Dear Resident,

The following pages contain helpful information relating to your refuse and recycling needs, both in the Village of Weston, as well as in the Town of Weston.

The Village of Weston has entered into a new 7-year contract (2019–2025) with Advanced Disposal Services. To keep costs down, we are continuing with weekly refuse collection and every-other-week recycling collection. I was

hopeful that we could offer a weekly recycling collection service in 2019, but when the proposals came in, each taxpayer would have paid an extra $37–$40 per residential unit on their tax bill. Perhaps in 2025, the market will be better and we can revisit moving to a weekly collection for recyclables. In the meantime, if you ever have recycables that don’t all fit inside your cart, you may drop them off 24 hours a day at Advance Disposal Services. (See below on right.)

Along with our new 7-year contract, we are adding a Fall Bulk-Item Drop-Off Event. So now, you will have the option to use either the spring or fall event, or both! These events will remain held at Advanced Disposal Service’s property, at 5509 Fuller Street. More information on the bulk-item drop-off events can be found on page 6.

After seeing how successful our 2018 Summer Electronics Recycling Event was, the Village has decided to expand this event to two occurrences, as well, to be held in the spring and the fall. In June 2018, in just a couple of hours, we collected a total of 22,324 pounds of electronics! Details on the Spring and Fall Electronics Recycling Events can be found on page 6.

You’ll see on page 9 that the Village received a Recycling Excellence Award from the Wisconsin Department of Natural Resources in 2018

for its overall program. That’s something we should all be proud of as a community!

We encourage you to read the following pages to refresh your knowledge on the “ins and outs” of recycling. WHAT IF YOUR RECYCLABLES DON’T ALL FIT INSIDE YOUR CART?If you have more recyclables than what you can fit into your 95-gallon recycling cart, please consider taking your excess recyclables directly to Advanced Disposal’s public Recycling Center, located at 5509 Fuller Street. The Recycling Center is available to Weston residents, 24 hours per day (except during times when Advanced Disposal staff are performing maintenance or emptying the dumpsters). They have specific dumpsters available where you can drop off recyclables. Please contact Advanced Disposal directly at 715-359-6637 with any questions, comments, or concerns.

WHAT NOT TO PUT IN YOUR CARTS!

RECOMMENDED CART PLACEMENT

While we understand that you may face some challenges with the placement of your carts during the winter months, we ask that you consider the following ideas:

• Only place your refuse cart out on non-recycling weeks.

• Shovel an area of your snowbank to allow one (or both) of your carts to be located on the boulevard.

RECYCLING CART REMINDERSCART PLACEMENTPlease place your recycling cart on the opposite side of your driveway as your refuse (garbage) cart on pickup day. If this is not possible, please keep at least 4 feet of space in between the two carts to allow enough room for the mechanical hand on Advanced Disposal’s truck to reach around the cart so it can be picked up and emptied without disturbing your other cart. Please do NOT place carts in the roadway, as they will create a hazard to traffic and will be at risk of getting struck by a snowplow. The Village of Weston will not be responsible for refuse and recycling carts damaged due to being struck by snowplows.

• Place carts on either side of the driveway (pictured here) or on the same side with at least 4 feet between carts.

• To prevent accidental mailbox damage, keep 4 feet between the cart and your mailbox.

CHRISTMAS TREE PICKUPAdvanced Disposal will be picking up Christmas trees that are set out for disposal during the month of January. Trees should be cut so that they are no more than 4 feet in length and placed on their side within reasonable reach of Advanced Disposal’s driver. Trees will be collected on your regular garbage pickup day. We encourage residents to get their trees out for collection within the first few weeks of January to guarantee that they will be picked up.

NOTE: When drivers collect trees, they will use your emptied garbage cart as a tool to get your tree into the truck. First, your garbage cart will be emptied. Then, the driver will get out of the truck and place the pieces of your tree into your empty cart. Next, the driver will lift your cart using the truck’s mechanical arm to empty the tree from your cart into the top of the truck. Thus, if you do not place your garbage cart out, your tree CANNOT get collected. (This is often why trees may not get picked up the first week or two that they are placed out.)

If you do not want to wait for Advanced Disposal’s driver to pick up your tree, you can:

• Deliver your tree directly to Advanced Disposal during their office hours (only during the month of January)

• Deliver your tree directly to Marathon County Solid Waste during their office hours (year-round)

2019 HOLIDAY REFUSE & RECYCLING PICKUP SCHEDULEAs you should be aware, Advanced Disposal Services will be closed in recognition of the following holidays, which fall on weekdays:

• New Year’s Day (January 1)

• Memorial Day (May 27)

• Independence Day (July 4)

• Labor Day (September 2)

• Thanksgiving Day (November 28)

• Christmas Day (December 25)

On these holidays, refuse and recycling collection for the remainder of that week will occur one day later (i.e., if Advanced Disposal is closed on a Thursday, then Thursday’s pickup will occur on Friday, and Friday’s pickup will occur on Saturday). NOTE: Advanced Disposal does not have special hours when a holiday falls on a weekend.

WRAPPING PAPERUnless the wrapping paper looks and feels like actual paper, it most likely is NOT recyclable; same with gift bags. Wrapping paper that looks like foil actually contains metals and is not recyclable. The “crinkly” wrapping paper is made of a type of cellophane (or other plastic) and is also not recyclable. Following the mad rush of opening gifts, please be careful what you put in your recycling cart this holiday season. Consider saving and reusing wrapping paper for your next gift-giving event. Or Marathon County Solid Waste Department has some handy alternative gift-wrap ideas: www.marathoncountysolidwaste.org/holiday-waste.

HOLIDAY REMINDERS

HOLIDAY LIGHTSBefore throwing your used or burned-out strands of holiday lights in the trash, consider taking them to Habitat for Humanity of Wausau (1810 Schofield Avenue, Weston) for their recycling program. Lights can be dropped off at the Habitat Store on Saturdays, from 9:00 a.m. to 1:00 p.m., and also during donation in-take: Tuesday and Thursday mornings, from 8:00 a.m. to noon.

2018 WASTE AUDITS

SUMMER WASTE AUDITOur Summer Waste Audit was conducted between July 30 and August 3, 2018, by representatives of the Village of Weston, Advanced Disposal Services, and Marathon County Solid Waste. During this audit, we did a thorough inspection by carefully lifting and opening bags and other packaging to see what types of materials were placed within the carts. If both carts passed inspection, we left a gold star on the recycling cart. If one or both of the carts did not pass inspection, we left a sheet explaining what we found and how that material should have been disposed of. After our Summer Waste Audit, letters were sent to each address explaining the purpose of the event and describing the findings in each cart.

Overall, since we started the Summer Waste Audit event 3 years ago, we’ve seen an improvement, with more refuse and recycling carts passing inspections!

The most frequently MISPLACED items found in the refuse carts were: clean cardboard; paper; yard waste; plastics #1–7; and clean aluminum.

The most frequently MISPLACED items found in the recycling carts were: plastic film/wrapping; single-use plastic shopping bags; excessive food residue; Styrofoam; and food-contaminated cardboard (pizza boxes).

In 2018, two separate waste audits were conducted, where each day of a chosen week, about 25 random houses were selected to be inspected. Conducting these waste audits is extremely helpful for the Village to assess how well residents are responding to the Village’s recycling program, and our findings allow the Village to focus on areas that need improvement.

Please take an extra moment to remove the plastic case wrap from cardboard. Plastic

case wrap, film, and bags can be recycled at several area store drop-off locations.

Single-use plastic bags can be re-used, recycled at store drop-off locations, or

placed in the trash.

Contaminated cardboard should go in the trash.

Remove Styrofoam packing from cardboard boxes before recycling.

Be sure to dump all liquids and remove excessive food residue before

recycling the container.

Soiled aluminum and food waste in Styrofoam should be placed in the trash.

YARD MATERIALS PICKUP SPRING & FALLThe Spring Yard Materials Pickup generally occurs beginning the second week of May, and the Fall Yard Materials Pickup generally occurs beginning the second week of October. Please watch our website or contact the Village of Weston office closer to that time for updates. Yard materials can also be taken directly to the Weston Yard Materials Site (8200 Ryan St.), where you can dispose of your yard materials at a time that is convenient to you. Another option is to contract with Advanced Disposal for them to collect your yard materials using a special 95-gallon cart they would provide you (for use from April 15 to November 8) for a small monthly fee. See page 16 for more information.

FALL WASTE AUDITWith August 15 being national “America Recycles Day,” we thought the recycling week just prior to that date (November 5–9) would be the perfect time to hold a Fall Waste Audit. This waste audit even came with prizes! Like the Summer Waste Audit, this fall event was coordinated among the Village of Weston, Advanced Disposal Services, and Marathon County Solid Waste. The Village of Weston purchased five $25 gift cards from local area retailers, and Marathon County Solid Waste and Advanced

Disposal Services went in together to purchase a 55" Ultra HD Samsung TV.

The Fall Waste Audit was not quite as in-depth as the summer one. Although Advanced Disposal representatives had about 25 carts to inspect, they only performed a visual inspection by lifting the lid and looking in; they were not expected to open and move around any bags to see what was underneath. Based on the inspection sheets submitted, a great deal of the carts looked great! The most common MISPLACED items found was Styrofoam in the recycling carts and paper (junk mail, office paper, and

newsprint) in the refuse carts. More results on this particular waste audit can be found at: www.westonwi.gov/RecyclingContest2018.

2019 CLEANUP EVENTS

ELECTRONICS RECYCLING EVENTSPRING & FALLThe Spring Electronics Recycling Event will be held May 1 from 3:30 p.m. to 6:00 p.m., and the Fall Electronics Recycling Event will be held September 25 from 3:30 p.m. to 6:00 p.m. The crew from RecycleThatStuff.com will be behind the Weston Municipal Center to collect your unwanted electronics, ranging from a small toaster to large TVs. Most small appliances will be free of charge; however, some larger electronics (such as TVs) will require you to pay a small fee. An event flyer listing the prices for those chargeable items will be posted on the Village’s Refuse & Recycling webpage (www.westonwi.gov/Refuse-Recycling) in March.

Now we have more options for you to help with your spring and fall cleanup needs!

BULK-ITEM DROP-OFFThis year there will be the annual Spring Bulk-Item Drop-Off plus a Fall event. The Spring Bulk-Item Drop-Off is set to occur May 16–18, and the first annual Fall Bulk-Item Drop-Off is set to occur October 3–5 at Advanced Disposal Services (5509 Fuller St.).

Items accepted include: non-metal items, furniture, carpet, scrap lumber, mattresses, and glass windows. Please be aware that address verification will be required, and we may be limiting residents to 2 or 3 trips.

VILLAGE-WIDE RUMMAGE SALEThe Village-Wide Rummage Sale will be held May 3 and 4. Although residents may hold a rummage sale any time of year, during these particular days, the Village is publishing a map that lists area rummage sales. If you’d like your address listed on this map (free of charge), please complete the Rummage Sale Application, which can be found at the Municipal Center or on our website. The application deadline to have your address included on the Village-Wide Rummage Sale map is Thursday, April 25. Maps will be available Tuesday, April 30, at the Weston Municipal Center, or you can download a map from our website: www.westonwi.gov.

MARATHON COUNTY SOLID WASTEMarathon County Solid Waste, located at 172900 State HWY 29 in Ringle is a great resource for all your refuse and recycling questions. FREE “LEFTOVER” HOUSEHOLD SUPPLIES!Need a little paint, some degreaser, or lawn fertilizer?

When people bring in their unwanted paint, cleaners, fertilizers, etc., the Marathon County Household Hazardous Waste facility will stock partially filled containers on their “Choose to Reuse” shelf to be given away FREE to people who have a need for them. When the shelf gets full, a picture and list of these free items are posted on Craigslist, and anyone can then take them home.

Stop in and see what’s on the shelf today… You’d be surprised by the valuable items they have. Call 715-446-3101 (ext. 100) to inquire about what’s available.

HOME COMPOSTINGSince the start of the single-stream recycling program, residents have contacted us on what to do with food waste. Please do NOT put food waste of any kind in your recycling cart. Either place it in your refuse cart or consider home-composting it.

Composting or “recycling” your yard, garden, or kitchen waste is the easiest and cheapest way of taking responsibility for some of your waste. Did you know that food and yard waste make up over 25%–30% of our solid wastes nationwide?

The BEST place to compost is in our own backyards. Composting meets the criteria of the three Rs: reduce, reuse, and recycle. Through composting, the amount of waste sent to the landfill is reduced, the organic matter is reused, and it is recycled into a useful soil amendment.

WHAT CAN YOU COMPOST?• Food scraps• Egg shells• Coffee grounds and filters• Tea bags (of natural materials, not synthetic or rayon)• Loose leaf tea• Toothpicks

• Un-waxed soiled cardboard pizza boxes (ripped up into smaller pieces)

• Paper bags (ripped up into smaller pieces)• Soiled paper napkins and paper towels.

If you’re interested in learning more about home composting and/or would like to purchase a compost bin, please contact Marathon County Solid Waste. Also, be sure to reference the Village of Weston’s Solid Waste Residential Composting ordinance (available at: www.westonwi.gov/RefuseRecycling-Guidelines) to ensure proper implementation and use (Chapter 66.121).

HOME-COMPOSTING SPECIAL EVENT

The Village of Weston, along with Marathon County Solid Waste Department and Recycling Connections Corporation, has held annual home- composting workshops, starting in 2014. This past June, the event was held at the Weston Farmers’ Market.

Along with home-composting experts on site to answer any questions, an interactive display was available for curious minds of all ages to check out, and small, kitchen composting pails and large, home-composting bins were available for sale, provided by MCSWD.

The 2019 Home-Composting Special Event will again be held at the Farmers’ Market sometime in early summer. Watch for more details!

ODD & ENDSFLUORESCENT LIGHT BULBSBecause Compact Florescent Lamp (CFL) light bulbs contain mercury, they are considered hazardous waste. A few places that accept CFL bulbs, but may charge a small fee, are Marathon County Solid Waste Department, Advanced Disposal Services, Yaeger Auto Salvage, and Batteries Plus Bulbs. Focus on Energy provides a list of local participating retailers who will accept and recycle CFL bulbs. Please visit their website for details: www.focusonenergy.com.

USED COOKING OIL Marathon County Solid Waste (172900 State HWY 29, Ringle) will accept used cooking oil for recycling. There are also many restaurants that will accept used cooking oil, and some mechanic shops may accept used cooking oil as well, if they do biodiesel fuel. If you need to dispose of the cooking oil in your trash, consider adding kitty litter or some other type of oil absorbent prior to tossing it in your refuse cart.

SMALL KITCHEN APPLIANCESWith single-stream recycling, where plastics and metals are placed within the same cart, some people have asked if they can recycle their small kitchen appliances in their recycling cart. The answer is NO. The reason for this is when the recyclables are delivered to the MRF (Materials Recovery Facility), all materials are separated by sorters (human, mechanical, and electronic). The sorters would have to physically take these appliances apart in order to separate them, which is not practical or feasible. For this reason, small kitchen appliances should get disposed of in your trash cart.

PLASTIC BAGSPlastic bags should NOT be placed in your recycling cart. Not only do they get loose and blow around in the community, but they also get tangled up in the equipment used to manage recyclables. Please consider recycling your plastic bags by taking them to Weston Pick ’n Save, Target, or Trig’s, as they have recycling bins at the front of their stores specifically for collecting plastic bags. Or, consider donating them to places like Goodwill, the Humane Society, or child daycare facilities.

LEAD-ACID BATTERIES & USED MOTOR OILIf you have lead acid batteries (such as a car battery) or used motor oil to be disposed of, you can call Advanced Disposal Services and they will arrange to pick up those items from you curbside. In addition, O’Reilly Auto Parts accepts used motor oil and filters, along with other general automotive fluids (such as transmission and steering fluids).

SCRAP METALIf you have scrap metal items to dispose of, Yaeger Auto Salvage (8205 Camp Phillips Rd.) will accept scrap metal year-round. Please refer to the Yaeger Auto Salvage insert on page 14 for more information, or call them at 715-359-3606.

SHARPS DISPOSALMarathon County Solid Waste (172900 State HWY 29, Ringle) will accept used sharps, provided they are placed within a commercial sharps

container (which can be found at most pharmacies) or placed in a heavy plastic detergent or bleach bottle with a screw-on cap. Do NOT use milk jugs or other thin plastic containers! You can also find a list of registered sharps collection locations by visiting the following Wisconsin DNR website: www.dnr.wi.gov/topic/waste/documents/faclists/sharpscollection.pdf.

OUTDATED/UNWANTED PRESCRIPTION MEDICATIONEverest Metro Police Department (5303 Mesker St.) has a secure drop box in their lobby, where you can drop off your unwanted/outdated prescription medication—no questions asked. Leave the medication in its packaging; simply drop the packaged medication into the drop box. Please note that needles and chemotherapy drugs are NOT accepted in this drop box.

KEEPING PAPER & CARDBOARD OUT OF THE TRASH!During our 2018 Summer and Fall Waste Audit Events, it was found that residents are continuing to place paper and cardboard materials in their refuse (instead of recycling) carts. We certainly understand that people may be concerned about privacy issues, and perhaps that’s why these are ending up in the refuse carts. If privacy is a concern, please consider:

• Shredding your paper—Please place the shreds in a paper (NOT plastic) bag; do not dump loose shredded paper into your recycling cart. You can tape or staple the bag of shreds closed and either deliver your bag to Advanced Disposal Services (recycling collection area) or place the taped/stapled bag in your recycling cart. If you have a friend with a farm, shredded paper makes for great animal bedding!

• Reducing the amount of junk mail you receive—There are several websites you can visit to opt out of receiving junk mail. Simply search “How to Stop Junk Mail” online and to find many sites to choose from.

Please know that the employees at the recycling sorting facilities (known as Materials Recovery Facilities, or MRFs) are moving through the materials at a high rate of speed and don’t have time to read your junk mail.

Finally, do not bundle your paper or cardboard with any kind of ties or straps, as they will get tangled in the equipment used to manage recyclables. Everyone has trash containers that get set out; but what about recycling containers? How do you make it obvious to your guests which container is which? Marathon County Solid Waste Department offers Clear Stream Recycling Containers — FREE for event hosts to borrow!

Along with the container (as pictured), you’ll be provided with clear bags to use at your event. All you have to do is call Marathon County Solid Waste at 877-270-2989 in advance of your event to reserve your containers and bags. Simply pick up the containers and drop them back off when finished. It’s THAT easy. So be sure to recycle at your next event!

Annual Recycling Contest(November 4–8)

In celebration of the annual November 15 America Recycles Day holiday, the Village will again be teaming up with partners Marathon County Solid Waste Department and Advanced Disposal Services to hold a weeklong recycling contest. During that week, random inspections of residents’ refuse and recycling carts will be conducted. Those whose carts pass inspections will have their names entered into a drawing to win some big prizes.

This contest is being held as part of a recycling educational campaign. We want to remind everyone that it’s important to RECYCLE RIGHT.

IS YOUR CART IN DISREPAIR?If either your refuse cart or recycling cart is damaged (cracked, missing its lid, missing wheels, etc.), all you need to do is contact Advanced Disposal Services at 715-359-6637 and let them know your cart is in disrepair. Depending on the type of damage, they will either repair or replace your cart — FREE!

WHERE DO MY RECYCABLES GO ONCE COLLECTED?When your recycling cart is emptied into Advanced Disposal’s recycling truck, materials are first taken to Advanced Disposal’s transfer station at 5508 Fuller Street. Their transfer station is divided into two sections: one is for trash and one is for recycling. The recycling truck will back into the recycling section, where it dumps the load of recyclables onto the floor. Other equipment then loads the recyclables into a semitruck, which then hauls the recycling to the Portage County Materials Recovery Facility (MRF).

When the semi arrives to the MRF, the materials are dumped onto their tipping floor and then taken to the sorting line, where the materials are rapidly hand- and machine-sorted. Once sorted, materials are baled and shipped to recyclable buyers. ADOPT-A-STREET, ADOPT-A-PARK PROGRAMWe all do our best to keep our neighborhoods clean. However, sometimes heavily traveled areas could use a little extra help. If you and a willing group of family, friends, or co-workers are looking for a volunteer opportunity, consider participating in the Village’s Adopt-A-Street, Adopt-A Park program. If interested, contact the Village office at 715-359-6114 for more information. Those participating in our Adopt-A-Street, Adopt-A-Park program will be recognized by street signage and via social media.

HOW IS WESTON DOING IN TERMS OF RECYCLING TONNAGES?Each year, the Village reports to the Wisconsin Department of Natural Resources (DNR) tonnages of recyclables that are curbside-collected by the Village’s contracted hauler, Advanced Disposal Services, as well as tonnage collected at their Recycle Center. As you can see from the table, the Village has been increasing the amount of materials being recycled nearly every year!

GENERAL REFUSE/RECYCLING GUIDELINESIMPORTANT REMINDERS

• To be guaranteed pickup of your refuse and recycling, you must have your carts placed out at the edge of your property by 6:00 a.m. the morning of your refuse and recycling collection day. The Village’s contracted collector shall not be responsible for emptying carts not placed at the curbside in time.

• Refuse and recycling carts are to be removed from the right-of-way (curbside/boulevard area) within 12 hours of collection time.

• To prevent carts from being an obstruction to snowplows, carts are prohibited from being placed within the roadway. The Village will NOT be responsible for carts that are damaged due to being struck by Village snowplows.

• Heavily soiled materials should not be recycled, but slight contamination is allowed. For example, slightly soiled cardboard and/or paper can still be recycled; however, if the material is heavily soiled/greased, it should be placed in your refuse cart or torn up and placed in a compost bin. Another example: A little sour cream can be left around the rim of a plastic container, but a finished jar of peanut butter, unrinsed, should NOT be placed in your recycling cart.

• Keep trash in the trash, and be sure to recycle appropriate materials.

SOLID WASTE ORDINANCEWeston’s Chapter 66, Solid Waste Ordinance, was recently revised. We encourage all Weston residents to familiarize themselves with this document by visiting www.westonwi.gov/RefuseRecycling-Guidelines; by emailing Valerie Parker at [email protected]; by picking up a paper copy at the Weston Municipal Center (5500 Schofield Ave.), or by calling the Village office (715-359-6114) to request that a paper copy be mailed to you.
