My fellow “Freedom Wing” members, weare now halfway through the calendar year,and three quarters of the way through thefiscal year. We have successfully completedtwo dress rehearsals for our October Opera-tional Readiness Inspection and are makingsignificant progress. Now all we need to dois fine tune some processes.

I ask all of you to continue to studyyour Air Force Manual 10-100s. Also, besure to practice donning your gas maskand wearing the chemical warfare suit foran hour or two to make sure you can sur-vive and operate in an ORI scenario. Thankyou for all of the hard work you’ve done sofar to prepare for our ORI. Remember, beingready to go to war is the most importantrole of the reservist. Let’s water the eyes ofthose Air Mobility Command inspectors byshowing them how prepared our wing is todo its wartime mission!

I’d also like to take a moment to remem-ber one of the most important members ofour 514th family…our employers. Theseunsung heroes make tremendous sacrificesallowing you to serve your country. Theydon’t get a tax break or help from the fed-eral government. While you’re away, theemployer must either find temporary help ordo without until your return. These patri-otic Americansmake the sacri-fice becausethey believe inwhat youstand for…acitizen airmanwho answersthe call whenhis/her nationneeds them.Thank good-ness we haveemployers whofeel this way!

New pilot leads 78th refueling squadron

Lt. Col. Thomas Ayers is a self-described outdoors kind of man witha penchant for hiking, camping,hunting and fishing, but these dayshe’s also right at home as the newcommander of the 78th Air RefuelingSquadron.

Raised an “Air Force brat” andborn in Bitburg, Germany, Ayers grewup mostly in the Washington D.C.area and now resides in Pennsylvaniawith his high school sweetheart wifeand three daughters.

In May, shortly after becoming the78th ARS commander, Lt. Col. Ayerstook time to answer some questionsfor the Beacon.

How would you describe yourleadership style?

I am a firm believer in the “praisein public; counsel in private” motto. Ialso believe in the “carrot approach”- that is, if people are given incentivesand encouraged along the way to bet-ter themselves, the organization as awhole, will prosper.

In what direction would you like tosee the 78th ARS head?

The 78th has an outstanding opera-tional record which I fully intend to help

build upon.You are known in your squadron as

friendly and outgoing. How do you think

your personality will help you asa commander?

I want people to realize that al-though my job responsibilitieswill change dramatically, I am thesame person, I am always ap-proachable and that we all canaccomplish the mission safelyand effectively and still have funalong the way.

What is your civilian job?Commercial airline pilot for

radios up and running, and 12 hours to bring up the full commu-nication package” said TSgt. Purdy, 514th voice network instruc-tor.

Included in that package are the following secure and unse-cured data and voice network communication services: helpdesk,information protection services, e-mail, switched voice network,air to ground and ground to air communication, ultra-high-fre-quency services and satellite reachback.

Communication Squadron.

They stress this training is vital to the technical and situationalgrowth of the 3- and 5-skill level attendees.

“I want to help train the people who replace me in the field,”said SSgt. Carl White, ground radio maintenance instructor fromthe 21st AMOS. “I want to make sure they can do the job no mat-ter their background or who they work for,” he added. SSgt.White has been on eight deployments within the past year.

The students agree that the two-week course will enhancemore than their technical knowledge of the job.

“This training gives me the opportunity to combine my radioknowledge with other (field) components to get a real experienceof deploying,” said TSgt. Che Lau from the 452nd CS. “It willbuild my confidence about my ability to handle the challenges ofdeployments,” he said.

“I’ve never had training in mobile (combat) communications,”said SrA Christian A. Palacios, technical controller, 514th CS.“Both weeks of training are challenging because you will applyeverything you learned the first week during the second week.Then you will see how everything applies to actual equipmentand why it’s important to know the details of how the equipmentworks.”

It took three months from conception to actual implementationto make Jump Start 01-05 happen. Its success rests on the testi-mony of participants said SMSgt. Rosado.

“Aside from the availability of money, it will take feedback andrequests from our users to repeat this training next year,” saidSMSgt. Rosado. He said he’s confident they will offer the train-ing again, but, perhaps closer to home if funds are limited

In preparation for October’s Operational Readiness Inspec-tion, more than 600 McGuire Air Force members left thecomforts of home in May to exercise their wartime skills inSavannah, Ga., at the Air National Guard Combat Readiness

Training Center. The exercise began May 13 with the departure ofthe advance team and ended May 20 when everyone returned.

The deployment was the second flyaway exercise prior to theORI and members simulated operations at Osan Air Base, Korea, asthe 427th Air Expeditionary Wing undergoing conflict in the region.

Scenarios ranged from downed military aircraft to on-basemulti-car collisions and an enemy invasion within the base perim-eter. Members worked, trained and were evaluated in all opera-tions to include their response to force protection conditionalarms.

“Everybody did a super job. I am pleased with how it went,”said Col. Jerry Gouhin, deployed commander.

The weather in Savannah proved to be a challenge as tem-peratures soared with high humidity, but members did not let thatdampen the exeperience of wearing chemical gear.

“Profuse sweating, having fun playing wargames and learningmore details of my job,” is what he would remember most abouthis time in Georgia, said SrA James Straight of the 305th AerialPort Squadron.

All the wings that participated in the joint mobility exercisehave upcoming ORIs and the same agenda — to hone ability tosurvive and operate skills in integrated global operations.

“I think it went very well and everyone improved in workingtogether a lot better than in Gulfport,” said Col. Gouhin, referringto the first flyaway that took place in February.

“We all worked well with our 305th counterparts as well as fine-tuned our ATSO skills. There’s still more to do, but I’m confidentwe’ll be ready for October’s ORI,” said Col. Michael Wilk, com-mander, 427th Survival and Recovery Center and 514th MissionSupport Group.

“I was impressed with how all our folks knew their roles andplayed the game as if it were the real thing,” he said.

“The exercise takes you out from behind your desk and putsyou in the heart of the action where command presence, leader-ship and decision-making are paramount,” said Lt. Col. WilliamMerklinger, deputy commander, 427th AEW. “This exercise didwell in identifying our strengths and the areas we could use addi-tional training,” he added. “You’ve got to love this stuff!”

ROBINS AIR FORCE BASE, Ga. – Supply and demand arepart of life in America. Unfortunately, that life includes a largesupply of abused legal and illegal drugs.

In an effort to reduce the demand for these drugs, Air ForceReserve Command began its “True Blue” campaigncommandwide in April.

“In the past, anti-drug or anti-substance abuse efforts wereall negative and centered on disciplinary action,” said Dr. DonJenrette, the command’s drug demand reduction program man-ager. “Our new True Blue initiative promotes healthy living, ca-reer-mind sets and career role models.”

Trial runs of the new initiative exceeded planners’ goals dur-ing May - November 2004 at the 440th Airlift Wing, located atGeneral Mitchell International Airport Air Reserve Station, Mil-waukee, Wis.

“We focused the trial test around four themes,” said Ms.Bobbie Sellers, AFRC’s drug demand reduction specialist. “Weworked to raise awareness of what reservists should value oversubstance abuse and what they can do to protect their health,career and family and fulfill their leadership role with others.”

Since 1998, the primary emphasis of AFRC’s Drug DemandReduction Program was detection through random military andcivilian drug testing.

The new True Blue initiative showcases positive and healthylife choices. It intro-duces reservists andother command mem-bers to a new logo,themes and messagesthat are communicatedby a dedicated Website, withdownloadable in-house developedposters, videostreams, tri-fold pam-phlets and other edu-cational venues en-couraging people tobe free of substanceabuse and where togo for help.

“Our goal, while a

lofty one, is to have a workplace free of substance abuse,” saidDr. Jenrette. “In the profession of arms, our people often puttheir lives in the hands of their co-workers. We cannot afford tohave people on the team who are not at the top of their game orincapacitated by substance abuse – after all, we are talkingabout a matter of life and death.”

The mission of the AFRC Drug Demand Reduction Program isto enhance readiness by eliminating substance abuse throughprevention, education, community outreach and drug testing.

“In the past, we have used handouts such as pencils, writingpads, calculators and water bottles to get the substance abuse-free message out there,” said Dr. Jenrette. “We’ll continue toprovide the promotional items, but our targeted four theme ap-proach is something brand new that our reservists really re-sponded to in a positive way in Milwaukee. On a larger scalewe’re looking forward to reaping similar benefits by launchingthis initiative commandwide.”

The 440th Airlift Wing has 1,300 reservists, with more than300 serving overseas to support the Global War on Terrorism.The True Blue brand is designed to symbolize reservists whoare “twice the citizen”: working and volunteering in their localcommunities and serving their country.

The program’s vision is for Air Force True Blue reservists toset the standard and lead the way to a substance abuse-free com-

munity. Reservists canlearn more about theprogram by going to theTrue Blue link on the re-stricted AFRC Web site.While visiting the site,planners encourage visi-tors to take a moment tocomplete a survey.

DENVER - The Air Reserve Per-sonnel Center here no longer mails AirForce Form 526, Air National Guard/Air Force Reserve Point Credit Sum-mary, to Air Force reservists.

Guard and Reserve members hadbeen receiving the form annuallysince October 1972. They must nowuse the virtual Military PersonnelFlight to print a copy of their pointcredit information.

In addition, the Air Force is elimi-nating the form itself and will nolonger place it on microfilm.

As a result, point credit informa-tion will reside in data form in theMilitary Personnel Data Systemwhere personnel specialists will ob-tain it by pulling products from thesystem. They will use these productsto verify reservists’ service.

Reservists should print their sum-mary of points using the vMPF andmaintain copies in their personal filesin the same manner as leave and earn-ings statements and other importantdocuments.

This change promotes the use of thevMPF and self-service by reservists.Both actions are transformation goals.Whether at home, at work or while de-ployed, reservists have the means toaccess their point credit information.

ROBINS AIR FORCE BASE, Ga. - AirForce Reserve Command has a new ad-vertising logo that more closely aligns itwith the active force while touting thecommand as a high-tech, professionalfighting force.

Sleek and simple, the AFRC logo fea-tures the Air Force’s new logo alongsidethe words “Air Force Reserve” in a styl-ish, modern typeface.

AFRC recruiting officials began work-ing with Blaine Warren Advertising inJanuary to develop the new logo. It re-places the “Above and Beyond” logo fea-tured in Reserve recruiting and advertis-ing products since 1998.

Lt. Col. Jerry Herbel, chief of Head-quarters AFRC Recruiting Service’s ad-vertising and information systems divi-sion here, said the time was right for anew advertising logo.

“We wanted a logo that captured thespirit of Air Force Reserve Command butalso conveyed the message that we are apart of the overall Air Force,” he said.“We went through a number of differentdesigns and got input from focus groupsof recruitable people. This was the designthat best conveyed the message we weretrying to get out.”

AFRC senior leaders approved thenew logo in May. They were involved inthe development process from the begin-ning and are excited to see the new logoin the Reserve’s upcoming advertisingand recruiting products.

“This new logo will give a streamlinedand modern look to our advertising prod-ucts, and it emphasizes the word ‘Re-serve,’” said Lt. Gen. John A. Bradley,chief of Air Force Reserve and AFRCcommander. “Since the Air Force adoptedits new symbol last spring, we wanted toincorporate that symbol into our advertis-ing logo. This will help us brand the AirForce Reserve as a proud part of theworld’s greatest Air Force.”

Col. Francis Mungavin, AFRC Recruit-ing Service commander, said the new logois appropriate for the command during itstransformation into the 21st century.

“The young folks entering AFRC re-ally like the new logo,” he said. “Theirfeedback to us (from focus groups) has

been that it’s modern, high-tech and coollooking.”

Maj. Gen. Mark Rosenker, mobilizationassistant to General Bradley in his role ascommander, helped develop the new logoas the leader of a cross-functional AFRCteam that looks at command branding andmarketing.

“I think everyone in AFRC will bepleased and very proud of the new logo,”he said. “It’s simple, elegant and power-ful, and it clearly brings us into the 21stcentury. The logo’s progressive typeface,combined with the new effective Air Forcelogo, sends a strong message to the audi-ences we are trying to reach.”

Sterling Martell, creative director forBlaine Warren Advertising, said the logowill be much easier to integrate into televi-sion and print advertising products.

“By incorporating the Air Force logo, itallows us to piggyback off of what the AirForce does in terms of advertising,” Mr.Martell said. “I think it’s a good design,and we were able to get consensus fromthe Reserve’s senior leaders that this is agood design.

“When people see the new logo theyare going to get the idea that the AirForce Reserve is new and improved with-out us coming right out and saying ‘newand improved.’”

A major difference between the newlogo and the ones the command has usedin the past is the new logo doesn’t featurea slogan. AFRC has used “Above andBeyond” as a slogan since 1998. Beforethat, the command used “A Great Way toServe” for 20 years.

Col. Herbel said not having a slogantied to the logo gives the command morefreedom in how it uses the logo.

“We might use a slogan along with thelogo in some of our products,” he said. “Itwill depend on the particular audience weare trying to reach. Without a slogan, wefeel we are drawing attention to the word‘Reserve,’ and that is one of the main ob-jectives we were trying to achieve.”

The command will feature the newlogo in all of its new advertising productsbut will continue using promotional itemswith the old logo until they are all gone,Col. Herbel said.

Col. (ret.) Francis E. Kimball, formercommander of the 714th AeromedicalEvacuation Squadron died March 23 andis survived by her sisters Joann Secero,Lucille McAteer and her husband, Tom, abrother Michael Petrizzo and his wife,Vicki, all of Jacksonville Fla.

BRAC affects Air Force reservists in 22 statesROBINS AIR FORCE BASE, Ga. – If

put into law, Air Force Reserve Commandwill close three installations and movepeople from a dozen locations to twodozen sites throughout the United States.

Although command officials anticipatekeeping roughly the same troop level au-thorizations, AFRC will expand some ex-isting missions such as air operationscenter, space, unmanned aerial vehicleand associate-unit flying.

These and other changes are amongthose recommended by the Department ofDefense to the Base Realignment andClosure Commission. DoD announced therecommendations May 13.

The BRAC process is simple, DoD of-ficials said. The military services and jointcross-service groups develop closure and

realignment recommendations. Militaryvalue is the primary consideration.

Also, the law mandates that depart-ment officials use a 20-year force-struc-ture plan in forming their recommenda-tions.

The services examine each base’s“service-unique” function. In a differencethis year, cross-service groups analyzefunctions that cross service lines. For ex-ample, all services have warehouses. So ajoint group analyzes warehouse func-tions for all the services.

Cross-service groups examined sevenfunctional areas: educational and training,headquarters and support activities, in-dustrial, intelligence, medical, supply andstorage, and technical.

The commission is holding hearings

and examining the recommendations, aprocess that runs through September. Thecommission sends an “all-or-nothing list”to the president, meaning the presidentcan approve all of the closures and re-alignments on the list or disapprove theentire list. If he approves, the list goes toCongress.

The House and Senate have 45 “legis-lative days” to disapprove the list. If theydo nothing, the list automatically is ap-proved and has the “force and effect oflaw,” officials said.

The following are some of the recom-mended changes affecting Air Force Re-serve Command. These suggestions donot include possible assignment changesfor individual mobilization augmentees asa result of changes in the active force.

BRAC proposals in tri-state areaAtlantic City International Airport Air Guard Station — The

installation will lose 3 military and 53 civilians and gain 62 militaryand 263 civilians for a total gain of 59 military and 210 civilians.Receive 24 F-15C aircraft from Portland International Airport AirGuard Station, Ore., Lambert-St. Louis IAP AGS, St. Louis, Mo.,and Otis ANGB, Mass. The wing moves 3 F-16s to the fighterwing at Burlington IAP AGS, Vt., and retires 12 aircraft.

McGuire Air Force Base, N.J. — The installation will lose nomilitary and no civilians and will gain 498 military and 37 civiliansfor a total gain of 498 military and 37 civilians. Retire 16 KC-135sfrom the Air National Guard’s 108th Air Refueling Wing as part ofthe Naval Air Station Joint Reserve Base Willow Grove closure.Receive Aeromedical Squadron from New Castle County AirportAir Guard Station, Del., and firefighters from NAS JRB WillowGrove, Pa. Close NAS JRB Willow Grove, Pa. Move applicableportions of Navy and Marine Corps squadrons, their aircraft andnecessary personnel, equipment and support to McGuire AFB.Realign Fort Dix, N.J., and Naval Air Engineering StationLakehurst, N.J., by relocating the installation management func-tions to McGuire Air Force Base, N.J.; establishing Joint BaseMcGuire-Dix-Lakehurst, N.J.

Niagara Falls International Airport Air Reserve Station, N.Y.– The installation closes. AFRC’s 914th Airlift Wing transfers itseight C-130H3 aircraft to robust the active force’s 314th AW,Little Rock AFB, Ark. Eighty-five full-time and 259 traditional re-servist positions from the 914th AW’s expeditionary combat sup-port go to AFRC’s 310th Space Group at Schriever AFB, Colo., to

bolster its role in the space program and provide manpower toform a space wing. Two full-time and 89 traditional reservist posi-tions from the 914th AW’s civil engineering squadron move toLackland AFB, Texas. Thirty full-time and 60 traditional reservistauthorizations from the 914th AW headquarters staff transfer toLangley AFB, Va., to support a command and control mission.

Pittsburgh International Airport Air Reserve Station, Pa. –The installation closes. AFRC’s 911th Airlift Wing transfers eightC-130H2 aircraft to Pope AFB/Fort Bragg, N.C., to form a unit-equipped Reserve C-130 unit along with an active associateunit. This action is part of the effort to consolidate aircraft loca-tions. The 911th AW’s aeromedical unit relocates eight full-timeand 210 traditional reservist slots to AFRC’s 910th AW, Young-stown ARS, Ohio, because of the flying mission and proximityto a large recruiting population. One hundred fourteen full-timeand 590 traditional reservist manpower authorizations from thePennsylvania unit transfer to Offutt AFB, Neb., to form a newReserve wing.

Willow Grove Air Reserve Station, Pa. – Naval Air StationWillow Grove closes resulting in the realignment of AFRC’s913th Airlift Wing. The Reserve wing retires its eight C-130E air-craft as part of the Air Force’s modernization and consolidationof C-130 aircraft. The 913th AW transfers 94 full-time and 585 tra-ditional reservist authorizations to Eglin AFB, Fla., to form partof a new AFRC wing.
