Villager Deadline The Publication of your MINERVA PARK COMMUNITY ASSOCIATION 4th Annual Christmas Carriage Rides The 4th Annual Christmas Carriage Rides was the best ever, with 317 ride reservations. With volunteers & crew, it is estimated that the event was enjoyed by appx. 350 people! We were pleased to have a new carriage vendor, Bud Mills from London OH (740-852-5158). He owns the covered wagon and brought his friends from Hamilton OH to help with the others. The three wagons were ably staffed with Tom McCreadie and horses Doc & Bob, Mort Van Gordan with horses Slim & Sally, and Bill Chalk with horses Lorie & Kate. Bud does more than 60 events of this type annually plus weddings, and this was the best organized they have ever participated in, he said, thanks to the dedicated efforts of Mayor Eisentrout and the many people who helped put the event together. He also wanted to thank the Villagers who were so friendly and courteous. Young and Young-at-Heart enjoy a light supper of subs, wings, hot soup, and great Minerva Park desserts. The Ohio Department of Agriculture will host an Open House on Wednesday, February 8, from 5:30p to 8:00p at the Community Building. Representatives will explain and share information about the Village’s May 2006 Spray Suppression Program to eradicate additional gypsy moth infestations. We were pleased to have anew carriage vendor, Bud Millsfrom London OH (740-852-5158).He owns the covered wagon andbrought his friends from HamiltonOH to help with the others. November 2005In November, Medic 119 made58 runs - 18 into BlendonTownship (exclusive of MP) and1 into Minerva Park; 28 patientswere transported to hospitals.

I hope everyone had a MerryChristmas and a Happy New Year.Many thanks to all of you who sentus cards, cookies, and candy. Theywere very much appreciated.

Gypsy Moths: As wasmentioned earlier, there have beensome gypsy moth infestationsscattered throughout the Village.We will participate in a cooperativespray suppression program withthe Ohio Department of Agriculture(ODA) in May 2006. The ODA willhost an Open House for residentson Wednesday, February 8, from5:30p to 8:00p at the CommunityBuilding to explain what the ODA isdoing and why, when theapplication will take place,chemicals to be used, what - if any- impact there will be on our treesand wildlife, etc. They will havehand-outs and displays, etc. Pleasecall me if you have any questions.

Golf Course: Our LawDirector and I met with JoshuaHomes representatives to discussthe Project and DevelopmentAgreement related to ourestablishing a Tax IncrementFinancing District. The propertyowners and Joshua Homescontinue their negotiations.

Residential TIF: TheWesterville School Board passed aresolution authorizing its officials tosign the School CompensationAgreement related to our

Four Council Members werepresent at the Regular Councilmeeting held December 13. Thefollowing departmental reportswere made:

EMS: Chief Hoechstetterreported MP had been under-reporting Blendon Township runsas Westerville runs because thecloverleaf at 270 and 161 has threejurisdictions; six runs werereallocated from Westerville toBlendon Township. The baygarage door opener needs to bereplaced at a cost of $375 aftermany years of repairing it.

Police: In Chief Hillard’sabsence, Safety Committee ChairChuck Gibson reported that therecently purchased white cruiserwas involved in an accident (it slidoff 161 during the recent snowstorm) and may be totaled.Thankfully, the officer was notinjured. We are waiting to hearfrom the insurance company.

Zoning: Dick Busick reportedthat 69 cases of zoning codeviolations have been resolved in2005, and 25 more are beingmonitored. Letters are being sentto property owners operatingunlicensed businesses in theirhomes. There was no Planning &Zoning meeting in December asthere were no cases.

Creating aTax Incentive Review Council,approving Village appointees tosuch Council, and authorizing thesolicitation of county, township, andschool members to such Council.First reading accepted. (Thesecond reading was accepted atthe Special Council meeting onDecember 21.)Ordinance 04-2005. Adopting theMP Economic Development Planfor the purpose of establishing aTax Increment Financing Districtand declaring an emergency.Second reading accepted. Our thanks to MP villagers for sogenerously supporting this year’sCops for Kids toy drive. The toyswere taken to a local elementaryschool, where the teachers reportthat they brought smiles to LOTS ofkids’ faces. The kids sangChristmas carols, and the teachersread Christmas books to them, allduring which the kids weresnuggling with their stuffedanimals. Many of them reportedthat they didn’t have a stuffedanimal at home! And the gameswill keep the kids occupied forhours. We appreciate yourgenerosity! •
