WELCOME ADDRESS BY COMMISSIONER INDUSTRIES

& SECRETARY, CSR

Shri Kunji Lal Meena, Commissioner, Industries & Secretary CSR,

Government of Rajasthan welcomed Guest of Honour Smt. Rajashree

Birla, Chairperson Aditya birla Group, Special Guest: Mr. Naveen Jain,

IAS, Mission Director, NHM.& Secretary, Government Medical, Health &

Family Welfare Department, Government of Rajasthan, Special Guest

Dr. Yashmin Ali Haque Country Head- UNICEF, Special Guest Ms.

Meenakshi Batra, CEO, Charities Aid Foundation (CAF) India and Mr.

Sharad Goenka, Chief Strategy & Policy Officer, Cairn Gas & Oil, Vedanta

Plc. on the Dias, Representatives from the industry, NGOs, service

providers in CSR domain and media partners to that 2nd Rajasthan CSR

summit. Further, he thanked all the partners of the summit to support

this event, in association with Department of Industries, Government of

Rajasthan. He said that India has a long tradition of paternalistic

philanthropy. The concept of helping the poor and disadvantaged was

cited in several ancient literatures.

In the pre-industrialized period philanthropy, religion and charity were

the key drivers of CSR. The term CSR itself came into common use in

the early 1970s. The last decade of the twentieth century witnessed a

shift in focus from charity and traditional philanthropy toward more

direct engagement of business in mainstream development and concern

for disadvantaged groups in the society. During the last few decades,

India, and particularly Rajasthan, has made good economic and

industrial progress across several sectors. At present, we live in an age

of exceptional prosperity, but also appalling inequality around the world.

The relationship between economic growth, human well-being, and the

achievement of a sustainable future has a long and complex intellectual

history. Despite the remarkable growth, we are still struggling to deal

with the problem of inclusive growth, social inequalities, poverty,

income disparity, etc. Today, Industrialization is confined to few states

and cities, and a bulk of rural areas unaffected by industrialization.

There is a huge disparity between our rural and urban India, which

is fortifying the predicaments of our emerging nation. We have rural

India which is steeped in illiteracy, poverty, and hunger; while on the

urban side, we have a literate, rich, glitzy, corporate society.

To move from a developing Nation to a developed Nation an

overall growth of the Society is critical. For a balanced and inclusive

economic growth, it is essential for an economy to focus on the base of

the pyramid; this focus makes it imperative for India as a country, and

hence all of its constituting states to develop a robust “Ecosystem” for

economic and industrial development.

Therefore, now is the time to balance the act between “socially-

linked-inclusive-economic and industrial growth,” to reduce the disparity

between the two categories of our society and thereby contributing to

the development of the Nation.

In the last decade, CSR has rapidly evolved in India with some

companies focusing on strategic CSR initiatives to contribute toward

nation building. Gradually, the companies in India started focusing on

need-based initiatives aligned with the national priorities such as public

health, education, livelihoods, water conservation and natural resource

management.

Similarly, along with Industrial growth, the Government of Rajasthan

attaches due importance to the welfare activities that will be conducted

for the well-being of its people. In this regard, a need has been felt for

optional utilization of the CSR fund and initiatives, through facilitating

both the Public and Private Sector Companies in relation to carrying out

their CSR activities.

Several welfare activities and projects were undertaken by various

Companies across India and in the State of Rajasthan to address the

socio-economic agenda of the Government.

Commissioner, Industries & Secretary, CSR introduce a scheme

Scholarship Schemes for young underprivileged and talented

aspirants for higher education in the field of Engineering/ Medicine or to

facilitate higher education in IITs/Medical Colleges to deserving students

could be chalked out to ensure selection of only the needy candidates.

This would ensure higher education opportunities to underprivileged and

talented students. And request to corporates to adopt the deserving

students for upliftment of their carrier.

Office of Commissioner industries acquired data of Top Students from

Government schools in stream of Maths and Science from Secondary

Education board of Rajasthan, and identify the deserving students from

that list.

Talking of scarcity of water in the State and Mukhya Mantri Jal

Swawlamban Abhiyan (MJSA), the ambitious campaign launched by

Hon’ble Chief Minister, Commissioner, Industries and Secretary, CSR

enjoined upon all the representatives attending the meeting to liberally

spend in III Phase of MJSA, and send the details of work done so far

& proposed to be done under this campaign to this office.

The State Government has been actively working to create a conducive

environment for private players and implementers (such as NGOs, etc.)

through various initiatives like Mukhya Mantri Jal Swavlamban Abhiyan,

skill development initiatives, etc.

With an appropriate infusion of knowledge, skill, and technology,

facilitated through strong and promising partnerships amongst

government, private players, civil society and other stakeholder, we will

be able to achieve full potential of our economic growth in sustainable

manner.

India and also shares their thoughts on emerging CSR opportunities in

Rajasthan, valuable inputs and innovative ideas in the field of CSR. The

Session did emphasize on the great potential of CSR in the field of

education, Healthcare, Skill, Women empowerment that can bring forth

various innovative and highly efficient models in the way we conceive

the aspects of literacy, education and skill. The solutions on how

maximum efficacy could be achieved through a holistic ecosystems

approach,

innovations and dynamism were brainstormed by the speakers and

participants. They elaborated the fact that money has not been a

challenge but the main bottleneck is to find the right collaboration.

further added that we need to realize the fact that organizations cannot

solve all the problems of the society. There is a need to build the internal

capability to solve the problems. they focussed on the problem of

vertical project and lack of interconnectedness. natural owner will have

to pick up the sustainability of the project. There is an emergent need

to create and validate models through data measurement and

assessment. He further focussed on the important issue of cynicism

which is there in the minds of corporate and civil society organizations.

The need is to realize

that they are not

competing with

governments but are

partners in building

up of integrated,

scalable, systemic

change of descriptive

innovations.
