The U.S.A. is popularly con­sidered to h3ve acquired muchmerit in respect of her M3rshallPlan. The U.S.A. firstly isglutted with the world's gold.She had not to rebuild ::my of hercities, or to rehouse a bombed­out and begg3red civilian w::rk­ing-class in addirion to thousandsof discharged combatants. Sheno longer talks of her wealth interms of millions or millionairesbut of billions and billionaires.

Nevertheless, and notwithstand­ing all her financial, industrialand commercial greatness theU.S.A. is not entirely self-suffi­cient; not sufficient unto herself,alone. She needs outlets for tbedisposal outside of her own terri­t.ory of minions and millionsworth of her products and com·modities.

She bas to find outside markersor else to artificially maintainprices by means of subsidies orgovernment purch3ses of millionsworth of home products which,in the final result as we have onlyrecently seen, had to be destroyed.

It is axiomatic with any trader,that provided be h3s the goods tosell, his doing business dependsupon, his first of all, finding thecustomers. In times of extremedepression the trader may, evenfind it advisable, if not actl13llyunavoidable to nurse his custom­ers over their temporary difficul·ties.'·

The Hire Purch3se or Instal­ment Pbn is also one way ofartificially creating or stimUlatinga market. It is, however, a form ofinflation-actual1y of money lend­ing-liable to sudden and seriou5collapse. It i5 highly favouredin America, imparts a general airof prosperity, and induces therank and file of wage-earners tospend their money and so returnit to the producers, distributor5and banken.

America is inexorably pledgedto "private -enterprise." In tbename of private enterprise im­mensely we3lrhy and influentialcombines, corporations and cartelshave been created. In America,

the "almighty dollar" is mightyindeed. The power of the purseis as nearly all·powerful and all·compelling as human power canhe. Irs tentacles have heenknown to reach and ramify inquarters and for purposes regard­ing both of which the term dis­creditable is, perhaps, the mildestdescription.

As above intimated, mass-pro­ducing America must sooner orlater find markets, and for thatmatter sources of supplies ofcertain essential raw materials,abroad. Huge areas such as Indiaand China, that up to compara­tively recently were regarded asTom Tiddler's Grounds are suc­ceeding quite ably in runningtheir own countries according ~o

their own plans and independent­ly of Western interference. Speak­ing generally, their plan to de­velop their natural resources, in­dustries and peoples' standard ofwell-being, in the interests andfor the - benefit of their ownpeoples. Bitter experience hasmade them intensely suspiciousof and averse from anythingsavouring of Western penttra,ion.

India believes in Democracyand has progressed to a degreealmost unparalleled in the historyof nations. India's line of states­manship has not quite recentlyaltogether pleased the U.S.A.It has expressed an independenceand a preference for Principlesover Expediency somewhat OUl oftune with American ideas ofpolicy.

India has had one taste of aWestern strangle-hold. It tookher long years of bitter struggleand cost her thousands of pre­cious lives-one especially pre-.cious-to release herself from it,and though her adversity was,as always happens, not withoutits uns. She has learned to bevery wary regarding certain kindsoc. "gifts" and the creation offo~eign vested interests.

Anything and everything Rus­sian, and everybody even preparedto allow Russia and any olhercountries sharing similar ideo-

logies, to live their lives accord­ing to their notions of Commun­ism, would seem to have becomeas completely anathema to Ameri­ca's "big shots" as are the Britishand Indians to South Africa'sNationalists.

Something very like a wave ofhysteria has obviously been work­ed up against the Republic ofChina on the strength of reporlS(Since largely negatived by theBritish War Office) that Chinawas virtually making war al!ainstU.N.O. troops in support ofNorth Korea. The logical in­ference is that General MacArthur's request that he shouldbe allowed to bomb Chinesetroops in Manchuria should begranted.

In substance, this would meanneither more nor less than U.N.O.-or the U.S.A.-taking up thecudgelson behalf of Chiang KaiShek against the Chinese Repub­lic. That, however, is but theimmediate consequence. Theprobable sequel h~rdly bears con­templating. True, industries ofevery kind would be producingat top pressur~, while the goingWa!' good. The cogs in the in­dustrial machine would onee againlack nothing io the way of lubri­cant or maintenance, as long asthey were allowed to run. Manu­facturers of armaments of everykind, of planes, of motor vehicles,of sea craft, would reap a thirdharvest and Big Finance wouldweave yet another web for evenmore generations to come aroundthe millions of "suckers" to wh:>mtheir ways are ever dark andmysterious.

U.N.O. POLITICAL COMMITTEE'SRESOLUTION

ON TREATMENT OF INDIANS IN S.A,THE special Political Committee of the U.N.O. adopted on

Monday, November 20, a resolution that Soulh Africa, theIndian Republic and Pakistan should hold a Jound-tablc COD­ference before April 10, 1951, to settle their dispute about thetreatmenr of Indians in South Africa. Soulh Africa, Australia,Belgium, Greece, Luxemberg and Holland vOled against theresolution.

The resolution included the provision that the Group AreasAct should not be implemented pending the conclusion of theround table negoliations.

The resolution was originally submitted by Brazil, Bolivia,Denmark, Norway and Sweden.

It included a recommendation that the round table confer­ence be held "on the b:lSis of the agenda agreed on at C:tpetownin February this year and bearing in mind tbe provisions of theCb:lrler of the Uniled Nations and the universal declaration ofhuman rights."

A Cuban amendment to the preamble of the resolutionstating that "a policy of racial segregation (apartheid) is neces­sarily based on doctrines of racial discrimination" was approvedby 20 vote to three with 32 abstentions. Australia, Greece andSoulh Africa voted against.

The Committee voted by 27 to 12, with 17 abstentions, infavour of an amendment by Iraq that in the event of the partiesfailing to reach agreement at the round table: conference, a com­mittee of three members should be appointed to assist them.

]t was recommended that of the three members, one shouldbe nominated by the Union Covemment and the other two bytbe Indian Republic and Pakistan, or in debull of the latterreaching agreement, by the Secretary-General of the DniledNations.

The amendment inserting the provision relating 10 theGroup Areas Act was approved earlier in the debate by 24 votesto 14, with 18 abstentiona.

Those voting against it were South Africa. the UnitedStates, Britain, Turkey, Sweden, Norway, the Netherlands,Luxemberg, Greece, France, Bra:il, Belgium, Australia and theArgentine.

When the paragraph was voted on as part of the resolution,Turkey and the United States abstained.

The amendment was put forward by Uruguay, Ecuador,Mexico and the Philippines.

An amendment by Ecuador asking fa] the inclusion of theSouth Afican Indian issue in the agenda of the next regularsession of the General Assembly was approved by 31 votes ~othree with 22 abstentions. South Africa, New Zealand andAustralia voted against it. Britain and the United States abstained.

India withdrew her resolution calling on the Government ofSouth Africa speedily to bring its treatment of people of Indianorigin in Soutb Africa into conformity with the: purposes andprinciples of the Charter of tha United Nations and Declarationof Human Rights.

The main issue was South A!rica's request for a voteon the Committee's competence to discu~s the S.A. Indianquestion. It was decided by 35 VOles to three with 17 abstenlions

The old Path:lnhad noticed that when the twosons bad left for their walk, theywere having a heated argument,and though he was a Pathan, hewas also a fatber, sO while heawaited their return his heart wasfl1led with anxiety.

After some time he saw thefigure of his younger SOD, with arifle in each hand, coming slowlydown the mountain. Seeing this,the old maD sensed had news andrunning a little way, he met hisyounger SOD :md asked excitedly."Where is your brother:'

The younger son just stoodsilently.

"Tell me son, has some enemykilled your brother?

The SOD shook his bead.':Then for beaven's sake, why

don't you tell me, where he is?"said the old man, unable to bearthe uncertainty.

You? You shot him? Youtook the life of my son?" criedthe old man snatching a rifle fromhis son. He looked with intensedislike at the boy :md said,"Where is he?"

The old man did not reply.Days became months and

months became years. The oldnun was weak with age, and hehad his son married with greatrejoicing. But when Ihe son'swife did not give btrth to anychildren, the old man becamedisappointed and angry. Healways prayed to God that a sonbe born to his son's wife.
