Subj: Commander's Quarterly Combat Readiness Report (Report Symbol MC 3l00~4) foOr the Second Quarter, Fiscal Year 1970 (U)

will be compensated for by the relocation of the 3d MarDi v C-) (Rein) and 1st MAW elements, replacing 9th MAB, and activation of 5th MEB and I MEF. Upon completion of Phase II, the preponderance of uncommitted combat units will be located in WestPac vice EastPac.

3. (S) The self-evaluations of JilMFPac commands are contain­ed in enclosures (1) through (13). Comments on additional items are as follows:

a. RVN Commands. The operational capability of the 1st MarDiv/lst MAW Team should be improved by consolidation of assets upon completion of Phae:e II redeployments. All battalions of the 26th Marines and attached 5th MarDiv units will be ashore reinforcing the 1st MarDiv. Consolidation of 1st MAW units at facilities south of Hai Van Pass will enhance the total helicopter-lift capability available for the remaining Marine Corps grouncl forces. Concentration of logistical support requirements will provide for com.pensatory reduction of demands on the FOrCE! Logistic Command, thereby ensuring continuation of effective combat service support for III MAF forces. The principal reduction of capabilities during the Second Quarter is the non-availability of' SLF units for in-country operations.

b. WestPac less RVN Commandf~. The Phase I redeployments and completion of initial training prescribed by this head­quarters during the First Quarte)' FY-70, will enable 9th MAB to aehieve a combat ready MEB capability for the Second Quarter with some exceptions. Printipal problem areas are .s~ssociated with rehabilitation of equipment assigned to combat support and eombat service support units. Rehabilitation of' the units redeployed from RVN within WestPac during Pha~e II Gan be ex­pected to extend over a longer period than the Phase I units rehabilitation due to shortages C)f supplies, equipme!nt and facilities. Acceleration of Mar:Lne Corps emphasis on resol­ving personnel and logisti.cal deficiencies of these units is essential as 9th MAB is charged by this headquarter::; with the preparation and training of two BLT's for commitment to the SLF's, on order, subsequent to 1 November 1969. During the remainder of the quarter, major efforts will shift to

rehabili tation and training of the redeployed Phase II ele­ments of the 3d MarDiv (-) (Rein) and the 1st MAW, establish­ment of 1st MAW (Rear), and up-da.ting of contingency planning. During this period, the 3d MarDiv (~) (Rein), ~ith the resid­ual 9th MAB continuity, will be capable of deploying combat ready forces in execution of present CTF 79 contingency res­ponsibili ties.

c. MidPac Commands. 1st MarBde headquarters is capable of effectively accomplishing its mission of training and supporting assigned units. BLT 1/27 is combat ready and capable of immediate air movement in the event of a limited contingency requirement. Many of the deficiencies in supply and equipment will be resolved during the Second Quarter by inputs from assets of the 5th MarDiv (-) (Rein). Achieve­ment of marginal combat readinesEi for MAG-24 by the end of the next quarter remains dependent upon resolution of defi-

d. EastPac Commands. Activation of 5th MEB attendant to deactivation of 5th MarDiv (-) (Hein) and Headquarters V MEF will reduce EastPac ground units to a MEB thereby derogating

PART I. Evaluation of the Command

Certain basic factors adversely affect the combat readiness s1iatus of the 5th Marine Division. No appreciable impro'lTement in this status i!l anticipated during 2nd Quarter Fiscal Year 1970.

As predicted in the last report., the "Personnel Readiness" of the 5th Marine Di.vision has deteriorated to a curr'snt C-J rating. This s1:,atus exists for a variety of reasons, including:

(1) A 42 per cent turnover in officer personnel during the fourth quarter, FY 69.

(2) A 63 per cent turnover in enlisted personnel during the :rourth quarter, FY 69.

(3) Significant shortages in both officer and enlisted MOS's.

(4) A 22 per cent shortage in overall enlisted strength at the end of the fourth quarter, FY 69.

(5) Continuation of hip;h persl')nnel turnover, MOS shortages and enlisted personnel shortages during the firBt quarter, FY 70.

There is no indication that a IIIget well· period will be reachl~d during t.he second quarter. To the contrary, a continuation of the pattell"n estab­l~shed earlier in the calendar year is expected.

In the area of "Supplies and Equipment on Hand," the Division is in ex­~ellent condition. However, there sti11 remains deficiencies for such items as the AN/FRC 77 Radio; the M15l Tlruck; M123 Tractor; and the M19:~ Dolly Con­verter.

The Division is currently C-2 :In "Equi.pment Readiness". It 1:5 not cp1ticipated that the deadline rate will imp:rove appreciably on sUI:h items ~s the M422 and M35 Trucks, the Ontos M50Al, the M4843 Tank, and '~he TD-15 Tractor to allow for upgrading in the forseeable future. Overall, "Equip­ment Readiness" with the above exceptions, is adequate for the Db,ision to fulfill contingency plans as required.

'nle "Training Readiness ll statu::! ot the 5th l1arine Division is adversely affected by significant MOS shortages and high turnover rate in boJth officer and enlisted ranks. Nevertheless, minimum requirements for large unit exer~1ses and contingency forces arl~ being fulfilled. Sixty-six (66) per cent of authorized crews required for :lJl&jor items of equipmen'~ are fully trained. An., improvement in train:lng read1.ness during the 2nd Qu'!l.rter Fiscal Year 1970 will be directly lI'elated to an improvement in pe:rsonne1 posture.

Civil Disturbance Contingencye The '5'th Marine Division has been tasked by US CONARC'S Civil Disturbance plan (GI3.rden Plot) to provide 1;WO (2) Civil Disturbanoe Regiments in support of TF-l (First Armored Division) ~'ort Hood, Texas. The Task Organization and instructions to meot this requirE/ment are provided by 5th 11a.rine Division Oplan 563. (Garden Plot) (U). Both Civil Disturbance Regiments a:r:EI maintained at TID stl:'ength and are fully trained (CD-l) e The deolining personnel posture and "the high turnovElr rate within the Division has req'uired the training of l?ersonnel in other Division units to aot 8J3 replaoements in order to ma.in'~ain the two (2) Civil Disturbance Regiments at T/O strength. 5. Sec:uritY for Presidential San Clemente Installation!. The ;?roximity of the Presidential residence to Mru~ine Corps Base, Camp Pendleton, requires planning for possible commitment of Marine Corps forces as seou~i~ in support of the United States Secret Servioe (USSS) at that instll11ation. 5th Marine Division Oplan 2-69 provides the Task Organization and inetruc:tions for neoessary suppo:l't in conjunction with that sup:port provided by Marine Corps Base, Camp Pendl<aton Oplan 101-69. Forces to be provided from this command range from anini tial commitment of one ( 1) Military Police Platoon and/or one (1) Infantr,y Comp~ within stx~ (60) minutes to a commltment of one (1) Infantry Battalion plus Regimental Comm~nd Group within six (6) hours.

1. In accordance with references (a) and (b) the following report is herewith submitted:

PART I

The 1st Marine Atl"craf't Wing continued to fly in SUIJport of units of I Corps during the past months. During July 1969, a c('ncerted effort w'.as made to decrease the number of daily fbted loll ng BortiGs by 20 per cent. This effort affected both fighter arld att'lck aircraft. Th1,s Cpmmand anticipates continuing air support to un.:1 ;,'3 throughout I Corps dot the desired 1.0 sortie rate for fixed vlng ain'·'art. Certain limitations do exist and these problan areas have b~en the subject at oPerational readiness report !I (MARES and FOR-STAT). A synopsis of the ~~~jor areas of concern follows:

• a. Personnel: The First Marine, Aircra.ft Wing's personnel p<?st.ure ilanains at 01" "V'ery near manning levelJ however, certain shortages in cri.tical skills still remain. Shortages of certain ground officer M~ 's require use of Naval Aviators to fill some ground officer billets.

1. In compliance with reference (a) the following report is sllbnitted:

PART I

In the event of a general or limited war requiring commitmf!mt of the 3d Marine Aircraft Wing, a Wing minus; consisting of a headquartelt's group, one tactical fixed wing group, one ·t.actical helicopter group, an a:Lr control group and a support group minus; is capable of deploying in a combat ready status. This capability can only be achieved by extensive dre:wooodown on training as­sets, therefore this level commitment is not supportable on a l:JUstained basis. With a lesser degree of draw-d~m on tr.aining assets a combat lready composite air group can be deployed, supported and sustained.

The overall abill ty of the :3d Marin,a Aircraft Wing to sustu.in full ... scale combat operations for an indefinite period of time is lindted by instability and shortages of fully qualified personnel, and shc)rtages of supplies and equipment. The efforts of this Command are primaJl"ily directed toward training WestPac replacement personnel. This conunand will be capable of performing its assigned mission during the forthcoming quarter with the exceptions noted in Part II.

PART II

Company D (-), Fifth Military Police Battalion is not capable of per­forming its assigned Fleet Marine Force Mission as it is only authoriz­ed one officer and twenty-five enlisted and has only a limited Table of Equipment provided and authorized by the Conunanding Officer of the Fifth Hilitary Police Battalion.

Ninth Communication Battalion (-) is operating minus a Communication Support Company and seven Radio :Relay Teams of Radio Relay and Con­struction Company 'Which were attached to the Communication Support Company when it was deployed to 'WESTPAC. Because of this, the commu­nication facilities and the MEF Headquarters echelonment capability provided by that company are unavailable. The Radio Relay and Con­struction Company, in addition to operating minus the personnel and equipment attached to the Communication Support Company is ineffective due to personnel deficiencies in technical and operator MOS's. The deficiencies in technical MOS's are the most critical with an on board atrength of 30% of manning level l\[}ich would prohibit sustain­ed operations.

Company D (Rein), Thirteenth Engineer Battalion is currently manned at 71% of authorized manning level. These personnel deficiencies prevent the unit from being fully combat ready.

The Fifth Field Artillery Group has suffered a 12% decrease in personnel during First Quarter Fiscal Year 70 which OOEl placed it in a C-·2 per­sonnel readiness category. These personnel losses were primari.ly in

, the Fifth Eight Inch Howitzer Battery (E,P) and the Seventh 155rrrn Gun Battery which resulted in a C-2 personnel readiness category for both

~ units. In addition, the high deadline rate of the M-53 155mm guns , (presently four are on deadline) adversE:ly a.ffects equipment readiness.

, ,If this deadline rate continues the unit will be incapable of perform­• ing i t:3 mission.

The Fifth Dental Company (-) remains inc:a.pable of performing i-\:'s as­signed combat service support mission as a result of the personnel limitations imposed by OPNAV 100.0/2 and the enlisted distribution plan portion of BUPERS report 10.80.
