cable TV event, last 13-15 April 2016 at the Marriot Grand Ballroom in Pasay City. For this year, the theme was Shift, depicting the coming of a new age of technology. Chairman Eugenio “Toto” Villareal was invited on the first day of the event and was requested to deliver a brief welcome message. In his talk, Chair Toto stressed the importance of the family and the duty of parents towards their children. He reminded the audience of the responsibility of wearing the proverbial “parent’s hat” when it came to protecting the youth’s

welfare and building moral-based homes. He delivered the speech before the officers of the PCTA, members of the cable TV industry, colleagues from the government and private sector, and special guest Sen. Paolo Benigno “Bam” Aquino IV who were all present to witness the official opening of the convention. Chair Toto returned the following day to give a short lecture during the Regulatory Hour of the event. The short address was meant to give information and enlighten the audience regarding the authority and functions of the MTRCB and to educate them as well on Matalinong Panonood.◘

The launching was led by MTRCB Chairman Eugenio “Toto” Villareal, who acknowledged pride over the new infomercial and also thanked the guests present. To uphold its mission of promoting value-based media, the MTRCB realized the importance of creating infomercials to empower and remind parents of their responsibility in guiding their children with regards media. The co-chairpersons of the infomercial committee explained a plan to showcase all the SPG descriptors for the next infomercials, For this year’s infomercial, the context focused on was violence, while last year’s focus was on language.

After the infomercial preview, a panel discussion was conducted together with director Carlitos Siguion-Reyna, actors Mon Confiado, Liza Dino, Evangeline Mabanta, Miggs Cuaderno, Nicolai Lista, and Erlito “Lilit” Reyes, writer for the infomercial, who all shed light about the work they had helped accomplish. Also joining the panel were Board Members Bibeth Orteza and Manet Dayrit, co-Chairpersons of the Infomercial Committee. BM Jay Revestir led the invocation while BM Gladys Reyes hosted the event. The signing of the Memorandum of Understanding with theater operators and TV networks also transpired, sealing a partnership that ensures cooperation and support in regards to the exhibition of the infomercial.◘

The club requested to take part in the MTRCB’s Matalinong Panonood program as part of the twice-a-month activity day program they began this summer. The MTRCB team welcomed parents and their children as they arrived to attend the seminar and learn more about the exact duties of the agency. The program proper began with an invocation led by board member Jay Revestir. Then the kids were led to the mini-theater for a film appreciation session, while the parents stayed with the members of the board for the seminar. Chairman Eugenio “Toto” Villareal opened the lecture by discussing the basic guiding principles of the agency. This was followed by the display and explanation of the MTRCB’s revised film classification. After a brief icebreaker, a discussion on revised classification for TV programs, trailers, plugs, and publicity materials was conducted by BM Jay Revestir. An open forum was then held to clarify some concerns aired by the parents. After watching Kung Fu Panda 3, the kids joined their parents at the forum and were also encouraged to participate in the question-and-answer segment.◘

An MTRCB team led by Chairman Eugenio “Toto” Villareal conducted another Matalinong Panonood program within its own building last 14 March 2016. The beneficiaries came from SINAG, a social action arm of the Sta. Maria della Strada Parish Cooperative, which has its own scholarship program devoted to assisting students from public high schools. The audience consisted of advisers and scholars from the Balara High School and volunteers from SINAG. The program was hosted by Board Member Jackie Aquino, while the forum itself was conducted by BMs Jay Gladys Reyes, Mario Hernando and Chair Toto.

The MTRCB’s pledge of informing and reminding viewers of Matalinong Panonood was once again advocated, this time before students, teachers and aspiring filmmakers attending the Movie-Making Workshop held at the San Bartolome High School in Quezon City District 5 on March 06. Chairman Eugenio “Toto” Villareal conveyed the MTRCB’s role in the film and television community, acquainting the attendees on the agency’s legal framework and its continuous evaluation of media to protect the values of viewers.

“Media literate ba kayo?” asked Chair Toto as he challenged the attendees on their own responsibility as viewers. He stressed that conducting a workshop such as this was essential, since it gives the MTRCB the opportunity to teach audiences to self-regulate. He also stressed that this was most relevant since the group being addressed was composed mainly of students and teachers. Chair Toto concluded the seminar with the opening of MTRCB’s doors to future educational exploits of the San Bartolome High School community which he hopes would encourage further study and assist in understanding Matalinong Panonood. Present in the discussion were Director and Producer Tony Y. Reyes who helped organized the event, and Dr. Modesto Villarin, Principal of San Bartolome High School. Both expressed their warm appreciation for the MTRCB’s participation. A week after the Matalinong Panonood program, Chair Toto returned to join in the awarding of certificates and left a message of empowerment to the aspiring filmmakers and students present. He affirmed the MTRCB’s support in the growth of these would-be filmmakers and expressed the youth’s significance in building a better future for the country, being its primary source of hope.◘ 4

To support SINAG’s advocacy of development of critical skills and exposure to supplementary activities, the agency saw it fitting to inform the students o the functions of MTRCB. As emphasized by Chair Toto, the Matalinong Panonood program’s primary mission is to teach intelligent viewing and promote value-based media entertainment. After the forum, the visitors were then led to the preview theater for a screening of Barber’s Tale. This was intended to promote Filipino culture and inform the children as well about the Marcos era. Director Jun Robles Lana was invited by the MTRCB to personally present his own film, which greatly honored the SINAG guests.

The event concluded with an open forum where the future of Barber’s Tale was placed under focus. Advisors from Balara as well as members of the MTRCB agreed that such a film should be made more accessible and shown in more screens. It displays a taste of our bitter history and promotes the empowerment of women, which is one of the aims of the agency.◘

In accordance with its mandate and to expand its capabilities to reach more student bodies, an MTRCB team led by Chairman Eugenio “Toto” Villareal introduced Matalinong Panonood to the faculty of the University of Asia and the Pacific on 16 March 2016. In attendance were representatives from various departments, despite a time conflict what with the busy schedule of majority of the faculty due to the final examinations period. Thus the UA&P still showed the eagerness to learn of the MTRCB’s commitment to protect social welfare and the dignity of Filipinos. “It’s a start.” said Chair Toto, as he foresaw the positive outcome of what was accomplished. Hosted by BM Jackie Aquino, the program also saw the attendance of BMs Bobby Andrews, Gladys Reyes, Atty.

Noel del Prado, Atty. Antonio Veloso and Jay Revestir. The program proper began with an invocation led by BM Jay, followed by the opening remarks from BM Jackie and Mr. Art Vito Cruz, UA&P CAS Department Chair of Arts. The Powers and Functions portion of the program was delivered by the Chairman himself, followed by the discussion on the revised classification for television programs and the revised classification for movies, which were led by BMs Veloso and Del Prado, respectively. BM Bobby and BM Gladys led the ice-breaker portion, which required open-minded volunteers from the audience, as well as the open forum which shed light on some relevant inquiries. One question was on why the classification program in regards to the rating of films was not raised to R-21. Chair Toto explained the need to harmonize with the Philippine civil law where the age of majority is 18, and that although parental consent is recommended to persist till the age of 21, the law must always still prevail. Another topic which was brought up pointed to the manner by which cable television was monitored by the agency. The team responded by explicating that the MTRCB has instructed how these cable providers can self-regulate, and that some already possess its own rating system.◘

The Movie and Television Review and Classification Board (MTRCB) held its Matalinong Panonood program at the Ateneo Law School, Makati City on 07 April 2016. In support of the school’s alternative class program, the MTRCB conducted its media and classification literacy seminar and imparted to future lawyers its mandate and functions, shedding light on the purpose of the agency. The Powers and Functions together with the revised classification of movies portion were expounded on by Chair Toto Villareal, followed by board member Atty. Antonio Veloso who discussed the revised classification for TV programs, trailers and publicity materials. The discussion was followed by a screening of the film “Barber’s Tales” which presented a comedic yet grim image of Filipinos living during the Martial Law era. The film showing led to a panel discussion with the film director Jun Lana and one of the actresses in the film, BM Gladys Reyes-Sommereux, who also acted as the host for the seminar. This activity was an offshoot of a Memorandum of Understanding (MOU) signing that was formalized on 17 March 2016. Responsible for the initiative was the Student Council of the

On 18 March 2016, the Movie and Television Review and Classification Board (MTRCB) held a media and classification literacy event within its building’s premises, with the objective of empowering women through educatiional talks regarding the medium they use, as well as the functions of the MTRCB. Billed as “Kapakanan ni Juana… Kasama na sa Agenda ng Matalinong Panonood,” the event affirmed the agency’s strong support for the protection of the dignity of women. The program was hosted by board member Maloli Supnet while the invocation was led by board member Teresita Villarama. The powers and functions of the MTRCB were discussed by BM Noel Del Prado, who also explained the agency’s responsibility in upholding the Magna Carta of Women as part of its duties. BM Marra P.L. Lanot spoke on the revised classification for TV programs, trailers and publicity materials, while BM Raquel Villavicencio handled the topic of revised classification for movies. Ateneo de Manila Law School (ALS), which fulfilled its part in the rewarding collaboration with the Movie and Television Review and Classification Board (MTRCB). Prompted by the need to expose students to new opportunities, specifically in the field of media and in support of its upcoming alternative class program, the ALS has sought the assistance of the MTRCB in accordance with the agency’s mandate of looking after the welfare of the youth and empowering young professionals.◘

media, a segment that was included in the program in furthers upport of the thematic advocacy. The second part of the media literacy program consisted of the screening of the film Barber’s Tales which depicted a comedic yet grim image of Filipinos living during the Martial Law era. Sommereux who both entertained questions from the audience regarding the film.◘

Further to its continuing mandate to empower and protect the Filipino commuters, especially the children, against the video content played on buses and ferries, the Movie and Television Review and Classification Board (MTRCB) conducted today a mass inspection of all buses at Araneta Center Grand Bus Terminal. The inspection was led by Chairperson Eugenio “Toto” Villareal, together with the members of MTRCB’s Legal Affairs Unit and Monitoring and Inspection Unit (MIU) who performed their own surveillance as well. The team found buses using “unrated” video material in DVD format. They also confiscated two (2) USB’s (universal serial bus) which contained movies with too much violence. After which, the team also conducted inspections in other bus terminals like Jam Bus Terminal, Dimples Transport and RORO Bus Transport. Aside from its regular inspection, an information drive was also conducted through the posting of public advisory (PAUNAWA) tarpaulins around the terminal,

informing the commuters that only movies with classification ratings of either General Patronage (“G”) or Parental Guidance (“PG”) are allowed to be exhibited inside PUV’s. Stickers imparting the same reminder were also placed inside each bus, highly visible to drivers and passengers. Aside from bus terminals, the team also went to Manila North Harbour Port to inspect ferries, including the port’s very own passengers’ waiting area. Overall, terminal and PUV personnel were cooperative and enthusiastic during the inspection and information drive.◘

Known as the town of National Hero Dr. Jose Rizal, Calamba City welcomed the MTRCB contingent as it conducted Matalinong Panonood activities from April 1 to 3. On April 1, a Matalinong Panonood forum was conducted at Calamba City Hall. The forum was participated in by government officials and employees. Concluding the activity was the signing of a Memorandum of Understanding attended by Calamba City Mayor Justin Chipeco and MTRCB Chairperson Eugenio “Toto” Villareal. The partnership aims to further conduct media and classification ratings literacy activities for the people of Calamba, especially for the youth. The City Colleges of Calamba also hosted a Matalinong Panonood forum on April 2, which was attended by enthusiastic strudents from

different departments. The team never stopped with its empowerment and information campaign as it also went to different bus stations to post PAUNAWA stickers and tarpaulins. This was followed by a cinema inspection and monitoring at SM City Calamba, Robinsons Mall, Waltermart, and Lianas Mall. The MTRCB team was composed of board members Jay Revestir, Eric Mallonga, Gladys Reyes,

Cecilia Nubla, Carmen Musngi, and Patrocinia Binungcal.◘

Matalinong Panonood goes to Kalibo

MTRCB’s Matalinong Panonood (MP) went provincial as it conducted different activities in the province of Aklan on February 28 to 29. As a kick-off activity, the MTRCB team conducted a monitoring and inspection visit at Kalibo Cable TV and Aklan Cable TV. One of the highlights of the campaign was the signing of the Memorandum of Understanding between MTRCB and the local government of Kalibo. The signing ceremony was attended by Kalibo Mayor William Lachica and MTRCB Chairperson Eugenio Villareal. The partnership aims to further conduct developmental activities to empower the youth, women, and other sectors with regards discerning viewership. A press conference with tri-media was also conducted right after the ceremony. The campaign would not have been complete without Matalinong Panonood fora, which were conducted at Regional Science High School and Sto. Nino Major Seminary. The fora were actively participated in by students, formators, teachers and school administrators. Together with Chair Toto were board members Atty. Eric Mallonga and Jay Revestir.◘

Luzon, Visayas, and Mindanao. MTRCB continues with its advocacy to inform, engage, and empower every Juan and Juana wherever they are. And this time, a Matalinong Panonood campaign was successfully held in the Islamic city of Marawi from April 6 to 8. The team was composed of board members Jackie Aquino, Maloli Supnet and Mario Hernando. On the first day, they went to Southern Cablevision Inc. in Iligan City to conduct cable monitoring and inspection. A Matalinong Panonood forum was then held

at Mindanao State University, attended mostly by accounting students. Another forum was held at Mapandi Memorial College where almost 100 students paid attention to the TV and Film Classification discussions led by the Board Members. The Ranao Broadcasting and TV Sytem in Marawi also welcomed the team during its cable monitoring. Radio and cable TV interviews were also conducted to widen the reach of MTRCB’s program and advocacy for Matalinong Panonood within Marawi City and nearby provinces.◘

The Movie and Television Review and Classification Board (MTRCB) never gets tired in empowering the different sectors of the society. Just last month, the MTRCB team led by its Chairperson Eugenio “Toto” Villareal, Executive Director Atty. Ann Marie L. Nemenzo, and Board Members Jay C. Revestir (who happen to be an Aklanon himself) and Atty. Eric Mallonga went to the Province of Aklan. The Matalinong Panonood campaign was also extended to cover neighboring Capiz and Antique. On 08 April 2016, Chair Toto gave an inspirational message to the graduates of STI College Kalibo. “Each home, with parents and responsible adults at the helm, must develop a media culture based on human dignity,” said Chair Toto. He then challenged all present to invite the MTRCB to bring its Matalinong Panonood seminars to their respective communities. At around 8:30 p.m., Chair Toto conducted a theater inspection at Robinsons Place Roxas, Capiz. On 09 April 2016, Chair Toto travelled to the Province of Antique where he guested at DYKA-AM station and Hot FM, Hamtic Station, where he discussed the powers and functions of the MTRCB and its jurisdiction over Cable and free TV.◘

at New Era University

As part of the Movie and Television Review and Classification Board (MTRCB) to empower the youth, the agency held its Matalinong Panonood para sa Pamilya at Lipunan nina Juan at Juana forum at the Professional Schools Building of New Era University last 15 April 2016. This was part of the Special Lecture Series of the College of Law. The forum was attended by approximately 100 Mass Communication and Law students. Chairperson Eugenio “Toto Villareal started the forum with a brief discussion of the powers and functions of the MTRCB. Emphasizing that the agency is not a censors Board, he also stressed the basic guiding

principles. Chair Toto then discussed the revised classification for movies and television, with sample clips played for a better understanding the ratings and an explanation of the difference between “G” and

“PG” ratings for the revised classification for trailers.◘
