12.Departmental Updates1. Monthly VC with State Mission Directors is scheduled for 08.09.2020

2. A review with ULBs of Delhi under chairmanship of Secretary H&UA is scheduled on 14.09.2020

3. Secretary H&UA reviewed the progress of Missions in Haryana, Punjab and Chandigarh on 01.09.2020

4. A review with Andhra Pradesh and Telangana under chairmanship of Secretary H&UA was conducted on 13.08.2020

5. Preliminary research and discussion on Uniform Framework for Extended Producers Responsibility has been initiated

by CPHEEO and SBM Division on 30.07.2020.

6. A review of North-Eastern States on mission progress was chaired by Secretary H & UA on 24.07.2020. A preparatory

meeting was also conducted on 21.07.2020 in this regard.

7. Pre-bid meetings were conducted on 21.07.2020 and 24.07.2020 respectively to address queries of prospective

bidders for conducting Swachh Survekshan 2021 and Certifications respectively.

8. Rollout of EAT Module of PFMS under SBM(U) is being pursued with States and Cities

9. Secretary H&UA conducted a review of Mission Progress for Bihar on 15.07.2020.

14. Best Practices:Badhai Se Safai -Integration of 3rd Gender for Better Community Engagement

INTRODUCTION

Ujjain is known across the world for Mahakaleshwar Temple, Mahakumbh, pilgrimage, food and

communal harmony and now gaining a new identity of “Social Inclusion”. In the context of Ujjain, the term

“Innovation” falls short as the city has the integral culture of welcoming all irrespective of gender, race,

class, color and economical background.

In the year 2016, Ujjain introduced “Kinnar Akhada” the religious sect in the Simhasth or known as

‘Mahakumbh’, world’s largest religious congregation. Taking the practice of inclusion, a step ahead the

transgender community voluntarily participated in Ujjain mission of Cleanliness.

IEC activities of Swachh Bharat Mission a step forward, Ujjain commenced promoting awareness and

educating citizens of the city for waste segregation with the socially influential transgender community.

Ujjain has been encouraging social inclusion of transgender community from past few centuries. Ujjain is

the most welcoming city for the transgender community says Shabnam Bua.

IMPLEMENTATION

This one-of-its-kind unique campaign was carried out in the following manner:

1. Engaging third gender community in Swachh Bharat Mission is a major milestone in everlasting

efforts of the city of Ujjain. Earlier, through introduction of ‘Kinnar Akhada’ in Simhasth 2016, Ujjain

made its intentions known globally to clearing all taboos regarding the third gender.

2. As 3rd gender community are revered as “godly people” and citizens request them for blessings in

hopes of good fortune and health, it was felt that if they were to educate citizens about source

segregation and home composting, people will pay more attention and the programme would be

more impactful.

3. The community members are formally educated about the vision and mission of Swachh Bharat

Mission to make them understand the essence of the waste reduction awareness campaign and to

bring them on board organically.

4. It was strategically decided to form 4 separate teams of 40 community members to cover 54 wards

in 14 days to bring maximum impact at ground level.

5. The said community members accompany the waste collection vehicles and the IEC members to

increase the coverage at ward level.

6. The community members urge the people coming out of their homes to dump household wastes in

collection vehicles to segregate the waste, importance of segregation, and its larger benefit to the

locality, city, and the environment.

7. As the community members are revered by the people here, they are obliged to pay more attention

to information being provided to them.

Novelty:

The novelty of this project lies in the below mentioned following points:

a. The primary aim of this innovation is to bridge the social gap between the transgender community

and other citizens of the society. The idea is to remove the social taboo through healthy interact

amongst the 3 genders.

b. The involvement of 3rd gender community in IEC activities for waste reduction is in itself a distinct

endeavor as this initiative slowly integrates the not well-favored community into mainstream and

which makes them the right showstopper for this campaign.

c. The project aims to give a major push to adoption of waste reduction practices by the citizens of

the city and to elevate the status of 3rd gender community by integrating them into community

engagement campaigns.

d. The initiative is the first of its kind which integrates all sections of the society present in the city to

achieve sustainable waste management.

e. The novelty of this campaign is behavior change in community is being achieved not by imposing

fines and penalties but in the form of blessings which the citizens gladly accept.

Self-Sustainable:

Since the initiative is pioneered by 3rd gender community and backed by IEC teams, responsible for

promoting education and awareness among citizens of the city for source segregation and home

composting and since the initiative does not have any major financial implication and is basically a

community driven reciprocating practice which will be assured by various social media challenges which

will act as enthusiasm catalyst for faster adoption of waste reduction practices by the citizens which will

inarguably assure the self-sustainability of the initiative in its own unique way.

The awareness generation inauguration programme was conducted on 19th December 2019. The

participants were facilitated by the Ujjain Municipal Corporation and given the charge for door-to-door

segregated waste awareness generation.

Conclusion

This innovation was introduced with the aim to bridge the social gap between the transgender

community and other citizens of the society, also influencing the citizens to follow components of Swachh

Bharat Mission.

Transgender community is considered socially very influential, as per general notion and legends

it is said that words of transgender falls true. Ujjain Municipal Corporation gained two-fold outcome through

innovation I.e. Clearing the social taboos regarding the third gender through ‘Healthy Interaction’ amongst

3 genders in this process more and more households adapted model practices of Swachh Bharat Mission

like source segregation, controlling open littering, increasing civic sense etc.

Ujjain, continuing its legacy of welcoming all genders in the holy town created a major milestone

by introducing the transgender community. The National Head of Transgender Community, Shabnam Bua

says “The approach by UMC for making us stakeholder in Swachh Bharat Mission is a huge honor for us.

I as the national head of the community find it to be a giant leap towards transgender community included

as an equal member of the society, clearing all taboos”.

Residents of Ujjain initially reluctant, welcomed the move with open arms. Eventually a major

change in behavior of residents has been observed wherever Transgender Community campaigned for

change. It will not be an understatement that Transgender community provided ‘Midas Touch’ to the

Swachh Bharat Mission in Ujjain. It is been observed, older generation shedding off their un-civic habits

and the younger generation of the city became more welcoming to the transgender residents.
