STANDERTON - The 73-year-old pilot of a Cessna C210 had to make an emergency landing in a soya bean field on Sunday, 31 January. The pilot and his 67-year-old wife departed at 10:05 from Brakpan to Richards Bay for a holiday when they experienced engine trouble.

Mr JW Hodgson has more than 2 000 hours flight experience. At about 10:30 they were over Standerton, roughly 24 km from Tutuka Power Station,

when Mr Hodgson noticed that the engine of his air-craft is losing power. Several residents in town said that they heard the airplane flying over Standerton and that the engine ‘did not sound right’. The pilot decided to turn around and land at the Tutuka airstrip, but about 11 km from the airstrip, the engine started to malfunction. A mere 8 km from the landing strip the engine completely stalled.

Mr Hodgson had to do an emergency landing on the

farm Welbedacht, Vlakfontein, only a short way from the planned runway. As the soya bean field was still wet from the recent rain, the front wheel of the plane stuck into the wet soil and the plane overturned.

The pilot and his wife were tended to by parame-dics on the scene where he had to receive a few stitch-es but his wife was not injured. At print officials of civil aviation were still investigating the accident and the scene was cordoned off. JD

SECUNDA - A 19-year-old woman appeared before Evander Magistrate’s Court on Friday, 29 January, after she was accused of murdering her grandmother by setting her alight at their home in Embalenhle, outside Secunda. It is said that Thulisile Skhosana murdered her grandmother, Opie Mthombeni, (63).

The spokesperson of Embahlenhle Police Station confirmed that they had received a distress call from Skhosana’s neighbours on Monday, 4 January, and had subsequently rushed to the scene. When the police arrived on the scene, the gates were locked and when

Skhosana was asked to open up, she claimed that she didn’t have the keys. The police then jumped over the fence and asked Skhosana what she was doing. Her answer was that she is burning rubbish.

The body of the 63-year-old Mthombeni was found burning in the backyard and the suspect was arrested on the scene.

Skhosana made her first court appearance on 7 January and the case was postponed to 8 January for bail. She was denied bail and the case was to resume on Friday 22 January. It was, however, postponed again until 22 February for further investigation. JD

STANDERTON – The town waited in anticipation on Friday, 30 January, when news spread like wildfire that the Economic Freedom Fighters are marching to Lekwa Local Municipality’s offices in the CBD to hand over a memorandum of concerns.

Known to be a radical organization that will stop at nothing to make their intension known, members of the EFF marched from Sakhile to the Municipal building in protest.

Members of the Mayoral Committee, Councillor B Sikhonde ac-companied by Councillor M Ntuli, was at hand to receive the memo-randum on behalf of the Municipality. Portia Malefane of the Central Command Team, deployed at Lekwa Municipality, read the memo-randum which contained the following concerns. Employment dis-crimination based on political alignment to the ANC is practiced at Lekwa Municipality to the detriment of Lekwa Residents. On many occasions the matter was brought to the attention of the Municipal Manager, but nothing was done to arrest nepotism.

The Municipality has failed to provide the community of Lekwa with quality houses 22 years after the dawn of democracy. In 2010 residents of Ward 6 were forcefully removed from the hostel to rented shacks to make way for the building of modern flats. After comple-

tion of the flats, Lekwa Municipality forces residents to pay R3500 monthly rental. This money has become a problem for poor people to access accommodation at the new flats. The EFF is calling on the Municipality to open the flats with immediate effect.

Job security for employees of Lekwa Municipality who are not aligned with the ANC is of grave concern. The EFF is inundated with calls of black employees who are unfairly dismissed every day. The EFF is also concerned about lack of property stands where people can build their own houses. Those that are made available are very expen-sive and cannot be afforded by poor people. The situation has caused people to build shacks in informal settlements. Lekwa Municipality is not treating corruption as a priority. Some of the employees are afraid to blow the whistle against corruption for fear of victimization.

The water crisis in Lekwa Municipality dates back to 2011. The EFF is calling on the entire municipality to step down as they have failed to provide clean water to the residents on a regular basis. Al-though the memorandum did not say much about service delivery, the race for supremacy in the local election is gaining momentum. After all was said and done the marchers dispersed peacefully with police keeping a low profile. DM

NATIONAL - An additional 154 magistrates have been employed at various Magistrates’ Courts countrywide to improve efficiency, the Minister of Police, Nathi Nhleko, said on Sunday. This follows recom mendations from the Magistrates’ Commission, said Nhleko at a justice, crime prevention and security cluster briefing.

“We have also, in conjunction with the Magistrates’ Commission, embarked on improving the processes relating to the filling of vacan-cies from the advertisement stage and interviews to appointment,” he said. “The creation and filling of regional court posts is further being prioritised.”

Nhleko said backlog courts staffed by contract magistrates, prosecutors, administrative staff and legal aid representatives have been identified to deal with large numbers of outstanding cases. “The prob-lem in many areas where case backlogs are encountered is that there are an insufficient number of courts and permanent staff, including magistrates, to attend to the normal court rolls,” he said.

According to Stats SA’s recently released Victims of Crime Survey 2014/15, 54.4% were satisfied with how the courts were performing. Nhleko said conviction rates in all courts improved in comparison to last year.

“The High Courts achieved an 89.9% conviction rate against the

target of 87%, the regional courts achieved a 77.7% conviction rate against the target of 74% and the district court achieved a 94.3% against the target of 88%,” he said. The prosecution of complex com-mercial crime saw a conviction rate of 93.2%, said Nhleko.

“In addition, the lower courts had an 88.2% conviction rate in or-ganised crime and a conviction rate of 82.4% in relation to trio crimes carjacking, house robbery and business robbery. “Compared to last year the performance relating to trio crimes, which improved by 2.3%.”

He said enhanced focus on trio crimes included screening processes by the National Prosecuting Authority as well as training and improv-ing the monitoring of the prosecution of this crime category. The ini-tiatives implemented are now showing positive results.

“The prosecution of cyber crime cases in order to curb this growing international phenomenon has been very successful.

The courts achieved during quarters 1 and 2 of 2015/16, a convic-tion rate in cybercrime prosecutions of 96.7% (119 convictions), ex-ceeding the target of 74% (82 convictions) by more than 22%.” He attributed the improved court performance to continuous training of prosecutors and investigators and continued interaction with the judi-ciary on case flow management. “Surely He has borne our griefs and carried our sorrows...” (Isaiah 53:4-5)

Imagine the dreadful disease leprosy eating a man alive. The poor leper in Matthew 8:2 could stand his suffering no longer, so he came out into the open to look for Jesus. He needed to know if Jesus was willing to heal him. When he saw Jesus, he fell at His feet and said: “Lord, if You are willing, You can make me clean.” (Matthew 8:2) The Son of God looked at the outcast with love in His eyes, reached out His hand, touched him and said: “I am willing; be cleansed.” (Matthew 8:3)

Perhaps you are suffering from some disease and wondering if God is willing to heal you? You are not sure if He is willing because just as you have seen people get healed, you have also seen people not get healed. My friend, don’t look to people’s experiences. Look to the cross!

As surely as Jesus bore away your sins, He also bore away your diseases! I want to give you a solid foundation today for believing this truth. In Isaiah 53, the chapter on our Lord’s crucifixion, it says in verse four: “Surely He has borne

our griefs and carried our sorrows”. Now, let’s learn a little Hebrew. The words “griefs” and “sorrows” here mean “sicknesses” and “pains” in the original Hebrew text. So Isaiah was referring to physical healing.

Once, I asked a Jewish friend to read this verse in his Hebrew Bible and tell me what it means. He told me that his Bible says clearly that Jesus has borne our sicknesses and carried our pains. If that is not enough, look at Matthew 8:16–17: “... they brought to Him many who were demon-possessed.

He cast out the spirits with a word, and healed all who were sick, that it might be fulfilled which was spoken by Isaiah the prophet, saying: ‘He Himself took our infirmities and bore our sicknesses.’ Matthew quotes Isaiah 53:4, saying that Jesus took our “infirmities” and bore our “sicknesses”. The context here refers to physical healing. My friend, if you will just believe this truth, your days of sickness will be over.

You will walk in greater health because the One who has surely borne your sicknesses and carried your pains says to you, “I am willing, be cleansed!”

Op 26 De-sember skakel ek Adri by MM Brokers waar ek verseker is.

Donnie Taljaard

On 13 March 2015 the National Treasury warned 59 municipalities across the coun-try (Lekwa included) that the March 2015 tranche of the Local Government Equitable Share would be withheld because of their failure to pay creditors, including Eskom and Water Boards, as required by section 65(2) of the Municipal Finance Management Act, 2003 (MFMA, Act No. 56 of 2003).

Municipalities were advised to comply with National Treasury’s prerequisite conditions to ensure the release of the March 2015 tranche. In terms hereof municipalities were required to enter into reasonable, affordable and real-istic repayment arrangements to settle their arrears to Eskom, while maintaining pay-ment of the current accounts to this service provider. These municipalities were required to table these repayment plans in Council to demonstrate their commitment to settling this debt.

The DA Councilors suggested that the mon-ey for the repayment of the debt to Eskom be ring-fenced. National Treasury met with the 59 affected municipalities to discuss their plight and to jointly agree on the remedial ac-tions required to assist them. These individual municipal engagements were attended by representatives from SALGA, DCoG, and the relevant Provincial Treasury, Eskom and the relevant Water Boards.

Subsequently, the National Treasury re-leased the LGES to all affected municipali-ties that met the prerequisite conditions (R23, 031 million to Lekwa) Furthermore, National Treasury advised that, should these munici-palities fail to honour the agreed repayment arrangements, the consequence would be dire as Section 216(2) of the Constitution would be invoked in response to their persistent breach.

Unfortunately, the September 2015 reports submitted to the National Treasury by Eskom showed that 27 municipalities had breached their repayment agreements. On the 20 Oc-tober 2015 the National Treasury communi-cated, in writing, to these municipalities (27) affording them an opportunity to provide a written response as to why National Trea-suryshould not invoke Section 216(2) of the Constitution for their persistent breach.

All the 27 municipalities responded posi-tively to the correspondence dated 20 Octo-

ber 2015,and committed themselves to imple-menting sustainable measures to address the root causes of their operational management failures and to honour their financial obliga-tions.

The Minister of Finance therefore decided not to invoke Section 216(2) of the Consti-tution against these municipalities for now. This provided all stakeholders, including the municipalities affected by this process, suffi-cient time to resolve the matters tabled at the engagements with the 59 municipalities, with the understanding that section 216 will be in-voked in case of default on payments.

Section 65(2) (e) of the Municipal Finance Management Act clearly states that “The Ac-counting Officer of a municipality is respon-sible for the management of the expenditure of the municipality” and “that all money owing by the municipality be paid within 30 days of receiving the relevant invoice or state-ment, unless prescribed otherwise for certain categories of expenditure.”

The Municipal Regulations on Financial Misconduct Procedures and Criminal Pro-ceedings state that failure by the Accounting Officer to comply with the requirements of section 65(2) (e) of the MFMA is an act of fi-nancial misconduct as defined in Section 171 of the MFMA and the municipality is obliged to deal with such breach in terms of these regulations.

Disciplinary Regulations for Senior Man-agers, 2010 also apply. A precedent was cre-ated by Lekwa Council in March 2006 when a Municipal Manager was charged, disciplined and dismissed for poor work performance i.e. failure to implement Credit Control Policy, Debt collection Policy and Indigent Policy, Failure to maintain internal controls in respect of debtors and revenue and failure to collect debts of government departments.

Pleas for leniency from DA Councilors Hennie van der Merwe, Pierre Schnetler, Rosier de Ville and the late Aubrey Brits fell on deaf ears.

The ANC Councilors led by Juliet Radebe and Dawood Mayet were adamant that the MM must be dismissed.

George Orwell in his book ‘Animal Farm’ contends that some animals are equal; some animals are more equal than others. (Sonwabile Luwaca)

At some point during Thabo Mbeki’s presi-dency a coterie of individuals decided to di-vert the ANC from the people and abuse it for their interest. Mbeki, towards the end of his term in office, had become vocal about corruption. He started side-lining some prominent members of his party who were tainted with graft. Think of Tony Yengeni, among others. This culminated in the dis-missal of Zuma as Deputy President when he became tarnished through his connec-tions with Schabir Shaik.

Until then, no direct action had been taken against an ANC leader for potentially corrupt tendencies. A cabal sprang into ac-tion. Zuma was identified as a potential fig-urehead to advance their interests.

He was presented to the ANC member-ship as Mbeki’s innocent victim. Others in COSATU, SACP and ANCYL who felt that Mbeki’s aloofness was eroding their influence in the ANC joined the coterie. Strategies and manoeuvrings that followed resulted in Zuma being elected ANC presi-

dent at the 2007 Polokwane conference. Since then corruption in the ANC has been entrenched. Previously side-lined tainted comrades have come back to prominence.

Mbeki’s close associates were hounded out of office. Those remaining were si-lenced, their voices never heard. Zuma filled all key government posts with his acolytes to ensure his protection and that of his inner circle from prosecution for any corrupt activities. The Scorpions were disbanded so criminals could operate with impunity. Meanwhile Zuma and his cabal shouted empty anti-corruption slogans.

ANC corruption is not accidental but an embedded system designed to enrich a few at the expense of the masses.

One friend of mine in the struggle una-shamedly once said to me when I asked him about what we promised to do after the struggle said: “Akuzatyalwazwa ngoku kuyadliwa” interpreted as “The time of the struggle is over we are eating now.” (Sonwabile Luwaca)

STANDERTON - With stray dogs running around the residential areas and the central business district, residents are sometimes left with their hands in their hair on how to keep their dogs from jumping the fence.

Keep your dog from escaping your yard by ensuring that the fence is completely secure and that it is high enough to prevent your dog from leaping or climbing over the top. Give your dog reason to stay put by meeting all his needs – including plenty of exercise – and providing boredom-busting toys and games. Roller bars at the top of your fence help contain the canine whose upward mobility is problematic.

Some large dogs and some medium-sized dogs with exceptional leaping abilities are able to jump over a standard four foot fence and most dogs climb up chain-link fences, using their front paws for leverage. Adding a roller bar to the top of the fence can prevent the latter from escaping. This will prevent your dog from getting a good grip. Purchase and install metal rods horizontally along the top of the fence and place a large diameter

PVC pipe around the rods. (Ehow.com) JD

STANDERTON – A tuck shop owner of foreign nationality was attacked by unknown thugs at his shop in Rooikoppen two weeks ago. Members of the Community Polic-ing Forum were informed and took to the streets to track down the sus-pects after a tip-off.

On Sunday, 24 January, the two suspects were spotted carrying a big bag. On suspicion that they might be carrying stolen goods, mem-bers of the CPF stopped them and searched the bag. Inside they found suspected stolen goods and a knife.

It is alleged that the knife was

used to rob the victim. The suspects were taken to Sakhile Police Station to face charges of robbery and pos-session of stolen goods. Members of the Women and Children Protec-tion Unit, discovered that one of the suspects, a 22-yearold, is wanted for two cases of rape committed in Roo-ikopen.

Both were charged with rob-bery and the 22-year-old was also charged with two additional charges of rape. Sakhile SAPS confirmed that the two suspects were due to ap-pear in court on Monday, 23 Janu-ary. DM

JD

Robbery leads to rape suspect’s arrest

PROVINCIAL - The DA in Mpumalanga welcomes the arrest of two police officers in Nelspruit after they were found in possession of large amounts of dagga, but they are deeply concerned of the trend developing of criminality within the police service.

While the actions to arrest criminal cops are commendable, it is a concern that we have criminal officials within the police service to begin with. This is a disgrace. According to reports, the bust of 10 kilograms of dagga with the street value of about R35 000 was made by the SAPS intelligence team.

The country would be far safer with a competent police force who are committed to turning the tide against crime and not being part of the ongoing criminality in Mpumalanga. In August last year, eight police officers from the Lydenburg K9 Unit in Mpumalanga were arrested for

alleged crimes involving illegal cigarettes. It is key to recruit and retain police officers

who are committed and enthusiastic about fighting crime, and for whom serving their country is a vocation and not just another job. To deliver an effective crime fighting and community protection service, the conduct and integrity of police service members must be above reproach. Police officers should not flout the law, they should uphold it. We are seeing increasing levels of corruption, criminality and brutality in our police service today.

We need a professional, civilian police service. Active steps must be taken to rid the system of corrupt members, to end the scourge of criminals in the police force and to ensure that police criminality is appropriately dealt with. This requires the commitment of senior managers in the police service and the necessary political will. (Bosman Grobler MPL) JD

STANDERTON – Concerned members of the community have taken the initiative to keep young children busy and away from the streets. Five traditional dance groups have been established in various parts of Sakhile.

Leaders are teaching children their culture and diversity. Amongst the five leaders, two are prominent members of the Community Policing Forum. Charles Msibi and Tryphina Tsotetsi from Rooikoppen and Extension 6, respectively, are the brains behind the cause.

They have opened doors of their homes for children to come for training sessions after school and weekends. In November of last year, Michael Ngcongo Event Management hosted the “Parents’ Love and Support Children” fun day at Sakhile Stadium. The event attracted

many parents who accompanied their children for the day. The five traditional dance groups took part in the event that was hailed as a milestone to bring parents and children together to appreciate their culture and diversity.

Mr Ngcongo and his company were impressed by the success of the event. Awards were presented to the best performing group. In order to motivate and inspire all the children who participated, they went the extra mile to hand out certificates of appreciation to all participants and leaders. In addition, each group was presented with a cheque of R2 500.

“We are a new company but we felt it would be appropriate to plough back into our community and pledge our support for this good cause,” Ngcondo said DM

JD
