Jesus Christ, who

divine forgiveness

obliges us to do so.

Christ gave

his Apostles

and their successors

in the priesthood

the power

to forgive as well as

to retain sins,

implying that

the faithful

had to tell their sins

so that

the priest

could judge

whether

they should be

absolved.
