The efforts made by Adif to enhance R+D and
Innovation, science and technology has attracted 400
million Euros in investment to Spanish railways from
technological funds, culminating in the creation of
a Railway Technology Centre (Centro de Tecnologías
Ferroviarias CTF) and related facilities for testing and
experimentation, a future railway ring in Bobadilla,
Malaga, and its strategic integration into the
International Excellence TECH Campus in Andalusia.
Malaga and Andalusia have thus become a new site for
railway innovation worldwide within the framework
of State strategy for innovation E2I, by way of Adif’s
collaboration process with the Spanish Ministry of Public
Works, the Treasury and the Ministry for Science and
Innovation, along with the Autonomous Government of
Andalusia and the Universities of Seville and Malaga.
This complex process, which began in 2008, had
a landmark month in October 2010 when the
president&CEO of Adif, Mr. Antonio González Marín,
signed several collaborative agreements with the Offices
of the Economy, Innovation and Science within the
Autonomous Government of Andalusia, with the Idea
Agency, and lastly with the Universities of Seville and
Malaga, to develop the Andalusia TECH Project, one of
the new Campuses of Excellence within the framework of
the University Strategy Program 2015.
Apart from the success of Spanish High Speed, the
emerging vitality of Spanish railways, in order to reach
its full potential, needs to consolidate its innovative
capacity, with the aim of placing Spain at the forefront
of knowledge, encouraging a competitive business
network with the capacity to enhance the international
dimension of our science and technology system. All
of this will also prove useful terms of socioeconomic
returns on the commitment of our country to railways as
the means of transport with the most sustainable future.

The president&CEO of Adif, Mr. Antonio González Marín and Mr. Antonio Ávila Cano, the minister for the Treasury, Innovation and Science in the Autonomous Government of Andalusia, signed this agreement which implements the protocol signed on December 15th, 2009.
Adif y la Consejería de Economía, Innovación y Ciencia de la Junta de Andalucía firmaron en octubre un convenio para el Fomento del Proyecto de Creación del Centro de Tecnologías Ferroviarias y sus instalaciones asociadas de ensayo y experimentación. El presidente de Adif, Antonio González Marín, y Antonio Ávila Cano, consejero de Economía, Innovación y Ciencia de la Junta de Andalucía, suscribieron este acuerdo, que supone el desarrollo del protocolo suscrito el pasado 15 de diciembre de 2009.
El esfuerzo desplegado por Adif en apoyo de la
I+D+i, la ciencia y la tecnología ha atraído hacia el
ferrocarril español una inversión de 400 millones
de euros procedentes de fondos tecnológicos y ha
culminado con la creación del Centro de Tecnologías
Ferroviarias (CTF) y sus instalaciones asociadas de
ensayo y experimentación, el futuro anillo ferroviario
de Bobadilla, en Málaga, y su agregación estratégica al
Campus de Excelencia Internacional Andalucía Tech.
Málaga y Andalucía se convertirán así en un nuevo
territorio de innovación ferroviaria mundial en el marco
de la estrategia estatal de innovación E2i, mediante un
proceso de colaboración de Adif con los Ministerios de
Fomento; Economía y Hacienda, y Ciencia e Innovación,
además de la Junta de Andalucía y las Universidades de
Sevilla y Málaga. Este complejo proceso, que comenzó
en 2008, ha tenido en octubre de 2010 un mes clave
con la firma por el presidente de Adif, Antonio González
Marín, de diversos convenios de colaboración con la
Consejería de Economía, Innovación y Ciencia de la Junta
de Andalucía, con la Agencia Idea, y finalmente con las
Universidades de Sevilla y Málaga para el desarrollo del
proyecto Andalucía Tech, uno de los nuevos Campus
de Excelencia Internacional en el marco del programa
Estrategia Universidad 2015.
Más allá del éxito de la alta velocidad española, la
emergente vitalidad del ferrocarril español necesita,
para alcanzar su plenitud, consolidar su capacidad
de innovación con el objetivo de situar España en la
vanguardia del conocimiento, promoviendo un tejido
empresarial competitivo y con capacidad de potenciar la
dimensión internacional de nuestro sistema de ciencia
y tecnología. Todo ello servirá, además, para obtener
rendimientos socioeconómicos de la apuesta de nuestro
país por el ferrocarril como el modo de transporte de un
futuro más sostenible.

Andalusia TechAndalusia Tech is a modern and innovative project,
promoted in unison with the Universities of Seville
and Malaga and strengthened by the incorporation of
150 technological and scientific entities and agents,
such as Adif, CSIC, Andalusia International University,
12 technology centres, four technology parks, -among
them, Cartuja 93 and PTA-, mixed research centres
at a high international level and the main Spanish
multinational companies in the area of technology.
Andalusia Tech is specialized in the fields of
the production of technology, information and
communications, and biotechnology.

intensification of strategic activities in teaching, research
and transfer of knowledge in the six areas of excellence

Andalucía TechAndalucía Tech es un proyecto moderno e innovador,

agentes y entidades científicas y tecnológicas, como

Open innovation spaceAdif has been committed from the outset to innovation
and technological development, and is thus engaged
in 56 R+D+Innovation projects in collaboration with
various organizations, overall investment coming to
135 million Euros. It has also set up agreements with a
large number of university institutions and technology
companies.
This accumulated experience in railway innovation has
been the necessary basis for the creation of the Railway
Technology Centre in Malaga (CTF). This centre, conceived
as an open and innovative space, multidisciplinary and
with the stable presence of research groups and state-
of-the-art technology companies, is located in the
Andalusia Technology Park in Campanillas, 13 km from
the centre of Malaga and close to the university campus,
together with more than 500 companies from diverse
fields such as telecommunications, electronics, computer
science and advanced services. The Retse Building,
ceded by the Idea Agency, can draw upon an aid package
of 5.6 million Euros, granted by the Spanish Ministry of

and scientific infrastructures. The new facility is 3,000
square metres in size, distributed on two floors, with
premises of 150 square metres that will house technical
labour areas, training rooms, a demonstration room,
conference room, and facilities in common, such as a
canteen and parking lots.
In its first phase, CTF will have two specialised
Adif laboratories, a GSM-R laboratory for RBC-train
communications technology and data engineering
technology for ERTMS 2, plus a TIC laboratory devoted
to intelligent transport systems and to the development
of the Da Vinci system, a sophisticated railway traffic
management system.
Also to be set up in the centre are specialised
departments for training, surveillance technology, R+D
+Innovation project management and technological
transfer in order to develop the national and
international projects of Adif itself, in cooperation
with, or even destined for, third parties under contract.
On the other hand, the spread and transfer of
CTF’s own activities will be supplemented by the
coordination of different railway infrastructures
devoted to R+D and Innovation at a national level:
centres like the Railway Dynamics Laboratory, the
Testing and Validation Centre, the Energy System
Laboratory, the Institute of Applied Magnetism, the
Validation Centre for Railway Technologies, the Valladolid
Track Technology Centre, and finally, Adif’s laboratory

At the Railway Technology Centre in Malaga, we try to
accomplish two goals: to possess an advanced reference
centre for the development of R+D+Innovation projects
in the field of railways, with collaborative solutions
to increase the competitiveness of Spanish companies
within a global market, and to move Adif to the
forefront of state-of-the-art technology worldwide.
Railway technologies developed by Spanish industry will
decrease dependency on third parties, whilst placing
our industrial network in a competitive position for
new railway lines that are in the project stage or under
construction in emerging countries, taking advantage of
the experience and know-how accumulated in Spain.
Our work will be focused on backing investments in the
sector through collaborative R+D+Innovation projects,
developing overall policies of science, technology
and innovation in public and private companies,
universities and public research organizations. Adif’s
current R+D+Innovation activities will be transferred to
the centre, with over 56 projects in progress with over
125 Spanish companies, 22 technology centres and 24
universities. In addition, three lines of research have
been established.
Con el Centro de Tecnologías Ferroviarias de Málaga intentamos cumplir dos objetivos: disponer de un centro avanzado de referencia para el desarrollo de proyectos de I+D+i en el entorno ferroviario, con soluciones colaborativas que incrementen la competitividad de las empresas españolas en el mercado global, y lograr posicionar a Adif al frente de la vanguardia tecnológica mundial.Contar con tecnologías ferroviarias desarrolladas por la
industria española permitirá reducir la dependencia de
terceros, a la vez que situará nuestro tejido industrial
en una posición de competencia para las nuevas líneas
ferroviarias que se están proyectando o construyendo
en países emergentes, aprovechando la experiencia y
el know-how acumulado en España. Nuestra actividad
se centrará en respaldar la inversión del sector con
proyectos colaborativos de I+D+i, desarrollando una
política integral de ciencia, tecnología e innovación
entre empresas públicas y privadas, universidades
y organismos públicos de investigación. Al Centro se
traslada la actual actividad de I+D+i de Adif con más
de 56 proyectos en curso que se realizan con más
de 125 empresas españolas, 22 centros tecnológicos
y 24 universidades y se establecen tres líneas de
investigación.
Lines of research The first of these refers to solutions regarding
sustainability, energy saving and efficiency, a vital
field of research for railways and for the country as a
whole. One must bear in mind that Adif is one of the
top energy management companies in Spain, managing
one percent of all energy consumed. Another of these
lines refers to the improvement of railway services and
includes projects that provide solutions to the problems
of railway operation, reducing life-cycle costs and
preparing for the future.
Thirdly, and as a result of the new strategic plan to
boost rail freight transport, a line will be created
that is devoted to R+D + Innovation in rail freight
transport. The centre will also centralize technical
standards related to transferable technologies and will
become a training centre for excellence, with the aim
of strengthening the technological arm of the sector.
Moreover, it will manage all of Adif’s contracts for
technology commercialization, as well as the ensuing
collaborative research with third parties; patents and
industrial property; R+D +Innovation assistance; the
management of alliances with other public or private
entities within R+D+Innovation; project funding
management, etc.
Finally, it will coordinate the use of a testing and
experimentation ring, to be set up in Bobadilla, in

addition to other facilities, laboratories and testing
centres already held by Adif. As a leader in technology,
Adif is experienced in international markets and is
able to provide high-tech services to countries that
have shown great interest in finding out about Spain’s
extensive experience in high speed. The creation
of this centre will strengthen the position of Adif
as a European reference point for the development
and implementation of high speed and it will serve
as a meeting point for exchange of experience,
dissemination and specialized training.
Furthermore, with some companies established in
the Park, Adif has already developed a client-supplier
relationship in terms of technical and economic
cooperation concerning R+D+Innovation. Our aim is
to foster that collaboration and take advantage of the
services offered by the other companies in the Park in
order to develop projects of common interest.
Líneas de trabajoLa primera línea de investigación hace referencia a
soluciones de sostenibilidad, ahorro de energía y
eficiencia energética, un campo relevante para el
ferrocarril y para el país en su conjunto. No hay que
olvidar que Adif es una de las principales gestoras de
energía en España, con aproximadamente el 1 por
ciento de la energía consumida. Otra hace referencia
a la mejora de las prestaciones del ferrocarril e
incluye proyectos que dan solución a problemas de
la explotación ferroviaria, reduciendo los costes del
ciclo de vida y preparando el futuro. En tercer lugar, y
como consecuencia del nuevo Plan Estratégico para el
Impulso del Transporte de Mercancías por Ferrocarril, se
creará una línea de investigación dedicada a I+D+i de
mercancías. El Centro también centralizará las normas
técnicas asociadas a las tecnologías transferibles y se
convertirá en un centro de formación de excelencia,
con el fin de fortalecer el brazo tecnológico del
sector. Además, gestionará todos los contratos de
comercialización de tecnología de Adif y la derivada de
las investigaciones colaborativas con terceros; patentes
y propiedad industrial; gestión de ayudas I+D+i; gestión
de alianzas con otras entidades públicas o privadas para
I+D+i; gestión de la financiación de los proyectos, etc.
Por último, coordinará la utilización no sólo del
Anillo de Ensayos y Experimentación, a instalar en el
entorno de Bobadilla, sino del resto de instalaciones,
laboratorios y centros de ensayos de los que ya
dispone Adif, que como líder tecnológico, cuenta con
experiencia en el mercado internacional y capacidad
para proporcionar servicios de alto contenido
tecnológico a países que han mostrado su interés
en conocer la amplia experiencia española en alta
velocidad.
La creación de este Centro reforzará la posición de
Adif como referente europeo en el desarrollo y la
implantación de la alta velocidad, y servirá como lugar
de encuentro, intercambio de experiencias, difusión y
formación especializada. Además, con algunas empresas
implantadas en el Parque, Adif ya ha mantenido una
relación cliente-proveedor y de cooperación técnica y
económica en materia de I+D+i. Nuestra intención es
potenciar esa colaboración y aprovechar los servicios
que ofrecen el resto de empresas del Parque para el
desarrollo de proyectos de interés común.

Esta experiencia acumulada en innovación ferroviaria
ha sido el sustrato necesario para la creación del Centro
de Tecnologías Ferroviarias de Málaga (CTF). Este Centro,
concebido como un espacio de innovación abierta,
multidisciplinar y con presencia estable de grupos de
investigación y empresas de vanguardia tecnológica,
está ubicado en el Parque Tecnológico de Andalucía en
Campanillas, a 13 km del centro de Málaga y cerca del
campus universitario, junto a más de 500 empresas
de sectores tan variados como telecomunicaciones,
electrónica, informática y servicios avanzados.
El edificio Retse, cedido por la Agencia Idea, dispone de
una ayuda para su dotación de 5,6 millones de euros
concedidos por el Ministerio de Ciencia e Innovación
dentro del capítulo de infraestructuras científico
tecnológicas. La nueva instalación cuenta con 3.000
metros cuadrados distribuidos en dos plantas, con naves
de 150 metros cuadrados, que albergarán zonas técnicas
de trabajo, aulas de formación, sala demo, salón de
conferencias, y servicios comunes como un comedor
laboral y aparcamientos. El CTF contará, en una primera
fase, con dos laboratorios especializados de Adif, el
laboratorio GSM-R, para la tecnología de comunicaciones
RBC-Tren y el desarrollo de ingeniería de datos para ERTMS
2, y el laboratorio TIC, dedicado a sistemas inteligentes de
transporte y a la evolución del sistema Da Vinci, sistema
avanzado de gestión de tráfico ferroviario.
Además, en el Centro se establecerán departamentos
especializados de Formación, Vigilancia Tecnológica,
Gestión de proyectos de I+D+i y transferencia
tecnológica para el desarrollo de proyectos nacionales e
internacionales propios de Adif, en cooperación o incluso
destinados a terceros bajo contrato.
Por otra parte, la difusión y transferencia de las
actividades propias del CTF se complementarán con la
coordinación de las diferentes infraestructuras ferroviarias
dedicadas a I+D+i a nivel nacional; en centros como el
Laboratorio de Dinámica Ferroviaria; el Centro de Ensayos
y Validación; el Laboratorio de Sistemas de Energía; el
Instituto de Magnetismo Aplicado; el Centro de Validación

Centre of excellenceCTF, apart from being the axle on which Adif’s research
and development wheels will be rolling, is conceived as a
centre of excellence worldwide in terms of railway
innovation, thanks to the construction of the Railway
Testing and Experimentation Ring, which will be a
reference point at a European and worldwide level, a
complementary facility for CTF itself, as well as responding
to the demands of the rolling stock manufacturing sector,
providing an advanced facility to carry out homologation
and certification procedures. It will also be used as a
testing bank for railway R+D+Innovation.
Centro de ExcelenciaEl CTF, además de ser el eje sobre el que va a girar la
investigación y desarrollo de Adif, está concebido para
ser un centro de excelencia mundial en materia de
innovación ferroviaria, gracias a la construcción de un
Anillo Ferroviario de Pruebas y Experimentación que
será una referencia a nivel europeo y mundial, al mismo
tiempo que servirá de instalación complementaria al
propio CTF y que dará respuesta a la demanda del sector
de fabricación de material rodante, ofreciendo una
instalación avanzada para la realización de procesos
de homologación y certificación, y que servirá también
de banco de pruebas para el desarrollo de la I+D+i
ferroviaria.
The Bobadilla Railway RingThe creation of a Spanish facility for research and
development in the railway sector, which facilitates the
worldwide homologation and certification of products
created in Spain, is a long-standing aspiration in the
railway sector, and it is the lever for growth that will
enable our companies to win tenders and undertake
more internationalization procedures, helping to even
the technological balance and turning the knowledge
and experience Spain has acquired in recent years in the
railway field into socioeconomic gains.
The Bobadilla Railway Testing and Experimentation Ring,
as a complement to the CTF, will become the perfect bank
for the testing of and experimenting with innovations
in the traction and braking of new generation trains
as well as infrastructure elements (non-ballast tracks,
bituminised sub-ballast, polyvalent overhead contact
lines, energy return and storage systems, among others).
The facility will consist of a main ring with UIC gauge and
a length of 575 km, on which it will be possible to reach
a maximum speed of 450 km/h, plus a secondary ring
with both Iberian and UIC gauge, with a length of 20 km
and a maximum speed of 220 km/h. The facility will also
have five km of additional rail with both UIC and metric
gauge for the testing of urban transport vehicles, plus
some auxiliary facilities for vehicle maintenance.
The main ring will also have a viaduct and a tunnel to
carry out specialized testing on these singular structures.
The main activities to be carried out are experiments,
homologation and validation of innovation in railway
dynamics, traction and braking of the new generation
trains, new technologies of renewable energies and
energy efficiency, telecommunications, the development
of ERTMS and signalling systems, polyvalent overhead
contact lines and track infrastructure.
Furthermore, in line with Adif’s R+D+Innovations policy,
in the Galileo Project the decrease in acoustic and
electromagnetic impact on the railway environment will

be researched, as well as the reduction in infrastructure
maintenance costs and the latest in railway switching.
The facility, forecast to receive nearly 400 million Euros
in investment, will be equipped with the necessary
resources for it to become a first class centre, in a league
with those of Germany, Japan, and the U.S.
Nevertheless, some features will make it one of the most
complete and modern, among them, the maximum speed
that it can reach, because at present the maximum speed
reached at these kinds of facilities does not exceed 270
km/h. Thus, the Spanish Ring will be the most complete
and modern of its kind because of the integration of the
activities of certification, homologation and validation,
bringing it up to speed with latest in R+D+Innovation in
the railway field. This will enable Adif’s CTF to place itself
at the forefront of worldwide railway innovation. El Anillo Ferroviario de BobadillaLa creación de una instalación española para la
investigación y desarrollo en materia ferroviaria,
que facilite la homologación y certificación, a nivel
mundial, de los productos creados en España es una
vieja aspiración del sector ferroviario, y es la palanca
de crecimiento que permitirá a nuestras empresas
ganar competitividad y emprender más procesos de
internacionalización, mejorando la balanza tecnológica,
y transformando en beneficios socioeconómicos el
conocimiento y experiencia española adquiridos en los
últimos años en materia ferroviaria.
El Anillo Ferroviario de Pruebas y Experimentación de
Bobadilla, como complemento del CTF, se convertirá
en el perfecto banco de pruebas para el ensayo y
experimentación de innovaciones en la tracción y frenado
de nuevas generaciones de trenes y de elementos de
infraestructura (vías en placa, subbalasto bituminoso,
catenaria polivalente, sistemas de almacenamiento y
devolución de energía, entre otros).
La instalación estará compuesta de un anillo principal
en ancho UIC con una longitud de 57,5 km, sobre el
que será posible alcanzar una velocidad máxima de 450
km/h; un anillo secundario con ancho ibérico y UIC, con
una longitud 20 km, y una velocidad máxima de 220
km/h. La instalación contará, además, con cinco km de
vías adicionales, en ancho UIC y métrico, para ensayo de
vehículos de transporte urbano, además de instalaciones
auxiliares para el mantenimiento de los vehículos.
El Anillo principal dispondrá también de un viaducto y un
túnel para poder efectuar pruebas especializadas en estas
estructuras singulares. Las principales actividades que se
realizarán consistirán en la experimentación,
homologación y validación de innovaciones en dinámica
ferroviaria, tracción y frenado de nuevas generaciones
de trenes, nuevas tecnologías en energías renovables y
eficiencia energética, telecomunicaciones, desarrollo de
Ertms y sistemas de señalización, catenaria polivalente,
e infraestructura de vía. Además, de acuerdo con las
principales líneas de I+D+i de Adif, se investigará en el
ámbito del proyecto Galileo, la reducción del impacto
acústico y electromagnético en el entorno ferroviario,
la reducción de costes de mantenimiento de la
infraestructura y los desvíos de vía de última generación.
La instalación, en la que se prevé una inversión
cercana a los 400 millones de euros, será dotada con
el equipamiento necesario para convertirla en uno de
los centros de mayor orden como los que ya existen en
Alemania, Japón y Estados Unidos. Sin embargo, algunas
de sus características lo convierten en el más completo y
moderno, entre otras, la velocidad máxima que se puede
alcanzar en él, ya que la velocidad máxima de este tipo
de instalaciones actualmente no supera los 270 km/h.
En este sentido, el Anillo español será el más completo
y moderno al integrar las actividades de certificación,
homologación, validación, puesta a punto con la I+D+i
más puntera en materia ferroviaria, y que permitirá
posicionarse al Centro de Tecnologías Ferroviarias de Adif
en la vanguardia de la innovación ferroviaria mundial. Pedro Merino.

Malaga, a strategy enclave Málaga, un enclave estratégicoAdif’s decision to locate the railway technology centre in Malaga is based upon several arguments. First of all,
Malaga is an enclave of railway tradition, with a well-developed science and business network and several railway
rolling stock manufacturing firms. Furthermore, Malaga is a strategic communication junction with railway links of
conventional gauge and high speed, one of the principal airports in Spain, and the port of Malaga, with direct railway
access, a key factor for shipped railway material arriving from everywhere in the world, emerging Asia deserving
special mention here.
Another important aspect to consider is the presence of mild weather, key to testing in railway homologation and
certification, and top rank facilities available for the testing of and experimentation with traction, braking and railway
aerodynamics.
La decisión de Adif de situar el Centro de Tecnologías Ferroviarias en Málaga está sustentada en varios argumentos.
En primer lugar, Málaga es un enclave de tradición ferroviaria, que cuenta con un tejido científico y empresarial
