Broad Developer Solicitation RFQ Questions & Answers Is there a ballpark starting figure the City expects for the sales price for this building? o No. The City expects that a final price will reflect Fair Market Value for the site based on the selected program, as determined by the average of two appraisals. Respondents are expected to submit an offer price and terms based on the conceptual development program, but should understand that the final sales price will be based on the appraisals. The campaign disclosure forms (Pursuant to Philadelphia Chapter 17-1400) attached to the original RFQ identify $2,600 as the limit over which we must disclose, and which trigger certain provisions. I was under the impression that the limit (pursuant to Philadelphia Chapter 17-1404) had been adjusted with the CPI multiplier, and was now $3,000. o The RFQ has been amended to include the most recent campaign disclosure forms. The limit for individual contributions is anything over $2,900. An email correcting the mistake was distributed to all who have downloaded the RFQ. Would you be able to share the developer packages from past winners so that we can get an idea of the scope of work for the proposal? o PIDC will not share previous proposals to developer solicitation RFQ/RFPs. All proposals in response to this RFQ should include the requirements as outlined in Section V. Is there an estimated value of construction cost for this project? o No. The construction cost for the project will ultimately be determined by the developer, based on the proposed use. Does PIDC require developers to use only union labor? Does it vary from project to project? o No. The sellers are not permitted by law to require union labor. We toured the building unofficially and we are not going to be able to make the mandatory meeting. Is there any way we can get a waiver on attending the meeting and still be able to participate in the RFQ? o No. All teams interested in submitting a proposal must include at least one firm or individual that attended the mandatory site tour. We were unable to attend the site tour and meeting. Can we arrange a site tour? o No. The mandatory site tour was the only opportunity to tour the building. • What is PIDC’s ability to find attractive financing and grant opportunities for a project with asignificant commercial / office component?

o Please refer to our website: http://www.pidcphila.com/financingo Please note that PIDC and the City of Philadelphia strongly encourage respondents to

fund their projects using customary sources of private debt and equity.

• Do you have any existing drawings showing the subway station?o Please see the attached mezzanine and platform level plans.

• Are there any existing elevations, sections, or floor plan drawings available?o The City does not have any available drawings for the site.

• Is there a current survey?o The Survey District has prepared a survey plan of consolidation. Please see the attached.o A local company, Philly by Drone, has taken aerial images of the site at no cost to the

• What is the Right-of-way status of Naudain Street? Does it provide access to the site?o Naudain Street is not a public street and may not be used to provide access to the site.

• Does Rodman Street exist as an easement or Right-of-way on the 500 S Broad parcel?o Rodman Street is not a public street and may not be used to provide access to the site.

• Are there any other surface easements or constraints restricting the property?o Neither the City, nor PAID, is aware of any private access easement rights to benefit 500-

510 S. Broad Street.

• Are there any subsurface easements?o City records are incomplete. Proposers should conduct their own due diligence.

• Are there any environmental or geotechnical studies available for review?o No. The City does not have any environmental or geotechnical studies for the Property.

• Will PIDC/PAID/City of Phila deliver a clean empty site?o The City of Philadelphia will deliver the building clear of tenants, occupants and

furniture.

• Will PIDC/PAID/City of Phila deliver the medical building completely vacant, inclusive of medicalsupplies/waste?

o Yes. The City of Philadelphia will deliver a vacant building, including medical suppliesand waste.

• Are there steam utilities that could service the site?o City records are incomplete. Proposers should conduct their own due diligence.

• What is the status of the application for historic registry of the existing structure?o The Philadelphia Historical Commission will consider a nomination to designate the

property at 500-10 S. Broad Street as historic at two public meetings. The advisoryCommittee on Historic Designation met on Wednesday, September 13th and hasrecommended the building for inclusion on the Philadelphia Register of HistoricPlaces. The Historical Commission will then review the nomination and its committee’srecommendation at 9:00 AM on Friday, October 13th. The meetings are open to thepublic and will provide the owner, as well as the public, with opportunities to participatein the Historical Commission’s discussions about the historical significance of theproperty.

o If designated, any building permits and other proposals for exterior alternations will bereviewed by the Historical Commission to ensure compliance with historic preservationstandards. The Historical Commission also reviews all demolition proposals fordesignated properties.

• Please confirm that the subway egress portal at the NE corner of the site is to remainoperational in the final condition.

o Yes, the egress portal should remain operational. Any improvements should not removeor shutdown an egress portal.

• Are there any zoning overlays that affect the development standards for the site?o Yes. Per the RFQ, the Property is zoned CMX-4 (Center City Commercial Mixed Use) and

subject to seven associated overlays, all within the Center City Overlay District: CenterCity Commercial Area; Broad Street Area Central; Broad Street Area South; ParkingGarage Ground Floor Use Control Area; Residential District Control Area; Center CityCommercial District Control Area; and Residential Parking Control Area.
