Making Hong Kong age-friendly offers an

effective policy framework and community

building agenda in response to demographic

Council Cab Shared Transport Service (Council Cabs)

Brisbane City Council

In September 2001,Brisbane City Council launched Council Cab Shared Transport Service (Council

Cabs) to provide subsidised taxi transport to Brisbane residents who have diff iculty accessing public

transport. The service currently operates scheduled door-to-door share taxies to local shopping

precincts in more than 140 suburbs,at a cost to the passenger of between $1.00 to $2.50 per trip.

Research demonstrates that Council Cabs experience superior rates of satisfaction among users,

gaining high approval for destinations, frequency and the overall service. In addit ion,the operating

cost of Council Cabs indicate that the service is comparatively an

eff icient method of transporting people who are transport disadvantaged.

Council Cabs has proven itself to be a highly-valued mode of service

delivery that complements existing infrastructure, supports cit izenship

and fosters healthy ageing.

minority group

– Women outnumber men by nearly 3 to 2

– Rates of poverty, disability, and living alone are higher than national averages

– Fastest growing segments are also the poorest: women living alone, ethnic minorities, and those aged 75 and over

• Public-private partnership between the Mayor’s Office, the City Council, and The New York Academy of Medicine

• Multi-sectoral: business, health, academia, real estate, advocates, social service providers

• Guided by a steering committee comprised of representatives from City Departments of Aging and Health, the City

Council, academic institutions, service providers, and older adults

• A new paradigm of planning for older adults by

incorporating a vision of age-friendliness into planning

across all sectors has generated great enthusiasm

• Involvement of high-level government representatives

has raised the profile of the project and brought new

partners to the table

• Older New Yorkers want to be and are actively

involved in the process going forward

• New York City many strengths that can be build upon

and optimized to improve the lives of older people and

all New Yorkers.

• Being responsive to and mediating relationships

between government partners, advocates, and

other stakeholders

• Differentiating and coordinating the AFC NYC

project with narrower initiatives being made by the

City’s Department for the Aging

• Insuring that the perspectives of hard-to-reach older

New Yorkers are included (e.g., home-bound,

immigrants, socially isolated)

• Managing changing external factors, like the

economic downturn

• Release the report of our findings at a press conference with the participation of the Mayor’s Office, the City Council, the Steering Committee, and representatives from different sectors.

• Develop specific recommendations and action plans for improving the city within different sectors (health and social services, business, academic partners, other civil society)

• Convene a Summit to present recommendations and inaugurate the Commission for an Age-friendly New York

• Work with the Commission to coordinate the implementation of city-wide recommendations
