With this letter, we officially confirm that art of musically and poetically improvised contest Aitys is inscribed under registration number .N23, section of Oral traditions and expressions, including language as a vehicle of the ICH on the National Intangible Cultural Heritage Register of Kazakhstan adopted by the Decree of the Ministry of Culture and Information (Ministty of Culture and Sports) of the Republic ofKazakhstan .N2SO dated 1 March 2013.

The register shall be maintained and regularly updated evety 2-3 years by the Ministry of Culture and Spm1s of the Republic of Kazakhstan with wide pm1icipation of the ICH communities, practitioners and bearers related, members of Kazakhstan National Committee on the Safeguarding of ICH, concerned academicians, experts and NGOs.

Regarding the approval of the National Intangible Cultural Heritage List of the Republic of Kazakhstan

In accordance with article 12 paragraph 1 of the Convention on Safeguarding the Intangible Cultural Heritage approved on 17 October 2003 in Paris, hereby order:

1. To approve the annexed National List of the Intangible Cultural Heritage of the Republic of Kazakhstan (from now on - the List).

"' For the Committee on Culture: 1) for the aim of introducing the List to UNESCO first forward it to

Kazakhstan National Commission for UNESCO and ISESCO; 2) to conduct work on further updating and management of the List.

3. To authorize Vice-minister A.Buribayev in charge of controlling proper implementation of the Decree.

4. The foll owing Decree enters into force from the day it has been officially signed.

6. Description of the clement Aitys - is a singing contest of Kazakh Akyns, improvised poetic dispute and one of the traditional forms of oral folk poetry. Poetic scramble, rapid duel of \Yords is held in front of the audience during big family gatherings, holidays, wrestling performances that raise its public importance. Akyns start the poetic contest without prior preparation improvising alternately. competing in a resourcefulness of wits. blaze of thoughts and ability to compose verses extempore. Inspired improvisation is performed to the accompaniment of traditional music instruments Dombyra, Kobyz and individual melodies of Akyns accompanied by expressive gestures. In this regard Aitys harmoniously synthesizes a number of arts - instrumental music. singing (vocal), poetry, recitative genre, creation of a melody (Saryn). oratory improvisation.

theatre and visual arts, mumcry, articulation, gesticulation, modulation of music tones and posing. Performance of Aitys applies deep knowledge of symbolization, myths, poetic language and abstraction. Inherent resourcefulness, art of wit and imagery thinking arc qualities required for the performers of Aitys. :\itys is one of the most ancient forms of Kazakh fo lklore that has reached our days without modifications and remains to be very popular among Kazakhstani people. Aitys is regarded as one of the most difficult forms of performing at1s. Besides the poetic gift performers require musical abilities, quick and sharp mind. The pinnacle of Aitys genre is a versification debate between Akyns that improvise on various complex topics accompanied with sparkling humor and philosophical findings. Aitys is a progressive form of traditional culture grown from the depths of folk wisdom. Variations of Aitys include:

Zlwr-Zhar Ailys- performed as a wedding song; Badik- making a positive spell; Kayim Ailys- performed between man and woman; Ailys in the form of riddles; Contest on performance of music pieces, Kuys and epics; A ilys of the orators- Sheshen and hiys; Takpaklas.

7. Modes of transmission Informal traditional method "Ustaz-Shakirt"/ "Master-apprentice" includes transmission of knowledge and skills related to Aitys from master to student in a number of years in traditional. mostly rural environment - home based studios. Formal mode of transmission includes educational programs on Aitys in the curricula of music colleges. conservatories and universities of the Republic of Kazakhstan.
