1 HSE (Health, Safety and Environment)
Status
Table Safety Bulletin:
- Site access control and material as well as personnel flow had been set up.
- The general contract has submitted the method statement including safety plan.
Action
- Tebodin safety regulation and Jianli Safety Regulation need to be set up.
- Special construction plan including safety plan shall be submitted for approval.
- Work permit system has been set up.
- Scaffolding inspection or green/red plate system had been set up with Jianli and Tebodin Team.
Concerns
- 2nd
channel to living area will be functioned until Dec 4, 2014, before which, it will be challenge of mixture
of personnel flow to living and construction area.
2 Permitting
Status:
- Building assessment – obtained and submitted to 3rd
design Review Company.
- The design review approval technical part will be issued to us asap.
- Main Plant Construction Planning Permit is now in an un-achievable status due to Suncoo reason. As
result, construction permit will also not be able to achieve in time.
- Has re-arranged the construction permitting application plan and strategy according to the actual
situation.
- Power Connection Application has been finished collection of License of contractor and LDI. The
application by Sunccoo with be start from Dec 1- 14, 2014. Power connection will be on Dec 15, 2014.
Action
- Planning Bureau Application – need to continue link closely with the support of Sanshui Industrial Park.
- Fire Permit - GC shall have earlier check with the Leping Fire Bureau and start to prepare fire fighting
submission.

- Planned to get a Letter from Sanshui Construction Bureau to define this project is renovation
project. In other word, no construction permit is needed.
Concern
- The overall permitting flowchart and matrix shall be updated as a base for future action.
- It shall get the Park support and understanding that the permitting situation.
3 Engineering
Status:
- Design construction support is being performed by LDI with coordination of Tebodin supervisor and
support of discipline engineers
Actions:
- To review and validate material and equipment specification for complying with design and code as well
as Valeo requirement. Especially, it shall be the first priorities to review and approve the specification for
long lead items.
Concerns:
- Final design review approval by 3rd part design reviewer is being delayed due to structure part.
4 Procurement
Status:
- Being in finalizing of contract with the packages confirmed.
- Being in process of payment control.
Actions:
- To push and finalize contracting for Jianli package.
- To make down payment to Jianli.
- To arrange progress payment to GC and flooring for the works achieved.
5 Schedule
Status
A crashing schedule was carried out as below. We target to finish main plant area T&C by Jan 30,
2014 that is before Chinese New Year or ahead of Mar 17, 2015 40 days.
- Power Supply:
Schedule of power supplying proposed by Suncco is targeting Nov 15, 2014:
o Civil and Structure work in Power Station will be finished by Nov 30, 2014;
o Equipment Installation, Dec 1- 7, 2014.
o Final Acceptance and power connection, Dec 1- 14, 2014.
o Achieve Power connection on Dec 15, 2014.

- Epoxy floor
o To finish layers of water proof, base and medium at grid 1 – 3 cross grid E – L, and hand over
to furnace installation team by Nov 4, 2014;
o To finish as much as possible area in main plant and achieve final coating finished in main plant
by Feb 8, 2014.
- Equipment – by Valeo
o Start to site preparation and install furnace on Nov 4, 2014.
o To finish installation and testing by Dec 8, 2014.
CG Schedule (rough master timeline):
Civil and Structure
o N2 foundation, finished on Nov 23, 2014 that allows N2 installation happened on Nov 30, 2014;
o Steel structure enhancement, has been finished on Nov 20, 2014.
o All Internal and external area structures will finish by Dec 15, 2014.
Process Pipeline
o Installation will be during Nov 11, 2014 – Dec 10, 2014;
External Underground Works
o Septets Tank, pipelines, out-door unites foundation will be during Dec 5 – Dec 20, 2014.
HVAC
o All air duct installation will finish by Dec 10, 2014.
o AHU in-door and out-door unites installation will finish by Jan 8, 2015
Fire Fighting
o Pipeline installation will be finished Dec 30, 2014.
o Equipment installation will be finished by Jan 8, 2014.
Electic Work
o Pipeline of lighting will finish by Dec 1, 2014.
o Cable tray will finish by Dec 5, 2014
o Switch box in LV Room to furnace will finish by Dec 10, 2014.
T&C
o Single unites testing by Jan 15, 2015
o Integration systems T&C by Jan 30, 2015.
Office Area
o Installation works will be during Jan Dec 21 – Jan 20, 2014.(details will be breakdown upon
office area structure finishing)
6 Construction
Status:
o Site temporary office had been built up and basic furniture had been equipped.
o Accommodation area is separated from construction site.
o Site internal area is divided into 5 area, which are area 1fro office area , 4 area are for None –
office area.
o 2 site Workshops for HVAC and Fighting are defined in grid 17 – 21 which is store area where
there’s no HVAC on top.

o Steel structure enhancement had been all finished that allows furnace installation happened
from Dec 4 , 2014 and will be finished Dec 8, 2014.
o Except for guard house 2 and HV room, all internal and external foundations had been finished.
o Construction is performed in parallel with groups of C&S, HVAC, Electric, Fire Fighting as well
as process pipeline.
o Construction Paths including:
To target furnace start testing on Dec 15, 2014.
To target all structure on Dec 15, 2014.
To target all MEP work single system testing by earlier Jan 2015.
To target all T&C by End of Jan 2015.
To target all epoxy flooring finished and handover by Chinese New Year.
To limit office renovation (area 5) in a separated area with access in south gate and to
finish by Mar 17, 2014.
Actions
o To push GC provide enough work resource to achieve the crashing plan.
o To push GC submit material sourcing plan for execution especially for long lead items.
o To push GC make 2nd
channel functioned.
o To focus construction on all utilities connection to furnace by Dec 15, 2014 including power
connection, gas connection, N2 connection as well drainages.
o To push GC Start to plan weak current and interior renovation preparation works in middle of
Dec 2014.
Concerns:
o Valeo has occupy big area of storing good on site. This would most possible lowing down the
overall construction efficiency.
o Furnace installation is suggested to be protected by Vale team from damaging and dusting.
7 Quality
Status:
o Jianli quality supervision work has been performed with construction moving forward.
o Jianli Quality procedure has been implemented. Quality inspection record shall be carried out and well filed with hardcopies.
o Tebodin QA/QC is being implemented. Forms and formats are been used following the process described in Construction Execution Plan. Refer to Attachment 1.
o Joint visits by Valeo, Tebodin and GC to AHU production bases/plants of QInghua Tongfang，
ShenLing, and Dunan were made on Nov 16 and Nov 19, 2014. GC seems interested in using Dunan’s production, however, the PM team of both Valeo and Tebodin requested GC’s potential suppliers Shenling and Dunan to submit warranty and Maintenance Plan with their technical proposal, which also must meet the design specification.
o Material and Equipment Inspection process is being implemented with both Jianli and Tebodin. See Attachment 2 Material and Equipment Inspection Matrix.

Actions:
o Tebodin in-house quality audit will be applied to this project.
o Tebodin and LDI discipline engineers will be continuing supporting for quality and technical control.
o FM validation shall finalize design and move to site for construction control.
8 Risks and Mitigations
Risk 1
o Current permitting plan seems to be changed for construction permit approach. The would be a
risk that is current construction without permit.
Mitigation 1
o We shall notice to the park of this permit approach and get support from the park.
o We shall have backup permitting method option that this project is an interior fitting out that
there is no mandatory requirement of construction permit.
o Instead of construction permit, we shall start asap for fire permit in a parallel way.
o
Risk 2
o Schedule risk is most possible happened in later stage due to long lead item purchasing and
overall project schedule control onsite.
Mitigation 2
o Tebodin/Valeo team will strongly push for the most critical things:
o Purchase long lead equipment: AHU unites, switch boxes, fire diesel pumps, FM validated
sprinklers etc.
o GC shall follow up resource plan continuously.
