On March 28, 2017, the Workforce Initiative Association was awarded a $41,065 technical assistance planning grant from the Appalachian Regional Commission’s (ARC) POWER (Partnerships for

Opportunity and Workforce and Economic Revitalization) initiative for the Coal Business United Resource Network (Coal BURN) Real-Time Insights for Real-Time Actions project.

The project will implement a formal multi-state planning process to obtain a better understanding of current and future workforce opportunities (“real-time” data) in coal-impacted communities in parts of Ohio, Pennsylvania, and West Virginia. The new multi-county, multi-state consortium will draw on data and actions that currently exist while obtaining information and data on specific skills needed in the workplace, helping the workforce system to more effectively enable dislocated workers to meet the needs of local businesses. The primary goal of the Business Resource Network in Ohio will be to connect workforce development, economic development, and education in a collaborative, seamless, and customer-focused partnership structure to deliver effective and efficient business services. Through the planning process, the model will be expanded into Pennsylvania and West Virginia.

“The vision for a Business Resource Network (BRN) interstate model began over 2 years ago and the planning grant from ARC will help us formalize and create the foundation for expansion of the BRN process and model to additional workforce development boards in SE Ohio, West Virginia and Pennsylvania” said Matt Falter, Project Director for the BRN.

Safety Speakers - Dealing with Customers or Co-Workers in Distress

Every day we interact with customers or co-workers who may be in crisis. What can we do in those situations? How can we prepare? The Safety Committee had speakers in both counties talk to staff about this important topic.

Staff and partners at the Tuscarawas County OMJ held their safety event on March 1, 2017. Courtney Skaer, Community Liaison Coordinator, and Kary Skelley, Licensed Professional Counselor, from Union Hospital Behavioral Health Center shared their knowledge on how to deal with individuals in crisis.

Kary shared that mental health crises typically arise when a person loses a sense of control or their feeling of safety. This can also be related to medication side effects or substance use. Prevention and preparation is key. When a situation intensifies, it is important to remain calm – make them feel safe. Avoid confrontation/threatening/challenging situations and try to maintain the safety of others in the environment. Try to get a feel for their “triggers.” Empathize (not sympathize) often and provide frequent positive affirmation. Provide small choices and encourage questions/concerns for clarification.

In creating a safe environment for everyone, Kary suggested to establish a relationship with your local police and develop an intervention plan. As an organization, create a safety word. Limit personal information you share and maintain healthy boundaries. Keep a phone on/near you at all times and never put a client/customer between you and the door. Make yourself visible and learn calming techniques, such as deep breathing.

If a situation escalates, try to get the client/customer to remove themselves from the room of others (“I want to respect your privacy. I’d like to talk with you in one of these rooms.”) If they will not remove self, remove others from the room. Avoid physical intervention/detainment. Regulate yourself – keep yourself in check and in control. If the individual begins talking about wanting to harm self/others, police must be called.

In summary, work to make all clients/customers feel safe from day 1; prepare for crisis and know how to easily access safety resources; don’t underestimate the power of empathy; keep yourself regulated and maintain control of the situation.

Skaer and Skelly provided notable information on the Behavioral Health Center, in addition to community resource information/local agencies and crisis line numbers.

In Stark County, Tara Grubbs, PCCS, from Phoenix Rising spoke on March 9, 2017. Tara is an Independently Licensed Counselor and Supervisor at Phoenix Rising. She worked for Stark County Adult Protective Services for five years after completing her Master’s Degree. Tara has been employed with Phoenix Rising since 2008. She specializes in Trauma and has experience working with all ages.

Tara shared common indicators of someone experiencing a mental health crisis and reviewed some of the typical characteristics of those with certain personality disorders. When dealing with people in distress:

• Set strong, realistic ground rules up front• Try not to react too much• Remove them from others • Distract or derail conversation to another topic if they are getting too upset• Lower your voice as their tone escalates• Call police/Crisis Center if necessary

These real world examples and practical advice provided a great learning experience for all who attended the event.

Thursday, March 16th was an exciting day for CCMEP participants at the OhioMeansJobs Center in Tuscarawas County. Eight (8) class participants, and Penny Martin, Goodwill Program Specialist, Tim

Knappenberger, Opportunities for Ohioans with Disabilities, DJ Milburn, WIA Young Adult Specialist, and Mindi VonKaenel, Buckeye Career Center ABLE Program “let it go” in a balloon launch to release barriers that they feel have been holding them back.

Martin shared they were talking in class one day about forgetting things in the past that have held us back and how letting go helps us to forgive, heal, and be able to move forward into the next chapter of life. There may be many reasons to “let it go” – anger, resentment, lack of confidence, and more. So whether you’re trying to be a cooperative parent or a successful job seeker, letting it go is the first step in the power of positivity.

Class participants chose something they needed to let go of, wrote it on their balloon, and let it go. By letting it go, the power of positive thinking took hold. Martin states since the balloon launch that day, two participants have gotten jobs and she has seen a marked difference in their confidence level toward their goals of self-sufficiency and obtaining competitive employment.

Another balloon launch is anticipated in May as new participants enter the program.
