PREPERATION OF BIDS

ITB 10.1 Language of the bid is: English

ITB 11.1 (h) The Bidder shall submit with its bid the following additional documents:

ITB 13.1 Alternative bid is not acceptable.

ITB 13.2 Alternative times for completion will not be permitted.

ITB 13.4 No Alternative technical solutions shall be permitted for any part of theWorks.

ITB 14.5 The prices quoted by the bidder for Phase I shall be firm over a contractperiod of EIGHTEENmonths from the effective date of Phase I Contract.

The prices quoted by the bidder for Phase II shall be firm over a contractperiod of TWENTY FOUR months from the effective date of Phase IContract, provided Phase II contract is signed as stipulated in IFB.

ITB 15.1 The currency(ies) of the bid shall be as follows: Ethiopian Birr andmaximum two nos of convertible currencies.

ITB 18.1 The bid validity period shall be One Hundred Twenty (120) days.

ITB 19.1 A bid security shall be required and the amount and currency of the bidsecurity shall be US $ 20,000 in the form of Bank Guarantee either

through or counter guaranteed by Commercial Bank of Ethiopia.ITB 19.2 (d) Other types of acceptable securities: None

ITB 20.1 In addition to the original of the bid, the number of copies to be completedand returned shall be FOUR copies plus ONE electronic copy on a 3.5DS HD diskette(s) or a Data Compact Disk (CD) in Microsoft Word formatfor text and Microsoft Excel format for quantitative information.

In case of any discrepancies between the submissions, the original bidshall be considered to be correct.

ITB 20.2 The written confirmation of authorization to sign on behalf of the Bidder

shall consist of a power of attorney issued by the Board of Directors of thecompany / governing body of the organization permitting the specifiedperson as duly authorized to sign on behalf of the Bidder with Companys /Organization seal affixed on the Letter.

D. SUBMISSION AND OPENING OF THE BIDS

ITB 22.1 The number of copies of the Bid to be completed and returned shall beONE originalplus FOUR copies plus ONE electronic copyon a DataCompact Disk (CD) in Microsoft Word format for text and Microsoft Excelformat for quantitative information.

In case of any discrepancies between the submissions, the original bidshall be considered to be correct.

EVALUATION AND COMPARISON OF BIDS

ITB 32.1 The currency(ies) of the Bid shall be converted into a single currency asfollows:

The Rate of Exchange of various International Currencies 28 days prior tothe date of opening the bid, as published by the Commercial Bank ofEthiopia will be considered for the purposes of Evaluation andComparison of Bids.

The currency that shall be used for bid evaluation and comparisonpurposes to convert all bid prices expressed in various currencies into asingle currency is Ethiopian Birr.

ITB 34.4 The price will be arrived on the basis of lowest rate quoted by the bidder inany part of same item including the discounts offered.
