9. Modify or remove the SkillsUSA Missouri asset tab or the manufacturer serial number and model number tag.

In addition to the specific requirements and restrictions detailed above, it is expected that students and families will apply common sense to the care and maintenance of issued technology. In order to keep devices secure and damage free, please follow these additional guidelines.

• You are responsible for the device, charger, cords, case, etc. Do not loan any of these items to anyone else. • While a properly designed case affords some protection, there are still many fragile components that can easily be

damaged by dropping, twisting or crushing the device. • Do not eat or drink while using the device or have food or drinks in close proximity. Any liquid spilled on the device

may very well cause damage (often irreparable) to the device. • Keep your device away from precarious locations like table edges, floors, seats or around pets. • Do not stack objects on top of your device; leave outside or use near water such as a pool. • Devices should not be left in vehicles. • Devices should not be exposed to extreme temperatures (hot or cold) or inclimate weather (rain, snow). • Do not store or transport papers between the screen and keyboard.

COMPUTER DAMAGES

If a computer is damaged, SkillsUSA Missouri must be notified immediately. If a student damages a computer due to negligence, the student/student’s family is responsible for paying repair costs according to the repair costs determined, up to the full cost of a replacement device.

SkillsUSA Missouri reserves the right to charge the Student and Guardian the full cost for repair or replacement when damage occurs due to negligence as determined by the state director. Examples of negligence include, but are not limited to:

1. Leaving equipment unattended and unsecured. This includes damage or loss resulting from an unattended and unsecured device at school and/or conference location.

2. Lending equipment to others. 3. Using equipment in an unsafe environment. 4. Using equipment in an unsafe manner. 5. Ignoring common sense guidelines delineated above. 6. If the device charger or carrying case is damaged or lost, the student is responsible for replacing it.

COMPUTER THEFT

If a computer is lost/stolen, SkillsUSA Missouri must be notified immediately. A police report must be filed and a copy of the report must be sent to the state office within 5 days of the incident. The student’s parents may be responsible for the replacement costs pending the outcome of the police investigation.

Access to a provided device should be considered a privilege that must be earned and kept. A student’s technology privileges may be suspended due to negligent damage to the device, or inappropriate use of the device that fails to comply with the technology agreements outlined in this document.

VIOLATIONS AND PENALTIES I agree that if, for any reason, I am in violation of any of the rules of the conference, I may be brought before a disciplinary committee created by the state director for an analysis of the violation. I also agree to accept the penalty imposed on me. I understand that any penalty and reasons for it will be explained to me before it is carried out. I further realize that the severity of the penalty may increase with the severity of the violation, even to the extent of being immediately sent home at my own expense. 1. Violations of Items 1 through 6 of the “Code of Conduct” will be grounds for disqualification, immediate removal from office or competition and relinquishment of awards and recognition. In addition, the violator will be sent home at his or her own expense. Notification of the violation and the action taken will be sent to the participant’s local school district administrator and parents or guardians. The participant’s entire voting delegation could be unseated due

to the violation, and the candidates or competitors from the participant’s local school and chapter could be disqualified as well. 2. Violations of Items 7 through 12 will result in a warning and reprimand. Notification of the violation and the action taken will be sent to the participant’s local school district administration and parents or guardians. Repeated violations of Items 7 through 12 may result in the participant being sent home at his/her own expense. It is within the spirit of being a proud and meaningful member of SkillsUSA that I agree to these rules of conduct by signing my name on the other side of this page.
