Addressing Climate Change impacton responsible governance of tenure

“Although the linkages between climate change and land tenure are complex and indirect, the effects of climate change and variability are felt through changes in natural ecosystems, land capability and land use systems. Increasingly, these changes will place diminishing supplies of land under greater pressure, for both productive use and human settlement. As a result land issues and policies should be key considerations for adaptation planning, so as to strengthen land tenure and management arrangements in at risk environments, and secure supplies and access arrangements for land for resettlement and changing livelihood demands. Given the increases in mobility, migration and land competition that are likely to result from climate change, and the fact that the poor will be disproportionately affected, there is a general need to strengthen the governance arrangements over land based natural resources on which the poor and vulnerable depend. This means not only paying attention to lands issues in climate change mitigation planning but ensuring that land tenure and land use management have central places in sustained efforts to improve the governance frameworks for both rural and urban development. “

The state of food security and climate change

• After a prolonged decline, in 2016 the number of chronically undernourished people in the world increased to 815 million, up from 777 million in 2015.

• Exacerbated by climate-related shocks, conflicts seriously affect food security and are a cause of much of the recent increase in food insecurity.

FAO Strategy on Climate Change

Climate change is a top corporate priority for FAO. Through this newly-endorsed (2017) Strategy on Climate Change, FAO aims to enhance the institutional and technical capacities of Member States, improve the integration of food security, agriculture, forestry and fisheries within the international climate agenda and strengthen the internal coordination and delivery of FAO’s work.

Three outcomes frame FAO’s Climate Change Strategy and Plan of Action: Enhanced capacities of Member Nations on climate change through

FAO leadership as a provider of technical knowledge and expertise. Improved integration of food security, agriculture, forestry and

fisheries within the international agenda on climate change through reinforced FAO engagement.

Strengthened coordination and delivery of FAO work on climate change.

• Koronivia joint work on agriculture (4/CP.23): The first decision on agriculture since COP17 in Durban (2011).

• The decision requests the 2 subsidiary bodies (SBI - implementation and SBSTA - scientific and technological advice) to work together on addressing issues related to agriculture over the next 3 years.

Koronivia: topics

Parties and observers submit, by 31 March 2018, their views on elements to be included in the work starting with but not limited to the following:

(a) Modalities for implementation of the outcomes of the five in-session workshops on issues related to agriculture and other future topics that

may arise from this work;

(b) Methods and approaches for assessing adaptation, adaptation co-benefits and resilience;

(c) Improved soil carbon, soil health and soil fertility under grassland and cropland as well as integrated systems, including water management;

(d) Improved nutrient use and manure management towards sustainable and resilient agricultural systems;

(e) Improved livestock management systems;

(f) Socioeconomic and food security dimensions of climate change in the agricultural sector.

Koronivia: support from the FAO and submissions

FAO hosted a dialogue for agriculture negotiators in Rome in March 2018, to help lay the ground for the SB 48 negotiations.

FAO also made its submission of views on the six topics of the KJWA in March 2018, highlighting support available and recommendations for the way forward.

Parties, observers, and non-admitted entities made submissions under the KJWA. FAO’s TNCC commissioned a summary analysis of all submissions made, which was presented in draft and

reviewed during SB 48. The final summary is forthcoming.

UNFCCC upcoming COP 24: Presidency Priorities

Seven thematic areas: land use, oceans, water, industry, energy, transport, and human settlements.

Sustainable Development Goals (SDGs):

SDG 12 – Responsible Production and Consumption.

SDG 8 & 9 – Decent Work and Economic Growth and Industry, Innovation and Infrastructure.

Presidency’s focus areas for 2018: forests and soils innovation, and transition from brown to green industry.

Adapting to climate change:integrating agriculture and food security concerns into National Adaptation Plans (NAP)

FAO supports countries on the integration of agriculture and food security concerns into National Adaptation Plans (NAP)/ adaptation planning and budgeting processes. In particular, CBC:

• Supports countries in NAPs negotiation during UNFCCC sessions;• supports countries in the UNFCCC work streams and with Expert Groups including

on regional trainings and outreach and knowledge sharing;• supports overall 29 developing countries across Africa, Asia, Latin America at the

national and sub-national level to integrate agriculture and food security in NAPs as instrument to for implementing Nationally Determined Contributions (NDCs);

• drafted voluntary NAP guidelines on integrating agriculture, forestry and fisheries

and genetic diversity into National Adaptation Plans (NAPs);• supports countries to access NAP GCF readiness funds and to draft GCF full project

concepts including adaptation planning and budgeting aspects.

Mitigation of climate change:addressing GHGs emissions in agriculture

Mitigation work includes developing the knowledge base and sharing information on greenhouse gas emissions and mitigation options in agriculture and land use;

• Developing and maintaining the global database of national greenhouse gas emissions from agriculture and other land use, integrated into FAOSTAT

• Improving country capacity to respond to the Enhanced Transparency Framework of the Paris Agreement and to the UNFCCC reporting requirements;

• Supports the development of Nationally Appropriate Mitigation Actions (NAMAs);

• Supports countries in the preparation and implementation of Nationally Determined Contributions (NDCs);

• Supports national GHG inventories, BURs and formulating NAMAs in partnership with REDD+ in FAO’s Forestry Department;

Integrating both under Nationally Determined Contributions (NDCs)

(Intended) Nationally Determined Contributions ((i)NDCs) are the national policy framework countries will use to communicate their climate commitments and report on progress to the international community (UNFCCC, Paris Agreement)

CBC’s Global/normative work• Global and regional analysis of (I)NDC commitments in the agriculture sectors • Identification of priorities for international support• Partnerships to enhance NDC implementation support for the agriculture sectors,

in particular in the NDC Partnership

Planned country support• Preparation and updating of NDCs• Analysis agriculture commitments and align implementation with existing policy

frameworks and investment plans• Technical capacity development for NDC implementation• Leveraging finance to implement NDC commitments• Reporting in line with commitments under the Paris Agreement

Climate change and governance&tenure

Impact of climate change and governance of land tenure, fisheries and forests is a two way street:

• Climate change impact on governance: with climate change fish are migrating north, how does this impact the governance of fisheries? With climate change, people are migrating in search of natural resources (water, land to cultivate), how does this impact the governance of these resources?

• Impact of governance on climate change: how does the governance of land tenure and forests impact (in a positive and negative way) climate change and deforestation? Is there a difference between different tenure systems (individual versus communal)

Climate change action and planning such as NDCs, NAPs and other elements should take into account land governance and tenure issues to address possible challenges as early as possible;And vice versa land governance and tenure should clearly evaluate the CC impacts and address climate change in order to ensure integration and long-term development frameworks.
