    Letters to Editor:

    Since the fires the Community Recovery Committees (CRCs) working on behalf of communities, and doing the best theycan with the knowledge they have or have been given, identified a number of additional community projects including build-ings, path ways and recreation facilities.It would have been really useful if the Community and the CRCs had been told these new facilities will have running andmaintenance costs which would be added to councils budget. While these facilities are great to have Ratepayers shouldhave been told they will be required to pay for the ongoing costs before agreeing to them. With this in mind they may haveagreed to co-locate as many of these facilities as possible. Council and the Victorian Bushfire reconstruction and RecoveryAuthority should have ensured due diligence checks before signing off on these projects on the communities behalf.We are grateful the State Government has subsidized the rate income for the next 3 years and provided additional fundingto assist reinstatement of services and buildings from the fires. Even with this assistance the Council Plan says council hasa shortfall of $7m for all this work, so where will this money come from? Around 1200 homes were destroyed in MurrindindiShire which has meant councils Rate income has gone down some 2 million dollars a year. What will happen when the

    State Government subsidy is over and/if all those homes are not replaced? Will our Rates increase be even more becausecouncil does not have the income to cover the ongoing running costs and bushfire reinstatement costs, the additional CRCprojects and any other unknown financial burden?

    While we may not be able to answer everything we can ask what could/should be done. Here are my thoughts.In the long term - the Australian Local Governments Association must continue to lobby the Federal and State Governmentfor a more equitable return of Taxes to Councils so a more equitable rating system can be applied .In the short term - do what should have started last year, an assessment of what services are a must for the community andwhat could be cut back or removed. Internal council running costs should also be assessed.As I recommended to council last year, council should go out to the community and have this short term discussion. Whilecouncil may not have all the answers there are people in the community who may have ideas and suggestions that could bevery worth while. This would also show a partnership approach between council and the community both working togetherto provide solutions. Community knowledge and experience is all too often underestimated to the detriment of council and

    community.While the Council Plan does outline some ideas and ways forward the Rate impact on the community for the short and longterm must be realized. Good planning is essential for our sustainability and growth and by working together council and thecommunity can plan a way to a more equitable financial future.Lyn Gunter

    Council Rate time is a concern for those making the deci-sion as well as those receiving the Rates Notice.Many residents have Rate increase above Councils 6%increase as this year is a new valuation (revaluation) year.Rates are applied to the value of your property so if yourproperty value has risen you then add the 6% rate increase

    to whatever % the value has gone up or in some casesdown.Before objecting, please make check what the market valueis within your area and compare it with the Capital ImprovedValue (CIV) of your property on your rate notice. If thevalue is higher than what is on the rate notice if you objectand the council value then comes in higher you will paymore in Rates.The biggest issue most people have commented on is theybelieve they do not receive the services for the amount ofrates they are paying.In reading the Council Plan, Rate increase for MurrindindiShire residents for the years 2011/12 and 2012/13 are pro-posed to be 6% with 2013/14 proposed at 8%.The Council Plan outlines future work and projects as wellas services along with the councils financial position. Whatis interesting is of the 22 Small Rural Shires (SRS) Murrind-indi sits with 10 other shires who are above the average rateincome for SRSs and they are listed as 4 th highest on thedebt list with total debt/rate revenue being 3rd highest at42.34%. Councils long term goal is to achieve an opera-tional surplus without the inclusion of Capital income whichis commendable but who will pay so they can reach thissurplus, most likely the Ratepayer.Pre bushfires, council was working on a number of projectswhich could help bring business and tourism to the area.

    lakes and endless mud.There was excitement.There was happiness.There was great humoureverywhere. And a singleray of light dared to cast aperfect rainbow over ourlast Hoof Over Hillsweekend.

    Flowerdale Primary SchoolWhere Every Day Is Open Day

    School Camps were the theme of October, after Hoof Over Hills fever died down a little.

    Our Prep/1 Class visited Kids Town for a day packed with fun and excitement, followed by asleepover camp at school. Face Art was a great hit, as our models (left) so beautifully

    demonstrate.

    Our 2/3/4 Class, using the new Community Bus, explored the highlights of Melbourne on theirovernight City Camp.

    Sadly, the 5/6 Class had to go to Tasmania for five days and nights to keep an eye on Mr D whohas a passion for overnight ferries, chairlifts and school camp catering. The class had to kidnapMarty Varano and force him to drive the bus around Tassie. They also roped in Annie, andRachela student teacher looking for adventure. The class took Mr D on a grand tour ofCentral, South and North West Tassie, stopping at the town of ROSS, visiting places as diverseas the National Motor Museum, the Cadbury Factory, Port Arthur, Bonorong Wildlife Reserve,Cataract Gorge, Tasmazia and the beachwith the odd game of mini golf and bowling thrown into keep Mr D from getting bored.

    This month has been a treat with our biggest excursion ever to Werribee Zoo. 26 children, 4 adults, 1 bus and a van weenjoyed the safari bus tour where we saw the hippos out in the sun, rhinos, zebras, African wild dogs, deers, impalas and

    lots more.After the safari we went to the Werribee Mansion gardens for lunchwhere the children had a ball playing footy, climbing trees and runningaround.We all went back to the zoo for the trail walks. The leopards were amaz-ing and we all could have sat there all day watching them parade aroundtheir enclosure and coming up to the glass, its the closet way the childrenwill ever be near cheetahs.The children werefrom all sorts of areasthis time, Flowerdale,Yea, Watsonia, Kan-garoo Ground andMernda. Some ofthese children wereliving in the area be-

    fore the fires so they were all welcomed.On the way home we stopped off at McDonalds for ice creams.Thankyou to Vicki and Julie for your help on the day.

    Due to wild weather and family commitments unfortunately some fort-night activities were cancelled. Now the 12x12 building is gone from theRecreation Reserve these activities will be held at our home until the hallis available for use again. We had a successful session on 23rd October. 10 children, BBQ and games, all children enjoyedthe fun.

    FLOWERDALE CFA

    Flowerdale brigade needs you! You probably know that the brigade responds to fires, road acci-dents and other emergencies like trees across roads. But brigade members contribute in all sortsways to support the community.At Flowerdales own Hoof Over Hills, brigade members drove the community bus so peoplecould party hard and not drive home. Then on Sunday 17 October, brigade members directed

    traffic at the road crossings. It was great watching those beautiful horses and their riders enjoying themselves. Thank youto Alan and Deb, and the Hoof Over Hills committee for your ongoing support of our brigade. Special thanks for donating

    the proceeds of the raffle to us.Within the brigade, there are roles where you dont need to put on a shiny yellow helmet. Our auxiliary members do acracking job of fundraising and our leaders organise the Junior Brigade for kids younger than 16. We look forward to afundraising visit from the Ulysses Motorcycle Club in November, when riders Growing Old Disgracefully will stop at Flow-erdale for breakfast.Can you put yourself in the picture of being involved in the brigade in any of these roles? Please phone us or visit us at theFire Station at the training and meeting times (below).Turnouts and training. On Sunday 5 September, Flowerdale brigade turned out to an accident on the YeaWhittleseaRoad south of Kinross Farm. Very early that morning, a car rounded a bend and crashed into a tree that had been blownacross the road in a storm. Nobody was injured. Please drive carefully on our roads when the weather gets nastytreeshave a habit of landing where they shouldnt.On Sunday 24 October, Flowerdale and other brigades did some combined training. We brushed up on pump priming,closed-circuit relay and the burnover drill. We took our new tanker off-road for first time up a mountain.Our tanker drove quite well, said Glen, our Captain. The ground was difficult, and some tankers got bogged. But theviews from the top of the hill were fantastic.

    Burning off. Warm weather has finally arrived after a cold, wet winter. Council restrictions for burning off are now in force,which means:You cannot light windrows and large pilesSmall fires, less than 1 m in diameter are OK. All wood must be less than 7 cm (3 inches) in diameter. Fires can only be litafter 3 pm and put out by 11 pm.

    Training is now on the 1st and 3rd Sundays of the month and our regular meeting stays on the first Tuesday at 7.30 pm.Here are the dates:TrainingSunday 7 and 21 November, 9 am.

    PLAYGROUP NEWSFlowerdale playgroup had a rather wet but fun time in Term 3. We wel-comed the lovely Helen Killen from Rhythm and Beatmost weeks as the children are progressing into fine little musicians.....We celebrated Charlotte's 3rd birthday with yummy butterfly cakes andchocolate teddy bears. And we also attempted baking muffins of ourown unique creations. The last day of term was celebrated with a picniclunch.

    We welcome all old and new families to Term 4. Term 4 will be an excitingterm as we celebrate and embrace the fragrances and blossoms of beautifulSpring. We have lots of fun things planned this term, especially leading up

    to Christmas.

    It would be really great for children that haven't yet experienced the Rhythmand Beat music program (especially designed for pre-school children), tocome along as they will definitely gain from it, and have fun.

    Playgroup is now held at Spring Valley Rec Reserve while the hall is being re-vamped

    Wow, as I write today I'm excited by the news of a delivery of dirt to the New Early Learning Centre. Thiswill begin the outdoor play area for the centre. Its been a long time since discussions began about the NewEarly Learning Centre and now we are in the home stretch. The 4 year old children and their families wholeave the program this year began kinder two days before Feb 7th 2009. For them a move into the new buildingwould be incredibly warming. All the children have enjoyed their temporary kinder but also are looking forwardto the move into the children's services hub building with their teachers Raelene and Chrissie.

    Once again it has been a great start to the term withthe visit form the Big Apple promoting healthy eating ,kinder photos and music and dance. Children areenjoying spending more time outside with the warmerweather, playing together in the sand pit under thewarmth of the sun and watering their floral garden.Everyone is excitedly watching the progress of theELC and awaiting the finish of the new building andplay area including bike track and swing set.

    Flowerdale Kinder is taking enrolments for both 3

    and 4 year children.

    Flowerdale Junior Tennis Club Winners

    TWO aspiring Flowerdale Junior Tennis players enjoyed success in the Kilmore Classis competition on 4 th October).

    Craig Cornelissen and Jess Wendel enjoyed a convincing win of eight games to two their final mixed under 14 doubleslast Saturday against Ryan James of Whittlesea and Gemma Smith of Kilmore.

    Craig and Jess are both members of Flowerdale Tennis Club and Assumption College students.

    Craig performed the role of ball boy at the Australian Open in 2010 and has been selected again for the 2011 Open nextJanuary. His twin brother, Jack, has also been selected for the 2011 Australian Open.

    Jess also plays for Yea Tennis Club.

    Mayors CommentPeter Beales

    Looking at the strategic direction of LocalGovernment was a key aspect of the MunicipalAssociation of Victorias (MAV) State Council held inMelbourne on Friday.

    I attended with Council Chief Executive OfficerMargaret Abbey and it again highlighted some of thechallenges faced by Local Government in deliveringincreased services to communities while being fullyconscious of financial limitations.

    The State Council is the body consisting of all therepresentatives of councils which are financialmembers of the MAV.

    More than 200 local government councillors, chiefexecutive officers and senior managers attended theconference and there was plenty of robust discussionand debate on local and global challenges facingVictorian councils.

    There was also a strong message that the FederalGovernment needs to consult directly with local

    government on the Murray Darling Basin Plan.

    The State Election was also discussed and the needfor all sides of politics to give greater consideration tothe services provided by Councils.

    Councillors received an update on the Goulburn RiverHigh Country Rail Trail last Wednesday.

    Council officers are continuing to work on cost savingmeasures so that we can progress the trail throughMurrindindi Shire.

    There is a strong push from business andlandholders to see this project come to fruition in ourshire, and it does have the council backing, but wealso need to ensure that we can meet fundingcommitments that do not place a burden onratepayers or directly affected landholders.

    We are committed to the project and we have madesome good ground in looking at costs. We believe wecan make savings in terms of culvert maintenance,bridge alignments and materials used.

    As soon as we can finalise funding arrangements areport will be presented to the Council forconsideration.

    21st October

    Murrindindi Shire Council has entered its firerestriction period (25 October) and it is imperativethat people obey guidelines.

    While we have been lucky to have had some greatwinter and spring rain, it has made it difficult forsome property owners to burn off in preparation forthe upcoming fire season. Burning off is encouragedprior to the Country Fire Authority announcing thedeclared CFA Declared Fire Danger Period.

    Our Municipal Fire Prevention Officer (MFPO)

    Andrew Daly can assist landholders with questionsabout the municipal fire restriction period. By callingMr Daly landholders can make arrangements tohave him come to their property to inspect windrowsand if they are in a condition to burn. A permit can beissued on the spot.

    Council is also assisting the clean up process byproviding a free hard and green waste disposalservice at its Resource Recovery Centres (TransferStations). This service is being supported throughthe Bushfire Recovery Fund. I would encourage

    people to take advantage of this offer that willcontinue through until 24 December.

    With Council providing a free waste disposal service,we hope that people will take full advantage andmake sure that their properties are fire ready.

    There are a number of items that will not beaccepted at our Resource Recovery Centres atAlexandra, Kinglake West, Marysville, Eildon andYea, but generally we are happy to assist residentsas they prepare for summer.

    Councils website www.murrindindi.vic.gov.audoeshave guidelines as to what can and cannot bedisposed at the recovery centres and I would alsoask residents to make sure they separate their greenand hard waste materials.

    People have already taken full advantage of the freeservice. So far for the month of October we havereceived approximately

    245 cubic metres of green waste300 cubic metres of hard waste (includingmattresses, furniture, scrap metal, timberand household electrical appliances).

    FREE skills workshops proving popular

    Workshops that assist volunteer groups and organisations in carrying out the day to day tasks inmanaging, promoting and supporting their groups will be rolled out across Murrindindi Shire in the comingmonths.

    The free Skills Development Workshops are proving extremely popular following a pilot program thatassisted groups in preparing grant applications.

    Murrindindi Shire Councils Corporate Services portfolio spokesman Cr Kevin Bellingham said the latestround of workshops would help with event promotion, managing risk and supporting volunteers.

    I would encourage our many volunteer organisations to attend all three workshops as they will provide a

    range of valuable information, Cr Bellingham said.

    The free workshops are available to all community groups, large and small, For Profit and Not-For-Profitgroups, sporting and non-sporting all are welcome.

    Council supports new Places of Last Resort

    Murrindindi Shire Council has named a further five sites to be designated as Neighborhood Safer Places - Places of LastResort.

    Those recommended are:

    Thornton Recreation Reserve, ThorntonLeckie Park, AlexandraRailway Park, YeaYarck Recreation Reserve, YarckFlowerdale Hall, Flowerdale

    Mayor Peter Beales said Council officers had been working with the CFA , respective land managers and some privateland owners to ensure the nominated areas satisfy the CFA criteria to be designated as Neighbourhood Safer Places(NSPs).

    We are confident that we can reach formal agreement with key stakeholders and the five new locations will join the alreadydesignated Eildon Recreation Reserve as Neighbourhood Safer Places, Cr Beales said.

    Council officers are continuing to work with the Country Fire Authority to determine potential NSPs across the shire. Whilewe are confident that the latest round of NSPs will gain formal agreement by the start of this CFA declared fire season, ourquest to find further appropriate places continues.

    Cr Beales urged people to be fire prepared this season.

    "The message is clear - people still need to be fire ready, and have their own bushfire safety plans prepared, Cr Bealessaid.

    NSPs are not community fire refuges or emergency relief centres . NSPs are places of last resort during the passage of abushfire, and are intended to be used by people whose primary bushfire plans have failed they do not guarantee thesurvival of those who assemble there.

    Municipal Fire Restriction Period

    The municipal fire restriction period commenced on Monday 25 October 2010 and will continue until the Country

    Fire Authority announces the declared CFA Declared Fire Danger Period.

    During this restriction period, permits to burn are required in rural areas to burn-off any tree, stump, log or vegetation inexcess of 75mm (3 inches) in diameter. No burning off is permitted in residential areas unless a permit is obtained orburning off is conducted during an amnesty period.

    Permits are not required for the burning of stubble grass, bracken or vegetation under 75mm (3 inches).For any fire lit under these provisions, the following conditions apply;

    1. an adult person must be in attendance whilst the fire is alight,2. such fires are lit between the hours of 3pm and 11pm on any day until the commencement of the CFA fire

    restrictions. All fires must be extinguished by 11pm of the same day the fire is lit,3. adequate means are at all times available for extinguishing the fire,4. the person who lights the fire, or allows a fire to remain alight, must extinguish the fire upon being directed to

    do so by an authorised officer, member of the Police Force, or authorised Forest Officers of the DSE.Due to the recent inclement weather, persons still wishing to burn windrows of trees during this restrictionperiod MUST first contact Council so that an assessment of the windrow can be carried out and whereapplicable permits issued. A fine of $2,000 may be imposed if persons fail to comply.

    Residents who have burnt off windrows prior to this period or with a permit during the restriction period, arereminded that any remaining un-burnt fire material or ash is to be dispersed to ensure that any remainingburning material is completely extinguished.

    This restriction period is not to be confused with the councils local laws regarding No burning off in residential areas. Afine of $2,000 may be imposed for any fire lit in a residential area.

    Understanding 2010/2011 rates notices

    Rate notices are currently being delivered across Murrindindi Shire and Council officers are available to assist people in

    understanding their notices.

    Mayor Peter Beales said the majority of notices contained a number of charges including garbage collection and amunicipal charge.

    "Council has supported a six per cent increase in the general rate. As this is a revaluation year on properties that will notnecessarily reflect a six per cent increase on last year," Cr Beales said.

    Each notice does contains a frequently asked question guide, however staff are available to assist people go throughtheir notice.

    Rates are calculated according to the Capital Improved Value (CIV) of your property. This is the value of the land plusbuildings and any other improvements, so as people continue to improve their properties, and new properties are built

    following the February 2009 bushfires, there could be some abnormal increases.

    "While Council is responsible for managing the valuation process the market sets property values. I encourage peoplewho believe their property does not reflect their valuation to contact the Rates Office who can assist ratepayers inunderstanding their values. If ratepayers are then unhappy with their valuation there is a statutory process whereby theycan object to their valuation.

    "I can also assure residents that a revaluation does not result in a rates windfall for Council. We set the rate value andthat is generated through a price set on the dollar value of a property. In this case our rate in the dollar is .002904.

    "The majority of rates notices will also include a garbage charge which includes a $34 rise for EPA levies, and a municipalcharge."

    Cr Beales said Council would try and assist people who had diff iculty in paying.

    "I would encourage people that may be facing financial difficulties to contact Council. We can explore options so thatpeople can meet their rate payment commitments.

    "We have been mindful of the rates impact on our community, but w do need to ensure that we manage our finances sothat people do not face a greater burden into the future."

    Zap those lunch-box blues away!

    As the school year draws to a close lunch-box fatigue can start to sneak in both for those of us that prepare thedaily offering and the little darlings who have the final say on where that foods ends up!

    To help you make it through the final term here are some suggestions that might just get more food into little tummiesthan at the bottom of a school bag or worst case the bin!

    Fruit best choices include fresh or tinned fruit. Dried fruit is sticky and high in sugar, so have it occasionally.Best left out of the lunch box are dried fruit bars and straps, which are very high in sugar, low in fibre andstick to childrens teeth causing tooth decay.

    Vegetables try vegetable sticks with dip or a small container with mixed vegetables such as cherry tomatoes,carrot sticks, capsicum and cucumber. Chips and packets of crisps are best left for parties and special occa-

    sions.Milk, yoghurt and custard include a small drink of milk (freeze overnight) wrapped in a cloth in the lunch box.

    Fruit yoghurts should be kept cool in an insulated lunch box. Best left out of the lunch box are dairy dessertsand flavoured milks, which are high in sugar.

    Dips, cheese and biscuits pre-packaged or your own homemade versions of cheese and crackers are fine.Children enjoy mini packaged cheeses. Avoid sweet dips such as chocolate spreads. Oven-baked savourybiscuits are just as high in salt and fat as chips and are best avoided.

    Different breads add interest include a variety of bread, especially if children begin to lose interest in sand-wiches. Try bread rolls, pita bread, flat bread, bagels, fruit loaf or buns, foccacias, scones, pikelets, muffins,crumpets, crispbreads, rice cakes or corn thins.

    Vary the fillings fillings can include vegemite or other yeast extract, peanut butter, cheese (try different types),

    tuna, egg, sliced cold meats, baked beans, grated carrot and lettuce, chopped roast meat with pickles or chut-ney, and avocado. Dips like caviar (taramosalata), eggplant, chickpea (hommus), cucumber, yoghurt (tzatziki)or spinach also make good spreads. Avoid chocolate spreads, jams and honey, and fatty meats like salamiand strasbourg.

    Muffins and cakes try making your own muffins and cakes as a great way to include more fruit and vegetables.Examples include sultana, carrot, zucchini, banana or pumpkin. Donuts and creamy cakes are best offered atbirthdays and special occasions instead of in lunch boxes.
