Motion to authorize the fire department to purchase a new custom utility pump skid assembly from FireSafety USA for a total cost of $12,550.

REFERENCE AND BACKGROUND

The current pump assembly in the department’s Utility-12 truck is well past its typical lifespan. It has been used in three different trucks to help fight wildland fires and other smaller, non-structural fires. Every time it changed trucks, the assembly was altered slightly to fit the vehicle housing it. It has a gas motor that is not nearly as reliable as a new one, as well as other parts that show significant wear and tear.

The fire department originally planned to attempt repairing the old pump assembly, but utilizing several donations make it feasible to replace the entire assembly. The new custom system will be tailored to the current truck with the intended use in mind.

Requests for quotes were solicited from 3 vendors. The two lowest quotes were for the same amount, but staff is recommending purchasing the assembly from the Minnesota-based company, FireSafety USA. The fire department recently purchased the tower aerial truck from the same vendor as well as the new engine from that is currently in production.

If approved, the skid will be ordered with expected delivery in late summer 2021. Specifications for a 200 gallon Truck mounted Fire Suppression Skid Unit

A – Tank _200_ Gallon capacity polypropylene water tank/skid unit. The Tank walls and lid shall be constructed

of ½” thick Black, UV resistant, Polypropylene material. The tank floor and pump platform shall be ¾” thick of the same material. It shall be baffled with 3/8” transverse and longitudinal baffles to meet NFPA standards and shall include a full lifetime factory warranty. The tank shall be approximately: _44 ½_in. Long x _48_in. Wide x __25__in. High. The entire skid unit shall be approximately: __ 76 _ in. Long x _48 in. Wide x __49__in. High, including the Hose Reel. The tank, as a minimum, shall include the following:

1) Minimum 8” water fill tower with screen and 3” vent/overflow located at the passenger side rear corner

2) Full height white poly water level sight gauge 3) Tank top mounting tracks for Hose Reel 4) 2” minimum Diameter Suction Port in FPT with backer donut 5) 1” minimum Diameter Fill Port in FPT with backer donut 6) 2” minimum Diameter Drain Port in FPT with backer donut 7) The suction port shall be plumbed to the dead center of the tank both front to back side to side

C – Hose Reel

Diameter male riser in NH thread and dual chrome outriggers (driver side low and passenger side high) shall be supplied, mounted and wired on top of the tank. D – Reel Hose

_400_Ft. of _3/4_in. Mercedes Textiles Boostlite lightweight Booster Hose with Permatek abrasion resistant treatment in yellow, shall be supplied and installed. The hose shall be fitted with a field repairable coupling for quick repair in __1_ in _NH_ thread, and a __1__in. _NH_ dual range Fog Nozzle included.

E – Plumbing

All valves to be full port ¼ turn brass ball valves rated to 600 PSI. All plumbing to be stainless steel. All suction side plumbing to be rated at 150 PSI minimum. All discharge side plumbing to be rated at 250 PSI minimum. The pump shall be plumbed as follows on the suction side:

1) 2” Diameter T 2) A gruv-lok coupling shall be installed on the suction line to eliminate vibration. 3) 1 – 2” ¼ turn brass ball valved leg into the tank suction port. 4) 1 – 2” leg extended to the rear of the body to draft with, which shall have a cap w/ chain in

__2” NPSH__. 5) A 2” Female _NH x 1 ½” Female NPSH adapter will be provided for direct fill/pumping.

The pump shall be plumbed as follows on the discharge side: 1) 1” Tank fill (standard) 2) Two 1” Hose Reels 3) 1 ½” overboard discharge in NH with cap and chain 4) Pressure relief valve 5) 300 PSI pressure gauge.

F – Control Panel & Power

A 100% weatherproof control console shall be installed on the end of the pump platform. It shall contain at a minimum a fuse holder, circuit breaker(s), reel solenoid, & weatherproof reel rewind push button switch. All wiring on the skid to be a minimum of 14 gauge encased in loom. All terminals shall be crimpled on and then encased in heat shrink tubing.
