5 th ETSI Workshop on Intelligent Transport Systems Speakers’ Biographies Last update 31/01/2013 Tom Alkim, Rijkswaterstaat With 15 years of experience in the field of ITS Tom Alkim has been a constant factor for Rijkswaterstaat in exploring the opportunities to improve their primary processes in general and active traffic management in particular by looking for innovative solutions. Not for the sake of innovation itself but to improve traffic flow in the Netherlands in terms of throughput, safety and environmental impact. Representing Rijkswaterstaat as a pro-active road operator striving to be a front runner in Europe regarding cooperative mobility, his focus is on cooperation. Cooperation with industry, knowledge institutes and public organizations on a national as well as on an international level. He has been active in several national field operational tests (e.g. The Assisted Driver, AOS), various European projects (e.g. eIMPACT, CVIS, SAFESPOT, FOT-Net), was a co-organisor of the Cooperative Mobility Showcase 2010 and is one of the founding fathers of a unique cooperation in the Netherlands: DITCM (Dutch Integrated Testsite Cooperative Mobility). He graduated Tokyo Institute of Technology in 1980 as a master degree of mechanical engineering and majored in Bio- Mechanics related to Artificial Joints. He joined Nissan Vehicle Research Lab in 1980 and has been developing suspension control systems including ITS. He moved to Nissan Advanced Development Department in 2003 and has been assigned as a convener of ISO TC204 WG14 since 2010. Marco Annoni, Telecom Italia, ETSI TC ITS Vice chairman Senior Project Manager for the Telecom Italia "ITS and Infomobility" innovation programme and vice-chairman of ETSI TC ITS, he is the official Telecom Italia representative in the GSMA "mAutomotive Workstream", ERTICO ITS Europe and TTS Italia. He joined TILAB in 1985, after getting a degree in Electronics Engineering from the Politecnico di Torino and was involved in international projects focused on OBP satellites (e.g. ESA "TST/SS-TDMA System", Motorola IRIDIUM® project). He managed the Telecom Italia participations to EC projects (e.g. VIRTUOUS, WINEGLASS, BRAHMS, SATIP6, SAFETUNNEL, GST, CVIS, eCoMove). He currently leads the Telecom Italia innovation and standardization activities in the ITS domain, coordinates the Telecom Italia activity for the deployment of the public eCall Italian Pilot and the contribution to the EC Projects HeERO, MOBiNET, TEAM, COMPASS4D. Teodor Buburuzan, Volkswagen Group researhc Dr. Teodor Buburuzan is a senior research engineer at Volkswagen Group Research in Germany. After obtaining his Computer Science degree in 2004, he started working as a research scientist for the Technical University of Braunschweig, from which it obtained a Dr.-Ing. degree in 2011 after defending his dissertation thesis on topics in the area of heterogeneous wireless communication. Since October 2010 he is working for Volkswagen Group Research in Wolfsburg where he is responsible for coordinating the various projects, activities and standardization

efforts in the Cooperative Systems area. Dr. Teodor Buburuzan actively contributes to the Car-2-Car Communication Consortium and to other ITS related projects and conferences.

Scott Cadzow, Cadzow communications, ETSI ITS WG5 Chairman Scott Cadzow has over the past 15 or so years become a recognised standards development expert, primarily for security standards, in a number of International Standards Development Organisations including ETSI, ITU-T and ISO. In ETSI Scott is or has been the rapporteur for the TETRA security specifications, the suite of guidance documents for effective security standards development (covering Common Criteria, Risk analysis, and security requirements engineering) In MTS and TISPAN, and has acted as an expert to a number of Specialist Task Forces in TETRA, TISPAN, HF, MTS, eHEALTH and AT-D. He is chairman of the ETSI ITS Security group and also

its counterpart in ISO TC204.16, has been vice-chairman of ETSI Project TETRA WG6 (Security) and the TETRA Security and Fraud Prevention Group (SFPG), and also been vice-chairman of the ETSI Lawful Interception group. Scott has also contributed to reports from ENISA on network resilience, supply chain integrity, and on measures to counter internet bullying. Finally ensuring he can show he has no social life by working in FP7 projects i-Tour, i-SCOPE and SUNSHINE in order to develop the role of smart cities and how they interact with citizens.

Emilio Castrillejo, European Commission, Emilio is an official at the European Commission dealing with ICT standardization issues, particularly in the fields of energy and transport. He is the coordinator of mandate M/453 for Cooperative Systems. Formerly, he has hold positions in the Commission as programme manager for eGovernment activities and head of applications development. Before working in the Commission Emilio was a civil servant in the Spanish administration and

an IT consultant. He has a wide experience in standardisation, interoperability, electronic public services, synergies facilitation and IT integration. Emilio has a Master of Science in Information Technologies and a Postgraduate diploma in Management of Information Technologies and Communications.

Bernd Datler, ASFINAG Mr. Datler is 39 years old and has a background in electronics and business administration. Mr. Datler has eight years of experience in electronic tolling, and is managing director of the tolling company of ASFINAG since Nov, 2009. Mr. Datler is responsible for technical development and operation of the Austrian GO-Tolling system as well as various telematics activities within ASFINAG such as smartphone apps related to traffic information, data fusion from different traffic sensors, ASFINAG´s contribution to “Testfeld Telematik”, an FOT for cooperative ITS, etc.

Emilio Dávila González, European Commission DG CONNECT Emilio Dávila works since 2002 in the Unit “ICT for Transport”, now "Smart Cities and Sustainability" within Directorate General for Communication Networks, Content and Technology (DG CONNECT). Emilio follows up research projects and ITS Action Plan actions, in particular regarding co-operative systems and electromobility. He is responsible of ITS standardization in the Unit, in charge of following mandate M/453. Emilio is responsible for the eCall initiative, and he holds the position of Secretary of the European eCall Implementation Platform (EeIP). Prior to this, he worked within Directorate General for Research in the programme supporting SMEs

participation in the RTD Community Framework Programme. Before joining the European Commission, Emilio

Dávila set up and directed the liaison office in Brussels of the Spanish Association for New Technologies, AENTEC. Emilio graduated as Telecommunication Engineer in the Polytechnic University of Madrid and holds a Degree in Law from the Spanish Open University. Emilio has wide experience on ITS standardisation, was involved in drafting the mandate M/453, and follows ETSI TC ITS and MSG, as well as CEN TC 278 WG 15 and 16, the ITS Coordination Group and the EU-US standardization harmonisation task groups. As of 15th February 2013, Emilio will start working within the "Innovation" Unit, in charge of coordinating ICT standardization in DG CONNECT.

Knut EVENSEN, Q-Free ASA Mr. Evensen has been involved in European ITS R&D projects and ITS standardization efforts since 1988, and is the manager for this field in Q-Free. Knut Evensen holds several positions in ISO, IEEE, and CEN related to the development of Cooperative ITS standards. In ETSI he is the chairman of WG2 - Architecture and Cross-layer management. He was the chief architect in the European ITS R&D project CVIS (Cooperative Vehicle-Infrastructure Systems), and is currently responsible for the standardisation efforts in iMobility Support (www.icarsupport.org) looking to

harmonize the global standardisation efforts in Cooperative ITS. Andreas Festag, NEC Laboratories Europe, ETSI TC ITS WG3 Chairman Dr. Andreas Festag is Chief Researcher at NEC Laboratories Europe, Heidelberg, Germany. His research is concerned with wireless and mobile communication, currently focusing on vehicular communication and ITS. Dr. Festag actively contributes to the CAR-2-CAR Communication Consortium and to ITS standardization. He serves as chairman of ETSI Technical Committee ITS WG3. Francois Fischer, ERTICO

Francois Fischer worked as senior developer at Siemens, where he developed conformance test solutions for certification test laboratories. At this position, he also actively contributed to the development and the deployment of the first Siemens TTCN test language compiler. He funded FSCOM and leaded project related to validation and conformance testing. He contributed through different projects to standardization activities as well the WiMAX Forum certification. He participated to CEN and ETSI projects dealing withthe ITS standardization and conformance testing.

In 2011, he joined ERTICO – ITS Europe. As Senior Project Manager, he is leading the DRIVE-C2X Sub-Project coordinating Field Operational Testing, performed at different test sites in Europe. Francois Fischer is also leading the activities related to Standardization, Testing and Certification at ERTICO. Therefore he provides guidance and support to EC funded project like HeERO (eCall), iMobilitySupport, COMeSaefety2 and Compass4D.

Dr. Hans-Joachim Fischer, Managing Director, ESF GmbH, Germany Dr. Fischer holds official positions in WGs of CEN, ETSI and ISO, which work on communications and applications for ITS. He is editor of a large number of ITS standards from CEN, ETSI and ISO. He was member of the EU/US Task Force Harmonization Work Groups 1 & 3. He is leader of CEN TC278 PT1601 funded by the EC under mandate M/453. Soeren Hess, ETSI TC ITS Chairman Søren Hess is chairman of the ETSI Technical Committee on ITS since its creation in 2007. The standardization activities for cooperative ITS is very closely linked to the European Commission Mandate M/453 and Søren is co-chair of the ITS Coordination Group with CEN – ETSI and the European Commission. Søren is also General Manager of the Car 2 Car Communication Consortium which has the

mission to develop and deploy cooperative ITS. An MoU between the OEMs show strong commitment from the Car 2 Car Communication Consortium to start deployment of cooperative ITS from 2015.

Søren is also member of the Amsterdam Group – the platform for coordination of deployment activities between the automotive industry and the infrastructure organizations in Europe – CEDR, ASECAP and POLIS. Finally Søren is member of the EU-US-JP task force for coordination of standardization and deployment activities for cooperative ITS and he is co-chair of the Safety WG within the task force.

Anders Hjelmare, Kapsch TrafficCom Anders Hjelmare is a Senior Expert for V2X Standardization and Strategy at Kapsch TrafficCom. He has been with Kapsch TrafficCom AB since the company was founded as Combitech Traffic Systems more than 20 years ago and has been working with various aspects of ITS in many internationally oriented technical positions. Over the years he has been heavily involved in European DSRC and ITS standardization and he

has also been the editor of a number of DSRC standards.

Marko Jandrisits, ASFINAG Marko Jandrisits is with the operator of the primary roads in Austria, namely ASFINAG. Within ASFINAG he is responsible for Cooperative ITS. In his position he is delegated to ASECAP (the professional association of the tolled motorway concessionaires) where he is leading the permanent working group on ITS. He is co-chairing the Amsterdam Group and has been leading the task force on cooperative systems within the EasyWay II programme. Juhani Jääskeläinen, M.Sc., European Commission, DG CONNECT Mr. Juhani Jääskeläinen holds currently the position of Senior Adviser to Director-General, ICT for Energy and Transport, Directorate-General Communication Networks, Content and Technology (DG CONNECT) in Brussels, Belgium. He has a M.Sc. in Electrical Engineering and Computer Science from the University of Technology, Helsinki, Finland. Mr. Jääskeläinen joined the European Commission in 1996 as a Principal Scientific Officer, working in the management of the Framework Programmes for Research and Technological Development. In 1999 he was nominated Head of Sector, Mobility Services in the Directorate -

General Information Society (INFSO), and in 2005 he became Deputy Head of Unit. In July 2009 he was nominated the Head of Unit, INFSO G4, ICT for Transport. As from 1 July 2012 he was nominated Senior Adviser to Director-General, ICT for Transport and Energy in the reorganisation of DG INFSO to DG CONNECT. As Senior Adviser to Director-General Mr. Jääskeläinen will have a key role in supporting DG CONNECT in continuing its strong commitment in ICT for transport and energy research and innovation under research framework programme FP7, integrating this with the broader logic of the future research and innovation framework Horizon 2020 and the CONNECT flagship initiative Digital Agenda for Europe, and in ensuring continuity and leadership role for DG CONNECT in ICT research and innovation addressing societal challenges in Horizon 2020, including Public-Private Partnerships and European Innovation Partnerships, such as Smart Cities and the European Green Vehicles Initiative. Mr. Jääskeläinen has a leading role in the Intelligent Car Initiative and he is the chair of the iMobility Forum, its Steering Group and International Cooperation Working Group. Mr Jääskeläinen co-chairs the EU-US Cooperation Task Force, he is also a member of the Committee on Intelligent Transportation Systems – AHB15 of the Transport Research Board (TRB) of the U.S. Moreover Mr Jääskeläinen also leads the cooperation between EU and the Road Bureau of the Ministry of Land, Infrastructure, Transport and Tourism of Japan (MLIT) as well as the Japanese Ministry of Economy, Trade and Industry (METI) in the field of ITS. Mr. Jääskeläinen has a thorough industrial experience, and he has worked in the management of Research and Development in various international companies that include Ericsson and Asea Brown Boweri. Before joining the Commission he worked for several years at the Finnish Technology Development Agency TEKES, first as a Research Manager for Space Technologies and later as the Director of Space Technologies.

John Kenney, Toyota InfoTechnology John Kenney leads a vehicular networking research team at Toyota InfoTechnology Center in Mountain View California. Research interests include wireless protocols at the MAC and Physical layers, congestion control, security, and performance optimization. He represents Toyota in the CAMP VSC consortium and in international standards organizations including IEEE, SAE (DSRC TC Secretary), and ETSI. He was General Co-Chair of the ACM VANET Workshop in 2011 and 2012. He holds a Bachelor’s degree and Ph.D. from Notre Dame and a Master’s from Stanford.

Prior to his work for Toyota his research interests included high speed Internet switches, QoS, and adaptive systems.

Yuichi Kobayashi, Hitachi Europe Yuichi Kobayashi received the Ph D degree in information science and technology from Osaka University, Japan. He is senior researcher at Hitachi Europe (ICT laboratory in Sophia Antipolis). His main research areas are vehicular communications, telematics system, ITS and smart mobility. He is currently involved in a smart mobility project eCo-FEV in order to cooperate with related infrastructures.

Ulrich Keuling, Cetecom GmbH Ulrich has over 25 years working experience in the telecommunications area. After his diploma in electronics, he was working for Toshiba Electronics in England and Japan to set up a new telecommunication business unit until 1994. From 1990-1993 and was a member of ETSI Group GSM. From 1994 to 2000, he was working in a management position at Deutsche Telekom to set up the mobile value added services business. In 2000, he was the founder of a joint venture with Vodafone and Cap Gemini in London to establish the mobile data business for both organizations.

Ulrich was CEO of a Vodafone Company in Germany and CEO of Vodafone Terenci (LTD), London. He managed these companies successful until 2007. Since 2007, he is working as an independent management consultant and business angel. (m&b consulting Keuling GmbH) His specific working areas are mobile managed services. He has set up projects and new start up organizations in these areas. He was the founder and manager of a joint project with six industrial companies and one University to set up the next generation of managed M2M Services and Business subscription management. Lan Lin, Hitachi Europe Ms. Lin got her Master degree at Civil Engineering School (Ecole Nationale des Ponts et Chaussées) in France and joined Hitachi Europe (ICT lab in Sophia Antipolis) shortly after. She is senior research engineer, involved in R&D projects in the field of ITS, vehicular communications, smart mobility and smart city. She is the co-chair of ETSI TC ITS WG1 and rapporteur of several Work Items of the WG.

From 1991 to 2000, associate Lecturer and Researcher in the Applied Mechanics Department of ULB (Engines and Transportation Division). From 1998, visiting Lecturer for Engine Control

courses at the IFP-School, Paris. In 2000, Vincent MAHIEU joined the JRC, where its main activities related to engines and vehicles testing, alternative fuels and vehicles energy management until 2008.From 2009, member of the Digital Tachograph team in the Action dealing with ITS security aspects. Main files: Digital Tachograph, intelligent transport systems and on-board platforms. The action recently extended his activities towards Citizens’ data protection and privacy, in the context of an increasing citizen digital footprint issue.

Heinz Mellein, Rohde & Schwarz Heinz Mellein received his diploma in communications engineering at the Technical University of Karlsruhe, Germany. He joined Rohde & Schwarz in 1990 and was involved in mobile radio communication testing ever since. He was member of the startup team that designed and developed the very first GSM system simulator for type approval purposes, later project manager and technology trainer for GSM, UMTS, WiMAX and LTE. During this time he co-authored a comprehensive book about UMTS test & measurements. Today, as a technology manager, he is evaluating new radio technologies and markets with respect to their test & measurement needs.

Luis Jorge Romero, ETSI Luis Jorge Romero, Director General of ETSI, has more than 20-years experience in the telecommunications sector. Previously he has held diverse Director positions in Spain, Morocco and Mexico, predominantly with Telefonica. As Global Director for International Roaming and Standards, and Director of Innovation and Standards, he oversaw Telefonica's participation in global standardization activities, and participated directly in the work of the Next Generation Mobile Networks (NGMN) Alliance and in the GSM Association (GSMA).

Before joining ETSI in July 2011, he held the position of Director General of Innosoft and was also a partner and board member of Madrid-based Innology Ventures.

Hans-Joachim Schade, Transportation Sustainability Environment Consulting (TSE Consulting) Munich Hans-Joachim Schade has more than 15 years experience in the ICT-, automotive- and transport telematics industries. Mr. Schade is member of standardization groups on national, European and world wide level concerning the standardization of Co-operative ITS Systems (C-ITS), and took over the CEN responsibility for the execution of the Standardization Mandate to support the interoperability of

C-ITS in the European Community. He is convenor of the C-ITS standardization related working groups at CEN TC 278 RTTT and ISO TC 204 ITS. Mr. Schade is member of the EU-U.S. Task Force, active since February 2010, and based on the EU-U.S. joint declaration of intent on research cooperation in C-ITS. Mr. Schade has a university degree in 1972 in mechanical engineering at the Technical University of Berlin.

Russ Shields, Ygomi Russ Shields is Chair of Ygomi. In 2008, to recognize his 40 years defining new industries, the University of Chicago’s Booth School of Business awarded him the Distinguished Alumni Award in Entrepreneurship. He is a Board Member of the ITS World Congress, was a founding Board Member of ITS America, former chair of the TRB Communications Committee , and former Convener of ISO/TC204/WG16. He is now Chair of the ITU organized Collaboration on ITS Communications Standards. He received the 1998 SAE-Delco Electronics ITS Award, was named an SAE Fellow in 2007, was inducted into the inaugural class of ITS America’s Hall of Fame in

2008, and was named the inaugural U.S. member of the ITS World Congress Hall of Fame in 2010.

Katrin Sjöberg, Volvo Katrin Sjöberg is an ITS research engineer at Volvo GTT – Advanced Technology & Research in Sweden. For the last ten years she has been working with wireless communication especially on IEEE 802.11. Her research interests range from channel modeling to the applications for vehicular ad hoc networks. She is active within standardization of vehicular communications in ETSI TC ITS and in the Car-2-Car Communication Consortium.

Antonio F. Skarmeta-Gómez, UMU Prof. Antonio F. Skarmeta-Gómez has lead UMU on different research projects in the national and international area in the telematics area, like Euro6IX, 6Power, Positif, Seinit, Deserec, Enable, Daidalos, SWIFT and IoT6. Within the ITS field, Antonio has lead UMU in the national projects MIMICS, TIMI and OASIS, among others, and the international projects GIROADS, ITSSv6 and FOTsis. Within iEV, he will lead the UMU group and work in the integration of IPv6 network mobility and ETSI G5 (802.11p) technology in vehicular communications.

Sundar Subramanian, Qualcomm Inc. Sundar Subramanian received his M.S. and PhD (’08) from the University of Texas at Austin in Electrical and Computer Engineering. His areas of expertise include distributed scheduling and networking techniques for heterogeneous networks, randomized algorithms and PHY layer algorithms for cellular and mobile communications. Sundar joined Qualcomm Inc. in 2008 and has worked on many areas including PHY/MAC design for D2D systems. Currently, the focus of his work is to develop PHY/MAC designs for vehicular communications as well as enable the ITS/DSRC protocols in mobile devices to enable the wider reach of ITS technologies.

Hiroki Taniguchi, Ministry of Internal Affairs and Communications (MIC) Mr. Hiroki Taniguchi is a Deputy Director of Land Mobile Communications Radio Department, Telecommunications Bureau, Ministry of Internal Affairs and Communications (MIC), Japan. He is responsible for radio spectrum policy and R&D projects in the field of ITS in MIC, cooperating with Japanese standardization organizations such as ARIB. MIC cooperates with other relevant ministries and stakeholders, and promotes ITS in Japan.

Bernadette Villeforceix, France Telecom Bernadette Villeforceix received the Ph D degree in optical and microwave communications from the University of Limoges, France in may 1981. Expert in satellite communications and senior architect in innovative mobility networks for transportation, she was in charge of technical studies for the design and development of the internet access solution currently deployed in SNCF TGVs. France Telecom delegate in DVB standardization bodies, she was involved in several FOTs demonstrating multimedia services supported by broadcast and unicast access technologies (DVB RCS, DVB S2 and

DVB SH). Her current research interests include ITS vehicular communications and network mobility architectures. Within cooperative systems, she is in charge of architecture studies for the cooperation of cellular and vehicular networks. She is currently involved in SCOREF project, responsible for FOTsis project and France Telecom delegate in ETSI TC ITS.

Prof. Dr.–Ing. Horst Wieker, University of Applied Sciences Prof. Dr.–Ing. Horst Wieker is full-time professor for telecommunications at the University of Applied Sciences (Hochschule für Technik und Wirtschaft des Saarlandes [HTW]) in Saarbruecken, Germany since 1996. His main research activities deal with switching technologies, intelligent and Vehicular Ad-Hoc Networks, there especially concerning MAC- and routing protocols as well as network security. Prof. Wieker is partner in many national and international research projects like Prevent

Willwarn, CVIS, DRIVE C2X, AKTIV, simTD, UR:BAN and CONVERGE. Prof. Wieker is development member in the Car to Car Communication Consortiums (C2C CC) and is working in the groups “Phy / Mac”, “Network” and “Applications”. Since October 2007 he is member in the Technical Committee of the C2C CC and was responsible of the Car-to-Car Demo in 2008. In 2000 prof. Wieker established the EUROTEC Solutions as an associate institute at HTW. He is the scientific leader of this institute. Before he became a full time professor Mr Wieker was employed at SIEMENS AG in Munich. There he worked as a senior system engineer in the area of public networks, hard- and software development. Later on he became project leader for narrow-broadband integration and final system test of telecommunication systems. Prof. Wieker obtained his diploma in telecommunications engineering in 1987 from the University of Bremen. While working as a scientific assistant at the department of telecommunications engineering at the University of Bremen he obtained his doctoral degree in telecommunications in 1991.

Christoph Wöste, Federal Network Agency, Germany, ETSI TC ITS WG 4 Chairman Christoph Wöste is working for the Federal Network Agency (Bundesnetzagentur) in Germany. He was involved in the area of international Spectrum Engineering from 1993 to 2010 and participated in several ITU-R and CEPT groups. He chaired the CEPT Working Group SE from 2004 – 2010. Today he is Head of Section "Technical Regulation Mobile Radio Services". Since October 2010 he is chairing Working Group 4 of ETSI TC ITS.
