a. Student of the Month: Annalisa Gonzalez was selected to represent Promenade Elementary School as the Alvord Unified School District Student of the Month for October 2012.

b. Certificated Employee of the Month: Cindy Van Vegten was selected to represent Promenade Elementary School as the Alvord Unified School District Certificated Employee of the Month for October 2012.

c. Classified Employee of the Month: Maria Rami was selected to represent Promenade Elementary School as the Alvord Unified School District Classified Employee of the Month for October 2012.

d. Volunteer of the Month: Lauriann Ferguson was selected to represent Promenade Elementary School as the Alvord Unified School District Volunteer of the Month for October 2012.

Student Representatives: Annalisa Gonzalez, Promenade Elementary School; Cara Lenz, Alvord High School; Amanda Scott, Hillcrest High School; Shawn Abrahamson, La Sierra High School and Emily Bello, Norte Vista High School, reported on current activities at their respective school sites. Presentation: Western Municipal Water District – Teaching Grant Programs: Michele McKinney Underwood, Community Affairs Manager, of the Western Municipal Water District, presented information on the following available Water Education Programs:

Lois B. Krieger Grant Program Solar Cup Assembly Program Field Trips Classroom Resources

5. Superintendent’s Report: Dr. Ferguson provided a brief report on the following: Golden Bell Award: RCOE is receiving the Golden Bell Award for

the Differentiated Instruction Through Universal Design program. The Golden Bell Awards program promotes excellence in education by recognizing outstanding programs throughout California. RCOE selected Foothill Elementary as the exemplary model for Differentiated Instruction Through Universal Design. Mr. Zaldivar, principal of Foothill Elementary, was also asked to present at the Title I Achieving Schools Conference regarding how this program was implemented at Foothill. Congratulations to Mr. Zaldivar and the entire Foothill staff!

District Teachers and Students Create Art from Recycled Materials: Students from Norte Vista High School and Loma Vista Middle School will be showing their student-created recycled paper quilt, along with a recycled fabric quilt that Loma Vista art teacher Froukje Schaafsma Smith and Norte Vista High School art teacher Jeff Ribaudo created in collaboration. Both quilts will be shown tonight from 6:00 p.m. to midnight as a part of the Long Night of Art and Innovation event. There was a nice article on this project in the Press-Enterprise on Saturday.

Keep Riverside Clean & Beautiful: Norte Vista High School’s Adopt-A-Street Team will receive the Outstanding Litter Prevention Award at the 2012 Community Recognition Luncheon on Thursday, October 25th. Norte Vista is being recognized for an outstanding commitment to the Adopt-A-Street program in the neighborhood of Norte Vista High School as well as going beyond boundaries! Congratulations Norte Vista!

Hearing Session: President Pérez extended an invitation to the audience to present matters of concern to the Board. The following individuals came forward:

Debbie Mitchell, Special Education Assistant, La Sierra High School, stated that she wanted the current administration to know their classified staff and provided some history and shared some memorabilia dating back to 1992. Ms. Mitchell is proud to be a classified staff member in Alvord which has always been family oriented; however, currently classified staff members have a heartbroken spirit and it is not due to the economy, it is the way they feel.

Leigh Hawkinson, President of AEA, requested that the Board look into a few concerns, the Contingency Plan that froze the counselor and nurse positions which continue not to be filled even though at the last meeting the District identified several million dollars that will be left over. Ms. Hawkinson stated that if there is a hiring freeze it is a very select process since positions such as the Data Assessment Clerk for Special Projects have been opened to fill. Ms. Hawkinson notified staff that she received reports that Hillcrest High School’s lights are left on 24-hours a day, 7-days a week.

Linda Buchanan, Campus Supervisor II, Norte Vista High School, and Cindy Baker, Campus Supervisor II, La Sierra High School, expressed concerns related to the impact resulting from reductions in classification and salary from Campus Supervisor III’s to Campus Supervisor II’s combined with the 5.32% salary cuts and stated they feel cheated and disrespected.

Carmen Sexton Boykin, President of CSEA Chapter 339, clarified that there are two groups that have been impacted more than others, Campus Supervisor IIs and the After School Programs staff.

6. Action Items: The following Consent Agenda items were presented for approval: a. Accept Gifts:

1) Target donated funds to the following schools through their Take Charge of Education Program: Promenade Elementary School $239.24 Loma Vista Middle School $141.56 La Sierra High School $666.88

2) Catherine Flaherty Welton donated computer equipment valued at

$1,000.00 to McAuliffe Elementary School’s Special Education Resource Program.

3) Rebecca Berland donated a trombone valued at $130.00 to Arizona

and Villegas middle school’s Band Programs. 4) Inland Empire Premier Baseball League donated $2,500.00 to Norte

Vista High School’s Baseball Program to assist with expenses for the 2012-2013 Season.

5) Landy Muniz and Michael Patini donated $1,000.00 to Norte Vista

High School’s International Baccalaureate (IB) Program through their work with the Community Foundation.

b. Ratify Purchase Order List Number 5-2012-2013 c. Adopt Resolution No. 10 – Resolution to Expend Excess Funds d. Adopt Resolution No. 11 – Annual Delegation of Administrative

Authority to Process Routine Budget Revisions, Adjustments and Transfers Mr. Pérez requested that monthly reports like the Financial Reports be placed on the agenda in order to keep the Board informed.

Demographic Analysis and Enrollment Projection Services Mr. Johnson and Mrs. Wilson suggested that this item be tabled and

requested that staff do a comparison with other companies and check into the possible purchase of software. Bring item back in January.

Mr. Pérez suggested that staff work with the Registrar of Voters they may have the information the District needs. Mr. Pérez would like to see the District explore other options.

Leigh Hawkinson, President of AEA, stated that Business Services staff used to perform these functions and they did a stellar job.

j. Approve Personnel Order No. 5-2012-2013

Mrs. Wilson referred to Page 5, Item F – Overpayment and requested clarification as to why the teachers listed there received overpayments. Dr. Ferguson clarified that Longevity payments were miscalculated and needed to be corrected. Mr. Pérez referred to Page 8, Item A – Additional Assignments and asked why there are four individuals listed and only three effective dates.

Dr. Ferguson will look into it and provide clarification. Mr. Pérez also referred to Page 11, Item E the fourth individual listed and asked if the Mailroom position was eliminated, how a substitute can be placed in that position. Mr. Calderon clarified that the duties of that position shifted to the Clerk Typist II position within the Purchasing Department; however, the individual in that position cannot process the mail due to medical restrictions, so additional assistance is needed. Carmen Sexton Boykin, President of CSEA Chapter 339, stated that the Mailroom Clerk position needs to come back. Leigh Hawkinson President of AEA, clarified that the Mailroom Clerk and Clerk Typist II positions have different job descriptions. Ms. Hawkinson stated that the Mailroom Clerk position needs to be restored. Mr. Pérez agreed with Ms Hawkinson, the Clerk position and Mailroom Clerk are two separate positions and asked how the District plans to pay for a Mailroom substitute, when the position has been eliminated which means the funding has gone away. Mr. Pérez expressed frustration and stated that in his opinion, this item shows that there is a need for this position and we need to bring it back. Mr. Kraft requested that the Mailroom Clerk position be placed on the October 18th agenda under Separate Action so that it can be reinstated. Mr. Johnson stated that there is a small fiscal impact to the budget compared to the amount of stress eliminating this position has caused and it is time to admit that there was an error in judgment and reinstate the position.

11. Review Proposed Revisions to Board Policies and Administrative Regulations: The Board unanimously approved waiving the second reading and adopted proposed revisions to the Board Policies and Administrative Regulations upon a motion made by Ben Johnson and seconded by Art Kaspereen, Jr.

12. Renew Riverside County Superintendent of Schools Contract No. IN-

7089 Mr. Pérez referred to page 506, and requested clarification on how the number of training days equates to the listed fiscal impact. Mrs. Woods requested that the Board approve the item tonight due to timelines; however, following further research if the item needs to be amended she will bring it back on October 18th. Mr. Pérez will approve, provided Mrs. Woods provides a report either way on October 18th – place item under Separate Action if it needs to be amended or place item under Discussion Information to confirm the numbers are correct.

Following discussion, the Board unanimously approved renewal of the Riverside County Superintendent of Schools Contract No IN-7089 with the condition that the item will be brought back on October 18th for amendment or confirmation upon a motion made by Carolyn Wilson and seconded by Art Kaspereen, Jr.

Discussion/Information Items: 13. District Advisory Committee: Mr. Pérez will participate as the Board Liaison on the District

Advisory Committee for the 2012-2013 school year. If needed the new President of the Board will assume the responsibility following the election.

14. Campus Supervisor Training Update:

Mr. Johnson stated that he would like an update on trainings and believes that staff should have input on the trainings they need. Mrs. Woods provided a brief update on upcoming trainings that will be conduced by the School Resource Officers at Norte Vista High School on October 11th. Mr. Pérez requested clarification on the date this training will take place at La Sierra High School and details on trainings for all campus supervisors. Mrs. Woods will provide the date for La Sierra High School and keep the Board informed of upcoming trainings for all campus supervisors.

15. Review Proposed Draft Three of New Board Policy 3512 Entitled

“Responsibility for District Equipment Administrative Regulation 3512 Entitled “Equipment” and Exhibit 3512 Entitled “Equipment Loan Form”: Leigh Hawkinson, President of AEA, provided some suggestions; however, they were not included in this document. Ms. Hawkinson commended Instructional Support Services and Human Resources Development for providing Board Policies and Administrative Regulations will in advance. Ms. Hawkinson stated that her suggestions were: Fair market value should be used as the standard replacement

cost, and If an employee was not negligent in the loss, they would not be

held responsible. Mr. Pérez stated that this is a Discussion/Information Item and it could have been delayed in order to incorporate the Associations recommendations. Mr. Pérez requested that the Associations receive a copy of the Board Policy and Administrative Regulation and that staff bring this item back on October 18th.

The Board unanimously approved extending the Board Meeting beyond 9:30 p.m. upon a motion made by Art Kaspereen, Jr. and seconded by Carolyn Wilson. 16. Financial Report: The Child Nutrition Services Report for July 2012 was

received. 17. Average Daily Attendance Report: The Average Daily Attendance

(ADA) Report for period ending September 7, 2012, was received. 18. Quarterly Report on Williams Uniform Complaints: The quarterly report

on Williams Uniform Complaints for the period beginning July 2012 and ending September 2012, was received.

Board/Superintendent Comments:

Carolyn M. Wilson ~ Mrs. Wilson read the following statement into the record:

“This evening I would like to address my comments to the employees of Alvord, the Management Team, teachers and classified staff.

I want you to know that I hear you. I am listening to everything you’re telling me, and I want you to know that when I leave your school sites, I do not forget what you have shared with me.

I have been a member of this District for 15 years. I care about our District and I care about you. I know I can speak for the entire Board of Education when I say that all 5 of us feel the same way.

It’s not just a campaign slogan to say that “Carolyn Cares,” it is how each and every one of us Board Members feels about you. We not only care, but we respect and recognize the job you’re performing during these difficult times. For some the statement “difficult times” is an understatement, and we understand that too.

My promise to all of you is that I will continue working on your behalf to restore the communication, the trust, and the Alvord Family way of doing business.

As you know there is a lot that goes on behind the scenes, so I’m asking you, please be patient and believe in your Board Members. We are always working in the best interest of staff, students and the community! Thank you.”

Greg Kraft ~ Mr. Kraft stated that he feels that administration was hammered on tonight and he also feels like all employees have been hammered on when they are asked to take on more and more work. We need to look at what we can do to lift the burdens, especially when it is a minimal cost to the District. When employees get hurt on the job and become depressed, it funnels back to the top. These are bad times that are not getting any better, but we need to keep the lines of communication open and make sure we are working in the best interest of our employees, that way we can solve the problems together.

José Luis Pérez ~ “A lot of what I do can be taken many ways and I’m sure it is. I do it because you’re important and I know we can be better. We are not infallible, but we try hard. We are a family, we will continue to be a family, because you care and also because we care. The things that we do, we do because we believe they are right. We can’t be on both sides of the picture. We all work hard. We’re improving our schools for our kids, we have a long way to go, but we do care. Just to show that we do care, we need to get somebody to fix that damn thermostat!”

AUSD – Minutes – Meeting of October 4, 2012 Art Kaspereen, Jr. ~ Mr. Kaspereen echoed Carolyn and Greg’s comments. Mr. Kaspereen was trying to help his daughter fill her car with gas and the gas prices are going up 20 cents a day! California is a mess! Mr. Kaspereen stated that he wants to support the high schools; however, when they schedule plays on the same nights it is frustrating and difficult for Board Members to attend. Mr. Kaspereen asked why the District is flying some positions and holding others prior to the elections on November 6th.

Ben Johnson ~ Mr. Johnson commended Mrs. Wilson for her comments and stated that we are all going through difficult times. Mr. Johnson believes that more needs to be done to show staff appreciation for their hard work and to boost morale, especially since we are asking them to do more with less pay. Mr. Johnson suggested that the District contact business partners who may be willing to assist the District in showing appreciation for our employees.

Nicolas Ferguson ~ Dr. Ferguson stated that he knows that these are difficult times. Dr. Ferguson expressed appreciation for both Associations and commended the Board members on their comments.
